ニュースレター2006年春号
2006年はRefugees International Japanにとって特別な年になりま
した。例年の2倍の資金を集めることができ、
その結果、
いつもの倍の数
の世界各地の避難民の皆さんを援助することができたのです。毎年慣例
の数々のイベントに加え、今年は特に駐日英国大使サー・グレアム・フライ
ご夫妻とロイヤル・ソサエティー・オブ・セントジョージのご協力を得て、
駐日英国大使館公邸でグランド・オークションを行いました。
このイベン
トの発起人の一人であった前会長、
モニカ・ハーディングに心から感謝し
たいと思います。
2006年は女性難民と帰還民に焦点を絞り、
エリトリア、
タイ、西サハラ、
リ
ベリア、
パキスタンのプロジェクトを支援し、
コミュニティ再建や家族への
支援も行いました。
前述のオークションのご出席者のご好意で、北ウガンダの子どもたちの
ためのプロジェクトに約1000万円を集めることができました。
ここでは
何千人もの子どもたちが誘拐され、
「神の抵抗軍」(Lord’s Resistance
Army)の兵士にさせられています。私どもはウガンダの北部と東部の、学
校建設、就学児童数を増やすための教育環境と教育レベルの改善を目
的としたプロジェクト3つを選び、集められた資金を提供しました。

このような大きな節目を迎えた時期に会長に任じられましたことに、心を
踊らせております。Refugees International Japanは現在、上部組織
を再編成し、新しいイメージを打ちだしていこうとしています。今後もこれ
までの慣例のイベントに加え、学校でのプログラム、音楽とアートのフェ
スティバルなどを企画していく予定です。私どもの目的はこれまでどおり、
故郷を追われた人々が住み慣れた場所に帰還し、
コミュニティを再建す
る手助けをすることです。

This is the last newsletter in its present format as Refugees International
Japan will produce an annual report in the autumn from now on. We
will be improving communication through the Refugees International
Japan website (refugeesinternationaljapan.org) featuring regular
news updates with a calendar of events, information on world issues

Spring 2006 Issue
In 2006 Refugees International Japan highlighted projects for women
refugees and returnees in Eritrea, Thailand, Western Sahara, Liberia
and Pakistan helping this important group of people to rebuild their
communities and care for their families as well as themselves.
Guests at the Grand Auction pledged around 10 million yen for
children in northern Uganda, an area where thousands of children
have been abducted to fight with the Lord’s Resistance Army. We
selected three projects in the north and east of Uganda, building a
school and improving conditions relating to education in order to
improve school attendance and standard of education.

2006 was a landmark year for Refugees International Japan – a year in
which Refugees International Japan doubled its income and has been
able to double the assistance we provide to those displaced by conflict
around the world. There was the usual gala of events with the addition
of an auction held courtesy of the British Ambassador with the Royal
Society of St George. I would like to thank my predecessor Monica
Harding for initiating a great event.

I am excited to be heading up Refugees International Japan at a pivotal
time in its history. We have developed a new image and restructured
the management of the organization. There are many exciting new
activities for all to enjoy: schools programmes, a music and arts festival
as well as the ever-popular annual events. As we build our organization
we will stay focused on the individuals who work towards returning
home and rebuilding their communities. Refugees International Japan
prides itself in being a transparent organization that repays the loyalty
of you our supporters through clarity of information and staying
ahead of the news.

Refugees International Japan (RIJ)
Refugees International Japan (RIJ) は世界の難民救援を目的
として1979年に東京で設立された、全員、無給のボランティアで構
成されている非営利団体です。過去26年間、緊急援助のみならずカ
ウンセリング、教育、
リハビリ、職業訓練などを通して、難民が自立し、
尊厳ある生活を取り戻せるよう支援を続けてきました。特に女性や子
ども、
お年寄り、障害者など弱者の支援に力を入れています。皆様が
難民問題に対する理解をさらに深め、募金活動などにご参加いただ
けるようご案内しています。
Refugees International Japan (RIJ) is an all-volunteer, independent,
nonprofit organization that raises funds to assist refugees around
the world. Founded in Tokyo in 1979, RIJ has for the past 26 years
funded emergency aid in crisis situations and supported longerterm projects that help restore independence and dignity through
counseling, education, rehabilitation and skills training. RIJ also
seeks to raise public awareness of refugee issues and to involve the
community in its programs. We support especially vulnerable groups
of refugees: women, children, the elderly and disabled.

Ten Years On in Bosnia

How Refugees International Japan is supporting resettlement for returnees in Bosnia
In May 2006 Jane Best and Lydia Mitchell from Refugees International
Japan visited Bosnia to see how funds raised in Tokyo are helping
resettlement for returnees, finally coming home ten years after the
end of the conflict.
Forgotten, but still in need
The 1992-1995 war in Bosnia and Herzegovina had devastating
consequences; tens of thousands of deaths and the forced
displacement of around two million people. A decade on from the
Dayton Peace Accords of 1995, over 100,000 people are still unable
to return home.
The conflict created high unemployment, poverty and severe
physical and psychological trauma. With government assistance
at a minimum, local help is critical. Refugees International Japan
currently supports two NGO projects in this region, helping
returnees rebuild their lives and communities.
The first is ESPO (Economic, Social and Legal Support), an NGO
based in the northeastern town of Vlasenica. Refugees International
Japan funds provide income generation opportunities for vulnerable
families.
The area’s history is stark. 30,000 people fled Vlasenica during the
conflict and of the 20,000 who have returned many found their
homes severely damaged or destroyed. Limited work opportunities
compound returnees’ problems, making ESPO’s economic packages
so very important. Valued at around 700EUR these enable vulnerable
returnee families to generate income through activities such as chicken
farming and bee-keeping. The project also enables returnees to retain
their pride and dignity by promoting self-sufficiency.

he struggled to support a family of six, all living in just two rooms of
his mother’s otherwise derelict home.
The ESPO grant enabled Avdo to set up his own chicken farming
business. With the income he repaired his mother’s house and even
built his own home next door. It has also paid for a kidney operation
for his six-year old son and Avdo hopes one day to use the income
to receive the valuable psychological counselling he needs. Looking
to the future Avdo plans to work for another NGO project later this
year.
Supporting the children
The second Refugees International Japan-supported project is Bolje
Sutra (Better Tomorrow), which provides direction, education and
psychosocial therapy for children. Its aim is to help them become
productive members of their communities, making them less
vulnerable to the pressing social problems endemic in many areas
in the aftermath of the war.
We visited a mobile centre in Voljavica, near Srebenica, an area that
saw terrible violence during the conflict. Ethnic tensions still simmer
and returning children and teenagers are especially vulnerable to the
legacy of drugs, gangs, trafficking and prostitution.
The centre provides a safe and positive environment for the children
who learn and play, guided by adult ‘animators’ or instructors, mostly
returnees themselves. The experience for them is an incredibly
positive one. One, born in a collective centre, has been coming to
the centre for years. Now fifteen, he helps the animators, acting as a
stable role model for the children and building skills and experience
for his own future.

Hope for the future
Avdo, a beneficiary of the project, spoke of how it had helped him
and his family.
Though the Bosnian people still face many difficulties, these locally
run projects give hope that returnees can have a ‘better tomorrow’,
rebuilding their lives and communities. With the help of all our
supporters and sponsors, Refugees International Japan will continue to
look for opportunities to assist returnees in this still-troubled region.

1992-95年にボスニア・ヘルツェゴビナで起こった内戦は無残な傷跡

紛争によって失業率が上がり、貧困が生まれ、多くの人々が肉体的、精神
的トラウマを被りました。政府の援助が最低限にとどまる中、Refugees
International Japanは地域の2つのNGOのプロジェクトを支援し、帰
還民が生活とコミュニティを再建する手助けをしています。
1 つは E S P O ( 経済的、社会的、法的サポート)という、北東部の
Vlasenicaの町にベースを置くNGOです。
ここでは収入を得るすべのな
い家族にその機会を与えるために資金を援助しています。
内紛時、Vlasenicaからは約3万人が避難し、内2万人が帰還しました
が、故郷の家は完全に、

子どもたちへの援助
Refugees International Japanが援助しているもう1つのプロジェクト

を手にすることが
できるという希望を帰還民に与えています。Refugees International
Japanは多くの支援者、

alone but also of individual women and men. Through the Women
Study Program with the motto of supporting women to expand their
power, rights and opportunities, we have much hope. We need to be
constantly inspired that there is hope and that someday soon, we can
go back to Burma.”
Women’s Education for Advancement and Empowerment (WEAVE)
through its partnership with the KNWO provides educational and
training opportunities for displaced ethnic women temporarily
staying in the refugee camps along the Thai-Burma border. The
specific educational support provided aims to increase gender equity
in community leadership as well as increase women’s capacity to
generate income. In May 2006, WEAVE and KNWO established a 10
months women study program for junior and senior women in one of
the camps in Mae Hong Son Province in Thailand.
Refugees International Japan supports the Women’s Study Program
which is providing the much needed financial assistance as the
program is considered an important and unique part of educating
women in Karenni camps, and an important step in preparing women
to take on decision-making roles in the community.

Women’s Education for Advancement and Empowerment
(WEAVE)はKNWOとの協力のもと、
タイ・ミャンマー国境地域の避難
民キャンプに仮住まいを余儀なくされている女性たちを対象に教育とト
レーニングを行っています。
コミュニティを指導していくにあたって性差
をなくし、女性にもリーダーシップを持たせ、収入を得る力をつけさせる

World Vision Japan (WVJ), with funds provided by RIJ, is supporting
refugees and displaced people throughout the world. We try to focus
on refugees who do not attract worldwide attention, and therefore do
not receive support from UNHCR.
UNHCR is a UN agency set up to protect and support refugees, but
because donor countries including Japan are asked to contribute only
on a voluntary basis, the amount donated is decreasing, with a total
amount of only 70 billion yen in 2006. Those affected most by this are
refugee children.
Refugee children from Congo living in KALA refugee camp are
studying in a half-demolished school. The renovation of the school
was to be done this year with UNHCR funding, but it was cancelled
due to severe budget cuts. However, WVJ is now constructing two
schools in the camp using funds given by RIJ.
Auction and Gala
Dinner
On June 9th 2006 the British Ambassador, Sir Graham Fry and
Lady Fry generously offered the use of the Residence and garden
for a major fundraiser for Refugees
International Japan, in collaboration
with the St. George’s Society.
Both the silent and live auctions
allowed guests to know the destination
of the funds raised. Among the range
of specific projects benefiting were
baby kits for Burmese mothers,
help for child refugees returning to
Liberia and schooling for displaced
children in Uganda.
The success of the auctions and
raffle were far beyond our hopes and
expectations; a fantastic 48 million
yen were raised, providing a net gain
to Refugees International Japan’s
funds of 40 million yen.
We could not even have got the event
off the ground without the support
and sponsorship of HSBC (1 million
yen donation) and also many other
companies whose generosity can be
viewed in detail on our website.
This wonderful event was the first of
its kind for Refugees International
Japan, but we hope it will not be the

ジャパン
ワールド・ビジョン・ジャパン(WVJ)はRefugees International Japan
からの支援により世界各地で難民・避難民支援を行なっています。特に
私たちがフォーカスを当てている難民は、世界の人々から注目をされず、
UNHCRからの支援も途絶えがちな難民たちです。UNHCRは難民を保
護・支援するために設立された国連機関ですが、
それを支える日本を含
めたドナー国の供出金は義務ではなく任意です。従って強制することが
できず、現実として
UNHCRへのドナー国からの拠出金は年々減少傾向にあり、2006年の
見通しでは700億円程度まで減少してしまいます。
これらの影響を1番に
受けているのが、難民のこどもたちです。
ザンビアのカラ難民キャンプに住むコンゴ難民の子どもたちは、壊れか
けている校舎で勉強をしています。今年は当初のUNHCRの予算でこれ
らの学校の改築が行なわれる予定でしたが、予算の大幅な削減により取
りやめになってしまいました。WVJはこれらの状況の中で、RIJの支援に
よりカラ難民キャンプに2校の学校建設を行なっています。

2006年6月9日、英国大使、
サー・グラハム・フライご夫妻のご厚意によ
り、大使公邸と庭園を開放して頂き、St.George’s Societyとの協賛に
より、
チャリティー・オークションとディナーが催されました。
ライブ形式とサイレント形式、
それぞれの形式のオークションで集められ
た資金はミャンマーのお母さんたちが使う乳児用品の購入、
リベリアに
帰還する難民の子どもたちの援助、
ウガンダの難民の子どもたちの学校
教育に使われることになっています。
今回のオークションの成功は、
私たちの希望や期待をはるかに上回るもの
でした。
4800万円の売り上げがあり、
収益は4000万円となりました。
今回の催しにあたっては、100万円をご寄付下さったHSBCのご支援と
ご後援を初め、多くの企業からの温かいご支援をいただきました。

Art of Dining
The 16th Art of Dining Charity Exhibition was held on March 7th,
2006 at the Westin Tokyo Hotel in Ebisu. Her Imperial Highness
Princess Hitachi was gracious enough to open the event for us as
usual and we are honoured and grateful for her support. Thanks
to the generosity of our table setters and donors and sponsors, we
enjoyed an enormous success: 1700 visitors attended and the amount
raised for Refugees International Japan projects was just over 10
million yen. Full details and photos can be found on our website.
This year the Art of Dining will take place on Tuesday March 6th
at the Westin Hotel. Table setters from the embassies of Portugal,
Canada, Singapore and Denmark will be represented. Japanese table
setters include Lisa Akikawa and Kathy Nakajima, among other

2006年度の第16回食卓の芸術チャリティ展示会は3月7日、常陸宮妃
殿下のご臨席を賜って恵比寿ウエスティンホテルにて開催されました。
妃殿下を初め、テーブルセッターの皆様、
さまざまな形でご寄付くださ
った皆様、
スポンサーの皆様のおかげで、約1700人の入場者を集め、
1000万円を上回る額を集めることができました。
今年の展示会は3月6日(火曜)、同じウエスティンホテルで開催される
予定です。

デンマークの大使館からの
テーブル出展に加え、
日本側からは秋川リサ様やキャシー中島様を初
め、多くの著名な方々にご参加いただきます。皆様のおいでをお待ちして

Festive Tree Article
18th Festive Tree Campaign
Our annual "Light up the Life of a Refugee Child" campaign was held
this year in the Oazo building in Marunouchi, due to the renovation
of Tokyo Station where it had been held for the last 17 years.
HIH Princess Akishino switched on the lights of a tree donated by
American President Linesand a craft bazaar was held underneath
the tree. Also, artists including professional ones gave charity
performances by the tree.
We thank everyone for their cooperation and effort, and hereby
announce that we managed to raise 8,500,000 yen this year. This
figure included 950,000 yen from craft sales and 260,000 yen from
card sales.

キャンペーン
過去１７年間、年末の恒例となっているこのキャンペーンは今年は改修
中の東京駅ホールに代わり、
オアゾの広場で開催されました。
秋篠宮妃殿下がアメリカン・プレジデント・ラインにご寄贈いただいた大
きなツリーに点灯のスイッチを入れてくださり、
ツリーの下ではバザーが
行われ、
プロのアーティストを含む多くの方々がチャリティー・コンサート
を行って募金をつのってくださいました。
ご協力いただきました皆様に深く感謝すると同時に、
このキャンペーンを
通じて8,500,000円の募金が集まりましたことを御報告させていただき
ます。

At Tokyo American Club on April 14, 2006, Saori Yuki and Shoko
Yasuda gave a charity dinner concert for RIJ in front of an audience of
180. Their 20 years of experience in performing mainly Japanese folk
songs helped them to create a lively atmosphere.
2006年4月14日、東京アメリカンクラブで由紀さおりさんと安田祥子さ

In 2000-01 severe fighting caused refugees to flee camps in the Forest
Region of Guinea. The offices of Concern Universal were looted,
and it became difficult to provide aid to needy people. RIJ sent an
emergency grant without further delay. David Wright from Concern
Universal, Guinea, commented later: “It was the quick turnaround
time of RIJ that allowed CU to respond to the emergency effectively
and immediately, without which any response would have been
delayed by at least three months.”

RIJの早期財政援助のおかげで、各国の政府と寄付者が支援に着手
する基盤となるプロジェクトが可能になっています。
RIJの支援で開始され、今日では国際的な支持を受けているプロジェク
トの例として、IRC（International Rescue Committee）
の健康福祉
プロジェクトがあります。初期18ヶ月間はRIJからの支援だけで行われて
いましたが、現在では国際的な寄付による基金でまかなわれています。
「プロジェクトの立ち上げの大変困難な時期に、RIJが基金を提供してく
ださったことに大変感謝しています。今後の見通しは比較的に安定して
いますが、RIJの支援なしでは立ち上げは不可能でした」

AS A RESULT OF RIJ’S EARLY FINANCIAL SUPPORT,
PROJECTS CAN BE UNDERTAKEN TO CREATE THE
FOUNDATION FOR INTERNATIONAL GOVERNMENTS
AND DONORS TO BUILD ON.
An example of a project that began as a result of RIJ support and
which is now receiving international backing is the health and welfare
project run by the International Rescue Committee (IRC). Entirely
dependent on RIJ for the first 18 months of operation, this project is
now financed by international funds. In the words of IRC Bangkok:
“We are grateful to RIJ for providing funding in the very difficult
start-up phase of this project. The future is now relatively secure, but
it would not have been possible without your support.”
