You may encounter various kinds of difficulties during your stay in Japan, but we are here to

any problems related to your studies, daily life, or even to family issues.

日本到着後の手続きについて
在留カード
在留カードは、中長期在留者に対し、上陸許可や、在留資格の変更許可、在留期間の更新許可な
どの在留に係る許可に伴って発行されるものです。
みなさんが空港で交付された在留カードには、住居の記載がありません。居住地を定めてから 14
日以内に在留カードを持参の上、市役所にて住所を届け出て下さい（家族が住所を届ける場合は、
家族関係を証明する書類が必要）
。このカードは身分証明書となりますので、常時必ず携帯して下さ
い。

国民健康保険
日本は皆保険制度をとっていますので、外国人であっても日本に3ヶ月以上滞在する人は、国民
健康保険に加入する必要があります。市役所で在留カードの住居地を届け出た後、国保係で国民健
康保険に加入してください。

Necessary Procedures After Your Arrival in Japan
A residence card will be issued to mid-to long-term residents when granted permission
pertaining to residence, such as landing permission, permission for change of resident status and
permission for extension of the period of stay.
The residence card you received at the airport does not have your residential address indicated.
Within 14 days of finding a place to stay, you are asked to visit the city hall to register your
residential address（For your family’s registration, a document verifying a family relationship is
required.）. This residence card serves as your ID card, so please carry it with you at all times.

National Health Insurance
Japan has universal health insurance system and all residents including foreign nationals who
have permission to stay in Japan for 3 months or longer must be enrolled in the National Health
Insurance. Once you have registered your residential address at the city hall, you need to apply
for this insurance.

加入後は月々の保険料を支払うことになります。生駒市では、４月入学の留学生は、8回分
納で7月から翌年の2月まで、10 月入学の留学生は4回分納で 11 月から翌年の2月まで毎月払
います。保険料を滞納すると延滞金が加算されますので注意してください。保険料は所得に応
じて変わってきますが、給与所得がない学生は申告することによって保険料が軽減されます。
なお、帰国の際は必ず脱退手続きと保険証の返還手続きをしてください。
（3）給付内容
医療費自己負担額
（外来）
医療機関で国民健康保険者証（保険証）を提示すれば、自己負担額はかかった医療費
の3割ですみます。
高額療養費の支給
一カ月の間に同一の医療機関で、同じ病気やけがなどで支払った医療費が 80,100 円
（市町村民税非課税者などは 35,400 円）を超える場合、その超えた額が支給されます

（領収書が必要になりますのできちんと保管しておきましょう）。
子どもが生まれたとき、出産育児一時金として 420,000 円が支給されます。原則とし
て、出産費用の一部として医療機関に直接支払われますが、申請すれば被保険者が受
け取ることも可能です。

国民年金
国民健康保険と同じく、日本国内に居住している 20 歳以上の全ての人（留学生を含む）は国民年
金に加入する必要があります。市役所の庶務年金係で加入手続を行ってください。後日、日本年金
機構から年金手帳が送られてきます。年金手帳は卒業後に日本で就職する場合に必要ですので、大
切に保管してください。
なお、正規課程に在籍している留学生は、前年の所得が一定基準（年間給与収入約 1,940,000 円）
以下の場合、「学生納付特例」を申請することにより在学中は年金の支払が猶予されます。また、研
究生や特別研究学生の場合も「納付免除」の制度があります。

Insurance premiums are paid monthly after registration. In Ikoma City, students enrolling
in university as of April pay the premium in eight installments from July through February
of the following year, while students enrolling in university as of October pay four
installments from November through February of the following year. Please be aware that
late fees are assessed on delayed premium payments. Premiums vary according to the
income, but they will be reduced in part upon declaration from students without an income.
When leaving Japan, be sure to complete procedure required for withdrawal from the
insurance, and return your insurance card.
（3）Insurance Coverage
Individual-coverage for When you show your National Health Insurance Certificate at hospital, your cost
medical care（outpatient） will be 30% of the total medical cost plus the cost of medicine.
Payment for expensive

If you visit the same hospital for the same medical problem within the same
month, you are entitled to a payment cap of 80,100 yen（35,400 yen for municipal
non taxed citizens）. Any costs that run above the cap amount will be covered
by the insurance. Your receipts will be required for reimbursement, so
remember to keep them.
Subsidy for childbirth
and child care
When giving birth, a subsidy, 420,000 yen, will be provided for each child. In
principle, it will be directly paid to a medical institution as a part of expenses for
childbirth, and it is also possible that an insured person directly receives it by
making a request.

National Pension
As well as National Health Insurance, all residents including international students who are 20
years old and over, must be enrolled in the National Pension. Please take necessary procedures at
the national pension section of the city hall and a pension handbook will be later sent from Japan
Pension Service. As a pension handbook becomes necessary if you work in Japan after graduation,
please keep it at hand.
For international students in master’s or doctoral courses whose income in the previous year is
the standard amount（annual Income: approx. 1,940,000 yen）or less, payment will be exempted
until graduation upon application for “Special Payment System for Student”. Research students
and special research students are able to apply for “Payment Exemption System”.

税金
（1）所得税
給与所得に対して国が課す税金です。TA や RA 等で給与収入がある場合、毎月の給与から自
動的に引かれます。毎年 12 月に、年末調整が実施され、所得税に払い過ぎや不足がある場合に
調整がされます。※給与収入が月額 88,000 円以下あるいは年額 1,030,000 円以下の場合、所得税
はかかりません。
（2）住民税
その年の1月1日現在、日本国内に住所のある人は市民税と県民税から成る住民税を居住地
の市町村に納めなくてはなりません。住民税は前年の1月から 12 月までの所得をもとに計算さ
れ、毎年6月に請求があります。支払は1年分の納税額を一括で納付する方法と、4期に分け
て納付する方法があります（6月、8月、10 月、12 月）
。※前年の給与収入が 965,000 円以下の
場合、住民税はかかりません。
銀行口座の開設
授業料・学生宿舎経費の支払に必要となりますので、銀行口座を開設してください（詳しくは J22
を参照）。

（1）Income Tax
Income Tax is the tax imposed by the national government based on your income. If you
receive salary from teaching assistant（TA）or research assistant（RA）employment, the tax
is withdrawn automatically from your monthly salary. At the end of each year, the overall
amount of income tax you’ve paid for year will be adjusted if you’ve paid too much or less
through “Nenmatsu chosei”（Year-end adjustments）
. There is no income tax imposed if the
amount of income is less than 88,000 yen per month or 1,030,000 yen per year.
（2）Residence Tax
If you are registered as a resident in Japan as of January 1 of the year, you have to pay a
residence tax, a combination of prefectural and municipal tax, to the municipality of your
residence. Residence tax is calculated based on your income from January through December
for the previous year and you will receive a bill for the tax in June. The annual amount of the
tax can be paid in a lump sum or in four installments（June, August, October, and December）.
*There is no residence tax imposed if the salary amount for the previous year is less than
965,000 yen.

A bank account is required for paying tuition and student dormitory fees. Please open an
account at nearby banks（See E22 for more details）.

国費外国人留学生の皆さんへ
国費外国人留学生の皆さんへ
諸手続き
●ゆうちょ銀行の口座を開設
国費留学生の奨学金を受給するにはゆうちょ銀行の口座が必要ですので、渡日後すぐに開設す
る必要があります。口座開設手続はゆうちょ銀行生駒支店で一括して行いますので、留学生交流
係の指示に従ってください。
●通帳のコピーの提出
口座を開設したらすぐに通帳のコピー（郵便貯金通帳の口座番号がわかるページ）を留学生交
流係に提出してください。日本学生支援機構のウェブサイトで情報登録します。
●渡日後の諸手続き
渡日旅費申請等の手続きがあります。文部科学省の案内に従って手続きを行います。手続きに
ついてはメールで連絡をしますので必ずメールを確認するようにしてください。
●在籍確認のサイン《毎月》
毎月決められた期間に留学生交流係までサインをしに来てください。毎月のサインをしていた
だく日をメールでお知らせします。
注意事項
（1）長期不在時の手続き
出張や休暇等で長期間日本にいないため、決められた期間に在籍簿にサインをすることができ
ない場合は、
前もって留学生交流係まで連絡をしてください。帰国後にサインすることもできます。
ただし、月の始めから終わりまで日本にいない場合は、サインができないのでその月の奨学金は
支給されません。
（2）国費外国人留学生奨学金支給期間延長
新たに博士前期課程又は後期課程に進む際に、延長手続きが必要になります。昨今、国費外国
人留学生の延長申請審査基準が厳しくなってきています。特に博士前期課程から博士後期課程へ
の進学を考えている留学生は、博士前期課程での成績が重要視されます。指導教員と相談の上、
計画的に学修を進めていってください。また、課程を短期修了する場合は、延長申請時期が変わ
りますので必ず早めに留学生交流係へ知らせてください。

For Japanese Government（MEXT）Scholarship International Students
● Opening a Bank Account at the Japan Post Bank
Immediately after your arrival, you must open an account at Japan Post Bank to receive
MEXT scholarship. Please follow the instructions of International Student Affairs Section as the
procedures for all scholars will be taken by Ikoma branch of JP Bank all together.
● Submit a copy of your passbook
Once you open your bank account, submit a copy of your passbook（the pages with your
account information）to the International Student Affairs Section. The information will be

You will be asked to come to the International Student Affairs Section during a specified

（1）Procedure in case of absence
If you are away from Japan due to extended trip overseas or vacation and are unable to sign
an enrollment ledger during the specific period, you must notify the International Student
Affairs Section beforehand. You may sign after returning to Japan. However, if you stay outside
of Japan from the first to the end of any given month, you are unable to sign and the
scholarship of the month will not be paid.
（2）Extending your scholarship
If you proceed to the master’s course or doctoral course, you must apply for an extension of
your scholarship. Note that standards for scholarship extension are becoming stricter. In
particular, if you are considering proceeding from the master’s to the doctoral course, your
academic grades become the most important factor. Please be sure to plan your studies carefully
under the guidance of your supervising professor. Please notify the International Student Affairs
Section as early as possible if you plan to complete the course in a shorter time than the
standard terms of study and be aware of the change of the time of extension application.

現在の在留資格のまま在留期間を延長したい場合には、在留期間更新の許可を受けて延長しなけ
ればなりません。在留期間が満了する3ヶ月前から満了までの間に申請してください。

If you plan to work in Japan subsequent to completing your studies, be aware that you must
change your Status of Residence. There are different categories for Status of Residence, each of
which requires different types of documents. If you are hired as a post-doctorate researcher, for
example, your status should be changed to “Professor.” In general the category would be
“Researcher” or “Engineer” if you will be working for a company.

If you plan to bring your family members to Japan（spouse and children only）, you must obtain
a Certificate of Eligibility（COE）for each member. The COE should be sent to your family with
which they should apply for their visa at the local embassy or consulate. However, if you invite
your family members for a short term, you need to apply for a short-term visa unless your
country has reciprocal visa exemption arrangement with Japan. .

奈良先端科学技術大学院大学外国人留学生サポート基金について
NAIST には、留学生の本学における学修及び生活上の援助を行うことを目的として設立された、
奈良先端科学技術大学院大学外国人留学生サポート基金があります。本基金では、留学生に対し下
記内容の支援をしています。運営資金については、教職員及び国際交流支援団体の寄附によって賄
われています。
緊急時の一時金無利子貸与
留学生が、特別な事情で入学料・授業料等を払えない等、臨時に一時金を必要とする場合、返済
期日を定めて資金を貸与します。
私費留学生への生活必需品の貸与
経済的に困窮している私費留学生に対して、冷蔵庫を貸与します。限られた予算の中で購入・管
理していますので、大切に利用して下さい。
保険関係
●留学生住宅総合補償制度
留学生が民間宿舎等へ入居するにあたり、連帯保証人を探すのが困難なため、大学が留学生
の保証人となり、留学生に損害賠償の義務が生じた場合に費用を補償期間と限度内で支出する
制度です。
補償負担額　4,000 円（年額）
●留学生救援者費用保険
留学中に不慮の事故又は疾病により死亡もしくは療養を必要とする場合の救援者費用を補償
します。（例：家族の渡日が必要になった場合の旅費等）

NAIST International Students Support Fund

faculty and administrative staff as well as international exchange support groups.
Interest-Free Loan in Emergency
In an emergency when money becomes necessary, international students may borrow funds to
pay enrollment or tuition fees; the association gives loans with repayment dates.
NAIST International Students Support Fund
NAIST has established the NAIST International Students Support Fund. The purpose of this

● Comprehensive Renters Insurance for Foreign Students Studying in Japan
When international students rent an apartment, finding a guarantor is always very difficult.
Under this insurance system, the university becomes the guarantor of international students
and this insurance compensates for damages to a house or an apartment you rent within the
stipulated period and amount.
Premium：￥4,000（annual fee）
● Relief Insurance for Foreign Students
This insurance compensates expenses encountered such as your family’s travel expense to
Japan in case of your urgent need of medical treatment or your death due to accident or
illness occurring during your stay in Japan.

日本で生活するにあたり、
日本語能力はやはり不可欠です。簡単な日常会話ができるようになれば、

日本語初級クラス
全学共通科目として「日本語初級Ⅰ」
「日本語初級Ⅱ」を開講しています。開講時期は 10 月～12
月です。必須科目ではありませんが、新たに来日した留学生にわかりやすく日本語を教えるための
授業ですので、可能な限り受講してください。
日本語補講
授業科目とは別に、『ボランティア団体ネットワークいこま（代表者：山﨑先生）
』が週2回、通
年で日本語補講を実施してくださっています。クラスは全部で6つあり、初心者から上級者まで留
学生のレベルに合わせて日本語を学ぶことができます。日本語の上達には継続的な学習が不可欠で

Studying Japanese
Proficiency in Japanese is key to live in Japan. If you can have a daily conversation in Japanese,
“Japanese Class for Beginners Ⅰ” and “Japanese Class for Beginners Ⅱ” are offered as a
common subject for all graduate schools from October to December. Although this is not a
required subject, new students are highly recommended to take this class as it aims to teach easy
and simple Japanese for newly arrived international students.
Japanese Language Class
In addition to Japanese class in curriculum, the volunteer group “The Network Ikoma
（representative: Ms. Yamazaki）
” offers Japanese class twice a week throughout a year. There are
6 levels of classes from beginners to advance and you can learn Japanese according to your level.　Continuous study is inevitable to improve Japanese so your participation is very much
encouraged.

学生証
学生証は学生の身分を証明するものであり、IC カードになっています。学生証は、入学式後に交
付されます。
休学・退学・短期修了
休学、退学願等の願い出については、指導教員とよく相談の上、行って下さい。また、その際は、
速やかに手続きをして下さい。なお、休学、退学願については、提出時に授業料を納付していない
場合は、受理できません。また、課程を短期修了する方も早めに申し出てください。
諸証明書
在学証明書、成績証明書、修了見込証明書、健康診断証明書等は、学生証を使って証明書自動発
行機（附属図書館玄関ロビーに設置：月～金　7：30-19：00）で即日入手できます。その他の証明書
については、学生課で発行しますので依頼用紙を記入し提出してください。

The student ID serves as a multi-purpose identification with IC function. The student ID card

Procedures Related to Student Registration
Prior to taking a leave of absence or to withdrawing from school, please consult with your
supervising professor. If you decide to take a leave of absence or withdraw, please fill out the required
form as early as possible. Note that your request for leave of absence/withdrawal will not be accepted
if you have not paid your tuition by the time of your request. Also, if you will complete your course in
a shorter time than the standard terms of study, be sure to notify us as early as possible.
Certificates
You can obtain your certificate of enrollment, academic transcript, certificate of expected
graduation and certificate of health check-up at any time with our Automated Certificate Machine
using your Student ID card（Opening Hours Monday to Friday, 7：30-19：00）at the Library Lobby
entrance. Other certificates are issued at the Student Affairs Division by filling out a request form.

（2）民間住宅
日本でアパートを借りるには、知人に紹介してもらうという方法もありますが、不動産業者で
斡旋してもらうのが一般的です。ただし、通常、家賃の1ヶ月分を仲介手数料として支払うこと
になります。学生課に不動産業者の一覧がありますのでご利用ください。
大学に隣接した民間のアパートはありませんが、生駒市中心部や奈良市にはたくさんの民間ア
パートがあります。家賃は部屋の広さや立地条件によってさまざまですが、平均的には6～7畳
のワンルームマンションで月額2万円から5万円ほどです。
日本では敷金・礼金（保証金）といって入居時に数ヶ月分の家賃に相当する金額を支払うのが
一般的です。礼金は返却されませんが、敷金は退居時に返却されます。もし部屋に傷や汚れがあ
った場合はその修理費が敷金から差し引かれます。最近では敷金・礼金がかからないアパートも
ありますので、不動産業者に条件を確認してください。
不動産業者との間で話がまとまると、賃貸契約を交わすことになります。賃貸契約の際には保
証人が必要です（J11 ページ参照）
。また、契約書にサインするときは契約事項をきちんと確認し
た上でサインしましょう。
（3）公団住宅
都市再生機構（UR 都市機構）が供給している賃貸住宅です。契約時に礼金や保証人が不要など
のメリットがあります。家賃は部屋の広さや立地条件によってさまざまですが、3万5千円から
5万円ほどです。

ゴミの出し方
（1）ゴミ収集日程
ゴミは種別によって分けられており、それぞれ収集日が決まっています。ゴミの分別をきちん
として、決められた日に決められた場所に出してください。ゴミ収集日が休日の場合、収集は行
われません。次の収集日まではゴミを出さないようにしてください。
「燃えるごみ」「大型ごみ」「燃えないごみ」は指定のごみ袋を購入し、捨ててください。なお、
ごみ袋は大学内売店でも購入できます。

You may find someone privately who recommends apartments, but usually, people rely on a

brokerage fee when engaging a real estate agent. A list of real estate agencies is available at

There is no private apartment complex near NAIST, but there are many available in the
center of Ikoma and in Nara City. Rent varies based on the size and locations, but it is about
20,000-50,000 yen per month for a one-room（6-7 tatami mat size）apartment.
It is a common practice in Japan to pay about several months worth of rent at the time of
occupancy as shikikin（deposit）and reikin（key money）. Reikin will not be returned but
shikikin will be returned to you when you leave the apartment. If there is any damage to the
room, fees for the repair of the damages will be subtracted from shikikin. Recently, however,
there are many apartments that don’t require shikikin and reikin. Therefore, we recommend
you to check the conditions of apartments with the agent.
Once you and the real estate agent agree on a unit, you will need to sign a contract. A
guarantor is necessary at the time of contract（Please see E11）. Make sure you understand all
the terms in the contract before signing it.
（3）Public Corporation（UR）Housing
Public corporation（UR）housing is provided by Urban Renaissance Agency. Reikin（key
money）and guarantor are unnecessary at the time of contract. Rent varies on the size and
locations, but it is about 35,000-50,000 yen per month.

Disposal of Garbage
（1）Garbage Collection Days
In Japan, garbage is separated according to categories and collection days are designated for
each category. Please dispose of your garbage on the specified day in the designated place.
Garbage is not collected on national holidays. Please wait until the next collection day to put out
your garbage.
Please buy the designated garbage bags to dispose of “Burnable”, “Non-burnable”, and “Largesized burnable” garbage. The garbage bags can be purchased at the University Union. .

（2）一部家電製品及び家庭系パソコンの処分について

電気・水道・ガス
引っ越しをして新しい住居に住むときは、電気・水道・ガス・電話などの契約をする必要があり
ます。学生宿舎については電気・水道はそのまま使えますので、必要なのはガスの契約だけです。
これらの使用料は毎月支払うことになりますが、銀行口座から自動的に支払う方法が便利です。

（2）Disposal of appliances and home computers
There are five kinds of home electronics（air conditioning/heating units, televisions,
refrigerators, washing machines, and clothes dryers）that cannot be collected as garbage. We
ask that you dispose of these items by yourself under the Home Appliance Recycling Law upon
consulting with a home electronics retailer.
Likewise, disposable items categorized as home computers（all peripheral devices excluding
printers and scanners）cannot be collected as garbage, as stipulated under the Law for Promotion
of Effective Utilization of Resources. Please ask the manufacturer how to dispose of them.
Electricity, Water, and Gas
When you move into a new apartment or house, you need to sign up for electricity, water, gas
and a telephone service. In the student dormitory, you can use electricity and water without
signing, but you need to sign up for gas service.
The fee is charged monthly, and an automatic withdrawal from a bank account is the most

（1）Public Phones
The public phones accept both coins and telephone cards. International calls can be made on
the public phones with the sign "International & Domestic"（At the entrance of University
Union, there is a public phone available for international call）. The charge varies depending on
the call duration and call destination. There will be a beep sound before the time runs out while
talking; then an additional coin or card must be inserted if you would like to continue talking.
Telephone cards are sold at University Union or convenience stores.
If you press the cover of the emergency button（the red button）on the phones, no coin or
telephone card is necessary to call the police（110）or the fire station and ambulance（119）.
（2）International Calls
There are several international telephone service companies. No application process is
necessary, and you can just call in the following way. For more information, please ask each

食料品や日用品を安く買う場合に便利です。大学の近くならグルメシティ、大丸ピーコック、

（2）コンビニエンスストア
早朝から深夜まで、多くが 24 時間営業で、年中無休の店です。コピーサービス、宅配便受付、
公共料金払い込み、各種発券サービス、ＡＴＭなど、さまざまなサービスを取り扱っています。
大学徒歩5分ほどのところに、ローソンがあります。
（3）家電販売店
電化製品を安く買うのに便利で、本学近くならイオンショッピングモール内にジョーシンがあ
ります。
（4）家具店
ホームセンターやディスカウント家具店で家具が安く手に入ります。近くならコーナン、赤やが
あります。
銀行
日本に来て最初にすべきことの一つが、銀行口座の開設です。給与、奨学金の振込や、学生宿舎
経費の支払い、キャッシュカードの利用などができますので、大変便利です。通常、普通預金とい
う種類の口座を使います。なお、日常生活で小切手は使いません。
日本の銀行の営業時間は、月曜から金曜の午前9時から午後3時までで、土・日・祝日は休みです。
それ以外の時間帯には、
キャッシュカードで ATM から現金の引き出しや振込みができます。ただし、
手数料が利用時間により必要になりますし、契約銀行以外の銀行の ATM を使ったりすると高くな
ります。銀行では外貨の両替も取り扱っていますが、小規模な支店では、対応していないことが多
いです。

These stores are open 24 hours a day, every day of the year. They do offer a variety of services
including copying and delivery services, paying utility bills, ticketing service and ATM. The Lawson
convenience store is located within five minutes’ walk of the campus.
（3）Home Electronics Retailers
Joshin（in the Aeon Shopping Mall）is convenient for buying home electronics.
（4）Furniture Stores
You can purchase furniture at reasonable prices at home improvement stores and at discount
furniture stores. Nearby stores include Kohnan and Akaya.

One of the first things you should do upon your arrival to Japan is to open a bank account.
Having an account is highly convenient for receiving payments including scholarship, as well as
making payments for your accommodation, and you can also utilize an ATM card. Normally,
students are asked to apply for an ordinary account. Checks are rarely used in day-to-day life in
Japan.
Banks in Japan are open from 9：00 a.m. to 3：00 p.m. on weekdays, and closed on Saturdays,
Sundays, and holidays. However, withdrawals and bank transfers can be made at ATMs after
office hours using an ATM card. Note that a service charge may apply depending on the time of
day the ATM is used. The charge at a bank where you do not have an account is more expensive.
Banks offer currency exchange services, but not in most small branches.

（1）銀行口座の開設
口座を初めて開くときには、
本人であることを確認できる書類（旅券及び在留カード）と印鑑（印
鑑を持っていない場合はサインも可です）を持参し、普通預金申込書に記入します。同時にキャ
ッシュカードも作っておきましょう。キャッシュカードがあると、ATM が利用できるので大変便
利です。
帰国前には、公共料金の引き落としなど料金の精算が済んだことを確認後、必ず口座を解約し
ます。長期間入出金がない口座は閉鎖され、残金の入手が困難になります。詳細は銀行に確認し
てください。
（2）海外への送金、外貨両替
海外の銀行に送金する場合は、銀行の窓口で、取引銀行名、支店名、支店住所、ＳＷＩＦＴコ
ード、口座名義、口座番号、受取人住所、受取人氏名を記入して申し込みます。手数料は銀行に
よって異なります。送金はゆうちょ銀行でもできます。
外貨の両替も銀行の窓口で行えますが、一部の店舗では取り扱っていないところもありますの
で注意してください。

（2）Overseas Money Transfer and Currency Exchange
You must fill out a transfer form with name of the bank to which you send the money, branch
name, address of the branch, SWIFT code, name of account holder, account number, address of
the recipient, and name of the recipient. A handling fee varies according to a bank. Japan Post
Bank also provides overseas money transfer service.
Foreign currency exchange is available at bank counters, however please be aware that some
branches do not offer this service（Please refer to the information in the list below）.

（1）郵便局の業務
2006 年に郵便局が民営化され、郵便業務は「日本郵政」、金融業務は「ゆうちょ銀行」、生命保
険業務は「かんぽ生命保険」の3つの会社に分かれました。ただし、引き続きどの業務も各郵便
局で取り扱っています。
国費外国人留学生は、奨学金を受け取るため必ずゆうちょ銀行に口座を開設してください。す
でに口座を持っている人で住所変更が必要な人は、最寄りの郵便局で手続きをしてください。
郵便局の営業時間は基本的に月曜から金曜までの午前9時から午後5時までです（土・日曜日
などに営業している郵便局もあります）。ただし、ゆうちょ銀行・かんぽ生命保険の業務は平日午
前9時から午後4時までとなっています。
（2）郵便料金
郵便料金は以下のウェブサイトで調べることができます。普通郵便・速達郵便については切手
を貼って郵便ポストに投函したら届きます。

（1）Services Offered by the Post Office
After privatization of post offices in 2006, their services have been divided into 3 categories.
3 corporations take charge of each service, “Japan Post Co., Ltd.” for postal service, “Japan Post
Bank” for financial service, and “Japan Post Insurance Co., Ltd.” for insurance service. However
all services are available at any post offices. MEXT scholarship students must open an account
at Japan Post Bank to receive scholarship. If you already have an account and need to update
your address information, complete the procedure for change of address at a nearby post office.
In general, the post office is open from 9：00 a.m. to 5：00 p.m. from Monday through Friday（some
post offices are open on Saturdays and Sundays as well）

急ぎの小荷物、小包がある場合、最も速くて確実な方法が宅配便です。国内であれば、翌日また

An express delivery service（takuhai-bin）is the fastest and surest way to deliver an urgent
package. It will be delivered the next day or the day after to its destination within Japan. You can
arrange for a courier to come and pick up your package, but it is easier to have it sent from a

本学周辺の交通手段には、電車、バス、自転車、バイク、自動車などがあります。
（1）バス
大学近辺で一番利用しやすい交通機関はバスです。奈良交通のバスが大学と学園前駅・学研北
生駒駅または高の原駅の間を発着しています。ただし、本数が限られていますので時刻表をチェ

バス料金は現金で払う以外に、CICA という IC カードがあり割安になっていますので、度々バ

PiTaPa も利用可能です。バス料金は、現金の場合は降車時に支払います。IC カードの場合は乗車
時と降車時にそれぞれカード読取機にかざしてください。ただし、大学から学研北生駒方面に乗

（1）Buses
Buses are probably the most convenient public transportation around NAIST. The Nara
Kotsu Bus runs from Gakuemmae Station, Gakken Kitaikoma Station and Takanohara Station to
NAIST. Make sure to check the timetable, as number of buses is limited.

Other than paying the bus fare in cash, if you use the bus often, “CI-CA”（IC card）is more
convenient and offers a discount. ICOCA（JR）and PiTaPa（private railway companies）can be

IC card, pass it over a card reader when you get on and off the bus. Note that when using the
bus to Gakken-kitaikoma station, pay the fare when you get on the bus and inform the driver

〈学生割引〉
（対象者：正規生のみ）
ＪＲと近鉄の場合、100km 以上の遠距離は、学生割引を利用すると料金が2割引になります。
学割は図書館1階にある自動発行機で発行されます。
（3）定期券等の購入
学外に居住している学生が通学に電車を利用する場合は定期券を購入できます。定期券は一定
期間（1、3、6カ月など）通用するもので、料金も割安です。通学定期・通勤定期の2種類が
ありますが、通学定期は正規生のみ購入可能です。研究生・聴講生などの非正規生は通勤定期に
なります。
定期券は、定期券売場がある駅で、申込用紙に必要事項を記入し購入します。通学の場合は学
生証と通学定期乗車券発行控（入学オリエンテーション時に配布しています。）を必ず提示してく
ださい。バスの場合は、定期券のほか、IC カードも便利です。
（4）学外実習定期について
研究内容や指導教員によっては、学外の研究室に通学することとなります。その場合、上記の
方法では定期券が買えませんので、早めに学生課学生支援係に相談に来てください。発行までに
1ヶ月を要します。
（5）タクシー
本学周辺には奈良近鉄タクシー（Tel. 0743-73-4321）がありますが、例えば本学から高の原駅ま
で 3,500 円ほどかかりますので、経済的な交通手段ではありません。
料金は運転席のそばのメーターに表示され、チップは必要ありません。また、日本のタクシー
の後部ドアは自動に開け閉めされるので、自分で開閉する必要はありません。
（6）空港へのアクセス
本学から一番近い国際空港は関西国際空港です。関西国際空港へは大阪市内からＪＲまたは南
海電車で行くことができます。鉄道以外にも本学の最寄りでは、けいはんなプラザ発、学園前経
由でリムジンバスが運行しています。料金は 2,050 円かかり、利用する場合は事前に予約すること
をお勧めします。

If you live outside of campus and use public transportation for commuting, you can purchase
a student commuter pass. It is discounted when purchased in 1 month, 3 month or 6 month
passes. There are two types of passes, a student commuter pass and a regular commuter pass.
Students in master’s and doctoral courses can buy “a student commuter pass”. Non-regular
students such as research students and auditing students have to buy “a regular commuter
pass”.
To purchase a pass, fill out an application form at the pass sales counter of the station.
Student ID and student pass certificate（given at the orientation）are required to present for
purchasing a student commuter pass. For buses, IC card is also convenient.
（4）Passes for Students Studying Outside of NAIST
If you study at a laboratory outside of NAIST, depending on your study, you can not buy
student passes in the usual way. Please contact the Student Support Section of the Student
Affairs Division（extension 5920）
. It may take a month to issue such a pass.
（5）Taxis
There is Nara Kintetsu Taxi（Tel：0743-73-4321）near NAIST. It is not very economical
transportation method as it costs about 3,500 yen from NAIST to Takanohara Station.
The fare is shown on a display by the driver seat and it is not necessary to give a tip. The
back doors are fully automated and you do not need to open or close the door manually.
（6）Access to the Airport
The nearest international airport is the Kansai International Airport. You can get to the
airport by JR or the Nankai trains from Osaka City. In addition to the trains, airport limousines
run from Keihanna Plaza via Gakuemmae Station. It costs 2,050 yen and it is recommended that
you make a reservation beforehand.

日本と同等の水準の運転免許制度を有する国として道路交通法施行令で定められた次の7カ
国については、当該国の免許をそのまま使用できます。

⑥自動車の購入等
車を購入する時は自動車のディーラーに行きます。大学近辺にもいくつかの店があります。
値段は新車と中古の違い車種によって様々ですが、いずれにしても高額の買物ですので日本人
の知人に相談するのが良いでしょう。自動車を購入する際は車庫証明が必要になりますが、学
生宿舎入居者については車庫証明書の代わりに学生課で入居証明書を発行します。
日本での自動車の運転は左側通行ですので、右側通行の国から来られた方は特に運転に注意
願います。
なお、日本では自動車及び 250cc 以上のオートバイには2年ごとに継続検査（車検）を受け
ることが義務づけられています。そのほかにも、自動車には自動車税（車種によって異なりま
すが小型乗用車で年間約3万円）等の維持経費がかかりますので、購入の際は慎重にしましょう。

To obtain a driver’s license in Japan, people go through training at a driving school. They　must take 34 hours of driving practice and 26 hours of lectures（in the case of manual

. It usually takes about 300,000 yen to complete the course. After graduating

⑥ Purchasing a Car
Cars are purchased at car dealerships. There are several car dealers near the institute.
Prices vary depending on the year and model. Either way, it is still an expensive purchase, so
we recommend that you consult with a Japanese friend. Certification of parking space is
required to purchase a car, If you live in a student dormitory, Student Affairs Division will
issue a residence certificate on behalf of a parking space certificate. Be aware to drive on the
left side of the road, especially for those of you who come from countries where cars are
driven on the right side of the road.
In Japan, automobiles and motorbikes（over 250cc）are required to go through a safety
inspection every 2 years（shaken）
. Also automobiles are required to pay an automobile tax
（varies according to a type of vehicle but about 30,000 yen for a compact car）.You can never
be too careful when making such an expensive purchase.

な保険を設定してください。
⑧交通事故
もし交通事故にあったら、まず気持ちを落ち着けることです。事故にあいパニックのうちに、
相手が逃げてしまう場合もあるので、必ず相手の自動車等のナンバーを覚えるようにしましょ
う。対処法としてはまず、他の交通の妨げにならないよう、路肩に自動車等を寄せて下さい。
ただし、大きな事故の場合は警察官が到着するまで動かない方が無難でしょう。
けが人がいる場合は動かさずに、Tel：119 で救急車を呼び、同時に Tel：110 で警察を呼んで
下さい。小さな事故でも必ず呼ぶようにして下さい。警察官が到着したら運転免許証と自動車
損害賠償責任保険証を見せ、指示に従って下さい。また、相手に運転免許証及び車等の登録証
を見せてもらい、その内容及び相手の連絡先等を必ずメモしておいて下さい。その後、契約し
ている保険会社に連絡し事後処理を依頼して下さい。
（8）自転車
自転車を購入したら購入した店で必ず防犯登録をしましょう。名前と住所の記載されている保
険証などの証明書を持参して下さい。500 円で登録できます。

“passenger insurance” for the passengers in your vehicle. Select the insurance options that
you need.
⑧ Traffic Accidents
It is very important for you to remain calm when you are involved in a traffic accident. The
other party may drive off while you are in panic, so try to get their license plate number first.
Also try to get your vehicle to the shoulder so it is out of the flow of traffic. However, if it is
a major accident, it is better to wait for the police to arrive.
If anyone is hurt, dial 119 for an ambulance and 110 for police and do not move any injured
individuals. Please call the police even if it is a minor accident. When the police arrive at the
site, present your driver’s license and your proof of automotive insurance policy for damage
against loss and follow their instructions. Be sure to have the other involved party’s driver’s
license and registration numbers and write down their contact information. Then call the
insurance company to report the accident for appropriate actions on their part.
（8）Bicycles
When you buy a bicycle, you need to register the bicycle（bôhan tôroku）at the bike shop.

病院、診療所へ行くときは、お金と健康保険証を持っていきます。
診察時間は病院によって異なりますが、大きな病院はたいてい平日の午前中が多く、土曜・日曜・
祝日は休みです。受診する診療科の診察時間をあらかじめ電話で確認してください。開業医には
平日の午後、夜間や土曜日も診療しているところもあります。歯科などを除き受診のための時間
予約制度はほとんどないので、当日の受付順に診察を受けます。大きな総合病院は、たいてい最
新の医療機器を備え多くの診療科がありますが、患者さんも多いため長時間待たされることもあ
ります。
病院や医院（診療所）の受付では、ほとんどの場合、外国語での対応はしてくれませんから、
日本語が話せない人は、できるだけ日本語を話す人と行ったほうがいいでしょう。または日本語
で症状などを書いたメモを持っていくとよいでしょう。

（1）学生教育研究災害障害保険（学研災）及び付帯賠償責任保険（学研賠）
学研災は学生が正課、学校行事及びキャンパス内外での課外活動における不慮の災害事故によ
って傷害を負った場合、保険金の支払いを受けることができる制度です。
学研賠は学生が、正課・学校行事及びその往復途中で、他人にケガをさせたり、他人の財物を
損壊したことにより被る法律上の損害賠償を補償する保険です。

When you go to the hospital, you need to bring along some money and your National Health
Insurance Certificate. Consultation hours vary depending on the hospital, but most of the larger
hospitals are open in the morning on weekdays and closed on both weekends and national
holidays. Please phone and check the consultation hours beforehand. Some medical practitioners
are open for consultation on weekday afternoons, at night, and on Saturdays.
There is no reservation for medical appointments, except for dentists, so you have to queue
up for consultations. Most of the larger general hospitals are well equipped with the latest

（1）Personal Accident Insurance for Students Pursuing Education and Research（PAS）and
Liability Insurance for Students Pursuing Education and Research（LSR）
PAS can insure students when they injure themselves during their curricular activities,
school events and extra-curriculum activities in and off campus.
LSR can insure students for legal damages when they injure a third party or damage any
property belonging to a third party during their curricular activities, school events,
extracurricular activities, or commuting to and from them.

（3）Other Insurance
If you visit a doctor or receive treatment at a medical institution in Japan due to injury or
sudden illness, the fees will be expensive. Therefore, if you plan to stay in Japan for 3 months
or longer, you should enroll in the National Health Insurance, which will greatly reduce your
medical bills. However, if you think you are not eligible for the National Health Insurance, you
should take out an overseas travel accident insurance policy before coming to Japan to reduce

（1）妊娠と出産
母と子の健康を守り、子のすこやかな成長を図るため、市役所等を中心に妊娠や出産に関する
保健指導、健康診査、健康相談等の様々な無料サービスが行われています。外国人の場合も在留
カードを保有し、居住地を届け出ていれば、これらの無料サービスを受けることができます。
まず、病院で妊娠していることが分かったら、居住地の市区町村役場に届け出をします。この
届け出をすれば母子健康手帳が交付されます。この手帳には、母の健康管理にあたり必要な情報
（日
常生活上の注意、健康診査の受診の勧め、栄養の摂取方法、歯の衛生等）や子の養育にあたり必
要な情報（育児上の注意、疾病の予防、栄養の摂取方法、歯の衛生等）や予防接種に関する情報（予
防接種の種類、接種時期、接種に当たっての注意等）が書いてあります。また、この手帳は、母
や子の健康状態や発育を記録するためにも使われるので、検診や出産の時、子供を病院や保健所
に連れていく時には、この手帳を持って行くのを忘れないでください。
出産にかかる費用は、国民健康保険などの医療保険は適用できません。原則として自費で支払
うことになります。ただし、国民健康保険に加入している場合は、出産後、出産育児一時金が（市
区町村によって額が異なる）支給されます。
（2）子供が生まれたとき
日本で子供が生まれたときは、次の手続きを行ってください。
〈出生届〉
医師の出生証明をもらって、出生届を生まれた日から 14 日以内に居住地を管轄する市区町村
役場へ提出します。手続きには母子手帳、印鑑（あれば）、国民健康保険証（加入者のみ）など
も必要です。
〈国民健康保険への加入〉
生まれた子供を国民健康保険に加入させたいときは、前述の手続きと同時に市区町村役場で
手続きを行ってください。また、母親が国民健康保険に加入している場合は、出産育児一時金
が支給されますので、併せて申請してください。
〈乳幼児医療助成制度〉
乳幼児が医療機関で診療を受ける際の助成制度があります。詳しくは市区町村役場で確認し
てください。
〈在留資格の取得〉
生まれた子供が 60 日を越えて日本に滞在する場合は、出生の日から 30 日以内に入国管理局
へ申請してください。手続きには、
出生届受理証明書（市区町村役場で発行）、両親の在留カード、
両親の旅券、生まれた子供のパスポート、住民票（全員分）、在学証明書が必要です。

（1）Pregnancy and Birth
The local governments offer many free services like health guidance for pregnancy, health
examinations etc. International students / researchers can receive these services if you obtain a
residence card and report your residential address to the municipality.
If you become pregnant, you need to hand in a report to the municipal office to receive a
maternity passbook（Boshi Kenkô Techô）. The maternity passbook contains useful information
such as: maternal health management（advice on everyday health care, health checkups,
necessary nutrition, dental health, etc.）; parental care（advice on child-rearing, prevention of
diseases, necessary nutrition, dental health, etc.）; and preventive vaccination（kinds and timing
of preventive vaccination, and information on having children vaccinated, etc.）The passbook is
also used to record the mother’s and baby’s health conditions, so do remember to bring the book
along when you are having a checkup, birth delivery or bringing your child to the hospital or
public health center.
The cost for giving birth is not covered by the National Health Insurance. However, if you are
an insurance member, you can get a subsidy for birth and childcare. The amount is different
depending on municipality.

（2）Birth of a Child
If you or your family gives birth in Japan, you need to follow the procedures below.
〈Registration of Birth〉
Notification must be made within 14 days of the birth. You need to submit a Birth
Certificate（issued by a doctor）to the citizen’s affairs division at a municipal office. A
maternity passbook, seal（if you have one）and the National Health Insurance Certificate（if
you have enrolled）are also needed for the registration.
〈National Health Insurance〉
The registration procedure must be completed at the municipal office within 60 days after birth.
If you have a residence card and will be staying in Japan for at least another year, your
newly born child is eligible to join the National Health Insurance. Delivery expenses are paid
if the mother is enlisted in the insurance. You can apply for it when making a new resident
card for the child at the municipal office.
〈Infant Medical Welfare System〉
You may get partial reimbursements for your baby's medical expenses. Please contact the
health and welfare section at a municipal office for further details.
〈Acquisition of Residential Status〉
If you are planning to stay in Japan with the newborn child for more than 60 days, you
must apply for residential status of the child within 30 days of the birth. You may do so at the
Immigration Bureau by submitting a certificate of acceptance of the birth register（issued by
the municipal office when you registered the birth）
, the resident cards and the valid passports
of the parents, the passport of the child, residence certificates and a student enrollment
certificate.

（1）子供の予防接種

（2）子供の教育
①学校制度
就学前教育として、3歳ころから多くの子供は、幼稚園に通います。その後、満6歳から満
15 歳までの子供は、いわゆる義務教育として、小学校・中学校または盲学校、聾学校及び養護
学校で学ぶことになります。
小学校では、満6歳から満 12 歳までの子供に対し、中学校では、満 12 歳から満 15 歳までの
子供に対し教育が行われます。その後、3年間の高等学校における教育があります。高等学校
教育は義務教育ではありませんが、中学の卒業生の9割以上が進学します。日本の学校は4月
に始まり翌年の3月に終わります。高等学校卒業後は、就職もしくは大学や短期大学や専修学
校や各種学校に進学します。障害のある児童生徒については、その障害の種類や程度等に応じて、
特別な配慮の下に、ひとりひとりの可能性を最大限に延ばすための特殊教育が行われています。
具体的には盲学校・聾学校及び養護学校で行われていますが、場合によっては、小学校・中学
校に特殊学級がおかれます。
②幼稚園・保育園
就学前の子供の保育施設には前述の幼稚園のほかに保育園があります。保育時間や入園条件
等は異なりますが、どちらも集団生活の中で子供の成長を促すことを目的とする就学前の通園
施設です。

Child Rearing
（1）Preventive Vaccinations for Children
The local government gives free vaccinations for protecting children from infectious disease.
You can get these services for free if you have completed resident registration at the local
municipality. It is not an obligation to take the vaccinations. Parents will decide whether their
children need to take the injections or not. When you come to Japan with your children and then
return back home, you should have a record of the injections and special vaccinations your children
had. Consult a doctor about the medical history of your children before receiving any vaccinations.
Pregnancy and Child Rearing
〈Obtaining a Passport〉
The diseases covered by the vaccinations include: polio, diphtheria, pertussis, tetanus
（DPT）, measles, rubella, Japanese encephalitis, tuberculosis, pneumococcal infection, Hib,
and chickenpox
Please check the maternity passbook or public magazines and announcements or ask the
municipal office directly for the age and specific times to get the vaccinations.
（2）Education for Children
① School System
For preschool education, many children go to kindergarten at the age of 3. They will then
go through compulsory education from the age of 6 to 15. This covers elementary schools and
junior high schools, schools for the blind and schools for those who are aurally, mentally or
physically challenged.
Children will attend elementary schools from 6 to 12 years old and junior high schools from
12 to 15 years old. More than 90% of the students will advance the senior high schools even
though high schools are not part of the compulsory education. The academic year in Japan runs
from April to March. After graduating from high schools, students will either start working or
go on to pursue higher education in universities, junior colleges or vocational schools.
For the mentally/physically challenged children, special education programs are available
to maximize the potential of each child. In most cases, education is provided at schools for the
blind, aurally disabled and mentally/physically challenged. But in some cases special schools
are situated within the same compounds of the elementary or junior high schools.
② Kindergarten / Nursery
Many children go to yochien（kindergarten）or hoikuen（day nurseries）prior to compulsory
education. Open hours or conditions of admission, etc. are different but both of them are
preschool institutions which aim at nurturing children healthily in group activities.

〈保育園〉
保護者が働いていたり病気にかかっていたりして、昼間家庭で保育することができない家庭
の子供は、その居住地の市区町村の保育園に通うことができます。対象年齢は0歳から6歳の
子供です。保育時間は8時間程度で、年末年始や休日以外は通うことができます。申込の際、
昼間家庭で保育することができないことについて証明する必要があります。なお、保育料は保

ついては、市区町村役場担当窓口で行います。
保育園の入園については希望者が多くいるため、必ずしも希望通りに入園できるとは限りま

Nurseries are available when the parents or legal guardians are working or ill in which case

open all year except public, year-end and new-year holidays. Applicants are required to submit
proof that they are not able to take care of the children at home during the daytime. The fee
for the nursery is determined based on the income of parents / guardians and the age of the
child（up to 60,000 yen per month）
. Registration procedures are taken at a municipal office.
It is not necessarily assured that your children will be accepted in nursery as there are
many applicants waitlisted. Enrollment is available on the first day of every month. Application
deadline is one month prior to the wished enrollment time and necessary documents should
be submitted to the city hall. Note that the deadline for April 1 enrollment is December in
the previous year. If you plan to bring your children to Japan, plan it out well in advance.

公立小中学校は、居住地ごとに決められています。公立小学校、公立中学校の入校手続きに
ついては、市区町村の教育委員会までお問合せください。また、国立、私立の小学校、中学校

国公私立小学校、中学校を問わず、入学手続きの時に親と子供の在留カードと旅券が必要に
なってきます。
国公立小中学校では、授業料や教科書代は不要ですが、給食費や教材費は必要になります。
④高等学校
高等学校は公立・私立・国立があり、いずれも入学前に入学願書を提出して選抜試験を受け、
合格者のみが入学することができます。

帰国する際の手続きについて
帰国する際の手続きについて
学内での手続き
●学生宿舎退去手続
退去届けを必ず提出し、部屋の退去点検を受けてください。
最終月の寮費・光熱費を精算してください。
※退去手続きの詳細については、留学生交流係からお知らせします。
●学籍上の手続き（成績証明書や学位取得証明書の発行など）
帰国後必要になる場合がありますので、証明書類を前もって申請しておいてください。
●帰国後の連絡先の届出
「奈良先端科学技術大学院大学修了等留学生名簿」を記入し提出してください。帰国後大学か
ら連絡をする際に必要となります。また、帰国後連絡先が変更になった場合は留学生交流係へ
連絡してください。
学外での手続き
●銀行口座の解約
帰国前に銀行口座を解約してください。ただし、クレジットカードや携帯電話の支払が口座
振替になっている場合は、支払が残っていないか注意してください。
●光熱水量（電気、ガス）
ガス閉栓手続きをし、最終分を精算してください。
●国民健康保険の脱退手続きと保険証の返還
帰国前に市役所にて手続きを行い、必ず保険証を返還してください。未納分を精算し、
過払い分がある場合は返還してもらえます。
●在留カードの返納
出国時に空港の入国管理官に必ず返納してください。
●子供の学校関係手続き
帰国が決まったら、前もって各学校に連絡をし、手続きを行ってください。

Returning to Your Home Country
● Procedures of moving out from dormitory
If you intend to move out of the student dormitory, be sure to submit the “Notice of
Departure from Student Dormitory.” You need to have your room inspected when you leave.
Please clear the rent and utility charges of last month.
※ Details will be notified by International Student Affairs Section.
● Procedures related to enrollment status（transcript, degree, etc.）
These documents may be required when you return to your home country. Please be sure

to request them ahead of time.
● Contact information in your home country
Please submit the form “NAIST Alumni Data Sheet”. We require this information in case
we need to contact you after you return home. Also please be sure to update your information
if it changes after you return.
Other Procedures Outside NAIST
● Closing your bank account
Please close your bank account before leaving Japan. However, if you pay your credit card
charge, cell phone charge or other fees through automatic transfer, please be sure to pay
those fees.
● Cancellation of utility services（electricity and gas）
Complete the procedure to turn off your electricity and gas.
● Withdrawal from the National Health Insurance, and returning your Insurance Card
Before leaving Japan, be sure to return your Insurance Card and clear unpaid premiums at
City Hall. If you have overpaid on your insurance, you can obtain a refund at this time.
● Return your Resident Card
When you leave Japan, return your Resident Card to the immigration officer at the airport.
● School-related formalities for your children
Once you have decided on the date of your return, notify your child’s school ahead of time
and fill out any required formalities.
