市民ネットワーク for TICAD、「アフリカ
市民協議会」（CCfA）の新理事会設立を祝福
【2015 年 11 月 25 日、ナイロビ（ケニア）発】アフリカの開発に関する政策提言を行っているアフリカ全体の市
民社会ネットワーク、「アフリカ市民協議会」（Civic Commission for Africa：CCfA）は、11 月 24-25 日の二日
間にわたって総会を開催しました。CCfA は、日本が主導するアフリカ開発のためのイニシアティブである「アフ
リカ開発会議」（TICAD）に特別な焦点を当てて政策提言に取り組んでいます。私たち、TICAD に取り組む日
本の市民社会ネットワークである「市民ネットワーク for TICAD」は、CCfA が、2016 年 TICAD 史上初めてア
フリカで開催される TICAD に向けて準備を完了し、新たな執行部を設立したことについて、これを歓迎し、祝福
します。
「アフリカの市民社会が、TICAD に向けて、包括的なネットワークを形成したことは画期的なことです」と、市民
ネットワーク for TICAD の世話人の一人である稲場雅紀氏は述べました。「CCfA の理事会は、南部、東部、
北部、西部そして中部という、アフリカの全地域から選出されているのです」。北部から選出されている、アブデ
ラザク・ベン＝ハッジ＝ゼクリ氏は、2015 年にノーベル平和賞を受賞した「チュニジア国民対話カルテット」の
一団体である「チュニジア人権擁護連盟」の事務局長です。
市民ネットワーク for TICAD は、CCfA の総会に、稲場氏を含む３名を派遣し、総会の初日に、アフリカの持続
可能な開発に関する CCfA と市民ネットワーク for TICAD の合同セッションも開催しました。「2016 年に始まる
『持続可能な開発目標』（SDGs）の時代には、アフリカの市民社会は、アフリカ開発のカギとなる役割を担うこ
とになります。日本の市民社会は CCfA と共に、TICAD がアフリカの人々にとって真に利益をもたらすものに
なるように政策提言を行っていきます」と稲場氏は述べました。
CCfA の新たな執行部メンバーは以下の通りです。

Japan Citizen's Network for TICAD Congratulates the Establishment
of the new Executive Committee of Civic Commission for Africa
(CCfA)
(November 25, 2015, Nairobi-KENYA) The Civic Commission for Africa, a Pan-African civil
society network to advocate for Africa's development with a special focus on TICAD (Tokyo
International Conference on African Development), held the General Assembly in Nairobi
and elected its new Pan-African Executive Committee on November 25. Japan Citizen's
Network for TICAD (JCNT), its a counterpart network in Japan for TICAD, congratulates the
establishment of the new Executive Board to fully prepare for TICAD VI, which will be held in
Africa for the first time in the history of TICAD.
"It is a historic moment that African civil society has established a complete Pan-African civil
society network for TICAD," said Masaki Inaba, one of the board members of JCNT. "The
Executive Committee consists of the representatives from five regions of Africa, including
South, East, North, West and Central". Notably, Mr. Abderrazak Ben Haj Zekri, the
Executive Director of Tunisian Human Rights Defenders League and the 2015 Nobel Peace
Prize Laureate is among the new Executive Committee member.
For the General Assembly of CCfA, JCNT sent three representatives including Mr. Inaba,
and CCfA and JCNT held a joint session on Africa's sustainable development on the first day
of the Assembly. During the session, Mr. Inaba stressed, "In the era of the Sustainable
Development Goals (SDGs) starting from 2016, African civil society will play a key role for
Africa's development. Japanese civil society will work together with CCfA, and will jointly
advocate for TICAD to make it truly beneficial for the ordinary African people's lives."
