Quality Assurance of GCC Statistics Faouzi Tarkhani Technical Expert Statistical Standards, Classifications, Methodology and Data Quality Introduction • One of the GCC-Stat main priorities is to improve the quality of GCC statistical information. • Quality implies that the data available to users have the ability to satisfy their needs and requirements in relation to statistical information. • The concept of “quality” of statistical information is multidimensional. Introduction • The GCC statistical quality activities will be built on the seventeen principles of the GCC Statistics Code of Practice, which set the standards for developing, producing and disseminating GCC statistics. • In addition, The GCC Statistics Quality Assurance Framework includes methods and tools that aim to guarantee the compliance with the requirements to the statistical processes and products, and to ensure the required statistical information quality. Code of Practice • In accordance with the 17 principles of the GCC Statistics Code of Practice, the quality of statistics is approached along 3 lines: • Quality of the institutional environment (8 principles), • Quality of the statistical processes (4 principles) and • Quality of the statistical output or GCC statistics (5 principles). • 1st level of quality assurance: 17 principles of the GCC Statistics Code of Practice; • Each principle contains specific compliance criteria which reflect good practice and how compliance with the principle can be demonstrated. • 2nd level of quality assurance: compliance criteria. This encompasses two important aspects: • Effective Statistical Process, a process that generates outputs of high quality; and • Efficient Statistical Process, a process reflecting best international practice, and produced by a minimum production cost by GCC statistics Offices, and non-excessive burden cost on the respondents. • GCC Statistics Quality Criteria: GCC statistics quality is assessed in terms Relevance, Accuracy and Reliability, Timeliness and Punctuality, Coherence and Comparability, Accessibility and Clarity. Output Quality Indicators and Quality Reports • A report on data quality is indispensable. It will provides information on the main quality characteristics of a statistical information. • Quality reports are important for users and producers of official statistics: • It will allow to users to understand the strengths and limits of statistics and to know how to use them properly (user-oriented quality report). • It will allow to producers to identify the points of further improvements (produceroriented quality report). 2. Statistical Process Performance and Quality Indicators: • It consists of using quantitative indicators in order to monitor and to assess processes over time and detect sources of error to improve existing processes. 3. User Satisfaction Surveys • The assessment of the data quality from the users’ perspective is in line with the statement that quality is to be decided by users and in connection with statistical information ability to satisfy their needs. • Their main objective is to get information on the users’ perception, which will be a basis for improvement actions.
