第 19 回アジア・太平洋地域宇宙機関会議（APRSAF-19）提言
“革新的宇宙プログラムを通じて生活の質を豊かにする”
2012 年 12 月 11-14 日
於マレーシア・クアラルンプール
APRSAF-19 の全体テーマとして「革新的宇宙プログラムを通じて生活の質を豊か
にする」を認識し、
災害管理、環境問題、能力開発、人々の生活の向上、健康及びその他地域問題
に対応するための地域協力の重要性、その他、宇宙利用に基づく地域的な問題
を認識し、
APRSAF-19 参加者は、
＜APRSAF イニシアティブ＞
[センチネルアジア]
1. センチネルアジア Step2 が、Step1 での ALOS(JAXA)と IRS(ISRO)に加えて新
たに KOMPSAT-1(KARI) 、 THEOS(GISTDA) 、 FORMOSAT-2(NARL) 及び
XSAT(CRISP)の参加、WINDS 衛星通信による情報アクセスの改善、付加価値
プロダクトの提供のための新しい仕組み「データ解析ノード」の立上げ、Step1
での森林火災及び洪水ワーキンググループ(WG)に加えて氷河湖決壊洪水及
び津波 WG の立上げ、2010 年 10 月より開始された国際災害チャータとの連携
を通してその目標を成功裏に達成したことを宣言する。
2. センチネルアジアの最終フェーズを 2013 年より開始し、共同プロジェクトチー
ムによる更なる共同運営とヒューマンネットワークのもとに地球観測衛星・通
信衛星・測位衛星といった種々の衛星を多く利用しながら減災/準備フェーズ・
緊急対応フェーズ・復興フェーズといった防災サイクルの全フェーズをカバー
するよう活動を拡大するという目標を目指すことを宣言する。
[SAFE] （宇宙技術による環境監視）
3. インドネシアのマングローブ林における炭素蓄積量の把握に関する新規プロト
タイプの立上げを歓迎するとともに、継続中のプロトタイプの順調な進展とプロ
トタイプの成功裏の完了を確認する。特に、パキスタン気象局（PMD）の成功
裏の完了とその成果の実利用への移行に対してドナー機関が関心をもってい
ることを歓迎する。
4. ドナー機関の関心を高めるため、ステークホルダーミーティングや国際会議
（アジアリモートセンシング会議 ACRS、宇宙技術および科学の国際シンポジ
ウム ISTS など）を通じ、プロトタイピング成果の実利用にむけて SAFE 活動を

継続し推進するという地球観測分科会の提案を了解する。
5. 衛星データの実利用に向けた地球観測衛星データの継続性と、APRSAF 参加
機関による地球観測ミッションに対する支援の必要性を認識する。
[Climate R3（アジア太平洋地域の気候変動イニシアティブ）]
6. APRSAF 参加国にとって関心の高い重要な気候変動分野における衛星デー
タの実利用にむけた調整を行う Climate R3 イニシアティブの進展を歓迎する。
7. APEC 気候変動センターのような機関による気候変動に係る衛星データのニ
ーズを満たすため、実務的な協力関係の構築を検討することを了解する。
8. 豪州が提案した CEOD-AP（Continuity of Earth Observation Data for
Asia-Pacific）検討の可能性を認識した。この検討では、地球観測分科会にお
ける調整機能として、地域・各国のステークホルダーとなるユーザ機関の協力
を進め、地域的な地球観測データ要求や優先順位を識別していくことが想定
される。
9. 豪州が 2013 年の地球観測分科会議長と協力の上、CEOD-AP 活動を進展さ
せ、EOWG の年次会合のうち期中に行う新たな会合において、その進捗報告
および APRSAF-20 に向けた準備を行うことを奨励する。
[Kibo-ABC（きぼう利用を通じたアジア協力イニシアティブ）]
10. Kibo-ABC のメンバーが、Kibo-ABC の３つの活動、即ち、トライゼロ G プログラ
ム、簡易落下塔プログラム、きぼう利用デモミッション（アジアの植物種子栽培
ミッション 2013）についての具体的な計画の立案に積極的に貢献するよう奨励
する。
11. Kibo-ABC イニシアティブが、その活動の促進・活性化に資するため、メンバー
間の情報共有や双方向の活動を行うための独自のウェブサイトを構築するこ
と、また Kibo-ABC 事務局がその構築に貢献することを提言する。
12. Kibo-ABC が、同イニシアティブのメンバーの求めに応じ、Kibo-ABC のウェブ
ミーティングを概ね月１回開催することを提言する。
13. Kibo-ABC が、同イニシアティブの活動に関するワークショップを年１回の
APRSAF 年次会合に併せて開催すること、またこれに加え、参加者が直接会
って行う会合を必要に応じて開催することを提言する。
14. APRSAF は、Kibo-ABC イニシアティブの活動の１つである「アジアの種プログ
ラム」のようなアジア地域における協力プロジェクトの重要性を認識すると共に、
プレナリーにおいて、同プログラムの一環として行われた「マレーシア宇宙の
種プログラム」にて優勝したマレーシアの学生達を祝福した。また、学生達は
プレナリーにおいて APRSAF に対する感謝と今後の同プログラム継続への期
待を表明した。
＜APRSAF 分科会＞

[地球観測（EOWG）]
（総論）
15. SAFE、Climate R3、センチネルアジア、GEO の GFOI（全球森林監視イニシアテ
ィブ）、GEO-GLAM（全球農業監視イニシアティブ）(Asia RiCE)、AWCI（アジア
水循環イニシアティブ）などの関連イニシアティブ・活動との地域的な宇宙デー
タ調整を行う枠組みとして、EOWG の年次会合のうち期中に行う新たな会合の
開催を検討することを了解する。
16. 水災害予測および穀物収量予測のための研究、および情報共有の推進の必
要性を認識する。
（統合水資源管理）
17. カンボジアやパキスタンの SAFE プロトタイピングの結果に関する情報交換の
推進を通じた知識共有の支援が行われることを了解する。
（農業・食料安全保障）
18. 農業・安全保障に関する成果の普及啓発、国・地域システムに関する実利用
促進などを通じた結果と知識共有の推進を支援する。
（GEO-GLAM 作業計画におけるアジア米作監視）
19. 宇宙活動を通じた米作監視に関する調整や地域アイデンティティ向上のため
に、GEO-GLAM アジア米作監視イニシアティブへの APRSAF 参加機関からの
参加と支援の奨励を歓迎する。また、GEO-GLAM アジア米作監視イニシアテ
ィブと APRSAF 参加国による米作監視の連携を強化するために、EOWG が
Asia-RiCE イニシアティブ活動のための初期母体を務めることに合意する。
[宇宙教育普及(SEAWG)]
20. 青少年の育成のために、水ロケット大会、ポスターコンテスト、教員および子
供向けワークショップなどの継続的な活動や新しいプログラムの導入を通じて、
宇宙教育の促進を図ることを奨励する。
21. 宇宙教育に関わる団体及び組織との連携をもとに、インターネットやソーシャ
ルネットワークサービスを含む様々な手段を通じて、宇宙教育教材の情報共
有と活用により、宇宙教育普及活動の更なる充実を図ることを奨励する。
[宇宙環境利用(SEUWG)]
22. Kibo-ABC の設立および活動開始を祝福すると共に、Kibo-ABC に未加入の
SEUWG 参加者に対し、Kibo-ABC への加入を奨励する。
23. SEUWG の参加者は、Kibo-ABC イニシアティブの有用性とそこから享受される
恩恵を高めるため、SEUWG 以外に対しても Kibo-ABC イニシアティブを広く周
知し、また参加を促進するよう奨励する。
24. SEUWG の活動（学生航空機実験等）を通じた成果やノウハウを共有する方法
を検討することを提言する。
25. 宇宙環境利用に関し SEUWG が蓄積してきた経験を教育用資料に反映させる
ことにより、既に存在する教材の改善に貢献するよう、SEAWG との意見交換

や協力を図ることを提言する。
26. SEUWG の参加者が、国連の「HSTI（有人宇宙技術イニシアティブ）」のクリノス
タット配布事業の仕組みを、Kibo-ABC の活動の一つである「SSAF2013（アジ
アの種 2013）」の活動において活用することを提言する。
27. Kibo-ABC イニシアティブの主催により、2014 年に、SEUWG のこれまでの活動
結果を総括するアジア地域における宇宙環境利用に関するワークショップを
開催することを提言する。
[通信衛星利用(CSAWG)]
28. 船舶モニタリングのための衛星搭載船舶自動識別システム（AIS）の拡大を目
指してより活発な交流を奨励する。
29. 「部門を横断した宇宙サービス」活動構想のフィージビリティスタディを歓迎す
る。
30. アジア・太平洋地域における通信および測位衛星の新たな利用を広めるため
に知識や経験を共有することを奨励する。
31. アジア・太平洋地域におけるアジア複数 GNSS 実証実験キャンペーンおよび
アジア複数 GNSS 共同実験の継続可能な展開を期待する。
＜APRSAF が支援するプログラム及び活動＞
[アジア・オセアニア複数 GNSS 実証実験キャンペーン]
32. 新たな複数 GNSS 共同実験が、アジア・オセアニア複数 GNSS 実証実験キャ
ンペーンの推進組織（MGA）により支持されたことなどの活発な進捗状況が歓
迎され、アジア太平洋地域の各機関が MGA へ積極的に参加することが提唱
された。
[UNIFORM（大学国際フォーメーションミッション）]
33. STAR プログラムは成功裏に終了し、UNIFORM プログラムへの移行完了を確
認した。今年はベトナム・ブラジルの３機関より、計 6 名の技術者・研究者を受
け入れた。
34. UNIFORM では森林火災検知を主なミッションとしていることを認識した。
UNIFORM1 号機は 2013 年に打上げを予定して作業が進められており、
UNIFORM２号機は 2014 年より開発を開始する予定である。
35. 小型衛星開発に関心のあるアジア太平洋地域の若手技術者・研究者の、
UNIFORM への参加を奨励する。
36. 衛星開発及び地上局セグメントへの、新規参加を奨励する。
[パネルディスカッション：革新的宇宙プログラムを通じて生活の質を豊かにする]
37. アジア太平洋の宇宙機関長が参加するパネルディスカッションが、
APRSAF-19 プレナリーの一部として開催され、「革新的な宇宙プログラムを通
じて生活の質を向上する」という APRSAF-19 のテーマを取り上げたことを歓迎

する。
38. 宇宙科学・技術及びその応用から更に利点が得られ、一般市民のニーズに応
えると共に、宇宙から得られる利点が一般にも明らかになるよう、一般市民や
企業も更に宇宙利用に取り組むなどして、努力する必要があることを認識す
る。
39. 宇宙プログラムから得られる社会的利益、特に人々の暮らしの質を豊かにし
た成功例を、この地域の宇宙機関や宇宙関連組織が集めてまとめ、共有する
ように奨励する。
[APRSAF 運営強化に向けて]
40. APRSAF-18 の提言を受け、APRSAF の成功が継続すると共に更に活発化す
る方途を検討すべく設立されたタスクフォースが、APRSAF-19 への提言案を
含めて報告をしたことを歓迎する。
41. APRSAF の理念を掲げ、アジェンダを調整し、目的を達成して、決定事項を実
施することを支援する実行委員会を APRSAF-19 直後に設立すべき、というタ
スクフォースの提言を奨励する。実行委員会は、(a)直前、現在、及び確認され
た将来の APRSAF 共催機関から５機関までと、(b)各分科会代表から１名、の
２種類のメンバーから構成され、後者については最大４年までの任期とする。
実行委員会のメンバーシップについては、APRSAF プレナリーの場で確認され
るものとする。
42. 新規イニシアティブ＊提案の提出・検討・奨励手続きなどを含むイニシアティブ
に係るガイドラインの導入、２会合分の APRSAF 年次会合開催場所事前決定、
APRSAF 年次会合における著名な研究者や卓越した技術者を講演のために
招聘、というタスクフォースの提言を APRSAF-19 直後から実施することに基
本的に合意する。

Recommendations of the Nineteenth Session of
the Asia-Pacific Regional Space Agency Forum (APRSAF-19)
11-14 December 2012
in Kuala Lumpur, Malaysia
Recognizing “enriching the quality of life through innovative space programs” as
the overall theme of APRSAF-19,
Recognizing the importance of regional cooperation to cope with disaster
management, environmental issues, capacity building, quality of human life, health,
and other regional issues on the basis of utilization needs,
We, the participants of APRSAF-19;
<APRSAF Initiatives>
[Sentinel Asia]
1. Declare the successful completion of the Sentinel Asia Step 2 having
achieving its goal by new participation of satellites such as KOMPSAT-1
(KARI), THEOS (GISTDA), FORMOSAT-2 (NARL), XSAT (CRISP) in addition
to ALOS (JAXA) and IRS (ISRO) in Step 1; utilizing WINDS satellite
communications to improve accessibility to information; organizing a new
framework “Data Analysis Node (DAN)” to provide value-added products;
initiating new working group of Glacial Lake Outburst Flood (GLOF) and
Tsunami in addition to Wildfire and Flood in Step 1; and collaboration with the
International Charter starting from October 2010;
2. Declare the launch of the final phase of Sentinel Asia starting from 2013 with
the goal to expand activities to cover all the disaster management
cycle-mitigation/preparedness phase, response phase and recovery
phase-utilizing various and many satellites such as earth observation,
communication and navigation satellites, under further collaboration for
operation and human networking by the Joint Project Team;
[SAFE (Space Applications For Environment)]
3. Welcome the new Indonesian prototyping for assessment of Mangrove Forest
Carbon Stock Monitoring, and recognize good progress of SAFE ongoing
prototyping and completion of SAFE prototyping, especially Pakistan

Meteorological Department (PMD) prototyping completion and interest of
donor agencies to move forward to implement operational use of SAFE
prototyping;
4. Accept EOWG’s proposal to continue and promote SAFE prototyping and to
promote results for practical use at stakeholders meetings and international
conferences such as Asian Conference on Remote Sensing (ACRS),
International Symposium on Space Technology and Science (ISTS), etc. to
encourage donor agency interest;
5. Understand the necessity of EO data continuity in moving forward in the
practical use of satellite data in support of EO WG participants’ earth
observation satellite missions;
[Climate R3 (Regional Readiness Review for Key Climate Missions)]
6. Welcome the progress achieved through Climate R3 in promoting practical data
coordination in an important climate change domain of priority interest to
APRSAF participating countries;
7. Agree to explore the establishment of practical relationships in support of
organizations such as the APEC Climate Center;
8. Recognize the potential of Australian proposed Continuity of Earth
Observation Data for Asia-Pacific (CEOD-AP) study activity to: identify EO
data requirements and priorities at the regional and national level; increase the
understanding of regional EO data needs; support engagement of key
regional and national stakeholder user agencies and frameworks; serve as a
focus for EOWG coordination efforts;
9. Facilitate cooperation between Australia and the EOWG co-chairs in 2013 to
progress the CEOD-AP activity, with a progress report to be provided to the
annual mid-year EOWG meeting in preparation for APRSAF-20;
[Kibo-ABC (Asian Beneficial Collaboration through Kibo utilization)]
10. Encourage the Kibo-ABC members to actively contribute to the building of
concrete plans of its three activities; the Try Zero G program, the Mini Drop
Tower program and the Demonstration Missions for Kibo utilization (Space
Seeds for Asian Future 2013);
11. Recommend the initiative to have its own website for information sharing and
interactive works among members in order to promote its activities, and the
Kibo-ABC secretariat to make a contribution tothe establishment;
12. Recommend the initiative to hold its web based meetings, as appropriate,
approximately once a month, when requests from members are made;
13. Recommend the initiative to hold the Kibo-ABC Workshops, at least once a
year, on the occasion of annual session of APRSAF and to hold additional face

to face meetings as needed;
14. Note that APRSAF congratulated the Malaysian students who won the first
prize in the Malaysian Space Seeds program, which is a part of the Space
Seeds for Asian Future program of the Kibo-ABC initiative, with recognition of
the significance in this kind of collaborative program in Asia; the students
expressed, at the plenary session, their appreciation to the APRSAF and their
hope for the continuation of this program;
<APRSAF Working Groups>
[Earth Observation (EO)]
(General)
15. Agree to explore an annual mid-year meeting of the EOWG which will serve as
an umbrella for regional space data coordination across a range of relevant
initiatives and activities: SAFE, Climate R3, Sentinel Asia, the Global Forest
Observation Initiative (GFOI), the intergovernmental Group on Earth
Observation Global Agriculture Monitoring initiative (GEO-GLAM) (Asia RiCE),
AWCI (Asia Water cycle Initiative), etc;
16. Recognize the necessity to promote the study and knowledge sharing to
improve forecast activities for water related disaster and crop yield estimation;
(Integrated water resource management)
17. Agree to support knowledge sharing through promotion of information
exchange of SAFE prototyping results such as the outcomes for the Cambodia
and Pakistan projects;
(Agriculture and food security session)
18. Support to promote: results & knowledge sharing at APRSAF EOWG; practical
application for agriculture and food security of knowledge to national/regional
systems; outreach of successful results;
(Asia rice crop monitoring in GEO-GLAM working plan)
19. Welcome to encourage participation and support for the GEOGLAM Asia-RiCE
initiative to improve coordination and regional identity of rice crop monitoring
from space activities. Agree on EOWG’s activity to serve as the institutional
home for Asia-RiCE initially to enhance a linkage of APRSAF participating
countries’ rice crop monitoring with Asia-RiCE initiative in GEO GLAM;
[Space Education and Awareness (SEA)]
20. Encourage to enhance space education for youth development through
continuous activities, such as workshops for teachers and children,
implementing poster contest and water rocket events, and, introducing
advanced programs;
21. Encourage to promote awareness of space education by sharing and applying

information on space education materials and tools, through all means
including internet and social network services with all groups and organizations
involved in space education activities;
[Space Environment Utilization (SEU)]
22. Congratulate the establishment of the Kibo-ABC initiative, welcome the
launch of its activities, and encourage the new participation from SEUWG in
the initiative;
23. Encourage SEUWG participants to promote the awareness of Kibo-ABC and
encourage more participation in the initiative to enhance its effectiveness and
benefit;
24. Recommend SEUWG to consider the ways to share the outcomes and
know-how which have been obtained and will be obtained through the SEUWG
activities, such as the parabolic flight experiments for students;
25. Recommend SEUWG to communicate and cooperate with SEAWG to
contribute to the improvement of the existing educational materials by
reflecting the accumulated experiences on microgravity utilization;
26. Encourage the SEUWG participants to utilize the framework of the
Zero-gravity Instrument Project of Human Space Technology Initiative(HSTI)
of the United Nations for the Space Seeds for Asian Future (SSAF) 2013
program of Kibo-ABC;
27. Recommend SEUWG to hold a Workshop specialized in Asian space
environment utilization, which is to share the results and outcomes achieved,
organized by Kibo-ABC initiative, in 2014;
[Communication Satellite Applications (CSA)]
28. Encourage more active interactions with the aim of expansion of the
space-based Automatic Identification System (AIS) for ship monitoring;
29. Welcome the feasibility study on the idea of “Multidisciplinary Space-based
Services” activity;
30. Encourage to share information and experience in order to enhance the new
applications of communications and navigation satellites in the Asia-Pacific
region;
31. Look forward to the sustainable deployment of the Multi-GNSS (Global
Navigation Satellite Systems) Demonstration Campaign and the Multi-GNSS
Joint Experiments in the Asia Pacific region;
<APRSAF Supporting Programs and Activities>
[Asia Oceania Multi-GNSS Demonstration Campaign]
32. Welcome the active progress such as the endorsement of additional

Multi-GNSS Joint Experiments by Multi-GNSS Asia (MGA) which is an
international organization to promote the Multi-GNSS Demonstration
Campaign and encourage organizations in Asia and the Pacific region to
participate in the MGA;
[UNIFORM (University International Formation Mission)]
33. Confirm that the Satellite Technology for the Asia-Pacific Region Program
(STAR program) was successfully completed and succeeded to the UNIFORM
project. This year, the UNIFORM project accepted 6 engineers and
researchers from 3 organizations in Vietnam and Brazil;
34. Recognize that one of the main missions of the UNIFORM is wild fire detection;
the 1st UNIFORM satellite will be launched in 2013, and development of the
2nd UNIFORM satellite will be started in 2014;
35. Encourage young engineers and researchers in the Asia and the Pacific region
who are interested in developing micro satellites to join the UNIFORM;
36. Encourage new participants to contribute to the UNIFORM activities to
develop the satellites and the ground station network;
[Panel Discussion: “Enriching the quality of life through innovative space
programs”]
37. Note with satisfaction that a panel discussion with the participation of heads
of space agencies in Asia and the Pacific was held as part of the plenary to
address the theme of APRSAF-19,”Enriching the quality of life through
innovative space programs”;
38. Recognize the need to make further efforts to yield more benefits of space
science and technology and their applications to address the needs of ordinary
people and to make such benefits more visible for the general public by, among
other things, increasing the engagement of the public and more involving
industry in such application development;
39. Encourage space agencies and space-related entities in the region to collect,
compile and share successful stories giving societal benefits resulting from
space programs, especially those contributing towards enriching the quality of
life of the people;
[Towards enhanced operation of APRSAF]
40. Note with satisfaction that the Task Force, established following the
recommendation by APRSAF-18, to consider the continuous success of
APRSAF and ways and means to make APRSAF more dynamic, had presented
its report including its recommendations;
41. Endorse the recommendation of the Task Force for implementation

immediately following APRSAF-19 to establish an Executive Committee to
uphold principles, shape the agenda and help achieve objectives and implement
decisions of APRSAF; the Executive Committee shall consist of two
categories of members: (a) up to five members from the immediate past,
present and confirmed future co-organizers of APRSAF; and (b) a
representative of each working group, who would serve a maximum term of 4
years; the membership of the Executive Committee shall be confirmed at the
APRSAF annual plenary; and
42. Agree in principle with the proposals of the Task Force for implementation
immediately following APRSAF-19 to introduce a set of guidelines for
initiatives, including the process to submit, review and endorse proposals for
new initiatives, to determine the venues of APRSAF annual sessions two
sessions in advance, and to invite eminent researchers or high-skilled experts
to deliver lectures at APRSAF annual sessions.
