An architect and urban designer, Mader has worked on architectural and master planning
projects as designer and project manager for SOM, Nihon Sekkei, Gensler and Lend Lease.
He has been involved in noteworthy projects in Japan such as the Shiodome City Center
and the Fukuoka City Center Revitalization Strategic Plan. Recent his focus has been on
sustainability, with involvement as a consultant for developers in Tokyo on green building
designs among other endeavors. Mader is a LEED Accredited Professional, and was formerly
the President of the Japan Chapter of the American Institute of Architects. Mader has also
been an active ULI member since 2006. He has served as a speaker and lent his support to
the securing of venues and top-quality speakers from the architectural domain.

ていた。アジアに位置しながらも欧米と同レベル、またはそれ以上の
居住・労働環境を享受できることが高く評価されていたリーディング・
メトロポリス東京のポジショニングに対して、更なる地位の低下が危
ぶまれている。アジア新興国におけるライバル都市の勃興による相対
的な地位の低下だけではなく、人口動態を含めた日本のファンダメン
タルズの弱さも指摘される。　東京の都市としての国際間競争力を再

Tokyo as a Leading Metropolis: Its Magnetism, Tasks and Strategies
Tokyo leads the world in both urban population and GDP. As a
representative city of Asia, at one time Tokyo fought for the top spot with
other cities in the region. With regard to the positioning of Tokyo as a
leading metropolis which, while located in Asia, has been praised for
having quality living and working environments rivaling those of Europe
and the U.S., it is in danger of dropping a few places on the list. Not only
could it fall due to the rise of rival cities among emerging Asian nations,
but also because its fundamentals - including demographics - are weak.
What strategies and measures will succeed in restoring international
competitive power to Tokyo as a city?

Ichikawa, born in 1947, serves as the president of the Japan Institute of Emergency
Managers, as chair of the Japan Telework Society, and as executive director of the Japan
Emergency Management Association. He is an author of several major books describing
a variety of issues related to Tokyo and mega-city regions, such as, Learning from Japan’s
Disaster in 2011, Creating Japan’s Future in 2008, and Global Power City Index Year
Book for Mori Memorial Foundation in 2011. Ichikawa holds a Bachelor of Engineering
in architecture from Waseda University, where he commenced his doctoral studies, and
later matriculated at the University of Waterloo where, as a Canadian government award
holder, he earned his doctorate in urban and regional planning, and next-generation policy
innovation.

Rie Murayama is a member of the General Industry Group within the Investment Banking
Division in Tokyo. She is responsible for covering the real estate, housing and construction
industries. She also serves as a Global Leadership and Diversity senior advisor.
She joined Goldman Sachs in 1993 as vice president responsible for coverage of the
Japanese real estate and housing sectors. From 2003 to 2005, she led the Executive Office
in Japan. She was named managing director in 2001. Prior to joining the firm in 1993, Rie
worked as a securities analyst at Credit Suisse First Boston for four years.

Green is a Senior Consultant in the Air Quality and Climate Change Practice at ERM, a
global provider of environmental, health, safety, risk, and social consulting services. In
her current position as the regional green building lead, she serves large international
clients throughout the Asia Pacific on a variety of projects related to sustainable design
and operations, carbon reduction programs, environmental due diligence, green building
rating schemes, and energy and water efficiency. Prior to joining ERM, she worked in the
commercial development department of a major Japanese real estate company.
大手都市銀行を経て、1990 年三菱地所株式会社入社。入社以来一貫して都市開発事業
を担当し、東京及び地方主要都市における市街地再開発等のプロジェクトを主導。特に
1997 年から現在に至るまで、三菱地所の基幹事業である丸の内再開発を手がけ、2010 年
より都市計画事業室長に就任。公民連携による開発諸制度の創設、国策である政府新成
長戦略の推進、エリアマネジメントから環境・防災施策に至る、まちづくりに関する幅
広い付加価値創造を統括している。慶應義塾大学経済学部卒。
Hosokane joined Mitsubishi Estate in 1990 after having worked at a major city bank.
Since joining, he has been in charge of urban development operations, heading up urban
redevelopment and other projects in Tokyo and major cities in regional areas. Hosokane
has been involved in Mitsubishi Estate’s redevelopment of Marunouchi since 1997, and was
appointed General Manager of Urban Development Operations Planning in 2010. He has
managed a broad range of issues related to creating added value in urban development,
including the formulation of development policies through private-public partnerships, the
promotion of the government’s new growth strategies, and everything from area management
to the environment and disaster countermeasures. Hosokane is a graduate of the Keio
University Faculty of Economics.

猪熊　純子
1981年東京都庁入都。以来9局1区に渡り財務、福祉を始め、多様な行政分野に従事。1998年港湾局
にて臨海副都心開発、その後首都大学東京の経営企画業務を経て、産業労働局にて「産業振興基本

Inokuma has been in charge of the “FutureCity” Initiative and urban revival policy at
Cabinet Secretariat of Japan since August 2011. She is now on loan from the Tokyo
Metropolitan Government, where she has been working in various policy areas since 1981.
As senior director, Inokuma has worked in the Asset Management Division of the Bureau
of Waterworks, the International Affairs Division of the Headquarters of the Governor, and
the Planning Division of the Bureau of Industrial and Labor Affairs. Among her duties, she
helped organize the C40 Tokyo Conference on Climate Change and prepared a 10-year
strategy for the promotion of industry in Tokyo. Earlier in her career, she also worked in the
areas of Social Welfare and Waterfront Development. Inokuma holds a Master’s degree in
Public Administration from the Harvard Kennedy School, and a Bachelor of Law degree from
Hitotsubashi University.

Nishitani has been acknowledged as one of Japan’s most articulate communications
“bridges” and has served as a link between foreign companies and government agencies
in Japan for more than forty years. He provides strategic counsel to major clients in utilities,
healthcare, manufacturing, financial and consumer/entertainment organizations, and
public institutions. Prior to joining Weber Shandwick, Nishitani worked in the Netherlands
promoting Japanese inward direct investment and tourism for the Amsterdam Promotion
Foundation. He is the author of “Public Affairs Strategy”, published by Toyo Keizai in
December, 2011; co-authored “Future Managers” by the Japan Productivity Center; and
supervised the Japanese edition of “Corporate Reputation” published by Ittousha. Nishitani
graduated from Sophia University with a B.A. in Literature.

災東北被災地の復興支援を強く呼びかけている。2011 年『タイム』誌より「世界で最も影響力の
ある 100 人」の 1 人に選出される。2012 年 2 月、日本全国に被災地の現状と再建を諦めない気
持ちを伝えるため東京マラソンに出場。岩手大学農学部卒。
Sakurai is the mayor of Minami-Soma City in Fukushima Prefecture. He has served as Mayor since January 2010, following a term on the Haramachi City Council (March 2003 –
December 2005) and two terms on the Minami-Soma City Council (January 2006 – January 2010). Sakurai was named one of the 100 most influential people in the world in 2011
by Time magazine, and is widely known for his courageous, impassioned plea for assistance for the citizens in his jurisdiction when the Great East Japan Earthquake occurred
in 2011. He also participated in the Tokyo Marathon this past February, as a reminder to
everyone of the current state of the areas affected by the earthquake and of just how much
work remains to be done. Sakurai is a 1978 graduate of the Faculty of Agriculture, Iwate
University.

合っています。中国の経済成長は政府計画を上回るペースで減速して
おり、内在するカントリーリスクと相まって、多くの投資家が市場か
ら撤退しています。米国の景気回復は依然として力強さを欠き、大統
領選挙が近づくにつれ混乱はさらに深まると思われます。これらの消
極的な要素に隠れて、日本のコントロールされた消極性は素晴らしい
投資機会と映っています。より多くの資本が日本に向かっているのは
なぜか。外国資本が安全な投資先として日本に向かっているのはなぜ
か。今、日本市場に流入しているマネーはどのような種類のものか、

Europe, Spain and Greece are locked in a competition of who can
drive down the EU first. China is slowing down slightly more than the
government intended and that combined with the inherent country risk
is scaring off many investors, the U.S. continues to waffle and will only
grow further confused as the presidential elections approach. Within all
the negativity, the controlled negativity of Japan almost appears to be an
excellent investment opportunity. Why are more funds focusing on Japan?
Why is foreign capital seeking Japan as a safe destination? What types
of money are bound here and what types of deals are available? Market

Kitta is a Director in the Real Estate group and is based in Tokyo. Since joining Blackstone in
2008, he has been responsible for sourcing, underwriting, structuring and management of
investments and has been involved in transactions including advising AIG on the sale of the
AIG Building in Tokyo and the acquisition of a $1.1 billion portfolio of distressed real estate
loans. Before joining Blackstone, Kitta worked at Deutsche Bank, where he was responsible
for originating and executing real estate transactions in Japan. Kitta received an economics

of primary and secondary bond trading, derivatives, structured products, Japanese equity and research at IBJ International PLC in London from 1995
to 1998. He also worked for IBJ’s London Branch as Treasurer from 1990 to 1995. He was elected chairman of the Japan Private Equity Association in
June 2011. Minoda is a graduate of Hitotsubashi University in Tokyo.

Benz has served as General Manager, Japan for Lufthansa German Airlines since September 2003.
Based in Tokyo, he oversees Lufthansa’s commercial activities in Tokyo, Nagoya and Osaka, including

sales and marketing. He joined Lufthansa in 1978, and after having completed a management training

program, he assumed the position of Assistant Manager for Lufthansa Consulting in Mogadishu,
Somalia in 1982. He was reassigned to Cologne, Germany in 1984 and to Frankfurt in 1985 as Traffic Manager, Western Europe. In 1987 Benz
returned to Africa as Manager, Sales and Operations Ethiopia, based in Addis Ababa. He moved to Italy in 1992, where he worked as Passenger
Sales Manager for 5 years and was later promoted to General Manager, Italy. He returned to Frankfurt in 1998 as General Manager, New Business
System. In March 2000 he was appointed Executive Vice President of the Lufthansa Group’s regional subsidiary, Air Dolomiti, based in Verona,
Italy. Benz was awarded the Order of Merit by the Federal Republic of Germany by President Horst Koehler in November 2006 for his outstanding
contributions to the German-Japanese relationship.

グゼクティブとして入社。2007 年初めにサーベラス・アジア・パシフィックのアドバイザーに就任。
2007 年社長兼 CEO として日本 GE に復帰。2008 年 4 月 GE チャイナの社長兼 CEO に就任。2011 年
3 月日本 GE の代表取締役社長兼 CEO に復帰。ペンシルバニア州立大学を最優秀で卒業、経済学士

Norbom began his career with GE in 1980 through the Financial Management Program and, after
various roles in finance and business development in the US, moved to Taiwan in 1993 to head GE
Capital’s efforts in that market. He moved to head GE Capital Indonesia in 1995 and in 1998 to lead
GE’s efforts in Thailand as President of GE Capital and GE National Executive. In 2000, he moved to
Japan as President and CEO, GE Japan. After 23-years with GE, Norbom joined Prudential Corporation
Asia at the end of 2003 as Chief Executive and in early 2007 served as an advisor to Cerberus Asia
Pacific. In October 2007, he rejoined GE as President & CEO of GE Japan, and in April 2008, he was appointed President & CEO of GE Greater
China. He returned to Japan in March 2011 and reassumed the role of President & CEO of GE Japan. GE’s has approximately 5,000 employees in
Japan supporting healthcare, energy, aviation, financial services and real estate businesses. Norbom graduated summa cum laude from Pennsylvania
State University in 1980 with a Bachelor’s degree in Honors Economics.

2006 年から 3 年間にわたりカナダ東地区の倉庫店運営部バイスプレジデントを務めた後、2009 年
8 月コストコホールセールジャパン株式会社代表取締役に就任（現任）、新たに 4 店舗を開店。カ
ナダ出身。
Theriault has 37 years of experience in the wholesale and retail industries, serving in a variety of
capacities. He first joined Costco in 1995, and after a few years at a warehouse in Newfoundland,
Costco Wholesale Japan Ltd. Canada, he first came to Japan in 1998 to start Costco Wholesale in Japan as Director of Operations.
Theriault was involved in the opening of five warehouses, beginning with the first one in Hisayama,

Region, and in August 2009 was appointed Representative Director of Costco Wholesale Japan. He
