外国の行政庁が発行した国内免許証を持っていること。（国際免許証は、免除にはなりま
せん。）
外国の免許を取得してから、その国に通算３か月以上滞在していた人。（観光旅行等の際
に外国の免許を受けて帰国しても、通算３か月以上滞在していない場合は免除になりませ
ん。）
外国の免許証の有効期間が過ぎていないこと。（国によって有効期間が違います。有効期
間が過ぎて申請しても免除になりません。）
※外国の運転免許を受けている人が、日本の免許に切り替える場合は、道路の交通の方法・
運転の知識及び自動車等の運転に関する技能についての確認に合格した場合に限って、日本
の免許に切り替えができます。

Procedure for switching your foreign driver’s license to a Japanese license
(*) The procedure is actually called “converting from a foreign license” in Japanese
(外国免許の切り替え gaikoku menkyo no kirikae).
The following four conditions must be met in order for you to be eligible to convert your foreign license to a Japanese
license:
1. You must have a valid driver’s license from your home country.
2. You must have resided in your home country with your valid license for at least 3 (not necessarily consecutive)
months before coming to Japan.
3. Validity duration differs from country to country. If your driver’s license has expired, it is no longer considered
valid.
4. You must take an interview to determine whether you are qualified for the conversion process. (Conversion will
be allowed only after you pass the interview which covers the rules of the road and basic driving knowledge. If
you are judged to be able to drive without difficulty, you will be exempted from some parts of the skill inspection
and the aptitude inspection.)
When converting from a foreign license to a Japanese license, you are kindly requested to make a reservation at
least one day before you are planning on coming in. Reservations can be made by phone or in person at the
reception counter.
1. Registration and interview
If you are from one of the following exempt countries, the Ehime Driver’s License Center (DLC) will only handle
your foreign license conversion between 8:30-9:00 am on Tuesdays and Fridays, except holidays.
Countries that have a driving agreement with Japan:
Iceland, Ireland, the United Kingdom, Italy, Australia, Austria, the Netherlands, Canada, Greece, Switzerland,
Sweden, Spain, Denmark, Germany, New Zealand, Norway, Finland, France, Belgium, Portugal, Luxemburg,
South Korea, Taiwan, Czech,
Slovenia, Monaco (25 countries and 1 region)
For countries that do not have a driving agreement with Japan, registration is available from Monday through
Friday, 9:00-11:00 and 13:30-16:00.
For those from countries that have a driving agreement with Japan, only the aptitude inspection must be taken
after completing registration.
For those from countries that do not have a driving agreement with Japan, the aptitude inspection , the written
knowledge inspection and, on a separate day, the skill inspection must be taken.
2. Necessary documents
(1) Application form (Shinseisho), available at DLC.
(2) A Driver' license-style photograph taken within the last 6 months
 hatless, facing front, approximately 3x2.4cm
(3) Your Alien Registration Card
(4) Residence certificate including nationality
(5) Your passport, original
(6) Your valid foreign license, original and copy
 If you have an expired license, bring it with you
 If your driver’s license does not include the date of issue, you will need to provide written proof, in the form of
a notarized letter or official driving record, of the date your license was issued.
(7) An officially sanctioned Japanese translation
 You may not translate your own license; you must get an official translation from either the Japanese
embassy of your country, or from the Japan Automobile Federation (JAF), which has been approved or
designated by Japanese Public Safety Commission.
