surprise appearance on the Venezuelan island of Margarita, going on a shopping spree with
his entourage. Col Gaddafi wandered around shops in the island's luxury Sambil arcade,
buying jewellery and digital cameras. He also posed for photographs with excited shop
workers. Col Gaddafi is in Venezuela for a summit of South American and African leaders,
where he has denounced the "imperialism" of wealthy nations. "It was all so totally
unexpected," Carlos Morales, who works at Star PC in the Sambil shopping centre, told the
BBC. Mr Morales said the Libyan leader was accompanied by an entourage of about 25

National Commercial Bank (NCB) and will open the sector to competition by selling bank
licences to help diversify its economy away from oil, its central bank governor said on
Monday. OPEC member Libya, home to Africa's largest proven oil reserves, has seen
revenue grow as it emerges from decades of Western sanctions, but the government is
struggling to reform a highly centralised banking system, which is widely seen as an
obstacle to private investment and growth. "There will be bidding next year for two to three
licences for new banks," Farhat Omar Bin Guidara told reporters on the sidelines of a central
bank governors meeting in Abu Dhabi. The tender process would be open to international

Tuesday, 29 September, 2009: (CNN) - On Wednesday, Libyan leader Moammar Gadhafi
spoke before the U.N. General Assembly for the first time in his 40-year rule -- apparently
making up for lost time with a nearly 100-minute speech, which dramatically exceeded the
allotted 15 minutes. Gadhafi stuck to his usual enthusiastic manner of delivery, without
relying on teleprompters. In some instances he became visibly overheated, ad-libbing and
saying things he probably wouldn't have said had he stuck to a speechwriter's text.

Gadhafi's advisors should have helped him prepare a speech that would have been more
appealing to the American people. In it, he should have addressed Libya's improving
relationship with the U.S., including several business developments and diplomatic

Monday, 28 September, 2009: Libyan leader Muammar Gaddafi has denied any deal was
done to secure the release of the only man convicted of the Lockerbie bombing.
Abdelbasset Ali al-Megrahi was released on compassionate grounds by Scottish Justice
Secretary Kenny MacAskill. Megrahi has terminal cancer and is said not to have long to live.
In a TV interview with Al Jazeera Colonel Gaddafi said no deal was done and that he now
considers the matter to be closed. He said: "This problem ended. It is not possible anymore
to talk about clearing Libya or not - whatever happened, the problem is over. "Abdelbasset
was the only person who had the right to appeal to the European Court, but as I said
because of his illness and release it seems that there is no need for an appeal." [BBC]

Sunday, 27 September, 2009: The Libyan leader Muammar Gaddafi has held a meeting
with relatives of the victims of the 1988 Lockerbie bombing. In an upcoming interview with
CNN, Col Gaddafi said he had offered his "condolences" during the meeting. Libya has
already formally accepted responsibility for the bombing of Pan Am flight 103 and paid
reparations. But many US families were angered by the Libyan welcome given to the man
convicted for the attack after he was released on compassionate grounds. Abdelbasset Ali
al-Megrahi, who has terminal prostate cancer, was freed from a Scottish prison last month.
During the pre-recorded interview with CNN, which is to be broadcast on Sunday, Col
Gaddafi told the US network that terrorism was "a common enemy to all of us". He
compared the Lockerbie bombing to the US bombing raid on Libya in 1986, which killed
around 40 people including Col Gaddafi's adopted daughter, Hannah. [BBC]

Friday as the Swiss government announced that two of its citizens were being held in Libya.
The information came two days after President Hans-Rudolf Merz met with Libya’s leader,
Col. Muammar el-Qaddafi, in New York in an unsuccessful effort to defuse tensions.

Relations were damaged last year by the arrest of the Libyan leader’s son Hannibal, who
was accused of beating two servants at a Geneva hotel. The two Swiss citizens, both
businessmen, have been prevented from leaving Libya for more than a year but are now
being held ―for their own security,‖ because there is a ―threat that Switzerland might free
them militarily,‖ the Swiss Foreign Ministry quoted a Libyan letter as saying. [NY Times]

Sunday, 27 September, 2009: GENEVA - Switzerland wants Libya's approval to send a
delegation to seek the release of two Swiss businessmen prevented from leaving the North
African country, the foreign minister said Saturday. The delegation's mandate would be to
"seek the release of the two Swiss," Micheline Calmy-Rey told TSR television. "That is the
priority," she said, adding that she had not been given any update on the two businessmen
and that the delegation would not head to Libya until Tripoli gives the green light. Calmy-Rey
said a recent deal signed between the two countries aimed at ending a diplomatic stand-off
after the arrest of one of Libyan leader Moamer Kadhafi's sons would not take effect without
the businessmen's release. The two businessmen, accused of immigration offences, have
been prevented from leaving Libya for more than a year following the arrest of Kadhafi's son
and his wife in a luxury Geneva hotel in July last year. [AFP]

in their relations Friday as the Swiss government announced that two of its citizens are
being held at an undisclosed location in the Arab country. The information came two days

and Venezuelan President Hugo Chavez, both traditional foes of the United States and
Western powers, will sign eight cooperation agreements on Monday, state media said. The

accords will be signed in Caracas, according to Venezuela's ABN news agency. Venezuelan
Ambassador to Tripoli Afif Tajeldine said five agreements have already been signed with
Libya, Venezuela's top African ally, but he did not provide the figures or domain involved.
"Libya is the gateway to Africa for us because it is a country well-known for its socialist
policies that plays an important and strategic role for us," he added. Kadhafi was on
Venezuela's scenic Isla Margarita, where a two-day summit began Saturday, bringing
together nine South American presidents and some 20 African leaders. Chavez's other
high-profile guests at the Caribbean resort destination included Brazilian President Luiz
Inacio Lula da Silva, Zimbabwe's Robert Mugabe and the Democratic Republic of Congo's

Chavez and Libyan leader Moammar Gadhafi signed a declaration Monday night decrying
what they call attempts by powerful Western countries to equate struggles against
colonialism with terrorism. In the declaration, Venezuela and Libya "reject intentions to link
the legitimate struggle of the people for liberty and self-determination" with terrorism, but
also adds that they "reiterate the importance of countering terrorism in all its forms." Neither
of the two leaders commented publicly on the document. It does not specifically name any
Western country, but Gadhafi mentioned both the United States and Britain during a speech

While overseeing the progressive tightening of IOCs' terms, Ghanem attempted to insulate
the oil sector from political pressure and establish a predictable environment for IOCs," said
Wolfram Lacher of Control Risks Group. "His departure raises the risk of further damaging
decisions at NOC. Others warned against over-estimating the impact of Ghanem's
departure. "At the end of the day, Libya wants to leverage its oil wells for positive economic
benefits. While the specific details of that process might change, the overall framework is
fairly consistent," said Robert Tashima, regional editor at Oxford Business Group. Libya has
Africa's biggest proven oil reserves and fierce competition allowed NOC to negotiate some
of the industry's biggest production shares when foreign operators returned after years of
sanctions. Ghanem squeezed better terms for NOC in several joint ventures in 2007 in
exchange for granting companies including Petro-Canada, ENI and Occidental Petroleum
Corp. a continued role in redeveloping the country's most promising oilfields. The changes
were the result of negotiations and did not generate the vocal acrimony that came after
other OPEC members such as Venezuela altered previously signed contracts or
nationalised foreign oil company assets. Libyan advisors to foreign businesses say a
government directive issued in recent weeks insists that all foreign joint ventures must now
have a Libyan managing director. "Libya is tightening regulation of its upstream sector but it
is a far cry from resource nationalism," said Tashima. "That is not comparable, for example,
to what went on in Venezuela. Muammar Gaddafi said in January his government was
looking at nationalizing foreign firms due to low oil prices. The Libyan leader has a track
record for startling statements that often come to little and analysts said he was unlikely to
do anything to imperil oil output growth that is helping boost his influence in Europe and

Africa. European governments want to diversify energy supplies from Russia and the Arab
Gulf states and are keen for Libya to move quickly to bring more gas exports on line. But
Libya is sitting on massive surplus oil revenues and has no immediate need to jack up
output. The rate of new discoveries has been slow and industry executives say NOC has
lagged on approvals for several projects. Libya is following other NOCs in maintaining
raising pressure on IOCs despite falling oil prices. "Now oil prices have gone down, we
aren't seeing a change in the tone of the more cockier producers," said Valerie Marcel of
Chatham House. "They still hold the discourse that they can do what they want and are not
begging for foreign investment. There seems to be little effort to dispel the confusion that
followed Ghanem's departure. No permanent replacement has been named and his
temporary replacement Azzam al Messallati was absent from a recent NOC ceremony for
employees tthat the chairman usually attends. "I think we're entering a new phase of greater
skepticism about foreign investment and pressure on international oil companies, and
contract sanctity is likely to suffer," said Ben Cahill of PFC Energy. MacMahon of Wood
MacKenzie said the next major test could come if PetroCanada decides Libya is no longer a
core asset after merging with SunCor and decides to exit the country. "Whether the Libyans
respond in the same way (as with Verenex) remains to be seen but I suspect that they

members of victims of the 1998 bombing of Pan Am Flight 103 over Scotland, one of the
family members told USA TODAY on Friday. "I came (to the meeting) offering a tangible
expression of goodwill and authentic caring for the Libyan people and for him, when
everyone else has come out in opposition," said Lisa Gibson, 39, a Colorado Springs
attorney, who attended the meeting Wednesday night at the Libyan Mission to the U.N. in
New York. Her brother died when the flight from London to New York blew up over
Lockerbie, Scotland, killing 270 people. Kenneth Gibson, 20, was a specialist in the Army
and was returning to the USA for Christmas, she said. "At least he (Gadhafi) knows there
are a few family members that have a desire to move forward," she said. [USA Today]

Saturday, 26 September, 2009: Xinhua - Canada will voice its concerns regarding Libya's
treatment of released Lockerbie bomber Abdel Baset al-Megrahi when leader Moammar
Gadhafi visits , a government official said Thursday. Libyan leader Moammar Gadhafi will
stop in the eastern Canadian city of St. John's, capital of Newfoundland province after he
leaves the United Nations General Assembly meeting in New York City, Dimitri Soudas, a
spokesperson for the prime minister's office, said in a statement. Foreign Minister Lawrence
Cannon has been ordered by Prime Minister Stephen Harper to meet Gadhafi to "voice
Canada's strong disapproval over the hero's welcome organized for Abdel Baset
al-Megrahi," Soudas said. She stressed that Gadhafi's visit is not an official one as
transatlantic flights often stop to refuel in Newfoundland. It's also unclear whether Gadhafi
will agree to the planed meeting. Al-Megrahi, the only person to be convicted in the
Lockerbie bombing, was released from a Scottish prison in August on compassionate

Department said it is rethinking a decision to give $2.5 million in aid to Libya, including to
foundations run by the Libyan leader's sons, after lawmakers on Thursday asked it to cancel
the plan. In a letter to U.S. Secretary of State Hillary Clinton, two U.S. lawmakers said they
were unwilling to give the aid because of the warm reception Tripoli recently gave a Libyan
official convicted of involvement in the 1988 Lockerbie bombing. They also accused Libyan
leader Col. Muammar Gaddafi of showing "flagrant disrespect" for the 270 victims of the
bombing during his visit to New York this week to attend the U.N. General Assembly. "The
celebration that President (Gaddafi) recently held in honor of ... the only man convicted in
the bombing of Pan Am Flight 103, showed just how little remorse (he) has for the terrorist
attacks that killed 270 civilians," Rep. Nita Lowey and Rep. Kay Granger wrote in a letter
obtained by Reuters. Lowey, a New York Democrat, chairs the influential House of
Representatives appropriations subcommittee that oversees funding for the State

in 2010. BP is currently in the final stages of finalizing its preparations for drilling on its site
on the coast of Libya. The British oil and gas company BP is in the final stages of its seismic
underground investigations in the huge Sirte basin west of the city of Bengazi in north Libya.
"We are coming to the end of the offshore seismic work, and then there is more ongoing
seismic work on shore," Robert Wine, a spokesperson for BP, told The Media Line. "We will
then analyze the seismic [result] and work out the prospects for the first well to be drilled,
that will be sometime next year," Wine said. "The agreement we signed back in 2007 was an
exploration commitment of $900 million, although we said at the time that it would probably

York-area communities gave to Libyan President Muammar Qaddafi in response to his
search for a place to pitch his Bedouin tent while in the United States. President Qaddafi is
here to speak at the United Nations General Assembly Wednesday – his first visit to the US
and the UN in his 40-year presidency. Why a tent? When traveling internationally, Qaddafi
prefers to stay in his traditional Bedouin-style tent, supposedly to honor his roots. He has
previously set up camp in Italy and France. According to National Geographic: "The Bedouin,
considered to be among the first Arab groups, are seen as Arab culture's purest
representatives, although they now make up less than 10 percent of the modern Arab

保理はテロ理事会と呼ぶべきだ」と主張した。また、国連憲章の冊子を読み上げながら、憲章の
精神が守られていないと冊子を放り投げるなど「カダフィ節」健在だった。大佐の国連訪問と演説
は初めて。オバマ米大統領の演説を、大佐はリビアの席で最後まで聞いた後、総会議長に促され
て登壇。気候変動、経済危機、食料危機など現在、国連はさまざまな挑戦に直面していると説明
した。その後、国連憲章を読み上げながら、加盟国に同じ権利が保障されているはずなのに一部
の国が拒否権を持っていると批判し、憲章の冊子を破ろうとした。また、大佐は「安保理で各国が
同じ権利を有するには全理事国に拒否権を与えなければならない」と述べ、「今の安保理は核兵

Thursday, 24 September, 2009: Colonel Muammar Gaddafi today attacked the United
Nations, branding the Security Council the "terror council". He was addressing the UN
in New York as those affected by terrorist attacks protested at his his presence outside.
The Libyan leader lambasted the UN's "inequality" and inability to prevent some 65
wars breaking out since being founded in 1945. His words came as relatives of victims of
the Lockerbie bombing gathered on the roads leading to the UN compound to
demonstrate against his appearance in front of the general assembly. They were joined
by those affected by the September 11 attacks in New York and family members of
victims of IRA violence in Northern Ireland. As they united in their condemnation of
Gaddafi, the man himself used the opportunity of speaking to world leaders to hit out at
the UN's structure. He said Libya did not accept, acknowledge or recognise the UN
charter and criticised the make-up of the Security Council. Dressed in brown robes with
a large shiny black badge of Africa attached, Gaddafi read from hand-written notes

・Thursday, 24 September, 2009: The crowds, signs and chants drew attention to a litany of
causes outside the United Nations building this morning as the General Assembly was
called into session. Libyan leader Moammar Qadhafi received most of the attention
including a group of demonstrators representing the families of the victims of Pan Am 103.
Many of those in the group had children or other family members attending Syracuse
University when the terrorists struck the plane on which they were returning home for
Christmas after a semester abroad. Kathleen Flynn's son J.P. Flynn was a junior at Colgate
University overseas with the Syracuse University study abroad program. She was right in
the middle of the demonstration in the Dag Hammerskold Plaza outside the United Nations
building. She was part of the group wanting to bring attention to Colonel Qadhafi's past.
Flynn said, "the United Nations is supposedly the organization that brings world powers
together in peace and harmony and you have a brutal dictator addressing the assembly.

discussions are planned. Libya helped arm the IRA and victims have said that the north
African country should now compensate them. Out-of-court deals have been agreed by

had been pursuing similar claims through the US courts, were excluded from those deals.

Under a deal with Tripoli, Italy has been intercepting migrant boats in international waters
since May and returning them, without screening for asylum applications, to Libya, which

irregular migrants arriving by sea in Italy last year applied for asylum, and half of them were

Tuesday, 15 September, 2009: VIENNA -- Wienerberger AG, the world's largest brick
manufacturer, said Monday it has signed an agreement with Libya's state investment authority
that will let the North African fund acquire up to 10 percent of its shares. Wienerberger said the
move was part of a capital increase aimed at raising at least euro335.8 million ($489.5 million) by
issuing nearly 33.6 million new shares. It said the Libyan Investment Authority has agreed not to
acquire more than 15 percent of the Vienna-based company without the consent of
Wienerberger's board. "LIA is a long-term investor and holds interests in a variety of international
industrial enterprises," Wienerberger said in a statement. Wienerberger CEO Heimo Scheuch
said the capital increase is intended to help the company "regain financial flexibility" and better
position itself for an anticipated recovery in the still-slumping European and U.S. housing and

suspects accused of killing Pc Yvonne Fletcher would be tried in Libya, it has emerged. The
agreement that if there is a trial, it will not take place in Britain, has been confirmed by the
Foreign Office. The Police Federation criticised the deal, but Pc Fletcher's family says it has
been informed and consulted. The 25-year-old was shot dead in 1984 by a gunman believed to

chairman of the Police Federation, said he was "shocked, appalled and disgusted" that the UK
agreed to the arrangement. The chairman, who represents 140,000 officers in England and

referred to al Messallati as NOC's acting chairman. Until now, al Messallatti's official title had
been member of the NOC administrative board but he was also Ghanem's de facto number two

only that "Libya's National Oil Corporation acting chairman Azzam al Messallati met German

diplomatic incident prompted Morocco's withdrawal from Libya's recent 40th anniversary
celebrations. The Moroccan delegation was surprised by the presence of Polisario Front leader
Mohamed Abdelaziz among the assembled dignitaries at the First of September Revolution
ceremonies. Prime Minister Abbas El Fassi departed immediately after the discovery on
September 1st, accompanied by other political leaders and a Royal Armed Forces brigade that
had attended to participate in a military parade. Libya responded publicly, stressing that what
took place was an oversight of protocol. According to a memorandum issued September 5th by
the People's Committee for Foreign Liaison and International Co-operation, "Mohammed
Abdelaziz was present in the country to take part in the African Union summit, held in Tripoli on

not to be identified because of departmental policy said there was no truth to The Sunday Times'
claim that a secret deal reached three years ago meant the killer of policewoman Yvonne
Fletcher would never face trial in Britain. The issue is sensitive because the British government's
dealings with Libya have been under intense scrutiny since the release last month of Lockerbie
bomber Abdel Baset al-Megrahi, who is terminally ill with cancer. Policewoman Fletcher was
shot dead outside the Libyan embassy in London 25 years ago. The newspaper said her family
had not been told of the secret agreement. The foreign office said the letters between British and
Libyan diplomats cited by the newspaper simply establish that under Libyan law there was, at the
time, no provision that would allow a Libyan to be extradited to face trial in other countries. That

Sunday, 13 September, 2009: THE murder of WPC Yvonne Fletcher outside the Libyan
embassy in London was one of the most shocking police killings of the past 25 years.
Fletcher, 25 and engaged to be married, was gunned down in broad daylight as she helped
to police a peaceful protest of Libyan exiles outside the embassy in St James’s Square,
London, in 1984. As she lay dying from a stomach wound, the gunman continued firing his
machinegun from one of the embassy’s upstairs windows, injuring a further 10
demonstrators and police. Fletcher died soon afterwards at Westminster hospital. Her fiancé,
another police officer who was at the demonstration, was by her side. For millions the image
of her policewoman’s hat, left lying in the road during the subsequent 11-day police siege,
was a poignant reminder of the brutality of the regime of Muammar Gadaffi, the Libyan
president. There was further outrage when Margaret Thatcher bowed to Gadaffi’s threats to
staff at the British embassy in Tripoli and allowed the 30 Libyan diplomats from the embassy

yesterday to discuss relations strained by the homecoming given to the convicted Lockerbie
bomber released by Scotland. Jeffrey Feltman, the assistant secretary of state for Near
Eastern affairs, is the most senior Obama administration official to visit Tripoli since Abdel
Basset Ali al-Megrahi was freed last month from a Scottish prison and returned to Libya,
sparking a protest by U.S. officials and families of the victims in the Lockerbie bombing.
Feltman discussed a ―wide range‖ of issues with Libyan officials, including ―the role that the
Libyan government can play to promote peace and stability in the region,‖ State Department
spokesman Edgar Vasquez said. Libyan leader Muammar Qaddafi is due to visit New York
in two weeks to address the United Nations General Assembly for the first time. Libya has
hosted talks among rebel groups from Sudan’s Darfur region, and Qaddafi is chairman of
the African Union. The country also is a current member of the UN Security Council.

Mujber, held talks on Wednesday with Expediency Council Chairman Akbar Hashemi
Rafsanjani. The two sides discussed ties and problems facing the Islamic world particularly
the Palestine issue. Rafsanjani said cooperation and adoption of a common approach
between Iran and Libya can help ease the sufferings of the Palestinian people. He also
called for unity among Muslim countries in the face of common enemies. Elsewhere in his
talks, he pointed to the history of relations between Iran and Libya since the Islamic
Revolution, saying, ―It was highly appreciable that Libya sided with the Islamic Republic of

taken to US President Barack Obama, campaigners vowed last night. Willie Frazer, from
Families Acting for Innocent Relatives (FAIR), is leading a delegation to Washington to
lobby powerful senators and congressmen for support. Since Gordon Brown was forced into
agreeing to help the families of IRA victims by setting up a team to support families trying to
negotiate with the Libyan government, American politicians have contacted FAIR to offer
their support. It follows initial lobbying meetings two years ago but the trail went cold after
the group was told it must bring the British Government on side first. Now Mr Frazer will
head back to the States to enlist formal support and will attempt to push the case as far as

The Libya-focused player said in a statement released today that it was still in talks with the
Libyan authorities, including the country's General People's Committee, to reach an
agreement for Libya to buy Verenex, although the committee repeated its intent to negotiate
a reduced purchase price.
"Despite Verenex having complied with all the requirements of the exploration and
production sharing agreement and the NOC throughout the public sale process, the NOC
has failed or refused to provide consent to the CNPC," Verenex said in a release.
Verenex shares fell C$1.10, or 14% , to C$6.55 by midmorning on the Toronto Stock
Exchange, following the company's news release.
Verenex said that CNPC delivered a written notice to the company on Monday that it had
terminated the acquisition agreement. That agreement expired last month but was valid until
either side decided to end it.
Company boss Jim McFarland told Reuters: "We weren't able to get the approval of the
NOC for that purchase agreement.
"The Libyans have been pretty clear that what they want to do is to buy the asset. It's a good
asset and they like it, so that has been the stumbling block ... What the Libyans are looking
for is a lower price and the question is what is reasonable?"
He added: "We are working through the process with the Libyans as we speak,. The key
issue in this ... is price, but we are making progress on the key terms ... and we are hoping
to have something here soon to keep moving on this thing."
He did not say when negotiations were expected to wrap up.

Among them was Anadarko Petroleum Corp.'s (APC) farm-in agreement with BHP Billiton
Ltd. (BHP) for an unexplored deep-water block in the South China Sea. It was scrapped
after China National Offshore Oil Corp. withheld approval and -- in an unprecedented move
offshore China -- backed into the block before a well was drilled. Houston-based Newfield
Exploration Co. (NFX) said last year it also shelved plans to sell its stake in two producing oil
fields in northern China's Bohai Bay despite receiving several offers from would-be buyers.
An industry executive said the sale process was halted after PetroChina Co. (PTR) insisted
it not only had the right to match the US $100 million winning bid, but also buy the assets at
a discount. PetroChina is the Hong Kong and Shanghai listed unit of CNPC.
The failure of these deals is important, as it shows how difficult it can be for foreign firms to
build a position in China's rapidly growing energy sector or get a market value for their
assets if they wish to sell up. Buyers need to establish a working relationship with the
Chinese so don't want to strike a deal that doesn't have their blessing. Any plans to develop
new oil and natural gas reserves must be approved by the Chinese partner before they are
put before state regulators. "We have given up on trying to grow a base in China because
we think that every time something is available, the Chinese are going to step in with a kind
of weak argument about preemption rights and frustrate it," said one foreign executive,
declining to be named.
Foreign executives say they interpret the terms of their production sharing contracts
differently from Chinese partners. They argue that selling or acquiring stock in a local
exploration and production unit in China that owns the assets doesn't represent a change of
control or trigger preemption rights. However, an official at Cnooc Ltd. (CEO) says foreign
partners have no right to sell without its approval and this position is shared by other
state-run Chinese firms. China's willingness to bring down deals may reflect more the
strides that its state companies have made in technology than any sudden burst of resource
nationalism. Anadarko's deep-water block 43/11 in the South China Sea is next to block
29/26, where Canada's Husky Energy Inc. (HSE.T) found an estimated 4 trillion to 6 trillion
cubic feet of recoverable natural gas reserves in 2006. Cnooc sees the South China Sea as
a major growth area for the company and is increasingly confident it will soon have the
technology to drill in deep water by itself. Last year, Cnooc's China Oilfield Services Ltd.
(2883.HK) unit bought Norway's Awilco Offshore ASA for $2.5 billion, gaining access to
semisubmersible rigs capable of drilling at depths of 750 meters.
But meddling with deals within its own territory risks giving China an image problem at the
same time as it is trying to expand overseas.
Opponents of a planned US $19.5 billion tie-up between Aluminum Corp. of China Ltd., or
Chinalco, and Anglo-Australian mining giant Rio Tinto PLC. (RTP) earlier this year pointedly

referred to a lack of reciprocity in China, with foreign firms hard-pressed to clinch big M&A
deals. China appears to be learning the lesson that interfering with deals doesn't look good.
Terry Fern, chairman of Australia's Petsec Energy Ltd. (PSA.AU), said in May that
Cnooc has sent a letter signaling it no longer opposes the possible sale of his company's
25% stake in Block 22/12 offshore southern China.

NEW YORK (Reuters) - Verenex Energy Inc , a Canadian oil producer focused on Libya,
said on Friday it had entered into an agreement to be bought by a Libyan sovereign wealth
fund, after the collapse of a deal reached with China.
The Libyan Investment Authority (LIA) has agreed to pay C$7.09 a share for all of Verenex's
outstanding shares, the company said. The offer is well below China National Petroleum
Corp's C$10-a-share deal. In total, Libya's offer values Verenex at roughly C$316 million
compared with about C$460 million agreed by China National Petroleum Corp.
China made its offer in February, but dropped out this month after Libya's government
refused to approve the sale. Under the agreement with Libya, Verenex said it can distribute
any working capital to shareholders at the time the sale closes. The company said it
expected the amount to be nominal. The LIA offer has received all necessary Libyan
government approvals, Verenex said in a statement. A definitive agreement is expected to
be signed by October 20. "The Verenex board of directors, after consulting with its financial
and legal advisors, has unanimously determined that the proposed transaction represents
the best alternative reasonably available to Verenex and its shareholders," the company
said. Verenex officials were not immediately available for further comment.
The Libyan government established the LIA sovereign wealth fund in 2006 to manage
Libya's surplus oil revenues. Libya has Africa's largest proven oil reserves and in the past
decade foreign investors have been enthusiastic to tap into the Libyan market as
international sanctions were lifted. But initial enthusiasm has been tempered by modest
results from exploration wells and concerns about the risks of dealing with Libya's
government.

when the country's leader Colonel Muammar Gaddafi first praised the group as allies in a

32/64-in. choke.
The Mamouniyat formation at intervals of 10,062-10,082 ft produced 600
b/d of condensate and 4.8 MMcfd of gas. Agoco said the condensate was 55° gravity and
was delivered via 20 ft of net pay on a 32/64-in. choke.

than the Gaddafis of Libya. The decision by the Scottish government to release on
compassionate grounds one Abdulbaset al-Megrahi, the convicted terrorist who killed 270

Scotland, Britain, the US, which lost 170 dead that day, and around theworld. Al-Megrahi

said it would begin drilling in Libya starting in October to tap an estimated 70 trillion cubic
feet of reserves. Oil India announced it plans to acquire stakes in several domestic oil blocks
while using surplus cash reserves to finance investments in developments in South America,
Africa and Australia. T.K. Ananth Kumar, the financial director at Oil India, said in August his
company has set aside millions of dollars worth of capital for exploration and production
projects in foreign markets. As part of its push abroad, Oil India, along with its Algerian
partners at Sonatrach and the Indian Oil Corp., announced it has entered into a lucrative
deal with the National Oil Corp. of Libya for four exploration blocks, the Indo-Asian News
Service reports. "We will drill four wells in Libya by 2010-11," said Oil India Executive
Director for Corporate Affairs Narendra Bhalla. "We are hoping to begin onshore drilling in

two years ago that slow progress in concluding a Prisoner Transfer Agreement with Libya
threatened a multi-billion dollar exploration deal it was negotiating. BP, Europe’s
second-largest oil company, said on Friday its advice did not refer specifically to the man
convicted of the 1988 Lockerbie airliner bombing, whose release from a Scottish jail last
month prompted criticism of Britain. Libyan Abdel Basset al-Megrahi, terminally ill with
prostate cancer, was flown home to Libya last month after Scotland’s justice secretary
released him on compassionate grounds. The British government has denied it put pressure
on Scotland’s devolved government over Megrahi in the interest of better ties with Libya and
its leader Muammar Gaddafi. Megrahi’s release and the joyous welcome he received in
Tripoli angered the American government and U.S. relatives of the 270 people killed when
Pan Am flight 103 blew up over the Scottish town of Lockerbie. ―BP did bring to the attention
of the UK Government in late 2007 our concerns about the slow progress in concluding a

Friday, 4 September, 2009: TRIPOLI, Libya - Libya denied reports Wednesday that the only
man convicted in the 1988 Lockerbie bombing was taken to intensive care after his illness
from terminal prostate cancer worsened. A Foreign Ministry spokesman, Mohammad
Seyala, said Abdel Baset al-Megrahi has actually been moved to a special VIP wing of the
hospital in Libya's capital, Tripoli, where he is being treated. "Al-Megrahi is not in a
dangerous situation and is receiving full treatment from a team of Libyan doctors," said
Seyala. Al-Megrahi's family said earlier Wednesday that doctors informed them that their
relative was moved to intensive care but they had not been allowed to visit him in the unit.
They spoke on condition of anonymity for fear of government reaction. Seyala said the
family has not been allowed to visit al-Megrahi in the VIP wing. [AP]

Friday, 4 September, 2009: A Libyan motion calling for the dismemberment of Switzerland
was rejected by the United Nations about a month ago, a UN spokesman said on Thursday.
Farhan Haq told the Swiss news agency that Libya had submitted the proposal for
discussion by the General Assembly, but it was thrown out by the committee responsible for

setting the assembly's agenda, since it contradicted the principles of the UN charter.
According to the charter, no member country can threaten the existence or sovereignty of
another. The document was therefore never circulated or published. Swiss parliamentarian
Christa Markwalder had told a Swiss public television news programme on Wednesday that
Libyan leader Moammar Gaddafi intended to present the proposal to the United Nations

met with Libyan officials to discuss the terms of oil and gas deals amid changes in Kiev's
energy ties with Moscow. Tymoshenko met with representatives from Libyan oil companies
in Tripoli to discuss bilateral efforts in the energy sector. The Ukrainian premier in July said
Kiev was interested in using Ukrainian and Libyan funds to construct a new oil refinery in her
country. The move comes amid changes in the tense energy relationship between Kiev and
Moscow. Russian gas giant Gazprom briefly cut gas supplies to Ukraine following a bitter
January row over gas debts. Tymoshenko following a meeting in Poland with Russian Prime
Minister Vladimir Putin said her country would pay only for the amount of gas it consumes,

arbitration panel set up with Switzerland to examine the arrest of Moammar Gadhafi's son in
Geneva last year, the Foreign Ministry said Wednesday. The independent panel is meant to
defuse tension between the two countries over the arrest of Hannibal Gadhafi and his wife
on July 15, 2008, in a luxury hotel for allegedly beating up two of their servants. The two
were released on bail three days later and returned to Libya. But tension between the two
countries has continued, especially over Libya's detention of two Swiss businessmen for
alleged immigration violations a day after Gadhafi returned home. Swiss President
Hans-Rudolf Merz made a trip to Libya about two weeks ago where he and Libyan Prime
Minister al-Baghdadi Ali al-Mahmoudi commissioned the arbitration panel to review
Gadhafi's arrest and possibly recommend compensation. Libya's Foreign Ministry released
a statement on its Web site saying Saad Gabar, a British judge of Algerian descent, was
named to the three-member panel on Tuesday. Of the other two judges, one is to be named

in the United States, and there’s no sign the aircraft are getting out anytime soon. Libya
bought eight C-130 cargo aircraft back in the 1970s, but as relations between the United
States and Libya deteriorated, the U.S. government put a hold on the arms sales, including
the C-130s. Since that time, the aircraft have been rusting away under the Georgia sun. The
aircraft have even become something of a local tourist attraction, a visual reminder of the
state of U.S.-Libyan relations. Officially, they still belong to Libya, so they can’t be disposed
of, but after three decades of neglect, it’s also somewhat unlikely they will ever fly again.

deadline for the men's release passed at midnight. "This is clearly a debacle, because
promises were made and not kept," lawmaker Kathy Ricklin of the centrist Christian
Democrats told state-owned radio DRS. "I think he should finish his presidential year, but
then I expect his party to make a change." Her view was mild compare to calls from the
nationalist People's Party and the left-wing Social Democrats for Merz's immediate
resignation. Switzerland's largest-selling newspaper Blick mocked the president by
declaring "Merz loses face," which the president himself said would happen if he couldn't
free the men by Sept. 1. The president's office responded by saying Merz had no intention of
resigning and lashed out at Libya for failing to keep its side of a bargain brokered last month

flamboyant uniforms. The celebration comes a day after Gaddafi hosted an extraordinary
meeting of African heads of state and government to tackle conflicts across the continent.
Sami Zaptia, an economist and a Libyan newspaper columnist said that the ceremonies

fine before being released, a senior Libyan official said Monday. The comments by Libyan
Deputy Foreign Minister Khaled Kaiym were Libya's first mention of a fine and appeared to

"Libya's general prosecutor visited the two a couple of days ago to make sure they were fine
and told them they will go back home as soon as they pay the fine," Kaiym said. He did not

Hannibal Gadhafi and his wife on July 25, 2008 in a luxury hotel for allegedly beating up two

Tuesday, 1 September, 2009: TRIPOLI (Reuters) - Libya's $65 billion sovereign wealth fund
aims to buy into European utilities, drugmakers and other companies with technology that
may be useful for the country, the head of the Libyan Investment Authority said. The fund,
which holds around 60 percent of its assets in cash, is in talks to buy stakes in major
European companies, LIA chief executive Mohammed Layas told Reuters in an interview.
"We bought utilities and think it's a promising sector, and pharma as well. We are seeking
even to have joint ventures with them in Libya -- we need to bring their technology here," he
said. "We still feel Europe is the major partner... Our trade is 90 percent with Europe and
that applies to investment." The LIA was set up in 2006 to manage Libya's fast-growing
surplus oil revenue and oversee the assets of the Libyan Foreign Investment Company
(LAFICO) and Oilinvest. Funds have been channelled mostly towards investments in
European countries, such as Italy, which count among Libya's biggest trading partners.
