Existing EIS review:
The Medford District Record of Decision (ROD) and Resource Management Plan (RMP), Jtme 1995,
are based on the Medford District Final Environmental Impact Statement (October 1994). The Medford
District Resource Management P lan was amended to allow survey hi atuses and unintentional
encroachments on public lands, that are di scovered and that meet disposal cri teria, be assigned to Land
Tenure Zone 3 for disposal (Medford District Environmental Assessment on Unintentional
Encroachments and Survey H iatuses, August 2002). The proposed action is administrative and is
categorically excluded from further review under 43 CFR 46.205, 46.215 (extraordinary circumstances),
46.2 10 (f) Routine and continuing government business ... having limited context and intensity, and 516
DM 11 .9 J. ( l ) Maintaining land use plans in accordance with 43 CFR 16 10.5-4.
The proposed action (plan maintenance) has been reviewed for conformance with the Medford District
Resource Management Plan as an1ended (as per 43 CFR 1610.5 and BLM MS 160 1).
As the Medford Resource Management P lan (RMP) is implemented it sometimes becomes necessary to
make minor changes, refmements, or clarifications of the plan. Potential minor changes, refinements or
clarifications in the plan may take the form of maintenance actions. Maintenance actions respond to
minor data changes and incorporation of activity plans. Maintenance actions are not considered a plan
am endment and do not require the formal public invo lvement and interagency coordination process
undertaken for plan am endments.
RMP Maintenance Action
The B ureau of Land Management (BLM) has conducted a review of an unintentional encroachment and
applicability of the RMP amendment regarding changing of three parcels totaling 0. 66 acres to Land
Tenure Zone 3. This unintentional encroachment meets the criteria to be a utomatically assigned to Land
Tenure Zone 3. The following lands are assigned to Land Tenure Zone 3 in the Medford Distri ct RMP
(1995) as an1ended (August 2002): T. 34 S., R. 5 W., Sec. 30, lots 5, 7, and 8, whjch are 0.02, 0.48, and
0.1 6 acres, respectively. (See attached maps)
