Oak Meadow HOA News
One of the biggest challenges for any HOA concerns neighborhood
restrictive covenants. The covenants touch on peopleвЂ™s homes, an
area most consider a sanctuary from a rule driven world. Restrictive
covenants are different from City of San Antonio Code Enforcement
rules, although sometimes they do over-lap. Oak Meadow restrictive
covenants are applicable to every single homeowner in Oak Meadow,
whether or not you join the HOA. The covenants are on file with the
Bexar County Deed and Plat Records and run with the land, listing lot
and block numbers, which are part of the legal description of every lot.
We want to bring this to your attention since our board has heard some
residents state they do not have to follow the restrictive covenants if
they are not dues-paying members of the HOA.
When HOA board members are out and about, interacting with friends
and neighbors in our community, we often get asked questions about
certain conditions or situations here in Oak Meadow and how our restrictive covenants address them. The following are some of the most
common concerns we hear about:
The state of repair of some of the fences in our neighborhood--particularly those that face main streets. Oak Meadow has no restrictive
covenant concerning fence condition but the City of San Antonio does.
If these fences become too deteriorated and code enforcement receives
a complaint, city enforcement officers will evaluate the situation and
then may contact the homeowner about repairs or replacement. The
HOA is not responsible for the cost of replacing any fencing whatsoever
in, or around the perimeter of, Oak Meadow. There are, however, signed
contracts in place between the Oak Meadow HOA and the owner's of
properties who had 8' fences built in their backyards along Huebner
when the apartments across the street were constructed. The contract
sets out how the fence must be maintained by the owner. If you are
one of these homeowners, details are in your copy of the contract. If
you can't find your copy, please contact one of the co-presidents of the
HOA. This is not a restrictive covenant but a special legal agreement
with only the residents with 8' fences.
Trash and recycle carts stored in front of homes. There is no Oak
Meadow restrictive covenant against storing trash carts in front of your
home. The covenants were set up many years ago before the city blessed
us with these large containers and so did not address them. The City
of San Antonio does, however, encourage the storage of trash carts out
of sight on non-service days. These carts are not objects of beauty and
detract from the appearance of an individual property and the neighborhood as a whole.
Right-of-way obstructions. Our Oak Meadow covenants do address
trees, hedges and shrubbery obstructing sidewalks and lines of sight,
as do City of San Antonio code enforcement rules. Also, the city includes basketball goals, fences and dumpsters (i.e. вЂњpodsвЂќ) and has the
right to impose a fine. One other point about the previously mentioned
trash carts: According to a city code enforcement officer, carts left in
the street too long after collection are considered an obstruction and
a homeowner could face a citation. They are required to be out of the
street by the end of the pick-up day. These trash carts impede bike riders, walkers and drivers who may be trying to move to the side of the
street to avoid children at play. We encourage you to adhere to the city
rule and remove your carts from the street the same day as collection in
order to avoid a possible fine.
Excessive number of garage sales. There is no Oak Meadow covenant
about these sales. The City of San Antonio limits them to four per calendar year, not to exceed one per quarter. A permit is also required from
the city.
The board of directors realizes that a few residents may not like the Oak
Meadow restrictive covenants, but the majority of residents we have
spoken with are very pleased we are making an effort to enforce them
and keep our neighborhood attractive. The HOA board hasnвЂ™t had
many situations arise where we needed to contact a resident. When we
did, the majority were very cooperative. We give these good neighbors
a very big THANK YOU! It is not easy for us to call a violation to a
residentвЂ™s attention and hope everyone understands our duty as board
members when we must do so. Keeping Oak Meadow looking as attractive as possible is to the benefit of every single resident in maintaining
or increasing property values.

And now the news we have all been waiting for:
They did it!!!! 3 Cheers for our 70 volunteer Block Captains and
Coordinators, YEAH! They phoned, emailed, wrote notes, knocked
on doors and visited with neighbors securing a new high of 428
memberships, 24 more than at this time last year. Thank you all sooo
much. At this point last year we had 404 memberships, and as the year
moseyed along, we eventually reached a record of 455.

Holiday Mailbox Bows - $6 each
Be on the lookout for an OMWC volunteer who will be canvassing your
street from November 1 through 9. It will be a bit different this year
in order to streamline the process and to be sure enough bows are available. Orders with payment will be taken during this first week in November. Then, volunteers will attach the bows to the mailboxes during
the first week of December. It will be beautiful to see the hunter green
bows pop up on mailboxes. DonвЂ™t miss out!
I am encouraged we will meet our goal of 500 this year. We have many
neighbors who usually support us, who have not yet sent in their dues.
We also have many new families who like what the neighborhood has
to offer. We are expecting those promises of вЂњchecks in the mailвЂќ and
PayPal payments to come in very soon.

OMWC Side Groups
These are social groups which host fun activities of special interest and
a great place to meet and make new friends. You may join as many
groups as you wish, or suggest a new group. Contact Carmen Sandoval

Book Club: This side group meets every fourth Thursday of the month
from 1-3 pm at membersвЂ™ homes to discuss selected books. Contact

Bridge: You will be put in touch with different bridge groups. Contact

Bunco: Subs are always needed to fill in or replace members of

Crafts: In this group meets monthly and for a nominal fee provides
all the supplies/instructions needed to complete a seasonal craft that
day. Previous projects include wreaths, faux pumpkins, and decoupage

this fall on the natural trails of Salado Creek that lead north of Huebner Road or south to Hardberger Park. There will be one hike a month
through winter and they will go through March of 2015.

The November hike will be SATURDAY, Nov 22nd, 2014 @ 8AM.
This time we will meet at the overflow parking of Hardberger by the old
Voelker Farm on Voelker Lane.
WeвЂ™ll walk down to the trail near the bridge down the hill from the overflow parking and hike north from there to Huebner Road. That will be a
2 mile hike to Huebner and on the return trip we will stay on the paved
trail and walk back to the parking lot.
Please wear comfortable hiking shoes and bring plenty of water and
maybe a snack for a 4 mile hike/walk. I also suggest that you bring sun
block and also a light windbreaker if the weather is cool that morning.

Gun Shots in Church Sign
Oak Meadow United Methodist Church members report that their
street-side sign was hit by gunshots on Sept.20, sometime between 5
and 10 PM. The shots were probably fired from a passing vehicle; four
rounds penetrated the sign and empty .22 cases were found on the sidewalk. Damage is estimated at $250 and, if found, the person(s) firing
the shots will be prosecuted. The ammo used was Federal brand long
rifle .22. This was not a harmless prank, these rounds went through the
OMUMC sign and probably landed somewhere in the area of the west
wing of the Northwest Assembly Of God Church. Had the church been
using the west wing these shots could have hit someone. These shots
were probably fired by teenagers. A gun in the hands of irresponsible
teens is very dangerous. If you have guns at home, please be sure they
are secured.
Increased Criminal Activity in Oak Meadow
The number of calls for police assistance in Oak Meadow, including
two vehicle burglaries, increased during September. The area just to the
east of Oak Meadow has also had an uptick in vehicle burglaries for last
month. The majority of the calls occur in the early morning hours and
unless a car alarm is triggered, the burglary is not discovered until later
in the morning.
The best defense against vehicle burglaries is parking your cars in the
garage if possible. If parking outside, be sure the vehicles are in a well
lighted area and that they are locked and have nothing of value showing.
DonвЂ™t leave backpacks, computers, CDs, etc. visible in the car.
Check the NW Military Hwy. Right of Ways for Missing Items
If you are missing various items such as scooters, bikes, yards tools, etc.,
check along the right of ways on North West Military Highway. Items
such as these are apparently being taken from yards and thrown away.
The right of way in front of Warwick Farms subdivision and the two VIA
bus stops often contains stolen items. After a request to VIA, two trash
cans were recently installed at the bus stops and hopefully the formerly
messy areas will be cleaner and fewer stolen goods will be thrown there.
