T
his year the Refugees International Japan (RIJ) Annual
Review covers 17 months due to a change in the fiscal
year for us. In November, we received approval to transfer
registration from a foundation to non-profit organisation
(NPO) structure. Both are for NPOs but it was considered that the
NPO format would better suit our needs in seeking future tax benefits
for our generous donors.
It has been a turbulent year and a half in so many ways, including
the huge displacement of populations in the Middle East and the
particularly serious situation in Syria that affects the surrounding
countries of Turkey, Lebanon and Jordan. In 2012, the number of
people displaced by conflict was the highest this century—more
than 800,000 people had fled their homes by November. The recent
conflict in Syria, previously host to refugees from countries such
as Palestine and Iraq, caused secondary displacement as refugees
then had to flee the country. On a positive note, people have been
returning home to countries such as Uganda, Libya and the Ivory
Coast.
In this publication, we have featured stories from the projects funded
by RIJ—individual stories that describe how the support you provide
impacts everyday life. In the report from Uganda, where people are
returning to their homes, it can be seen how the support provided by
RIJ brings results in the long-term. It is heartening to visit these countries now and see firsthand people rebuilding their lives in peace and
safety. In another project—Karenni Further Studies Program for youth
in a camp in Thailand—we learnt that two of the graduates have been
accepted to universities in Canada. This is an opportunity that would
not have been available to them if they had not received further education funded by RIJ.
We have seen many changes in activities in the past 17 months as
we move towards encouraging increasingly more people to organise
fundraising activities for RIJ, thus extending our reach further and
raising more awareness of the issues relating to conflict displacement
around the world.
Amid the global economic crisis and escalating displacement, organisations struggle to provide the necessary assistance to refugees.
Your assistance is as important as ever and small contributions can
go a long way to making a difference to people’s lives. RIJ places
importance on community programmes that empower others to take
charge of their own lives and futures, thus building stronger and
more sustainable communities. Small gestures create bigger hopes;
bigger hopes encourage bigger steps.

IJの事業年度の改定により、本年度のRIJ（国際難民支援会）の
年次報告書には17ヶ月分の活動報告が含まれます。2012年11
月、RIJは財団法人からNPO法人に登録変更することが認証されま
した。財団法人もNPO法人も両方とも非営利団体ですが、寄付者
の皆様が将来的に税制上の優遇措置（寄付金控除）を受けられるようにす
るためには、NPO法人のほうが私たちのニーズにより適していると考慮され
ました。
この1年半はいろいろな面で激動の1年半だったと言えます。中東では避難
民の大規模な強制移住がありました。特にシリアの深刻な情勢は、トルコ、
レバノン、ヨルダンなど近隣諸国に影響を与えています。2012年、紛争によ
り避難民となった人々の数は今世紀最大となり、2012年11月には80万人
以上の人々が祖国を追われました。これまで、シリアはパレスチナやイラク
などの国々からの避難民を擁護してきましたが、つい最近の紛争により、シ
リアに逃れていた避難民は再び強制退去されることになりました。一方で、
明るい話題としては、ウガンダ、リビア、コートジボワールなどの諸国では避
難民が祖国に帰還し始めています。本報告書には、RIJが資金援助したプロ
ジェクトの報告が掲載されています。各プロジェクトの報告では、皆様からの
支援が避難民の日常生活にどれだけ影響を与えているかについて述べら
れています。避難民の人々が祖国に帰還し始めているウガンダからの報告
では、RIJの支援が長期的にどのような成果を挙げているかを確認することが
できます。現状を視察して、人々が平和で安全に生活を立て直しているとこ
ろを直接見ることができ、元気づけられました。もうひとつのプロジェクト、タ
イのキャンプにおける若者のためのカレン継続教育プログラムでは、卒業生
のうち二人がカナダの大学に受け入れられたことが分かりました。RIJの資金
援助によって継続教育を受けることがなければ、このような機会を得ることも
なかったでしょう。
この17ヶ月間の間、より多くの人々に募金活動を計画してもらうよう奨励して
きたことで、活動範囲が広がり、世界中の紛争避難民に関する問題意識が
高まり、RIJの活動にさまざまな変化が見られました。
世界的な経済危機の中で避難民の数は急増し、どの組織も避難民に必要
な支援を提供するのが難しくなってきています。皆様の支援はいままで以上
に重要になってきています。小さな貢献の積み重ねが避難民の人々の生活
を良くしていくために大きな役割を果たしています。RIJは、避難民の人々が
自身の生活や将来について主導権を握れるような地域プログラムに重点を
置いています。それにより、より強固で持続性のあるコミュニティを作ることが
できます。
ささやかな行為が大きな希望を生み、大きな希望が大きな一歩を促します。
それを達成するという私たちの使命を支援していただきありがとうございま
す。

How RIJ is Making a Difference on the Thai–Burma Border

The long-running conflict in Burma finally appears to be nearing its
end this year. But, while promising, the recent developments have
not filtered through to all the ethnic states, where clashes between
Burmese troops and local insurgents continue to disrupt the pace of
life.
2012年、長く続いたビルマの内戦はようやく収束に向かっているようです。
しかし事態は前進しているとはいえ、その成果は全ての民族のグループま
では至っておらず、ビルマ軍と地方の反乱兵との争いは、いまだ生活全般
を混沌としたままの状態にしています。
It was against this backdrop that I travelled to a remote village next to
Karenni Refugee Camp 1 in early October 2012, to work as a human
rights trainer at the Karenni Social Development Center (SDC), a project funded by RIJ.
この難局に反して、2012年10月初め、私はカレンニ（Karenni）避難民キャ
ンプ1の近くの人里離れた村に向かい、人権教育のトレーナーとして働くべ
く国際難民支援会（RIJ）が支援しているプロジェクト、カレニ社会開発センタ
ー（SDC）に赴きました。

KARENNI REFUGEES
Due to widespread violence, land alienation and forced labour in
the past 20 years, more than 22,000 Karenni people have made the
journey to the Thai–Burma border to claim refugee status, while
many more have lived as Internally Displaced Persons or have hidden inside Karenni State, Burma.
As with so many refugees, they face an uncertain future with only
three post-10 schools spread across two camps, and no access to
higher education or training. Thus, most Karenni people have no
knowledge of human rights—let alone how to protect them.
これまでの20年間、拡散する暴力、土地の剥奪、強制労働などのために
22,000人を超えるカレンニ族の人々が避難民としての認定を受けるためタ
イ・ビルマ国境まで逃れ、さらに多くの人々が国内避難民として、またビルマ
のカレンニ州内部に隠れながら生きています。
多くの避難民にあふれかえりながら、二つのキャンプを合わせても中等教育
以上の学校は三校しかなく、上級の教育や訓練が望めない状態で、避難民
たちは将来の不安を抱えています。よって、カレンニ族の人達のほとんどは
自分たちの権利を守る手段はいうに及ばず、人権についてもその知識を持
ち合わせていないのです。

impressed and inspired me with their thirst for knowledge and desire
to become agents of positive social change.

It is incredibly rewarding not only to see, but experience, how the
work of RIJ has made a real and lasting impact on refugee communities on the Thai–Burma border. With the support of RIJ, the
SDC is providing a generation of Karenni youths with knowledge of
the basic political and legal concepts that underpin a just and equal
society. Through the students, entire communities are empowered
to establish social institutions to ensure that their human rights are
protected.
My students want to be lawyers, politicians, engineers and teachers
and want to tackle the big issues, such as constitutional reform and
climate change. Difficult though it is for them, I am confident that, as
Burma embarks on a long and winding road of recovery and reform,
my students will use their knowledge gained at the SDC to play a real
role in rebuilding a free and peaceful society.
タイ・ビルマ国境にある避難民キャンプにおいてRIJの支援がどのように実際
的で継続的な活動を成し遂げているのか、見るだけでなく、体験できたこと
は非常に有益なことです。RIJの支援により、SDCはカレンニの若者世代に、
正当で平等な社会を支える政治と法律の基礎概念について教え、生徒た
ちを通し、そのコミュニティ全体が自分たちの人権が守られる社会的組織を
設立する力を持っていくことを目指しています。
私の現在の生徒たちは法律家になりたい、政治家に、エンジニアに、教師
になりたいと希望を述べています。憲法改革や異常気象などの大きな問題
に取り組みたいという望みもあります。もちろん容易なことではありませんが、
ビルマという国が回復と改革の長い曲がりくねった道を歩むとき、私の生徒
たちはSDCで得た知識を使い、自由で平和な社会の再構築に実際的な役
割を担うだろうと、私は確信しています。

SYRIA
Providing Schooling for Syrian Refugee Children
シリア難民の子供に学校教育の提供
Since early 2011, the conflict in Syria has claimed the lives of over
30,000 people and displaced many more. Over 380,000 people
have crossed national borders to register as refugees in neighbouring
countries and a further 1.5 million people have been internally displaced as of November 2012.
As the months stretch into years, issues of prolonged displacement compound the need for immediate humanitarian assistance.
Burdened with loss and uncertainty, Syrian refugees are struggling to
reclaim some normalcy to their lives.
At six years old, Zamzam is but one of the many children that make
up this overwhelming statistic. Like many of her peers, her childhood
has been torn apart by the continuing violence and armed conflict in
Syria. Along with many other families, Zamzam’s fled to Jordan from
the city of Homs in March 2012.
The trauma of violence and upheaval is keenly felt by all who experience it, but for young children, the disruption affects them at their
most vulnerable and malleable age. It is therefore of paramount
importance that they are able to resume a normal childhood as far as
humanly possible. Returning to school is a central component of this.
2011年初頭以来、シリアでの紛争は3万を超える人命を奪い、さらに多くの
人々を故郷から追いたてました。2012年11月現在、38万人以上が国境を
越えて近隣諸国で難民認定され、さらに150万人が国内避難民となってい
ます。数ヶ月がやがて数年となり、緊急の人道支援の必要性に加えて長引
く避難生活の問題も出てきました。喪失と先が見えないという負担を抱えた
シリア難民は、生活になんらかの正常性を取り戻そうともがいています。
6歳のザムザムは、膨大な人数を構成する難民の子どもたちの一人に過ぎ
ません。同年代の子どもたちと同様、彼女の子供時代はシリアで続く暴力と
軍事紛争に引き裂かれ、ザムザムの家族は2012年3月、他の多くの家族と
共に、ホムス市からヨルダンに逃れて来ました。
暴力と動乱のトラウマは、それを経験したすべての人々が痛烈に感じている
が、小さな子どもたちにとっては、その影響はもっとも傷つきやすく感じやす
い年頃に起きます。それゆえ、かれらが正常な子供時代をできるだけ広範
囲に再開できるようにすることが、最重要課題であり、学校に戻ることが、こ
の中心となる要素です。
国際難民支援会（RIJ）によって提供された資金で、ザムザムは240人のシリ
アと60人の恵まれないヨルダン人生徒と同様に、学校に行く機会を手にしま
した。生徒たちは制服、教科書、学校かばんと文房具を支給されています。
学校に通い、同世代の子どもたちと知り合い、交わることは子どもたちとその
家族の生活に、意味のある重要な違いをもたらしています。

From the funding provided by RIJ, Zamzam had the chance to
attend school, along with another 240 Syrian and 60 disadvantaged
Jordanian students. They were provided with school uniform, school
books, a school bag and stationery. The opportunity to go to school
and socialise with their peers has made a real and measurable difference to the lives of the children and their families.
When asked about her new school, Zamzam said: “I am so happy
with my uniform. I have made five new friends in school. I feel that
I am now the same as other students.” Zamzam’s father added that
during the attacks in Homs, Zamzam started to have nightmares, and
was scared and anxious all the time. But now, with her new school
and new friends, she rides the school bus every morning with a smile
on her face.
新しい学校について訊かれて、ザムザムはこう言いました。｢制服がとっても
嬉しい。学校で、新しく5人の友達もできたわ。今、他の生徒たちと同じなん
だって感じることができるの。｣　ザムザムのお父さんは付け加えました。ホモ
スでの攻撃が続く間、ザムザムは悪夢を見るようになり、常におびえて不安
を抱えていました。しかし今は、新しい学校と新しい友達のおかげで、毎朝
スクールバスに乗り込む時に笑顔を浮かべている、と。RIJは難民が自分た
ちの生活を再建しようと努力する中で、コミュニティの具体的なニーズを把
握し、解決しようとするプロジェクトを、引き続き支援していきます。

News From the Projects in Uganda
ウガンダでのプロジェクトの報告
2012年3月初め、RIJはウガンダを視察し、資金援助したプロジェクトの受給
者に会い、プロジェクトの成果を確認してきました。約20年にわたる国内紛
争の後、平和が戻り、多くの人々が故郷に帰還しています。今回の視察の
時点では、約95％の避難民が以前住んでいた地域に帰還していました。
RIJは15年以上にわたりウガンダでの国内避難民のプロジェクトに資金援助
してきました。その間ずっとコミュニティを支えてきたいくつかのプロジェクト
の成果を見ることができました。
ルーテル世界連盟のキトグム事務所の職員は、環境保護プロジェクトに大
変満足していて、RIJの資金援助がより大きなプロジェクトの足がかりになっ
てきたと話してくれました。
さまざまな苗木が植えられた苗床のおかげで、たくさんの人々が自宅に木を
植え、木から果物を取って食べ、果物を売ることによって収入を得ることがで
きるようになりました。干ばつにより多大な被害を受けましたが、人々は前向
きな態度で、独自の発想で現状に対処していました。
各学校では、このプロジェクトの一環としてのエコクラブが成功を収めてい
ます。ある学校のエコクラブ会長のジャネットさんは、果物や野菜の育て方
を家族に教えることができたと誇らしげに話してくれました。また、苗木が支
給された後、農産物を育てるのに成功した農家の人たち二人にも会いまし
た。二人とも自給自足だけでなく、苗木を他の人々に売りたいと考えていま
した。

homes. At the time of our visit, about 95% of those displaced have
returned to their regions of origin.
RIJ has funded projects for IDPs in Uganda for over 15 years. We can
now see the benefits of projects that have maintained communities
during this time.
The Lutheran World Federation staff in the Kitgum office were very
pleased with the Environmental Conservation Project. The funding
provided by RIJ has even been a springboard for larger projects.
The tree nursery with its variety of seedlings provided many people
with the opportunity to plant their own trees, eat the fruit they produce and even earn an income from selling the fruit.
Although the drought conditions were causing huge problems, people had a positive attitude and were dealing with the situation with
creative ideas.

Janet, the student chairing the eco-club at one school, explained

proudly that she had shown her family how to grow their own fruit
and vegetables.
We also met two farmers who had successfully grown produce
following the distribution of seedlings. Furthermore, they were planning on becoming self-sufficient and selling seedlings to others.
The second project by M-proj, which provides re-settlement kits for
returnees in the north-eastern region of Uganda, is equally successful
in assisting people to re-settle in their villages. One man was thrilled
with the re-settlement kits—his children had malaria and the hospital costs amounted to the equivalent of ¥4,000, equal to one month’s
salary. Since receiving the kits, which include a mosquito net, his
children have not suffered again. He has put the money he saved
towards their schooling.
Imelda Asalo, another beneficiary, told us how the re-settlement kits
had made her into a pillar of the community.
She had sold some of the harvest and as a result, could send her children to school, pay hospital fees and buy a goat, as well as feed her
family with the produce she kept. In addition, the shovel and pickaxe
from the kit made it possible to improve sanitation, as she was able to
dig a deep pit latrine and good garbage pit. She had also been able to
help four of her neighbours and form a group of 50 people who make
microloans to the villagers.
M-projによる二つ目のプロジェクトでは、ウガンダ北東地域で帰還民に再定
住キットが支給されました。こちらのプロジェクトも、同じように帰還民が故郷
の村で再び落ち着くための支援に成功しています。

ちはマラリアにかかり、治療費が12万シリングス（約4千円）に上りました。こ
れは1月分の給料に相当します。このキットには蚊帳が含まれており、キット
を受け取ってから子どもたちがマラリアにかかることはなくなり、治療費分の
お金を子どもたちの学費に当てることができました。
別の受給者、イメルダ・アサロさんは再定住キットのおかげでコミュニティの
中心人物になることができたと話してくれました。イメルダさんは収穫の一部
を売ることで子どもたちを学校に行かせ、治療費を払い、やぎを買うことがで
き、残りの農産物で家族を養うことができました。また、ショベルやつるはしを
使ってトイレ用の深い穴を掘ったり、ごみの穴を掘ることで、衛生を改善する
ことができました。さらに、4人の隣人を助けることができ、50人から成る地域
団体を立ち上げ、村人たちのためのマイクロ融資制度を設けることができま
した。
さらにたくさんの受給者たちが、子どもたちを学校に通わせることができるよ
うになったと言って、何度も感謝してくれました。これは明らかに非常に大切
なことですし、立派なことです。生活に困り、最低限の家に住んでいても、人
々は学校に通うことに重きを置いています。

now send their children to school. This is clearly incredibly important and to be admired—people with almost nothing to live on who
have very basic housing are putting a huge emphasis on schooling.

The Green Farmers Association
グリーン・ファーマーズ・アソシエーション
グリーン・ファーマーズ・アソシエーションは今年で2年目を迎えました。2011
年の東日本大震災と津波の後、オージーエー・フォー・エイド（OGA）という
団体が設立され、OGAによって、宮城県南三陸町歌津地域でグリーン・ファ
ーマーズ・アソシエーション（GFA）というプロジェクトが開始されました。
大震災と津波により、主な産業である水産業は壊滅的な被害を受け、失業
率が90％に上りました。近くのスーパーに買い物に行くのに車で45分もか
かり、大きな問題になっています。
OGAはこうした状況を、農業を活性化する機会と捉えました。
The Green Farmers Association (GFA) is now in its second year. It was
set up by OGA for Aid, an organisation that was established in the
Utatsu area of Minami Sanriku, Miyagi Prefecture following the 2011
Tohoku earthquake and tsunami.
Following the triple disaster, the primary fishing industry was
devastated and unemployment shot up to nearly 90%. Shopping is
still a huge problem with the nearest supermarkets about 45 minutes’
drive away.
ボランティアの力を借りて、何年も使用されていない土地を農地として活用
するというコンセプトに基づいています。最初の年は、土地を切り開き、作付
けのために土を掘り返さなければならず、多くの課題に直面しました。GFA
は、こうした課題を乗り越えて、さまざまな野菜を生産し、市場に出荷するこ
とができました。農地所有者は24区画の耕作地を利用可能にし、GFAはそ
のうち16区画を耕作しました。6人の常勤スタッフが、ボランティアの助けを
借りて達成しました。2012年、その地域において、GFAは最大生産業者の
ひとつとなり、すばらしい結果を出しました。GFAは、農業共同組合（JA）に
加入し、全国農業共同組合連合会にも加入しましたが、それによって助か
ることもある反面、それが障害になっていることもあります。JAはさまざまなア
ドバイスを与えてくれ、農産物を市場に出荷してくれます。しかし、手数料が
高く、条件もさまざまです。価格が変更され、引き取り日も変わるため、農産
物が無駄になることもあります。長い目で見れば、共同組合を作るのが良い
選択かもしれませんが、たくさんの人々が仮設住宅に住んでいて、地域のま
とまりが弱まっている状態ではそれも難しいかもしれません。このプロジェク
トの目的は、地元の約650件のご家族の役に立つことです。農家のうち二軒
は、津波が起きる前は菊を栽培していました。そのため、来年は農地の一部
を菊栽培に割り当て、熟知している農産物を育てることができます。
OGA saw this as an opportunity to revitalise the agricultural industry.
The concept is based on the use of volunteers to develop farming
opportunities and utilises land that had lain unused for years.
The first year presented many challenges as the land was cleared and
the soil turned over to prepare for planting. Given the challenges,
the team did really well producing vegetables and getting them to
market.
Landowners made 24 plots available and the team have been able
to farm 16 of them. This has been achieved with six regular staff as
well as volunteer help.
In 2012, GFA became one of the largest producers in the area—a
fantastic result. GFA have been accepted by Japan Agriculture (JA)—
and consequently Zenno—which is a help as well as a hindrance.
JA give a lot of advice and get the produce to the market, however,
the percentages are high and the conditions vary. Prices change and
commitment dates vary causing some produce to get wasted.

Setting up a cooperative may be a better option in the long-run but
the community is still very disconnected with many people living

in temporary housing units. The aim is to benefit about 650 local
families.
Two of the farmers were chrysanthemum growers before the tsunami
so some land is being given over to chrysanthemums for the coming
year so they can work with produce they are familiar with.
The team now has a much better idea of what to grow, how to
manage the fields and how to work with JA and the markets. Thus,
the challenge ahead is to work out an exit strategy. This partly relies
on developing secondary processing and opening a café for the
products.
These endeavours will create some stability to allow the farmers to
accommodate the vicissitudes of the seasons, weather and market
demand. It will also be an opportunity to bring in a business person
to run GFA as the farmers are not business people but are keen to get
on with the farming.
The project holds a lot of promise—it will be hard work getting there
but very rewarding.

ては、販売戦略を成功させることです。この戦略には、農産物を二次加工し

気候の変化、市場の需要の変化に対応していくことが可能です。また、農家

ることを認めて、GFAを運営する経営者を雇い入れる契機になるかもしれま
せん。
このプロジェクトにはかなり期待できそうです。成功するには大変な努力が
必要ですが、やりがいもあるでしょう。

JOURNEY TO HOPE
A refugee’s journey from conflict to displacement to the final return
home is often mired by violence and loss, and along this journey
hope is a precious commodity.
RIJ’s annual event, Journey to Hope, seeks to raise awareness of the
challenges faced by refugees and the projects funded by RIJ which
endeavours to bring hope to thousands around the world.
Journey to Hope invited visitors to take a journey with RIJ through
music, art and interactive displays. The 2011 event welcomed over
400 people, and with the help of artist Sayaka Yamaguchi, visitors
helped decorate the Tree of Hope and added their stamp to artist
Shimpei Nagatomo’s continuing artwork as a tribute to the people
displaced by the 2011 Tohoku earthquake and tsunami.
At the event, Burmese refugees greeted visitors and spoke about their
journeys. Other highlights included performances by Ruby Room
Orchestra and beat boxer James Lee, and an educational exhibit in
the American President Lines shipping container.
TREE OF HOPE
In situations of forcible displacement, children are often exposed to
violence, exploitation, abuse and neglect. These children have been
caught up in conflicts and problems that should not be their concern,
and should be playing, studying and enjoying the thrills of growing
up, rather than living in insecurity and hardship.
Each year, RIJ’s Tree of Hope: Light up the Life of a Refugee Child seeks
to raise awareness of the plight of refugee children. RIJ’s 22nd event
was held in December 2011 in the Marunouchi Oazo Building. We
were once again honoured by the attendance of Princess Akishino,
who switched on the tree illuminations.
The opening ceremony also included performances by St Mary’s
International School Choir and speeches by students from Junten
Senior High School.
In the time of joy and giving, Tree of Hope 2011 provided an
opportunity for the children participating in the event to reflect
on their counterparts across the world, and reminded us all of the
importance of giving hope to those growing up in situations of
insecurity and danger.
Journey to Hope (希望への旅)
紛争によって、住む土地を追われた避難民たちが再び故郷に帰る道のり
は、しばしば暴力と喪失にまみれたものですが、その旅の中で希望はかけ
がえのないものです。RIJが例年行うJourney to Hopeイベントは、避難民たち
が直面する多くの苦難について目を向け、世界中の何万という避難民たち
に希望をもってもらおうとするRIJの支援プロジェクについて、広く知っていた
だくことを目的とするものです。
Journey to Hopeは、参加者を音楽や参加型の展示を通してRIJとの旅へとご
案内します。2011年には400人を超える参加者がありました。参加者は、東
日本大震災によって他の土地へ避難を余儀なくされた人々へ心を寄せ、や
まぐちさやか（Sayaka Yamaguchi）氏の協力のもと希望の木へのデコレーショ
ンを手伝い、長友心平（Sinpei Nagatomo）氏の連続アート作品の制作を手
伝いました。ビルマの避難民たちは参加者を迎えて、自分たちの体験を語り

Tree of Hope(希望の木)
避難を余儀なくされる状況の下、子どもたちはたびたび暴力、搾取、虐待、
放置の状態にさらされます。そのような子どもたちは紛争や、彼らが心配す
べきでないはずの問題に巻き込まれています。子どもたちは安全が脅かさ
れ、苦境の中で生きるのではなく、遊んだり勉強したり、成長する上でのわく
わくするようなことを楽しむべきなのです。毎年RIJの主催するTree of Hope
は避難民の子ども達が置かれている苦境に目を向け、彼らの生活に光を当
てようとするものです。22回目を迎えるこのイベントは、2011年12月に丸の
内オアゾで開催されました。この年も秋篠宮妃殿下のご出席を賜り、Tree of
Hopeへの点灯をお願いすることができました。オープニングセレモニーに
はセント・メリーズ・インターナショナル・スクール（Saint Mary’s International
School）のコーラス、順天堂高校の生徒によるスピーチがありました。Tree of
Hopeは、喜びと寛容さに包まれながら、子どもたちがこのプロジェクトに参
加することにより、世界中にいる子どもたちへ思いを巡らせ、不安と危険な
状況の中で生きていかなければならない子どもたちに希望を指し示す大切
さについて考える機会となりました。
Rhythm & Hope (リズム＆ホープ)
Rhythm & Hopeは、毎年RIJが主催する音楽とダンスのイベントで、世界中
にいる避難民たちが直面している厳しい状況を知って頂き、RIJのプロジェク
トを支援する募金をお願いしています。毎年、音楽家やアーティスト達がRIJ
のために自分たちの時間を割きその才能を発揮し、Rhythm & Hopeの一夜
をエネルギーと善意で満ち溢れた、忘れがたいものにしてくれます。
Each year, musicians and performers donate their time and talent
to make Rhythm & Hope a memorable evening full of energy and
good will.
3回目となる今年のRhythm & Hopeは2012年3月、スーパーデラックス
（Super Deluxe）で開催されました。モナコ（Monako） 90000, カジノ・ダン
ススタジオ（Casino Dance Studio）, ルビー・ルーム・オーケストラ（RubyRoom Orchestra）などの素晴らしいライブパフォーマンスがありました。個
性的溢れるギターポップバンド、ザ・ワタナベズ（The Watanabes）は彼らの
最新アルバムからの奇抜な歌詞と心誘う曲で当時の会場を盛り立ててくれ
ました。ラッフルくじはその夜の最後まで通して行われ、当選したラッキーな

BID FOR HOPE
RIJ’s annual Grand Charity Auction is a night of sophistication and
entertainment, and a highlight of our social calendar.
Thanks to our generous and loyal donors, we are able to secure a
great selection of auction items every year, and channel all proceeds
from the evening towards projects that help refugees rebuild their
lives.
In 2012, the 7th Grand Auction was held at the ANA InterContinental
Tokyo hotel. David John, a magician, kept guests entertained with his
assortment of tricks. Richard Edmonds and Jamie Smalley of Faces of
Disco were flown in courtesy of Virgin Atlantic Airways to entertain
everyone with their intriguing disguises. Guests were impressed by
the variety of auction items and prizes and the enthusiasm of RIJ
volunteers, who worked hard to ensure that the evening ran smoothly.

events organised by volunteers reflect their passions and strengths
and provide a separate forum for them to support the work of RIJ.

ARTS & ENTERTAINMENT
• Brains were tested at the RIJ pub quiz nights in March and
September at the Hobgoblin pub, Roppongi. Teams were
challenged with many types of trivia, including a special refugee
round.

3月と9月、六本木の六本木のホブゴブリン・パブ (Hobgoblin Pub) RIJ パ
ブ・クイズ・ナイトに参加者の頭脳テストを実施。チームに分かれて、様々

In June, the Barakura English Garden, a long-term supporter of
RIJ, held the Barakura Flower Show. The proceeds from a charity
raffle were kindly donated to RIJ.
The Tokyo Comedy Club at Opera Roppongi, hosted some
hilarious evenings with a dazzling array of comedic talent. A
portion of the ticket sales from the events were kindly donated
to RIJ.
SPORT
• Students and teachers from Junten Junior High School, as well as
RIJ interns, participated in their seventh annual Sponsored Run.

Footy Japan 7’s charity tournament is a great day for soccer lovers
where teams battle it out in a one day, 7-a-side soccer tournament.
RIJ has benefited from the teams generosity for the past four years.
RIJ’s ‘Par for a Cause’ golf event, supported by Virgin Atlantic
Airways and adidas, was held at Ichinomiya Country Club, Chiba,
in October 2012.
CARDS AND CRAFTS
RIJ is supported by two groups that raise money through the sales of
greeting cards and crafts.
A range of greeting cards are produced every year using artworks
generously donated by designers and museums. Available as blank
cards or printed with seasonal greetings, they spread cheer all
year round and are a simple way to support RIJ’s activities. Repeat
customers look forward to this event.
Crafts for Refugees International Japan sells traditional handicrafts
made by ethnic groups. Besides raising funds for RIJ, the sales
support sustainable commerce and help maintain traditional culture
among refugees, returnees and minority groups.

国際難民支援会はグリーティングカードとクラフトの二つの部門の収益から
寄付を集めています。

季節のご挨拶が入ったカードも、無地のカードもありますので年間通じてお
使いいただけます。直接にRIJの活動支援ができる方法です。
国際難民支援会で販売されるクラフトは少数民族の伝統的な手作りの製品

ADAM BECKER
My most pleasant surprise during my RIJ
internship has been discovering the diverse
community of RIJ volunteers, associates, and
friends living in and around Tokyo. During
the three months of my internship, I met fellow students, business professionals, teachers,
NGO workers, and even refugees and other displaced persons, all of whom are committed to RIJ’s goal of rebuilding
lives and restoring the dignity of displaced persons around the world.
In a city as large, and at times daunting, as Tokyo, it is comforting to
know that such a great network of people exist.
DENNIS GARCIA
My internship at RIJ has been an incredibly
rewarding experience. Having come to Japan
looking for more involvement in the area of
human rights, RIJ has provided the opportunity to focus directly on raising awareness of
displacement issues. I have focused on strengthening lessons plans, which will be used at local
schools, as well as creating new partnerships with schools in Tokyo.

beyond that. I have had the opportunity to
observe and partake in security and auction
meetings, among others, from which I have
learnt how to map out security strategies for gatherings/functions and the skills to raise funds for NGOs.
MELISSA KEOHANE
I am amazed at how much I have learnt and
how much I have accomplished in two
months at RIJ. Through creating a world map
showing the populations of refugees and IDPs
in different countries, I now see the enormity
of the issue which RIJ tackles daily, and can critically analyse the changes in refugee populations
over the past years.
More importantly, RIJ has also exposed me to the need for volunteerism. I have established that volunteerism is the backbone of many
organisations and gives an opportunity to make a difference in people’s lives, especially those who have been displaced and have lost
everything as a result of conflict.
Through volunteering at RIJ’s fundraising auction, I encountered
many volunteers and guests eager to contribute to the cause. All in
all, my time at RIJ has been invaluable. I am grateful to the people
who have assisted me every step of the way, and I will even miss the
great view from the office!

達成しました。避難民人口を各国ごとに示す世界地図を作成する作業を通
して、RIJが日々取り組んでいる問題の大きさを知ることができました。そし
て、過去数年にわたる避難民人口の推移を分析することができました。
学生はインターンシップを通じて実際の職場環境を体験できるというのが通
念ですが、RIJのインターンとして、私はそれ以上の経験をしました。オーク
ションの警備に加わり、何よりも、集会や催し物の際の警備計画の立て方や
NGOの募金活動のスキルを直接学ぶことができました。
さらに、RIJの活動を通してボランティア活動の必要性を実感しました。ボラン
ティア活動は組織のバックボーンであり、紛争のために全てを失い避難民と
なった人々の生活に貢献する良い機会であることを実感しました。

Working at RIJ has been a phenomenal experience.
避難民の状況が少しでも好転できるよう、熱意を持って懸命に活動を行う人
たちも出会いました。RIJでの活動は本当にすばらしい体験でした。
RIJの募金オークションでのボランティア活動を通して、募金の主旨に賛同す
るたくさんのボランティアやゲストの方々と出会いました。全体として、RIJで
過ごした時間は大変貴重なものとなりました。あらゆる面において私を助け
てくださった人々に感謝したいと思います。オフィスからの素晴らしい眺めが
見られなくなることも残念です！
COMPANY CONTRIBUTIONS
In Japan, as elsewhere, sound business strategy today increasingly
emphasises the pursuit of sustainable shareholder value with the
simultaneous pursuit of sustainable social value.
While the concept of corporate social responsibility (CSR) is nothing
new, in the past 10 years it has driven a sincere shift in the way
many companies do business. A well-developed CSR policy helps a
corporation attract consumers and build customer loyalty through a
reputation for altruism.
Conflict affects many countries and upsets world trade and stability.
RIJ funding is aimed at rebuilding regions affected by instability.
Many companies believe that helping refugees and internally
displaced people is a worthy cause, and that it helps employees
understand the social and business implications of unrest.
RIJ has kindly received donations from a number of companies as
well as in-kind support that allows RIJ to keep its costs down or raise
funds through events.
Examples include:

Showa Shell Sekiyu KK and Shell Chemicals have provided office
space since 1979. In addition, staff from these companies sit on
the Board of Trustees and seek opportunities for promoting the
work of RIJ as well as advising on company partnerships.
The Shell Retirees Association raises funds each year through
their branches and makes a substantial contribution to RIJ’s work
every autumn.

Virgin Atlantic Airways regularly sponsors events by donating
flights as prizes and flying entertainers from other countries for
events. The Virgin Atlantic golf hole-in-one sponsorship is a big
draw for golfers to make that extra special effort.
Whisk-e Ltd worked with six of its partner distillers in Scotland
in 2011 to produce a special blended whisky, called Kizuna
(Spirit of Hope), in response to the 2011 Tohoku earthquake and
tsunami. The sales of the whisky reached nearly ¥12 million and
all the proceeds were donated to projects that supported those
displaced by the tsunami.

Barakura English Garden organised a raffle in their beautiful
gardens at the Annual Gala Day in Tateshina, Nagano Prefecture.
Companies and individuals participating in the Gala Day
donated beautiful items for prizes, raising between ¥450,000 and
¥600,000 each year.

Review, brochures, flyers and catalogues, allowing RIJ to reach
a wider audience.

Footy Japan organises an annual football tournament that raises
funds for two charities.

株式会社ウィスク・イー－2011年の東日本大震災と津波を受けて、同
年、スコットランドの6つのパートナー蒸留所と協同で特別ブレンドウィス
キー「Spirit of Unity－絆」を作りました。ウィスキーの売り上げは約1200
万円に達し、収益は津波によって住む場所を失った人々を支援するプ
ロジェクトにすべて寄付されました。。
バラクラ・イングリッシュ・ガーデン－長野県蓼科高原にある美しい庭園
で毎年行われるフラワーショーで、チャリティーラッフルを企画してくださ
っています。フラワーショーに参加する企業や個人の皆様から賞品とし
てすばらしい品々を寄付していただいています。毎年45万円から60万
円の寄付があります。
カスタムメディア－年次報告書、パンフレット、チラシ、カタログなどの刊
行物をすべてデザインしてくださっています。そのおかげで、RIJはよりた
くさんの人々に活動を広めることができます。

ABOUT US
WHAT IS REFUGEES INTERNATIONAL JAPAN (RIJ)?
RIJ(国際難民支援会)とは何ですか？
RIJ is an independent, non-profit organisation dedicated to raising
funds to assist refugees who have lost everything as a result of war
and conflict. Operating out of Tokyo, we are staffed by volunteers
from the Japanese and international communities. RIJ channels
project funds through experienced organisations already working
with refugees out in the field, ensuring that assistance goes quickly
and directly to where it is most needed.
RIJは民間の独立した非営利団体で、戦争や紛争のために全てを失った難
民を支援するための、資金集めに専念しています。
CHOOSING PROJECTS
プロジェクトの選択：食糧、シェルター、教育
Our approach to selecting projects emphasises community and
sustainability. Community involvement is essential to ensure that
projects effectively address the specific needs of each community in
a way that is sustainable and far-reaching.
RIJがプロジェクトを選択する場合、3つの原理に基づいて行いますが、それ
は連結した理念：食糧、シェルターと教育です。戦争や紛争のような状況で
は難民は全てを失います。故郷に戻れるまでの道のりは長く、生き残ること
から、最終的な帰還のための再建と準備までを含みます。食糧、安全な水、
シェルター、公衆衛生を普及するためのプログラムに資金を提供することは
死活問題に関わってきます。教育、スキル、トレーニングを提供するプログラ
ムに、資金を提供することは難民に閉鎖されたコミュニティーを再建するた
めの力を与えます。
The emphasis on sustainability ensures that beneficiary communities
do not become reliant on funding, but instead develop self-sufficient
means of rebuilding the strength within the community.
RIJ funds projects for emergency situations, provides assistance to
meet basic survival needs, supports pilot schemes and distributes
grants for training and education. We work only with organisations
who have experience and credibility in the field and assess all grant
applications against strict funding criteria. Recipients of funds must
provide references, audited accounts and written reports. RIJ will
undertake field visits to assess a situation firsthand.
東京を拠点として、RIJのスタッフは全員日本人と外国人ボランティアで
す。RIJは、すでに現地で難民のために働いている経験豊かな団体を通じて
プロジェクト基金を提供します。そのため、最も必要とされている場所に迅速
且つ直接援助が届くことになります。
RIJは緊急事態のためのプロジェクトに資金を提供し、生きるために最低限
必要なものを援助し、予備計画を支援し、トレーニングと教育のために助成
金を分配します。また、RIJは、当該分野で経験と信頼性のある団体とのみ
働き、厳しい資金援助基準に従い、全ての助成金申請を評価します。資金
を受け取る側は、照会、監査済み勘定、書面の報告書を提出しなければな

ABOUT US
HISTORY OF RIJ
RIJの歴史
RIJ was formed in 1979 at the end of a decade of turmoil around the
world. More than one million people were fleeing the war-ravaged
countries of Vietnam, Cambodia and Laos triggering an international
humanitarian crisis and putting severe strain on the resources of
receiving countries.
RIJ（国際難民支援会）は、世界中での混乱が続いていた10年間の終わ
り、1979年に設立されました。100万人以上の人々が、戦災国のベトナム、カ
ンボジア、ラオスから逃れ、国際的な人道危機と、受入国の各種資源に重圧
を与える発端となりました。1975年を例にとると、カンボジアにおけるベトナム
人支援の社会体制導入により、30万人のクメール族の人々が国境を越えて
タイに押し寄せる結果となりました。
For example, the installation of a Vietnamese-backed regime in
Cambodia resulted in 300,000 Khmer people flooding across the
border into Thailand in 1975.
In response, a number of foreign residents used the 1979 G7 summit
in Tokyo as an opportunity to bring the world’s attention to the
desperate plight of refugees across South-East Asia.
Raising funds and sponsorship to buy advertising in local and
international press, the group successfully used the media to appeal
to visiting heads of state, and the world, for help. By the end of 1979,
they had joined up with other individuals in Tokyo who were raising
money and collecting supplies for refugees in Thailand, and RIJ was
born.
In the decades since, RIJ has worked tirelessly on behalf of refugees
and displaced persons. The humanitarian disaster that spurred its
creation in 1979 was brought successfully to a close in the late
1990’s with the phasing out of the UNHCR Comprehensive Plan
for Action in Vietnam. Many other refugee crises have taken its
place. From Sudan, Somalia and Afghanistan to Iraq, Serbia and
Montenegro, conflict has forced many millions to flee their homes
and leave behind everything they possess.
これを受けて、多くの日本在住外国人が、東南アジアを横断する難民の絶
望的な窮状に世界の関心を引き寄せるために、1979年東京開催のG7サミ
ットの機会を利用しました。国内外の新聞に広告を載せるための資金や資
金提供者を集めようと、訪日中の各国首脳に支援要請を訴えるにあたり、グ
ループはマスコミの力を借りることができました。そして1979年末には、同グ
ループは、東京でタイ在住難民のために寄付を募り、供給品を集めている
他の活動者と一緒になり、ここにRIJが誕生しました。以来31年にわたり、RIJ
は難民や避難民のために休むことなく活動しています。1979年にその設立
を急がせた人道上の災禍は、1990年代後半には終結することができ、その
結果、ベトナムにおける難民流出規制のためのUNHCRプログラムは解消さ
れました。しかしその間に他の多くの難民危機が起きていました。スーダン、
ソマリアからアフガニスタン、イラク、そしてセルビアモンテネグロに至るま
で、紛争により何百万という人々が、所有するすべての物を捨てて、自分達
の家から逃れることを強いられています。難民の苦境を見過ごすことが絶対
ないように、RIJは世界中の難民の状況を絶え間なく監視しています。
