2006 年度世界銀行開発経済学年次会議（2006 Annual World Bank Conference on
Development Economics (ABCDE)）のテーマは「インフラストラクチャ開発のための再考」

計画
セネガルは、ミレニアム水と衛生プログラム（Millennium Water and Sanitation
Programme）、いわゆる PEPAM プログラムを実施してきた。このプログラムは水と衛生
のサービスを受ける必要のある国民の数を 2015 年までに把握するアウトプットベースのア
プローチである。
アンゴラ：石油資源に恵まれた国でコレラにより死亡する貧困者
ルアンダのスラムは、現在、アフリカを 10 年近く襲ってきた最悪のコレラ流行の中心地に
なっている。2 月に始まった今回のコレラ禍では、これまでに 43,000 人のアンゴラ国民が
発病し、1,600 人余りが死亡した。
アフリカ：水資源セクターの資金調達
アフリカの水資源セクターにおける資金調達と資金回収について、利害関係者セミナーが 3
日間にわたって行われた。セミナーでは、アフリカの水資源セクターの資金調達に関する
協力形態とガイドライン改正が話し合われた。

パレスチナ：ヨルダン川西岸の水資源への渇望
「イスラエルの西岸帯水層併合案は、イスラエルの高い水使用量に持ちこたえるものでは
あるが、パレスチナ人の最低限の水需要を否定するものであり、パレスチナ人国家実現と

カンボジア：世界銀行が水資源プロジェクトへの融資の一部を保留
世界銀行の融資審査部（Institutional Integrity Department：INT）は、世界銀行の支援
するカンボジアの 7 件のプロジェクトで問題を指摘した。
うち 1 件は水資源プロジェクト。
インドネシア：政策決定者を対象にした公衆衛生アンケートの結果
政府関係者たちは劣悪な公衆衛生の危険の深刻さに気付いていない。これは、政策決定者
の公衆衛生に関する「知識、姿勢、および動機付け」（Knowledge, Attitudes and
Motivations：KAM）について、最近インドネシアで実施された調査結果の一部である。

Green Goal: 2006 Football World Cup water conservation measures
Water conservation is one of the core components of the Green Goal programme set up by the
organisers of the 2006 Football World Cup in Germany. The target is to reduce water
consumption by 20 per cent through rainwater harvesting and water-saving toilets.
Infrastructure: linkages with growth, poverty and corruption
“Rethinking Infrastructure for Development” was the theme of the 2006 Annual World Bank
Conference on Development Economics (ABCDE). Corruption emerged as the main new area
for research in infrastructure policy.
Diarrhoea: drug nitazoxanide effective in combating rotavirus infection in children
Research in Egypt showed that the drug nitazoxanide can significantly reduce the duration of
severe rotavirus diarrhoea in hospitalised children.

Senegal has implemented the so called PEPAM programme, a Millennium Water and
Sanitation Programme. It is an output-based approach that maps how many people need to be
served by 2015.
Angola: cholera kills the poor in oil-rich economy
Luanda's slums are now the centre of one of the worst cholera epidemics to strike Africa in
nearly a decade, an outbreak that has sickened 43,000 Angolans and killed more than 1,600
since it began in February.
Africa: financing the water sector
Modes of collaboration and revising guidelines related to financing the water sector in Africa
were discussed at a three day stakeholder workshop on Financing and Cost Recovery in the
African Water Sector.

Indonesia: findings of sanitation study among decisionmakers
Governments do not realise the magnitude of the dangers of bad sanitation. This is one of the
findings in a recent study in Indonesia on the Knowledge, Attitudes and Motivations (KAMs)
of decisionmakers on sanitation.
Pakistan: safe drinking water act likely in 2006
The safe drinking water act in Pakistan is likely to be enacted in 2006. It would set technical
and supply standards for municipal bodies and make them accountable to the general public.

Mexico, Chihuahua: plan to reuse 85 per cent of urban wastewater for irrigation
The state Chihuahua will receive more than 100 million pesos from the national water
commission (Conagua) to improve its wastewater recycling infrastructure.

low-income people
Building Opportunities for the Majority is a new initiative launched by the Inter-American
Development Bank (IADB). It aims at generating economic opportunities for low-income
