文化・産業の交流を通じ、友好と親善を深め世界平和に寄与することを目的として、
1961年（昭和36年）5月24日、
モンテベロ市と芦屋市は姉妹都市提携を結びました。
2016年（平成28年）には姉妹都市提携55周年を迎えます。
Montebello and Ashiya signed a sister city agreement on May 24, 1961（year 36 of Showa Era）,
with the aim of deepening friendship and goodwill as well as contributing to world peace by
fostering cultural and industrial exchange.
In 2016（year 28 of Heisei Era）the sister city agreement will celebrate its 55th anniversary.
提携の経緯
1956年（昭和31年）、当時のアイゼンハワー米国大統領が姉妹都市提携運動を大々
的に提唱したのを背景に、1959年（昭和34年）秋、大阪で開かれた太平洋沿岸市長会
議にオブザーバーとしてモンテベロ市議会議員イレーン・カーチナー氏が来日した際、
「アシヤ」という高級文化住宅都市があることを知り、帰国後関係者と相談。1960年
（昭和35年）4月の特別市議会で芦屋市と姉妹都市提携することを議決。当時のモン
テベロ市長タットウィラー氏から内海市長（当時）あてに市議会の決議文を添えて申し
入れがあり、

The Beginnings
In 1956（year 31 of Showa Era）, then President of the United States Dwight D. Eisenhower,
initiated sister city agreements, a large-scale movement. With that as backdrop, Elaine Kirchner,
member of the Montebello City Council, attended as an observer the Pacific Coast Mayors
Conference held in Osaka in fall of 1959（year 34 of Showa Era）, where she learned about
an upscale cultural and residential city called Ashiya, and after returning home held talks with
people concerned. In April 1960 （year 35 of Showa Era） a bill approving the agreement
between Montebello and Ashiya was passed in a special session of the Montebello City Council.
Subsequently, Mr. Andrew S. Tutwiler, then mayor of Montebello, sent the written resolution with a
proposal to then mayor of Ashiya, Mr. Kiyoshi Utsumi. Upon considering that,
1. Ashiya’s population and physical features were similar to those of Montebello’s;
2. Ashiya had a high cultural level and would develop as a residential city,
a sister city agreement was concluded making of Ashiya the 39th sister city in Japan.
これまでの交流
姉妹都市提携締結後、NPO法人芦屋市国際交流協会とモンテベロ姉妹都市協会
の双方が中心となり、両市の絆を深めてきました。

Agreement for the establishment of a sister city
relationship between the city of Montebello and the
city of Ashiya
1964年（昭和39年）以来、毎年夏に約3週間、両市から2人ずつの学生親善使節
を相互に派遣し、交流しています。
また、5年に1度、両市間で
市民訪問団が相互に訪問し、友好の輪を広げています。
Development Through the Years
Ever since the implementation of the sister city agreement, the NPO
Ashiya Cosmopolitan Association and the Montebello-Ashiya Sister City
Association have been deepening the bond of friendship between the
two cities.
Since 1964 (year 39 of Showa Era,) for a three-week period every
summer, two student ambassadors are selected from each city to
exchange visits. Also, delegations of citizens visit each other’s city at
five-year intervals in order to further develop our friendship.
