WHO グローバルフォーラム：高齢者のためのイノベーション
2013 年 12 月 10 日～12 日
於: 兵庫・神戸市
本フォーラムは、高齢者がより健康でいられることに関心を持つ多様な関係者が議論や交流を行い、
それによって新たなイノベーションを促進させる場所＝プラットフォームです。
急速に増加する高齢者人口（大部分は開発途上国）ができる限り健康で、生産的かつ独立性を保って生活できる
ようにするためには、最も求められているニーズに対応でき、安全で、効率的かつ手頃で、誰もが享受でき、ど
こでも手に入り、利用者にとっても受け入れ可能な、簡素なイノベーションが必要とされています。
参加者と参加目的
フォーラム参加者は、研究開発における取り組みから得た知見
について、また、イノベーションの有用性を高めるために今後必
要とされる研究分野に関して意見交換を行います。関連する課
題については以下のとおりです。
a) 政策立案者：
 高齢者のためのそれぞれの状況に応じたニーズ
 革新的で効率的かつ適切な技術とそれぞれの地域
の高齢者の要求に応えうるアプローチ
 さらなるイノベーションの促進、対象範囲の拡張、ア
クセスの向上を図るための政策展開、またその際に
考えられる障壁
 医療コスト削減の可能性
フォーラムの目的：
 高齢者のための技術的・社会的イノベーシ
ョンに関する主要な医療保健システムにつ
いて、これまでの研究から得られた情報・
見解・教訓を交換する場を提供する
 イノベーションの具体的な成功事例をから
認められる知見と課題の解決策を明らかに

 高齢者のためのイノベーションをサポート
するために、WHO が取り組むべき今後の
優先課題を特定する

 イノベーションの傾向と実情
 イノベーション促進のための方策（高齢者の状況に応じた要件とニーズへの対応など）
c) 医療・介護ケア従事者、ケアサービス提供者：
 高齢者を支えるために認識すべきニーズや障壁
 議論の促進のための方策
 高齢者がより長く健康で活動的かつ自立した状態を保てるよう適切な技術や解決策
d) 医療・介護技術生産者：
 中低所得国を含めた資源の少ない環境において、高齢者が直面している特定の保健ニーズや課題に関
する実態の把握
 イノベーション活用の拡張戦略についての教訓、今後の見通し、情報ニーズ
e) 患者・利用者：
 その国の事情や社会経済的背景をふまえた高齢者のニーズ
 技術開発におけるサポート要件

シンポジウムの目的：機能低下を防止し、自立性を保ち、入院を減らす
高齢者の健康で生産的、かつ自立した状態を保つためには、それぞれの生活の様々な段階、そし
て健康な時期から人生の終末期まで、異なった保健（医療及び介護）技術が必要となります。資源
の乏しい環境や国々では安全で、特定の状況下でも調整可能で、効率的かつ手頃で、誰もが享受
でき、どこでも手に入り利用者にとっても受け入れ可能な、簡素なイノベーションが必要とされていま
す。
シンポジウムから得られる成果：




同様のニーズを有する他の人口層についてを含め、研究開発からもたらされた現存の知見を
広める。補助・福祉技術、情報技術、およびコミュニティーや都市部での試みに焦点を当て
る。これらの試みには「行動技術」や製薬・予防接種も含まれる。
高齢者に対する総合的保健社会サービスの提供システムの開発を視野に入れ、研究開発、
ならびに、今後の研究分野、技術的かつ保健・社会的なケアシステムにおけるニーズの観点
から相助作用を明らかにする。
様々なステークホルダーが一堂に会することにより、異なった視点からの検討や課題、解決
策の模索を行い、イノベーションのさらなる促進を目指す。
イノベーションの促進・増強に関心のある研究者、医療ケアの専門家、政策立案者、イノベー
ターのネットワーク構築に貢献し、予防法及び費用対効果の高い治療法の進展を目指す。

焦点：
 高齢者の長期入院や準障害者化を避けるための社会的イノベーション
 コミュニティー一体型モデル（世代間の連帯：後期高齢者層のサポートにおいて前期高齢
者層が後見的に担える役割）
