Mexico is preparing tenders for its first major oil and gas E&P contracts for interna-onal bid. AZer so many years of discourse, did you truly foresee this day coming and so soon aZer the Cons-tu-onal amendment? In terms of poli-cal will and speed, how do you rate the efforts to date of the energy reform in Mexico? • 
The announcement of the shallow water opportuni-es included government predic-ons of investment ($14 billion), drilling (26 wells in 36 months) and produc-on (80,000 barrels/day). Beyond your insights on the viability of these targets, help us understand and break down how the government derived these figures. • 
The shallow water tender includes strict rules and limita-ons for possible bidders with the goal of fostering compe--on and number of par-cipa-ng companies. Are these restric-ons in line with similar interna-onal E&P bid rounds or are they perhaps overly cumbersome for the shallow water opportunity? Will it serve the intended purpose or instead diminish the number of possible bids? How about the government’s defini-on of “oil majors” in the bid documents? • 
The announcement of the shallow water tender comes as oil prices have gone into free-­‐fall, but also as the Peña Nieto administra-on and Mexico are besieged with ques-ons over the rule of law and transparency.
