The Southeast Oregon RMP addresses the management of approximately 4.6 million acres of public land in Malheur, Harney, and Grant counties. Amendment of this plan is being proposed to consider: (1) information from wilderness character inventory updates, (2) a reasonable range of travel management allocation/designation alternatives, and (3) a reasonable range of grazing management alternatives. In addition, the BLM will address the following issues during the plan amendment process: (1) climate change, (2) energy development as it pertains to Areas of Critical Environmental Concern and Sage-grouse priority habitat, (3) effects of grazing on the Owyhee Wild and Scenic River corridor, and (4) BLM sub-surface mineral resources in the State of Oregon surface ownership Stockade Block within the Vale District.

The Southeast Oregon Resource Advisory Council will meet via teleconference at 7:00 p.m. on July 1 to reach consensus on comments the group will provide to the Bureau of Land Management (BLM) regarding its Draft Environmental Impact Statement for Vegetation Treatments Using Herbicides on BLM Lands in Oregon.

Agenda items for the two-day session include: a tour of the Bureau of Land Management's (BLM) Vale District to gain insight into current energy, recreation, sagebrush, sage-grouse and wilderness characteristic initiatives; discussion on the current status of the Fremont-Winema National Forests' Travel Management Plan, and the BLM's sage-grouse and sagebrush strategies; and updates on American Recovery and Reinvestment Act projects, the Oregon Explorer digital library, federal energy teams and projects, and the U.S. Fish and Wildlife Service's sage-grouse listing decision. Council members will also receive organizational updates from designated federal officials, give interest area briefings, present active subgroup reports and develop agenda items for the next meeting. Any other matters that may reasonably come before the SEORAC may also be addressed.
