The Act will come into effect in Japan on May 13, 2015. The Geneva Act has been established and issued as a revision and supplement to the existing Hague Agreement, with the aim of gaining the proactive participation of countries that carry out substantive examination and intergovernmental agencies. The outline of the system is as follows. When an applicant files an international application with the international office, after the formality examination is complete, the contents of said application are recorded in the international register kept by the international office. Following the international registration of a design, the international publication is issued after a fixed period has elapsed. International applications can be carried out directly with the international office, or through the authorities in one’s own country. The holder of an international registration may secure protection of a design in a treaty country specified at the time of filing the international application, provided that the authority in said country does not issue a notice of refusal within six months of the international publication (or within twelve months, depending on the declaration of the country in question). --------------------------------------------------------------------------------------------------------------------------------------日本特許庁は、2015年2月13日、スイスのジュネーブにおいて「意匠の国際登録に関するハーグ協定のジュネーブ改正協定」の加入書を世界知的所有権機関事務局長に寄託した。本協定は、2015年5月13日に我国において発行する。ジュネーブ改正協定は、実体審査国や政府間機関の積極的な参加を目指してこれまでの改正協定を修正・補完する形で制定・発行されたものである。制度の骨子としては、出願人が国際事務局に対して出願（国際出願）すると、方式審査を経て、国際事務局が管理する国際登録簿にその国際出願の内容が記録（国際登録）され、国際登録された意匠は、その後所定期間が経過すると公表（国際公表）される。国際出願は、国際事務局に対して直接行うことも、自国の官庁を経由して行うこともできる。国際登録の名義人は、国際出願時に指定した締約国（指定国）の官庁が国際公表から6ヶ月（又は各国の宣言により12ヶ月）以内に拒絶の通報をしない限り、その指定国において意匠の保護を確保することができる。 4 March 2015 Global IP Strategy Forum 2015 Held グローバル知財戦略フォーラム2015の開催 On January 26 and 27, 2015, the Japan Patent Office (JPO) and the National Center for Industrial Property Information and Training (INPIT) for the first time co-hosted the Global IP Strategy Forum 2015. The Forum had until now been organized solely by INPIT as the International Intellectual Property Usage Forum. At the Forum, the global patent information and policies of the JPO, the World Intellectual Property Organization and the European Patent Office were presented, under the theme of “the policies of various countries and agencies regarding the collection and use of intellectual property for the purpose of global IP strategy.” Further, speakers from the patent offices of various countries including the JPO gave lectures on the patent information provision services in different countries. User groups gave presentations on topics including methods of using intellectual property information, the needs of users, etc. In addition, panel discussions and lectures were held regarding the business strategies of Japanese enterprises that are globalizing and aiming to expand overseas, and the IP strategies, industrial-academic cooperation and human resource development supporting this. --------------------------------------------------------------------------------------------------------------------------------------日本特許庁と独立行政法人工業所有権情報・研修館は、2015年1月26日、27日に「グローバル知財戦略フォーラム2015」を初めて共同開催した。このフォーラムは、従来、独立行政法人工業所有権情報・研修館の主催で開催していた「国際知的財産活用フォーラム」を発展させたものである。本フォーラムでは、「グローバルな知財戦略のための知財情報の収集と活用に関する各国・機関の施策」というテーマの下、日本特許庁、世界知的所有権機関および欧州特許庁が世界に向けた特許情報普及施策について講演された。また、日本特許庁をはじめとした各国特許庁の講演者から各国の特許情報提供サービスについて講演がなされるとともに、ユーザー団体からは特許情報の活用方法やユーザーニーズなどについてご講演された。そのほか、本フォーラムでは、グローバル化の中で海外展開を目指す我国企業の事業戦略と、それを支える知財戦略、産学連携及び人材育成の在り方などについて、パネルディスカッションや講演等が行われた。 5 March 2015 JPO to Reduce Fees for Trademark Registration 特許庁、商標登録料等値下げへ The Japan Patent Office has consolidated its policy of significantly reducing essential fees required for the acquisition and maintenance of trademark rights by enterprises, etc. In summer 2015, the official fee required for the registration of establishment of a trademark right will be reduced by around 25%, and the official fee for an application for registration of renewal of a trademark right will be reduced by around 20%. In emerging nations, etc., the use of names, etc. similar to the brands of Japanese enterprises is common. Therefore, the above fee reductions will be introduced to encourage the acquisition of trademark rights in Japan and abroad and assisting with the protection of intellectual property. --------------------------------------------------------------------------------------------------------------------------------------日本特許庁は、企業等が商標権を取得したり、維持したりするのに必要となってくる費用を大幅に引き下げる方針を固めた。今夏にも商標権の設定の登録を受けるための登録料を25%程度、商標権の更新登録の申請のための登録料を20%程度引き下げる。新興国等で、日本企業のブランドと類似した名称が使われることが多いことから、上記費用を値下げして国内外での商標権取得を促し、知的財産保護につなげるのが狙いである。 Tables Comparing Similarity Group Codes of Japan-Korea and JapanTaiwan Published 日韓・日台類似群コード対応表の公表 In an effort to highlight the relationships between the similarity group codes used in trademark examinations Japan and those used in Korea and Taiwan, the JPO has produced and published tables comparing the similarity group codes between Japan and Korea and between Japan and Taiwan. Similarity group codes are used when examining trademark registration applications, and denote groups of goods or services that share a common similarity.
