慶應義塾大学大学院政策・メディア研究科が育成を狙う学生像には3つのプロファイルがあります。
ひとつは、
「クリエイティブで実践力を持った人材」。

「分野融合の知見を活かし、新しい仕組みを発案し、新しい価値を創り出せるイノベーティブな人材」。
そして、
「専門領域にとらわれず基礎体力と実践力があってグローバルな舞台でも地球規模で活躍できる人材」

こうした人材を育成する仕組みをご説明しましょう。

実践を重要視する P.B.L.（ ProjectBasedLearning）
豊富なプロフェッショナルコース
創設時から変わっていないことのひとつに、いろいろな専門分野
の教員から構成される “研究プロジェクト” から成る “プロジェク
トベースドラーニング (PBL)” があります。これは、プロジェクト
に参加して実際に問題発見・解決を実践してもらうトレーニングで
す。何が問題かを自分で発見し、プロポーザルを書き、実際に解
決するところまでやる。その解を持って社会制度を変えたり、情
報システムを作って実社会で使ってもらい、結果を検証し、対処
する。そこまでできて初めて社会実装と言えるのです。
カリキュラムは 30 単位で枠組みが作られており、入学前にプログ
ラムを決め、参加する研究プロジェクトを選択します。また、一定
のキャリア領域を想定したプロフェッショナル育成コースも用意さ
れています。条件がクリアされた場合、
「社会イノベータコース」
「環
境イノベータコース」
「IT スペシャリスト( セキュリティー)コース」
「グ
ローバル環境システムリーダーコース（リーディングプログラム）」
といったオプションに沿って履修することができ、コース毎の「コー
ス修了証
（サティフィケート）」を得ることができます。これらのコー
スにはグローバル時代のリーダーを育成する「超成熟社会発展の
サイエンス」のリーディングプログラムも含まれます。

自分で研究テーマを創り出す
プロポーザル・トレーニング
社会科学を研究している人たちが、ツイッターのオンラインデータ
にアクセスすることで、人と人との繋がりがどうなっているか、計
算的な方法論を使って分析できる時代になりました。そうした技
術を新しく社会科学系のテーマに導入できる体制は、国内では政
策・メディア研究科が一番進んでいると言えます。さまざまな社会
科学と自然科学の研究者が連携し、新しい領域に新しい方法で
チャレンジしている〈インテグレーテッド・ディシプリン〉の創出こ
そ、政策・メディア研究科の狙いです。
問題発見・問題解決型のトレーニングにおいて、教員が提示した
問題だけを探求するという学究スタイルは採っていません。自分
からシステムバイオロジーのこういうことをやりたい、情報システ
ムのこういうことをやりたい、と言ったプロアクティブなモチベー
ションが基本となります。特徴として、問題解決力だけでなく、
「問
題発見力」をいかに養うかにも力点を置いています。研究プロジェ
クトを立ち上げたり、プロポーザルを執筆したりというトレーニン
グを通じて、学生自身がプロアクティブに提案し、学内外の競争
的研究費獲得まで実践することが可能です。

Integrating Technology and Society
The Graduate School of Media and Governance
was established at Keio University SFC in 1994. Its
master’s program imparts knowledge to students
in advanced areas and sends them into society as
skilled professionals. Students are then able to use
their knowledge and skills to identify and resolve
social problems. In the doctoral program, students
use advanced technology to conduct research in
different fields and go on to become international
researchers, educators, or specialists. Its
curriculum focuses on active student participation
in need-based social projects.

海外で学ぶ
海外で活躍する人たちと伍するには、社会に出てから初めて異文化圏へ飛び出してい
くのではハンディがあります。学生時代から留学や海外研修を行うことで、異文化の
人たちと一緒に研究する難しさ・楽しさを経験する。そのためのプログラムとしてダブ
ルディグリー（共同学位）や国際フィールドワーク、海外研修、国際インターンシップ
など、自身の研究プログラムを海外で実践するチャンスを積極的にサポートしています。
世界に通用する人材を育成するグローバル・キャンパス
一部のプロジェクトと連携し、世界で活躍できる人材を育成する「国際コース」を設
定。英語を共用語とし、授業は英語のみ。学内で日常的にグローバル標準のセンス、
プレゼンテーション能力を養うことができます。また、海外でトレーニングを受けた人
が、政策・メディア研究科に入り、修士論文をまとめてから自国に戻っていくといった
JICA 関連の人材育成も提供しています。
「森基金」など充実した研究助成制度
森泰吉郎氏の寄付によって創設された「森基金」の中に 毎年行われている修士と後期
博士課程の研究者育成プログラムがあります。修士課程、博士課程の学生が自ら発想
して、問題発見、解決のための研究を企画・実践することを資金的に支援します。
（助成額：博士課程は最大 40 万円 /1 名。修士課程は最大 30 万円 /1 名。2015 年
度採択件数：博士課程　32 件、修士課程　92 件）また、研究成果を海外で発表す
る時に渡航・宿泊費として最大 20 万円支給します。
At the Graduate School of Media and Governance,
research and education in the fields of policy,
organization, environment, media, biological
science and social innovation are covered by eight
Programs. Each Program consists of a number
of projects that correspond to specific research
themes. The projects are connected to social needs
and problem resolution through a cross-fertilization

研究活動において重要な資質は、“Vision” “Mission” “Passion” の形成力です。湘南藤沢キャンパス（SFC）では、キャンパ
ス全体に問題発見解決型の教育・研究の理念を掲げ、社会や自然環境の中に存在する様々な問題を発見し、それらの解決に向けて、
“Innovation” を実現できる人材の育成を目指しています。大学院政策・メディア研究科は、慶應義塾大学の教育研究機関として、
文理融合によって形成される学際的学問領域を対象に、問題発見解決型の教育・研究をシステマティックに実現する、そのような
大学院を目指して教育研究活動を進めています。
慶應義塾創立時の“Vision”のもとに
社会システムと技術的システムの作り手と使い手が、別々の世界に存在している状況でシステムづくりが進められるという時代は終
わりつつあります。これからのシステム作りでは、最終的なシステム利用者を、プロジェクトのスタート時から組み込んでデザイン
することが重要です。「新しい技術的システムや社会システムを設計するとき、社会が多様であることを前提とし、その多様性にど
のようなコンテキストや価値を与え、発信するかを考える―」これが SFC の教育研究スタイルであり、シーズとニーズの間を埋め
て研究を行うことができる環境作りを進めています。
慶應義塾創立者の福澤諭吉先生が、幕末から明治という激動の時代に、
「独立自尊」「実学」の精神をもって新しい時代を開拓し
た原点を見失わないよう、新しい社会を創り出すリーダー像を常にイメージし、問題発見解決と文理融合の学際研究を軸とした教
育研究活動を行っていきます。
先端の知識と技術を持った人材を育成
世界には、地球環境や社会的事象など、一つの学問領域だけでは解決できないグローバルな問題が数多くあります。政策・メディ
ア研究科の “Mission” は、こうした問題を解決へ導くことにあります。“Mission” の実現には、新しい社会システムを構築する
ための知識と技術を兼ね備え、先端のテクノロジーを使いこなせる人材が必要です。
先端のテクノロジーについては、特にサイバー・フィジカルシステムの実現は、今後、社会の進歩に欠かせない重要な技術であり、
技術と社会ルールの両方の設計が必要不可欠です。例えば、車の自動運転システムも、情報技術を使って物理空間において車を
運転するサイバー・フィジカルシステムと捉えることができ、また、それを実現する社会ルールの構築が重要となります。情報空間
と物理空間の組み合わせ、そして、社会ルールの形成が、いかに新しい価値を生み出すか。このことを十分に理解し、意識しな
がら教育・研究を行う必要があります。政策・メディア研究科では、最先端のデバイスや機械、ソフトウェア技術と社会ルールの
設計プロセスを研究環境に導入し、それらの知識と技術を有する人材を育成しています。
研究への情熱は何にも勝る
研究活動においては、個々の人間が十分な資質を持っていることに加え、その資質を多くの人が共有し、研究に生かしていくとい
う環境づくりが大切です。政策・メディア研究科では、様々な研究分野の学生が集まり、時にそれぞれのスタイルで研究し、時に
お互いの研究や方法論を共有できるロフト（共有スペース）も用意されています。何よりも強みとなる、その研究が好きであるとい
う学生の “Passion” の形成をサポートしています。
知の共有、技術の共有はキャンパス内に留まりません。平成 23 年度に採択された博士課程教育リーディングプログラム、平成 26
年度に採択された SGU（スーパーグローバル大学創成支援プログラム）のフレームで、海外の教員や研究者を招聘するなど、グロー
バルな知の共有やさらなる地球規模のフィールドへの展開も進めています。
常にチャレンジすることが、新しい文明、新しい世界を生み出します。SFC は、そのチャレンジのためのさまざまな実験ができる
キャンパスです。最適な実験環境の中で、学生、教員、研究者のすべてが “Vision” “Mission” “Passion” を持ってチャレンジし、
そこから、地域社会、世界に大きな影響を与える “Innovation” を生み出すことで、私たちの使命が果たせると考えています。

“Vision”, “Mission”, and “Passion”:
“Innovation” is realized with the essences!
The principle for realizing progressive research and education is the integration of “Vision”, “Mission” and “Passion”. Keio SFC’s
basic concept for approaching social and scientific innovation is “Identify Problems and Find Solutions” with the integration of
research and education.
Humankind faces its most significant and important mission; we must endeavor on a global scale to perpetually restore and
improve our natural and social environments. Our society needs individuals with knowledge and awareness of natural, social
and technological issues and leaders with the potential to drive our ability to design and build technological systems, social
systems, and rules to achieve innovation, progress and recovery.
The Graduate School of Media and Governance aims to develop global and innovative system leaders with knowledge,
awareness, and skills to achieve perpetual innovation, progress and recovery of global issues and the initiative to drive
innovation of technological and social systems to tackle the world’s global issues. It is imperative that we realize a new
research and educational activities to develop new leaders able to lead the innovation and recovery of society, technology
and environment now and in the future, leaders who bring a global perspective to global issues, and leaders who can bring to
fruition both the technological and social systems we need. This program also aims to be the hub for world-class postgraduate
education to develop leaders who have what it takes to lead the world. We endeavor to generate momentum to expand
this nucleus of postgraduate studies in global systems around the world, establishing a broad-based system of research
supervision based on partnerships between international academia and industry, incorporating international universities and
research institutions around the world. Through these initiatives, we seek to produce graduates who can serve as international
leaders in the creation of global systems. It is essential to build social, technological and environmental value-generated
processes founded on the three pillars, that is, knowledge, awareness, and creativity, needed to achieve that goal, and to share
those processes throughout society.

The Graduate School of Media and Governance graduates seek to make a genuine contribution to
the international community by fostering global leaders with the capability to lead the world and
deal with multifaceted global issues based on governance, science and technology. We endeavor
to achieve this through close cooperation between Keio University Graduate School of Media
and Governance and other international research institutions.
Doctoral education in Japan implements a range of initiatives with the aim of fostering
global leaders. It develops global leadership endowed with both a solid base in scientific and
technological mechanisms, and social-system planning capabilities. These mechanisms,
capabilities and knowledge are essential in order to solve complex global issues with advanced
expertise and broad perspectives. This is the essential reason the Graduate School of Media and
Governance and international institutes have jointly established some courses and projects as
international collaborations. Keio University’s founder, Yukichi Fukuzawa, possessed a spirit
of “independence and self-respect”. New global leaders who put forth their intentions
and thoughts into society and technology without pandering to social and
technological trends and who pave the way for a new era without being bound
to current social and technological situations.

政策・メディア研究科における3つの方針
アドミッション・ポリシー
Admissions Policy
政策・メディア研究科は環境・情報・生命・政策・経営・社会・文化・
言語など広い学問領域を分野横断的な視点と方法で問題を発見し
解決する「高度なプロフェッショナル」の育成を目指しています。国
内の大学にとどまらず，海外からの留学生や社会人も広く受け入れま
す。学部時代の専門分野や個別の学問領域にとらわれず，様々なプ
ロジェクトを通じて，複雑化する社会における様々な課題の発見と
独創的な方法による解決を挑戦していく学生の入学を期待していま
す。入学時期は，4 月入学，9 月入学が選択可能で，入学試験は年
２回実施されます。入学試験は，書類審査と小論文試験から成る一
次審査と面接試問による二次審査からなり，学力水準，研究意欲，
研究能力等を総合的に判断しています。ただし，修士課程社会人出
願および後期博士課程の入学試験においては，小論文試験は免除
されます。また，海外出願者の入学試験は，書類審査のみとなります。
The Graduate School of Media and Governance aims at developing true
professionals who are able to “Identify Problems and Find Solutions” through
interdisciplinary viewpoints and methods drawn from a wide range of
academic fields such as environment, information, life sciences, governance,
management, social sciences, culture and linguistics. Students are accepted not
only from domestic universities but worldwide – both international students
and career professionals. Without placing limitations in undergraduate fields
of study or individual academic areas, we look forward to welcoming students
who are willing to challenge themselves by identifying diverse problems of
an increasingly complex society and by employing original methods to find
solutions through various projects. Admission to the Graduate School may be
chosen from either April or September, and entrance examinations are held
twice a year. The entrance examination consists of a first-round evaluation
(document screening and essay test), and a second-round evaluation
(interview), and applicants are evaluated comprehensively for their academic
aptitudes, research motivations, research competencies, and others. Exceptions
are applications for Master’s Program for Career Professionals and applications
for Doctoral Programs where the essay test is exempt. Applications from
overseas will be evaluated only by document screening.

修士課程では、社会のニーズに応える専門知識と実践的な問題発見・解決能力を身につけたプロフェッショナルの養成を主目的としてい
ます。修士課程の学生にとって日常的な研究活動の場となるのは、
「プロジェクト」です。「プロジェクト」は、研究領域の大枠を示すプ
ログラムをよりテーマ別に細分化した研究グループで、数名の教員によって担当・運営されます。学生は、
「プロジェクト」に参加するこ
とで、従来の座学を中心とした受動的な講義だけでなく、能動的な実践研究・学習・フィールドワーク・インターンシップなどを進めてい
きます。後期博士課程では、高度な専門性、的確な判断力、豊かな独創性を併せ持つ研究者、教育者、および専門家の育成を目的とし
ています。基本的なカリキュラムは、研究指導と論文指導から成り立っていますが、日常的な研究・教育の場は、修士課程同様「プロジェ
クト」となります。学生は自らの研究計画に従い、政策・メディア研究科の教員や他の研究者で構成された「アドバイザリーグループ」や
学生が博士候補となった後に設置される「研究指導グループ」により、研究の進め方および、博士論文の作成について、指導や助言を受
けます。また、設置されたコースによっては、研究指導グループの中に必ず海外の研究機関の教員を含めています。
The principal objective of the Master’s program is to produce professionals with the expertise and practical skills to detect and resolve problems required to
meet the needs of society. The everyday locus of research activity for the Master’s student is the “Project.” Projects are research groups led by several faculty
members, and represent subdivisions of the Programs covering the main research domains into specific themes of research. Through their involvement in these
Project groups, students can pursue practical research and study, field work, and internships, as well as take lectures in the conventional classroom format.
The aim of the doctoral program is to train researchers, educators, and other specialists in advanced expertise, accurate reasoning skills, and ample originality.
The curriculum is built around a core of research and dissertation supervision. Like the Master’s program, the everyday locus of research and learning activity
is the Project. Following their own research plans, students receive advice and supervision on how to pursue their research and write their doctoral dissertation
from an advisory group made up of faculty members in the Graduate School of Media and Governance and other researchers and a research supervision group,
which is formed once a student has become a Ph.D. candidate. In certain courses, the research supervision group always includes a foreign professor from an
overseas institute.

Three Policies
ディプロマ・ポリシー
Diploma Policy
修士学位は、修士の課程の修了要件を満たした学生に授与されま
す。修了要件を満たすには、所定の期間以上在籍し、所定の単位
を取得することに加え、中間発表の実施、論文審査及び最終試験
への合格が求められます。なお、修士論文を執筆しないで修了する
非修論オプションもあります。また、プログラムやコースごとに設定
されたサティフィケート授与要件を満たせば、修士学位に加え、当
該プログラム、コース修了のサティフィケートが授与されます。後期
博士課程の学生については、学生が自らプロジェクトを立案、企画、
推進することで「新しい概念構築」、
「専門的な研究活動」、
「新しい
方法論」を駆使した独創的な成果を政策・メディアの融合領域上に
展開することが期待されています。従って博士学位を得るためには、
外国語の運用能力や新規授業科目シラバスの作成能力、技法科目
取得、博士論文の研究計画発表、教育体験実施・認定などの条件
を満たし、博士候補の資格を得る必要があります（社会人コースに
ついては、社会経験を前提として一部条件が免除となります）。博
士候補の資格の取得後、公聴会、学位審査委員会による最終試験
にて、博士論文、研究業績について「課程博士」の学位を取得する
にふさわしいかどうかが審査されます。公聴会及び最終試験の合格
後、研究科委員会にて、学位授与について合否判定が行われます。
A Master’s degree is awarded to students who fulfill the requirements for
completion of the Master’s program. To fulfill these requirements, students
must have been registered for at least the prescribed period, earned the
prescribed number of credits, given an intermediate presentation, and passed
their thesis defense and final examination. There is also a non-thesis track by
which students can complete their degrees without writing a Master’s thesis.
Students who fulfill the specific requirements for each program or course
additionally receive a certificate of completion.
Doctoral students are expected to translate the original results of
development of new concepts, pursuit of specialized research activities,
and application of new methodologies into the integrated domain of media
and governance by formulating, planning, and pursuing their own projects.
To be awarded a doctoral degree, they must satisfy requirements regarding,
among other things, the ability to use a foreign language, development of an
original syllabus, earning of credits for skill-building courses, presentation of
a doctoral dissertation research proposal, and teaching a course appropriate
to their degree. Students pursuing a career professional track may be exempt
from certain requirements provided that they have appropriate professional
experience. Once a student has been awarded Ph.D. candidate status, a
dissertation hearing and final examination by the Academic Degree Evaluation
Committee are held to determine whether the presented dissertation
merits award of a doctoral degree. If both the hearing and final examination
are passed, a decision on whether to award a degree is then made by the
Graduate School Committee.

修士課程
Master’s Program
修士課程においては、プログラム（専門領域）やコースごとに必修科目や「プログラム修了証（サティフィケート）」「コース修了証（サティフィ
ケート）」
（※注）授与要件が定められています。講義による単位取得に徹したプログラムや、作品の制作とレビューなどの研究活動が中心と
なるプログラム、修士論文を必修としないプログラムなど、各プログラムの特徴が反映されています。
プログラムが大枠の研究領域であるのに対して、政策・メディア研究科の学生にとって日常的な研究活動の場となるのは「プロジェクト」です。
従来の座学を中心とした受動的な講義だけでなく、プロジェクトへの参加を主体とした能動的な実践的研究・学習が政策・メディア研究科
のカリキュラムの中心です。プロジェクトは、通常、数名の教員が担当しています。これにより、異なる視点から幅広く学生へのアドバイスが
可能となります。それらの教員が実施している先端的なプロジェクトに参加したり、教員のアドバイスの下で学生独自のテーマを設定して研
究を実施することで、研究の計画、実施、評価などを実際に体験し、職業人・研究者となるためのトレーニングを受けます。プロジェクトと
は、
「プロジェクト科目」として設置されている履修科目です。単一プログラム内で構成されているもの、複数のプログラムが互いに連携して
いるものもあります。
また、修士課程修了に必要な全単位の約 1/2 をプロジェクト科目の履修で充足することが可能です。プロジェクト科目は、政策・メディア
研究科全体で約 50 科目設置されており、先端領域におけるさまざまな研究テーマに柔軟に対応できます。また政策・メディア研究科では、
個人の研究テーマに関する国内外での実地調査・研究活動を行う「フィールドワーク」や、研究内容の社会的な実践を試みる上でも有用な「イ
ンターンシップ」などを推奨しています。これらの活動は、事前に申請を行い、学内審査を通過すれば正式な単位として認められます。
※注　「プログラム修了証（サティフィケート）」「コース修了証（サティフィケート）」

・修士課程において各所属コースまたはプログラムに設定されている所定の要件を満たすことにより、
修士学位に加えて政策・メディア研究科委員長名で各プログラムまたはコース修了の「修了証（サティフィケート）」が授与されます。これにより、学位取得者の専門性をより明瞭に証明
することができます。
科目構成
研究支援科目（概念構築科目、先端研究科目）
概念構築科目」はプログラム（専門領域）の特性や考え方など主
要概念を明示する科目です。「先端研究科目」はプログラム（専門
領域）に関連する先端的な研究を明示する科目です。これらの科
目を学ぶことで、実際にプロジェクト科目で進める研究の全体像
をつかむことになります。
プログラム科目
各プログラムを構成する専門科目および各プログラムに関連する主
要な課題を明らかにし、これらの課題に対するアプローチの方法
を示すことによってプログラムを支援していく科目です。
プロジェクト科目
研究活動の中心となるのは「プロジェクト」です。従来の座学を中
心とした受動的な講義だけでなく、プロジェクトへの参加を主体と
した能動的なカリキュラムを中心に構成されています。教員が実施
している先端的なプロジェクトに参加することを通じて、研究の計
画、実施、評価などを実際に体験し、職業人・研究者としてのトレー
ニングを受けます。また、プロジェクト科目は研究のフロンティア
であるテーマについて、問題発見、分析、結果のとりまとめを体系
的に学び、研究の計画、実施、評価を実践することにより、
「自律、
分散、協調」を体得することを目的とします。
修士論文
それぞれの科目を理解する上で必要な関連科目、演習的科目、萌
芽的研究のためのフロンティア科目、寄附講座等の特別科目です。
修士課程での研究成果を発表するとともに、修士学位を取得する
上で重要な論文です。なお、政策・メディア研究科では、修士論
文を執筆しないで修士学位を取得する「非修論」オプションもあり
ます。以下の「修了要件」をご覧ください。
育成する人材像
修了要件
社会のニーズに応える専門知識と実践的な問題発見・解決能力を
身につけたプロフェッショナルの養成を主目的としています。特に、
カリキュラムの骨格を占めるプロジェクトの手法を活かし、組織経
営と企画・立案・政策、都市と環境の設計、情報技術、知識処理
技術、バイオ技術、デジタルコンテンツ、マルチメディア技術等に
かかわる企業、地方自治体、官庁、国際組織等で活躍することが
期待されます。また、既存の学問領域を超える新しい領域を開拓
する研究者の育成もめざしています。
修士課程の修了にあたって、学生は修士論文を執筆するか、執筆
しないで 修了する「非修論オプション」か、どちらかの方式を選
択することができます。修士論文を執筆する場合には、所定の科
目から合計 30 単位以上（修士論文 2 単位含む）を修得し、中間
発表の実 施、最終試 験および修士論文に合格することで 修士課
程が修了します。「非修論オプション」を選択した場合は、所定の
GPA 条件を満たし、中間発表の実施、プロジェクト科目の活動と
成果に関する報告書の提出および審査の合格、最終試験に合格す
ることで修士課程が修了します。

教職免許状
建築士（一級、二級、木造）受験資格
教職課程履修登録をし、所定の単位を修得することによって、中学
校および高等学校の教員資格を取得することができます。政策・メ
ディア研究科に設置されている教員免許状の種類および教科は以下
のとおりです。
環境デザイン・ガバナンス（ＥＧ）履修者は、国土交通大臣の指
定する建築に関する科目を所定の単位数以上修めて修了し、その
後、国土交通省令で定める建築に関する実務の経験を一定期間以
上有すると、受験資格を得ることができます。また、他大学を含め、
学部在籍時に国土交通大臣の指定する建築に関する科目を所定の
単位数以上修めて卒業した者は、政策・メディア研究科修士課程
にて所定の科目を修めて修了することで、その就学期間を一定の
実務経験年数とみなすことができます。

The details of the curriculum are clearly laid down in the guidelines of each Program for Master’s students to follow. The guidelines indicate the compulsory
courses students must take and the conditions required for obtaining a Certificate*. Some Programs require students to obtain credits mainly through attending
lectures while others expect students to conduct research, publish their research work or write a research report. Some Programs do not require the writing of a
Master’s thesis.
Research projects constitute the core of research activities in the Master’s Program. Active participation in practical research projects is the central aspect of the
curriculum at the Graduate School of Media and Governance. Through the process of planning, conducting and evaluating research, students are trained both as
career professionals and researchers.
Research projects are offered as “Project Courses” and there are more than 50 Project Courses made available to students to accommodate their research
interests. These courses allow students to focus on various research themes in advanced areas. Some Project Courses are made up of a single program while
others are multidisciplinary. Students are allowed to earn approximately half of the required credits from Project Courses to earn a Master’s degree.
The Graduate School of Media and Governance encourages students to conduct local investigation and fieldwork based on their individual research themes, or
apply for internship where they can use their research findings in a ‘hands-on’ situation, within or outside Japan. Students are required to submit a completed
application form and obtain the approval from the University prior to conducting their research activity. After following the procedure and receiving a passing
grade, students can receive credits.
Note*: Certificate: In addition to the Master’s Degree, a certificate signed by the Dean of the Graduate School is also awarded to those students who fulfill all the requirements of the Program.
Courses in the Master's Program
Research Concept and Methodology Courses
(Concept Framework, Advanced Research)
In Conceptual Framework Courses, students study the main ideas and
concepts that constitute their Program. In Advanced Research Courses,
students are introduced to advanced research fields that are related to their
Program. By taking these two types of courses, students acquire a total
perspective of the Program.
Special Courses
Special Courses help students to develop better understanding of graduate
school courses. These courses include related courses, practical training
courses, frontier courses for emerging research and sponsored courses
offered by companies and organizations.
Program Courses
Program Courses aim to clarify the major issues that are raised in the
research field and specialized subjects constituting the Program. These
courses are designed to support each Program by demonstrating methods
and approaches towards the issues raised.
Project Courses
Project Courses are designed to systematically teach the method of problem
identification, analysis, and presentation of results on frontier research
topics. It provides opportunity to students to conduct collaborative work.
Students experience autonomy, distribution, and collaboration through
planning, execution and evaluation of their research.
Master's Thesis
A Master's student will write a thesis under the direction of his / her
Academic Advisor and present findings to Keio University in a scholarly
form. Upon the successful completion of the Master's thesis a student can
acquire a Master's degree.
Requirements for Completing the Master’s Program
In order to complete the Master’s Program, students may either write a thesis (thesis track) or not write a thesis (non-thesis track).
Thesis Track
1. Complete four semesters (two years) or more of enrollment in the Graduate School of Media and
Governance (without counting leave of absence)
2. Acquire a minimum of 30 credits* (including 2 credits of the Master’s thesis)
3. Make an Intermediate Presentation
4. Pass the Final Examination (Final Presentation), and get the Master’s thesis approved. The Master’s thesis
is awarded two credits. In principle, the Master’s thesis is expected to demonstrate the academic progress
of Project Courses or show recognizable advancement in ongoing research. The Master’s thesis can be
submitted in the form of academic paper, design drawing, art and computer programming work.
Non-Thesis Track
1. Complete four semesters (two years) or more of enrollment in the Graduate School of Media and
Governance (without counting leave of absence)
2. Acquire a minimum of 30 credits*
3. Meet the GPA criteria** in courses approved by an Academic Advisor
4. Make an Intermediate Presentation
5. Pass the Final Examination (Final Presentation), submit a Project Activity Report of the Project Courses
and get the approval of the examiner.
Note*: The following types of credits will not be counted toward
the 30-credit requirement:
1. Credits earned from Optional Course
2.Credits earned over and above the 10-credit limit from:
• other graduate schools of Keio University
• other universities (for instance, foreign universities)
during the student’s enrollment at the Graduate School
of Media and Governance
• Transferable Credits earned before entering the
Master’s Program (over and above the 8-credit limit)
Note**: GPA Criteria
GPA stands for Grade Point Average and is calculated
from regular courses at Keio University (not including
Project Courses, Master’s Thesis, Transferable Credits
earned before entering the Master’s Program and Optional
Course). The GPA is calculated with the following scale:
A=3.0, B=2.0, C=1.0, D=0.0. Those students who wish to
complete the Master’s Program without writing a thesis
must maintain a GPA of 2.5 or above (round up decimals of
.05 and above to the next tenths place).

後期博士課程
Doctoral Programs
後期博士課程における基 本的なカリキュラムは、研究指導と論文
指導から成り立っています。学生は自らの研究計画に従い、政策・
メディア研究科の教員やその他の研究者で構成された「アドバイザ
リーグループ」により、研究の進め方および博士論文の作成につい
て、指導や助言を受けます。コースワークは修士課程において修了
していることが前提です。後期博士課程での研究・教育は、実際に
はプロジェクトの中で行われます。修士課程の場合は、プロジェク
トに参加することで職業人としての訓練を受けますが、後期博士課
程の学生は、自らプロジェクトを立案、企画、推進することで、
「新
しい概念構築」「専門的な研究活動」「新しい方法論」を駆使した
独創的な成果を政策・メディアの融合領域上で展開することが期待
されます。したがって博士学位取得においては、外国語の運用能力
や授業シラバスの作成能力、博士論文のプロポーザルの提出・認定
など、いくつもの条件を満たさなくてはなりません（後期博士課程
社会人コースについては、社会経験を前提として、一部条件が免除
となります）。
こうした条件をクリアし博士候補の資格を得られれば、既存のプロ
ジェクトとコラボレーションを図りながら、国際的な研究コミュニテ
ィへの参加や修士課程のプロジェクト科目との連動など、より活躍
の場が広がります。さらに、SFC研究所との交流によって、受託研
究やコンソーシアムの形で企業・自治体との連携を図ることも可能
です。多くの学生が政策・メディア研究科の後期博士課程で最先端
の学問を学びながら、その成果を社会に還元しています。
The Doctoral Program focuses on research and thesis writing. Students
pursuing the Doctoral Program are expected to draft a workable research
plan which they develop with the help of an Advisory Group. The Advisory
Group primarily consists of faculty members of the Graduate School of
Media and Governance who teach research methodology to students and
direct their thesis writing. In principle, students pursuing their Doctoral
Program must complete all the required lecture courses while they are in the
Master’s Program.

組む建築家、新しい情報環境、知識処理、メディアの創造などに携
わる専門家、従来の枠にとらわれない教育の実現に意欲を持つ教
育者の輩出をめざしています。
博士学位取得要件
最長で12学期在学でき、条件を満たせば在学期間延長または所定
単位取得退学のいずれかを申請できます。

Once students become Doctoral candidates, they can interact with the
community of international scholars and participate in relevant postgraduate
projects. Doctoral candidates can also have the opportunity to work
on contractual research programs/consortia formed between business
organizations, local governments, and the Keio Research Institute at SFC. In
recent years, a number of students have been able to use their research skills
in social development while pursuing their Doctoral studies at the Graduate
School.
Only bona fide Doctoral candidates are eligible to submit their Doctoral thesis
for evaluation. The academic requirements to become a Doctoral candidate
are as follows:
1. Write an original syllabus proposal and fulfill the evaluation criteria
2. Receive an “A” grade in one of the Skill-building Courses specified by the
Program
3. Pass the foreign language proficiency test designated by the Graduate
School of Media and Governance
4. Complete Teaching Experience
5. Pass the Formal Presentation Assessment
Students are required to obtain four credits or above in Independent Research
Courses taught by their Main Research Advisor. Students may also enroll in
courses offered in the Master’s Program and earn credits as Optional Subjects.
Doctoral students are encouraged to enroll in Project Courses and Special
Courses after consulting the members of their Advisory Group.
To complete the Doctoral Program, students must submit their Doctoral thesis
within the specified period and pass the Final Examination. The program offers
a Ph.D. in Media and Governance or Doctor of Philosophy.

This implies that when students are still in the Master’s Program,
they participate in research projects and are trained to become career
professionals, and when such students enter the Doctoral Program, they
are ready to write their own research proposals and conduct independent
research. The study and research of the Doctoral Program actually take
place within research projects. By using the three guiding principles — “new
conceptual frameworks”, “new methodologies” and “specialized research
activities” — students discover innovative ideas in the integrated fields of
media and governance.

Doctoral Program for Career Professionals
The Graduate School of Media and Governance has created an application category in its Doctoral
program for those who have completed a master’s program or graduated from a university, and have
been working for more than five years in any field in an organization, educational /research institution,
or government office. Applicants who wish to apply for the doctoral program through this category are
expected to have clear research theme. Students can acquire a doctoral degree while pursuing their
career. Applicants must read the application guidebook regarding the qualification of applicants carefully.
Exemption from Requirements for the Doctoral Degree
Students who enrolled in the graduate school as career professionals are exempt from the following
requirements:

International Advanced Degrees Course
2006年度より政策・メディア研究科に「国際コース」を設置しました。このコースは英語をリングア・フランカ（共用
語）として使用し、英語のみで課程を修了することが可能になっています。国際的に活躍できる人材の育成を目的と
し、国内外の学生がともに切磋琢磨しながら学位の取得をめざします。このコースは政策・メディア研究科の修士課

The International Advanced Degrees course offers Master’s Degrees for students wishing to apply, complete course work and all
other requirements for the Course in the English language. English is the medium of instruction and also the language in which all
assignments are to be submitted.
Other than the fact that students in the Course take classes given in English, there is no distinction between Japanese-speaking
and English-speaking students. Students who complete the Course will receive the same Master’s degree (Master of Media and
Governance) as other students in the Graduate School of Media and Governance.
The Graduate School of Media and Governance covers a wide range of research specialties. Currently there are eight main research
groups called Programs. In particular, each applicant to the International Advanced Degrees Course must choose one of the following
four Programs before submitting his or her application:

ダブルディグリー制度
Double Degree Programs with Affiliated Universities
政策・メディア研究科の修士課程では、延世大学（韓国）や復旦大学（中国）との間に、
「ダブルディグリー制度」
を設けています。学生がこの制度を利用すれば、最短 2 年間で政策・メディア研究科の修士号と延世大学または復
旦大学の修士号、計 2 つの修士号を取得することができます。
政策・メディア研究科の学生は相互協定に基づき、慶應義塾大学のみに学費を納入すればよく、規定の期間内で修
了すれば相手校での学費を支払う必要はありません。2 年間のうち、基本的に相手校に実際に留学するのは 1 学期で、
その他の学期は日本にいながら遠隔授業などを履修することで相手校の修了要件を満たす仕組みになっています。
The Master’s program of the Graduate School of Media and Governance conducts the Double Degree Program with Yonsei
University in Korea and Fudan University in China. Students can obtain two Master’s degrees - one from Keio University and the other
from Yonsei University or Fudan University - within a minimum of two years after enrolling in this program. In principle, students of
the Graduate School of Media and Governance have to pay tuition fee only to their home university, and tuition fee of either Yonsei or
Fudan will be waivered as part of the agreement between universities if they complete their studies in the given time. During the two
years of enrollment, Keio students will spend one semester at the partner university. In the remaining semesters, students can fulfill
the credit requirements of the partner university by participating in distance learning classes and e-courses.

横断的問題解決を実現するための
「プログラム制度」
いま、我々が直面している、複雑な要因が絡み合った地
球規模の難問に対処するためには、個別の専門的学問に
加えて、これらを横断的に捉えた新しい問題解決アプロー
チが必要になります。横断的問題解決を実現するために
は、それぞれの専門領域をベースとしつつ、分野を超え
たコラボレーションが必要になります。それぞれの研究の
専門性を高めるための柱として設けられているのがプログ
ラム制度で、2016 年度現在、8 つのプログラム専門領域
が設置されています。すべての大学院生はいずれかのプロ
グラム専門領域に所属し、そのプログラム専門領域が定
めるガイドラインに沿って研究を進めることになります。
In order to resolve complex and global problems, our society
needs disciplinary and interdisciplinary research in specialized
areas, which would cross-fertilize ideas and create new
approaches to solve the problems. The Graduate School of
Media and Governance offers eight Programs in academic year
2016 to allow researchers to use new methodologies, stimulate

グローバルガバナンスと
リージョナルストラテジー
Global Governance and Regional Strategy
グローバル化の進行に伴って、世界各地で多種多
様な問題が浮上してきています。こうした問題に
取り組むために、地域の実情に即した分析に基づ
いたリージョナルなガバナンスを念頭に、実現可
能な戦略性「ストラテジー」を提案していくことが
必要だと考えます。本プログラムでは、こうした地
域へのまなざしを基礎にすえつつ、関連する諸学
問領域の統合的な把握と実践的な活用を通じて、
人類社会共通の平和と繁栄を実現するグローバル
なガバナンスの構築をめざしています。実際の研
究活動においては、日本・中国・朝鮮半島を含む
東アジア、東南アジア、ラテンアメリカ、北アメリカ、
ヨーロッパ、イスラーム圏を中心としたフィールド
ワークが重視されると同時に、政治・経済・外交・
貿易・安全 保障・国際関係・エネルギー・金融・
法などのほか、言 語・文化・情 報・社 会・環 境・
宇宙・宗教に至る幅広い専門領域から総合的なア
プローチが行われます。
プログラム内外の活発な研究交流が大学院生の
研究に有効に活用されている点は特 徴的であり、
多様な地 域および 専門領域間の比較研究・相関
研究の場としても最適です。また、延世大学（ソ
ウル）、復旦大学（上海）とのダブルディグリー制
度や、両大学の院生たちとの遠隔による共同クラ
スの実施をはじめとして、海外の研究教育機関と
の密接な連携によるさまざまなプロジェクトが進
められています。さらに国際学術会議を定期的に
開催しており、履修登録者には発表の機会も用意
されています。
Along with the advancement of globalization, a wide
variety of issues is emerging around the world. To
address such issues, the Program proposes feasible
strategies with regional governance in mind, which is
based on analysis responding to local situation. This
Program consistently draws attention to the community
and seeks to formulate global governance to realize
peace and prosperity of our human society, through
integrative understanding and practical application of
related academic fields.
As for actual research activities, the Program
emphasizes fieldwork in East Asia which includes Japan,
China, North and South Korea, Southeast Asia, Latin
America, North America, Europe, and Islamic area.
At the same time, it takes an integrative approach from
a wide-range of specialized areas, namely politics,
economics, diplomacy, trading, security, international
relations, finance, law, language, culture, information,
society, space, and religion.
One of the unique characteristics of the Program is
an active exchange of research within and outside the
Program, which is effectively used for graduate students’
research. It offers optimum conditions for comparative/
collaborative research of diversified regions/research
fields. The Program also conducts various projects
closely coordinated with overseas research and
educational institutions. Such projects include Double
Degree Programs and distance learning courses with
Yonsei University in Seoul and Fudan University in
Shanghai. Furthermore, the Program holds international
conferences regularly and provides registered students
an opportunity to present their research work.

加速度的に進行するグローバル化にガバナンスの醸成が
追いつかない。中でも深刻なのが、グローバルなレベル
でのバランスと公正の欠如です。富、権力、安全、情報、
知識、人口、平和など、ローカルなレベルでも、またグロー
バルなレベルでもその偏りは激しくなる一方です。持たざ
る者の淘汰にしか見えない事態が公然と進行しています。
グローバリゼーション下においては、国家の力が相対的に
弱くなったという指摘がありますが、たとえばシリアにおける国家権力をめぐる争い
は、すでに長い間泥沼化の状態に入っていて、無辜の市民に甚大な犠牲を強いてい
ます。テロとテロに対する戦いという機軸では、一向にグローバルなレベルでのバラ
ンスも公正も取り戻せません。我々は、一部の人々や社会のみにとっての幸福や繁栄
を超えたところでまさにグローバルなバランスと公正を考えなければならないのです。
生命 38 億年の時の流れの中で「人類」の比率は、破滅に向かうがごとく歪に肥大し
ているという指摘があります。そうした状況の中で人類が自らに対して自然淘汰を創
出すること、つまり人間が人間に人間社会からの退場を命じることは許されません。
とはいえ、そうした歪みがもたらす問題はあとを絶たず、またそれに抗する動きもロー
カルなレベルで顕現することが少なくありません。GR プログラムでは、日本、中国、
朝鮮半島、東南アジア、アメリカ、ラテン・アメリカ、欧州、中東欧、イスラーム圏
およびそれらの相互の関係において、グローバリズムの閉塞や反グローバリズムとの
対立を乗り越えるための問題発見と解決策の戦略的探究をプロジェクトレベルで重視
していきます。それらの研究成果を総合的に踏まえながら、GR プログラムが、グロー
バルなレベルでのよりよいガバナンスの構築へ向けた総合的なコラボレーションの場
になればと考えます。
The Unacceptable Use of Globalization as
an Excuse to Exclude Others

The fostering of good governance has not kept up with the accelerating pace of globalization.
What has become an especially big problem is the lack of fairness and balance on the global level.
Imbalances of wealth, power, security, information, knowledge, population, and peace—on both
the local and global levels—have grown increasingly severe. This situation, which can only been
seen as a callous culling of the have-nots, is worsening before our eyes. Although some people
have pointed out the relative weakening of national power under globalization, the fight over the
power of the state in Syria, for example, has already been bogged down for a long time and it still
forces enormous sacrifice on innocent people. Viewing the situation in terms of terrorism and
fighting against terrorism has made it absolutely impossible to regain balance and fairness on the
global level. We must consider global balance and fairness beyond just thinking about what brings
happiness and prosperity for a limited group of people and societies.
Researchers point out that the short span of human existence within the 3.8 billion years of life
on this planet has been like a distorted swell moving towards destruction. In this context, the
natural selection of human beings by other human beings—in other words, excluding other people
from society—is unacceptable. However, there is no end to the problems that result from this
distortion, or to the manifestations of resistance on the local level. The GR Program, in looking
at Japan, China, the Korean Peninsula, Southeast Asia, the United States, Latin America, Europe,
Central-Eastern Europe, the Islamic world and their mutual relationships, emphasizes strategic
research on the project level which identifies problems and searches for solutions to overcome the
obstructions of globalism and the opposition to anti-globalism. By comprehensively considering
the results of this research, the GR Program hopes to be the site of comprehensive collaboration
that aims for the creation of better governance on the global level.

公務員、メディア関連・教育関係の諸機関が挙げられます。具体
的には、国際協力銀行（JBIC）、開発金融研究所、国際協力機構
（JICA）、国際金融情報センター（JCIF）、民間コンサルティング・
ファーム、国際 NGO、国家公務員 1 種、外務 公務員（在外公館
専門調査員を含む）、国際公務員、国際ジャーナリストなどに実績
があります。教育研究専門職志望者には後期博士課程への道も開
かれています。
With regards to specific places of employment, there are opportunities in
political/private research institutes, domestic and overseas civil service,
media, and education related agencies. For instance, past placements include
the Japan Bank for International Cooperation (JBIC), the Development
Finance Research Center, the Japan International Cooperation Agency (JICA),
the Japan Center for International Finance (JCIF), private consulting firms,
international NGOs, a branch of government work, foreign affairs officials,
international civil servants, and international journalism, etc. Those seeking
careers in education and research have the option of progressing to the
Doctoral Program.

ヒューマンセキュリティとは、
「脅威からの自由、欠
乏からの自由」を内容とする人間の生活を指しま
す。本プログラムでは、「共生」および異文化交流
のダイナミックな文脈で、このためのさまざまな政
策課題を取り上げ、同時に、ヒューマンセキュリテ
ィを促進・保全しようとする個人やコミュニティの
あり方を検討します。多様な国家体 制、発展段階
の異なる経 済 社 会、多様な言 語・文化 的 背景、
歴史的経験といった従来の枠を越えて展開される
問題解決の営為を、個別研究に共通する課題とし
て位置づけています。このプログラムは、１）開発
政策、福祉政策、言語政策といったヒューマンセキ
ュリティに関連する政策課題群と、表現、コミュニ
ケーション、教育といった人間行為の規範的な領
域に関わる問題群とが複雑に交錯する点に注目し
ます。続いて、２）問題解決の営為が国家など公的
な行政単位によって独占されるのではなく、国境
を越える集団から多様な地域集団、世帯から個人
の営為までを含めた人間の創造的な活動であるこ
とに注目します。こうした視野を前提に、３）人口
減少という稀有の経験を目前にして新たな政策的
イノベーションが要請される日本、膨大な人口を
抱え、開発のさまざまな負荷を担いつつも活気あ
ふれる東アジア・太平洋地域、域内統合の深化を
外延的な拡大と連 動させつつあるEUなどを具体
的なフィールドとして取り上げていきます。
Human Security has been defined as “freedom from
fear, freedom from want.” In this Program, in order to
examine policy issues, the dynamic of “co-existence”
and exchange among different cultures as well as local
efforts for the promotion and protection of human
security at the community and individual levels are
researched. The diversity of nation-state systems, of
economic systems at different levels of development,
of differing linguistic and cultural backgrounds, and
of historical experiences are our common themes for
research. These are pursued within each Research
Project in order to go beyond previous frameworks to
develop ways of finding solutions, in the following ways.
1. We focus on a group of policy issues that relate
to Human Security -- development policy, welfare
policy, language policy -- as well as expression,
communication, and education issues related to
the normative realm of human activities and their
complex interrelations. (These include uses of
multimedia and digital technology.)
2. We focus on solutions not as monopolized only by
the public forms of government, but also through
persons ranging from transnational groups to diverse
regional groups and from the household to the
individual levels, and including all creative activities
of human beings.
3. From the above perspectives, we see that new
policy innovations are required for Japan, whose
population continues to shrink, and also for the East
Asia - Pacific countries that have large and dynamic
populations yet are still burdened with development
problems. These, along with expanding inter-regional
unity and the interlinking of the EU, are the specific
fields we look at.

ヒューマンセキュリティの
遠近法を考える

学生には、フィールドに出て行くときに何に注目するか
を考え、フィールド内で問題を作ることから取り組んで
ほしいと思っています。たとえば地域の日本語学習支援
を例に話すと、国や地方自治体で大きな予算を使って
問題を解決していくというスケールで考えてしまいがち
です。国の施策ももちろん重要なのですが、そういう国
全 体や大きな地域という発想だけで問題を見ようとす
ると、ほんとうに必要な支援とは何なのかという根本的な課題を見落としてしまうこ
とになりかねません。実際に日本語支援が行われている現場に入ってみて、日本語を
学んでいる外国人や彼らを支援する人たちが何を必要としているのか、彼らをとりまく
ネットワークがどう機能しているのか、それを束ねる人には何が求められるのかといっ
た事柄を把握しないと、当事者に寄り添った支援を行うことはできません。普通、人
は統計には現れない方法、記録としては残されないような方法で自分たちの生活をと
らえています。たとえば、人と人の関係や人と地域の関係などは、記録にはなりにく
いけれども、生活を基盤的なところで支えています。こういうところにも注目しながら、
人間の生活とそれを支えるコミュニティにおきている問題や、そうした問題を解決して
いく方法について考えていくのが、HC プログラムの方針です。
Keeping Perspective on Human Security

When students go out to do research, I want them to focus on first defining issues in the field
before dealing with an issue. For example, if we are talking about how to support Japanese as
a foreign language education on the local level, there is a tendency to try to solve problems
using the large budgets of the national and local governments. Of course, national policies are
important; however, if you try to examine problems only from the perspective of the whole country
or large areas, you will overlook fundamental issues of ‘what the really required support is’. If you
do not go to where Japanese language support is actually taking place to see what is necessary
for foreigners learning Japanese and for those teaching them, how the networks around them are
functioning, or what is required for those administering these networks, you will never be able
to provide support that connects to the concerned parties. People usually understand their lives
in ways that do not appear in statistics or in ways that cannot be easily recorded. For example,
people’s human relationships and connections to the local community are not easy to document,
but they are the basis of everyday support. The policy of the HC Program is to have students
pay attention to these issues, examine problems that occur in people’s everyday lives and the
communities that support these everyday lives, and consider ways to solve these problems.

イノベーションとは、社会・経済システムや技術な
ど、さまざまな要素の新しい結合によって、それま
でになかった価値が生まれ、変革がもたらされる
ことです。ICTの急速な発展によって、世界中のさ
まざまな要素がつながり、ますます多様化、複雑
化する現代。これからは、ローカルなソリューショ
ンとともにグローバルな視野が、また、経済的・技
術的な要素とあわせて社会的・文化的な視点が求
められます。そして、このような状況において、社
会・経済・政治の問題を分析、理解し、解決してい
くためには、それにふさわしい新しいパースペクテ
ィブやアプローチが求められます。本プログラムで
は、効果的な制度設計や政策形成、政府・国際機
関・自治 体・企 業・NPOなどの組 織マネジメント
やガバナンス、キャリア形成などについて探究しま
す。社会学、政治学、行政学、経済学、経営学、法
学、文化人類学、心理学、ゲーム理論、金融論、組
織論、コミュニティ論、キャリア開発論、マーケティ
ング論、起業論、メディア論など、幅広い諸学問を
領域横断的に洞察しつつ、実践的な問題解決の新
しい枠組みを構築し、社会に役立つ知見を創造す
ることを目指しています。
■「社会イノベータコース」設置
2009年春、修士課程に社会イノベータコースを設
置。社会起業の発想、炭素排出権取引のメカニズ
ム、情報時代における地域社会再生の手段などに
ついて、理論学習と現場における実践経験を重ね
ることで、行政でも、ビジネスでも非営利組織でも
必要とされる、事業センスと公益センスを兼ね備
えた人材の輩出を目指しています。
Innovation implies the development of new problem
solving methodologies by combining social and,
economic systems with technology. Although modern
society has become complex, the spread of Internet and
other information technology has directly connected
people to each other. In modern society it has become
increasingly important to possess a global perspective
and find local solutions to problems. The need for
a social and cultural perspective together with an
understanding of technical and economic factors is of
utmost importance.
It is imperative to develop a new approach and method
to recognize, analyze and solve social, economic and
political problems.
In order to seek a new approach to contemporary
social problems, this Program focuses on the following
subjects:
• Institutional design
• Policy formation
• Management and financial governance of organizations
such as government, international organization,
autonomies, business enterprises and NPOs
• Career planning of workforce in aforementioned areas.
The purpose of such research is to propose practical
solutions through a cross-disciplinary speculation in
related academic fields. These academic fields include
sociology, political science, economics, psychology,
cultural anthropology, financial engineering; and
theories in game, business management, organization,
finance, career design, marketing, entrepreneurship, and
new industry.

解決につながる実践知を創造し、社会を先導していく
プロフェッショナルを育成することに主眼を置いていま
す。昨 今、さまざまな要因や制度が 複 雑に絡み合い、
企業にも行政にも対処が難しい問題が随処に立ちはだ
かっています。例えば、地域づくりの領域を考えてみま
しょう。
地域では、高齢化の進展や人口流出などによって、産業、教育、介護など、さまざ
まな領域で綻びが露わになっています。従来、地域においては、相互扶助によって
問題を解決する手立てがありました。しかし、地縁をベースとしたこのような仕組み
が機能不全に陥りつつあり、自治体の財政状況も厳しさを増して、今後どのようにし
て浮揚を図るのか、その方策については試行錯誤の段階にあるといってよいでしょう。
最近になって、例えば、マネジメントの観点からは、多様な主体間のつながりを形成し、
協働、創発をもたらすことが地域づくりの「銀の弾丸（silver bullet）」になると期待
されるようになりました。では、そのためにはどうすればよいのでしょうか。
本プログラムでは、単なる分析だけにとどまることなく、常にそこまで踏み込んで問
い続け、あるべきものを探求する姿勢が大切だと考えています。そして、さまざまな
知見を駆使し、徹底的なフィールドワーク、時にはアクションリサーチなどの手法を用
いて、真摯に問題に立ち向かい、多角的な視点から解決につながる具体策を見いだ
すことを志しています。
研究・教育・プロジェクト実践の相乗効果によって、私たち自身もイノベータとして、
皆さんと一緒に SFC から世界を元気にする流れを築き上げたいと心から願っています。

The PS Program primarily aims to cultivate professionals who boldly face problems in society and
in organizations, who use the diverse wisdom of the past to produce practical knowledge that
leads to solutions, and who will be leaders of society. Nowadays, various factors and systems
interact in complicated ways, so businesses and government face challenging problems at every
turn. As an example, let us consider the field of community development.
In community development fields, the aging of the population and the exodus to the cities have
created serious tears in the fabric of industry, education, nursing care, and many other areas. In
the past, communities could rely on various mutual-aid groups as a means of solving problems.
However, these structures based on community ties no longer function and the financial situations
of local governments have grown dire. Such communities are now in a trial-and-error stage of
searching for strategies to keep them afloat.
From the viewpoint of management, for example, forging connections between various elements
of society and encouraging collaboration and emergence have recently come to be seen as the
‘silver bullet’ for community development. So what should we do to bring this about?
In the PS Program, we believe it is important to go beyond analyzing problems and to always
keep questioning and searching for how things should be. In addition, we aspire to make full use
of various knowledge, to use thorough fieldwork and, occasionally, action research in sincerely
confronting problems, and to search from various angles for concrete measures that will lead to
solutions.
We sincerely hope that we, too, as innovators and through the synergetic effects of research,
education, and the implementation of projects, can work together with students, so that SFC can
make the difference in getting the world back on a healthy path.

The Program directs the creative energy of students in solving social/
individual issues and helps them to develop skills to operate new resources
such as IT systems, and also promotes human resources who begin venture
entrepreneurship. The employment opportunities for graduates are diverse
ranging from international organizations, developmental consulting firms,
national civil services, regional governments, and private think tanks, to
venture capitals, investment advisory groups, banking facilities, journalisms,
educational circles, human resource development businesses, career support
businesses, and entrepreneurs.

本プログラムでは、認知的・意味的な諸モデルと
身体スキルモデルの構築、身体スキルやコミュニ
ケーションの学び場の構成、集団や社会における
意味 編成メカニズムの解 析を取り上げ、それらの
研究開発を行うと同時に人材の育成を目的としま
す。具体的には、スポーツなどにおけるスキルの解
明、その学習方法論の構築、言語獲得過程の認知
科学的アプローチ、自然言語や音声・画像イメー
ジなどのマルチメディア情報の意味モデル、意味
編成における記憶メカニズムやコミュニケーショ
ン、ネットワークを介したデータ収集・解析技法、
人間とコンピュータの自然なインタラクション、人
間の精神発達に関する研究、そして、空間の知覚
および空間の認知の研究、などを行います。
This Program focuses on the construction of cognitive /
semantic and biophysical skill models and mechanistic
analyses of sense-making processes in groups and
societies. The Program conducts research in the
aforementioned areas and simultaneously helps to develop
human resources in these fields. The Program will allow
students to conduct research in areas related to:
• Elucidation of skills in playing music instrumentals
• Elucidation of skills in sports
• Cognitive science approach during language
acquisition process
• Sense-making models in multi-media information
such as natural languages, sound and visual images

ひとは自分の身体と社会の言葉をメディアとして、自分
と外界との間に多様なインタラクションを創造・展開し
ています。明確な意図をもって社会にコミットする場合
も、なんら意識することなく身体が無意識に軽やかに
動作する場合も、自分と世界にインタラクションが存在
するかぎり、CB プログラムの研究対象になります。も
ちろん、
「身体の社会性」も、
「言葉の自分性」も、自
分と世界のインタラクションにおいて重要です。どのよ
うにスキルを学び、そして使い、どのように知覚し、どのように意味を解釈したり、
創造したりすれば、自分も社会も共に進化するためのインタラクションが形成できる
かを研究することが、CB の個性といってよいでしょう。
たとえばバスケットのフリースローでも、野球の投球動作でも、うまくなるためには腕を
どのように使えばいいのかという問いを立てたなら、身体スキルのメカニズムを解明し、
実践的に学習する方法論を構築することが必要です。
乳幼児が母親とのコミュニケーションから言葉を発するときの不思議さに知的好奇心
がゆさぶられたり、あるいはブログや SNS の無数のコミュニケーションから意味世界
の多様性に興味がわいたりしたら、自然言語の認知や社会的な文脈における意味創
成のメカニズムを研究することが必要でしょう。
サイバースペースと現実世界のインタラクションや異文化間のインタラクション、意識
と非意識のインタラクションに興味を持ったら、それらをよく観察して、新しいデザイ
ンの創成につなげる研究が必要です。
またその基礎となるこころの発達研究などの研究も必要です。CB プログラムは、身
体と言語から、こうした世界の基本構成を解読し、人と環境とのインタラクションを
中心に、インターネット、スポーツ、言語、認知、メンタルヘルスなど、知のつなが
りを創造して社会貢献するテーマに挑戦しています。
Studying the Body & Language to Decode

People develop various interactions with their surroundings through the media of their own bodies
and the language in society, regardless of whether people are committed to society through their
own wills, or whether they casually move through life without any consciousness at all. As long
as we do studies on interactions between people and the surroundings, both cases are valued as
research topics of the CB Program. In the CB program, both social and objective views of one’s body
and verbalization of thoughts from the first person’s view are important, and it is through these
that the world around each person is created anew. The unique thing about this Program is that we
study how people should learn and use skills, perceive from the surrounding world and semantically
interpret the world in order to interact with the society so that the self and the society co-evolve.
For example, when we are interested in how best to use the arms when shooting free throws in
basketball or when throwing a ball in baseball, we need to first clarify the mechanisms of the
physical skill, and then construct a methodology for practical learning. If your intellectual curiosity
is stimulated by how infants mysteriously begin to emit words in order to communicate with
their mothers, or if you are interested in how the innumerable communications through blogs
and social networks generate diverse worlds of meanings, research is also needed into cognition
of natural language and the mechanisms of meaning creation through social context. Or if you
are interested in the interaction between cyberspace and the real world, the interaction between
foreign cultures, or the interaction between the conscious and unconscious minds, there is a need
for research to observe those interactions and re-design them. There is also a need for research
into the psychological dimensions, such as the study of mental development, which underlie all of
this research. The CB Program decodes these kinds of basic and global world structures from the
viewpoints of body and language, and contributes to creating new webs of knowledge, focusing on
interactions between people and their environment in various domains such as the Internet, sports,
language, cognition and mental health.

材、および文章、画像、音楽などのマルチメディアに対して意味を
付与して、コンピュータによって自由に操作できるような人材、ウェ
ブや IT 技術を駆使して人々の意味世界に踏み込んだ社会調査・分
析ができる人材の輩出を狙います。本プログラムの修了者は、企
業マーケティング 部門・企画部門・システム開発部門、政 策シン
クタンク、スポーツコーディネーター、外国語教育部門、起業家、
インタフェースデザイナー、福祉支援などの仕事で活躍することが
期待されます。また、第一線の研究者、教員への道も開かれてい
ます。
This Program aims to train people who can:

Students who have completed this Program are expected to participate in

本プログラムは、日常の生活空間から地 球 規模
のシステムまでを含めた環境の様々な社会問題の
解決を目的にした、計画とデザイン、マネジメン
トとビジネス、政策と制度を総合的に探求するプ
ロフェッショナルな人材の育成を目指しています。
ここでは地 球規模の環 境的な視点を理 解しつつ
地域の歴史・文化や生態系・コミュニティの固有
性を尊重し、持続可能な地域構造と国際的な協
調連携との関係を重視した問題解決の方策を研究
します。環境のセンシング技術、表現、統計的分
析技術などを使って、環境の問題や人間の活動の
分析を行う一方で、モデリングによる予測シミュ
レーションや影響評価から、システムの最適な配
置や配分を計算するプログラミング技法、さらに
現実的な環境として実現するためのスマートな制
御技術や生産技術などまで、先端的な情報技術
を駆使した革新的アプローチがその協力な武器だ
と考えます。そして実際の社会の具体的問題を対
象にし、合意形成や政策決定のプロセスに有効に
働く計画技法や実 施活動を探求するため公共団
体や地 域社会、企業あるいは国際 機関などに積
極的にかかわります。そのために既成の分野にと
らわれず、環境を創造するための政策的、経済学
的、社会科学的分析手法と、理工学的技術開発、

「環境」とは様々な領域の境界を越えて問題を捉えようと
する意識ということもできると思います。小さな住居であっ
ても、それは地域の街並に影響し、実はずっと離れた所
からエネルギーの供給を受け、いずれ地球全体の気候変
動にまで境界を越えて連 続する関係を持っています。私
たち人類の幸福は地球全体の資源の共有、都市と自然の
バランス、社会の成熟化と地域の経済の活性化の関係な
どさまざまな構造的社会問題と深く関わっています。これらの問題の解決は工業革命
以来、国際的な貿易を前提にした大量生産とエネルギー消費を元に豊かな生活を求
め続けてきた人間社会にとって、かつてなかった挑戦です。EG プログラムは 20 世
紀の生活と社会のモデルを見直し、地球全体の自然環境システムと調和できる持続
可能な未来を創造する高い志を持つ学生を求めます。

This Program explores the issues on environmental
governance and space design, both on individual and
global levels, in order to realize a sustainable society.
Students in this program will be able to study themes
related to environmental policy, public participation,
cultural heritage conservation and landscape design. The
program uses innovative tools derived from Information
and Communication Technologies to monitor environment,
identify problems, promote public-involved design and
planning.

The environment can be understood as a problem that crosses borders in various areas. Even a
small residence, for example, has connections that constantly go beyond its borders: it affects the
local cityscape, receives its supply of energy from areas far away, and eventually even influences
climate change for the entire earth.
Our happiness as human beings is deeply connected to a variety of structural social problems,
including the joint ownership of the earth’s resources, the balance between cities and nature,
and the connection between social maturation and the revitalization of local economies. Finding
solutions to these problems is an unprecedented challenge for human society, which ever since
the Industrial Revolution has pursued an affluent lifestyle requiring international trade based on
mass production and energy consumption.
The EG Program desires highly motivated students who will reexamine the lifestyles and social
models of the 20th century to create a sustainable future in harmony with the earth’s entire
natural environment system.
The EG Program values reflection on the connection between global environmental awareness
and specific ideas for manufacturing and design in local spaces. Our major goal is that through
the innovation of information technology we will gain a comprehensive understanding of these
problems, which in the traditional academic system were usually researched independently
through separate specialties.
The EG Program develops the individual talents of students who will not be limited by the
restrictions of conventional specialized fields, fosters rich and creative ideas, and produces the
skills and spirit that will engender new spatial designs and environmental businesses.
「社会イノベータコース」設置
2009 年春、修士課程に社会イノベータコースを設置。社会起業の
発想、炭素排出権取引のメカニズム、情報時代における地域社会
再生の手段などについて、理論学習と現場における実践経験を重
ねることで、行政でも、ビジネスでも非営利組織でも必要とされる、
事業センスと公益センスを兼ね備えた人材の輩出を目指しています。
「環境イノベータコース」設置
2011 年 春、環 境イノベータコースを設置しました。アジア・アフ
リカ諸国における気候 変 動への緩和・適 応策を実 践的に研究し、
事業センスと公益センスを兼ね備えた環境リーダーを育成します。
＊「低炭素社会デザインコース」は 2011 年度より、本コースへ統合されました

動産、運輸、流 通分野におけるプランナーや研究者としての活躍
が期待されます。建築・環境デザイン分野の所定の単位を取得す
ることにより、一級建築士の国家試験の受験資格が得られます。
Those graduating in this Program are expected to work as specialists in
landscape design, architecture and urban planning. They may also find
work as planners, researchers and / or coordinators in the field of politics,
environment, urban development, real estate, transportation and financial
sectors. Furthermore, students will be able to qualify for the national test for
First-class Architects and Building Engineers (Ikkyu Kenchikushi) by earning
prescribed credits.

21世紀に入り、科学技術の高度化と文化的基盤の
成熟 化がめまぐるしい速 度で進んでいます。また
社会全体に広くコンピュータが普及したことで、も
のづくりやシステム開発の進め方だけでなく、人々
の思考や価値観、知覚や認識の方法も大きく変容
し、20世紀型の古い尺度や方法論が通用しなくな
るような場面が急速に増えつつあります。こうした
疾走する時代感覚と多様化する生活環境・社会状
況において、未来への想いを具体化/具現化するこ
とのできる「デザイン」の素養を持った人材が広く
求められています。XDプログラムは、
「クリエイテ
ィヴマインド」を研究の基本的な推進力・原動力と
して持続しながら、産業と文化、企画と設計、開発
力と表現力、分析力と創造力、技法と技術、科学
的理性と芸術的感性、論理と倫理、作り手と使い
手、伝統技術と先端技術、のように従来は分断さ
れていた要素や矛盾・対立を再び包摂・統合し、プ
ロトタイプから具体的な社会実装までを担う新た
な領域のデザインのエキスパートを育成します。
Science technology and cultural infrastructure has
made tremendous progress in the twenty-first century.
Computers have become ubiquitous in modern society,
and people have acquired a new concept of value
and have altered their ways of thinking, perception
and acknowledgment. They have adjusted to the
stupendous social changes and evolved new procedures
to manufacture and develop systems. In brief, the
twentieth century habits of mind and evaluation have
become obsolete. In a rapidly advancing society where
life environment and social circumstances have reached
their limits, people who design and embody future
aims and goals have become invaluable. This program
emphasizes “creative mind” in research and endeavors
to train people who can combine hitherto separated

SFC は設立当初から問題発見と問題解決の力を重視し
てきました。問題発見はアートが担う領域であり、問題
解決はデザインの目的そのものです。これらは独立して
扱うべき対象ではなく、両輪として機能すべきものであ
ることは言うまでもありません。XD はアートとデザイン
に関わる多様な領域を研究対象として扱う大学院プロ
グラムです。工学系、人文系、社会系、美術系といった
区別はここには存在しません。多様なバックグラウンド
を有する表現者、研究者、実践者が集合し、共に創造し、議論し合う実験的な場です。
XD では多様性を最も重視しています。音楽、映像、グラフィクス、ロボティクス、メディ
アアート、ファッション、プロダクト、批評、コミュニケーション、デジタルファブリケー
ション、等々、扱うフィールドは多岐に渡ります。学生は教員が主催するそれぞれのス
タジオに所属しながらも、プロジェクトに応じて離合集散し、XD の全教員と全学生
が参加するレビューで発表とディスカッションを繰り返し、創る喜び、方法論、ビジョ
ンといった思考のエッセンスを共有するオープン・クリエイションを通して自身の研究
を作り上げて行きます。多様性に満ちた「創造の生態系」に身を置くことが XD で学
ぶ醍醐味です。
XD ではオルタナティブかつインディペンデントな精神を大切にしています。それは、
権威化したデザインやアートに迎合することなく、真に新しいものを創造・追求する
精神と言っても良いでしょう。先端技術への貪欲さ、フィールドワーク主義、プロトタ
イピングを通した思考の重視といった XD の特徴は、真に新しいもの創造しようとす
る心から生まれたものです。これらは福澤諭吉が大切にした独立自尊、自我作古の精
神に他なりません。私は慶應義塾大学の XD プログラムこそがこれからのデザインと
アートを学ぶ上で最も刺激的な場所であると信じています。

Since its founding, SFC has emphasized the power of problem-finding and problem-solving. The
former is handled in the field of art, while the latter is the very purpose of design. It goes without
saying that these fields should not deal with their respective subjects separately, but that they
should function in harmony. The XD Program is a graduate school program that conducts research
in diverse fields related to art and design. We do not separate engineering, the humanities, the
social sciences, and the arts. This is an experimental place for artists, researchers and practitioners
from various backgrounds to discuss, create and come together.
The XD Program emphasizes diversity above all else. We cover a wide range of fields, including
music, movie, graphics, robotics, media art, fashion, product design, criticism, communication,
digital fabrication and many more. Students belong to a supervising faculty member’s studio, work
together and separately on projects, and repeatedly present and discuss their projects in design
reviews in which all faculty members and students in the Program participate. In this way, they
produce their own research through open creation, sharing the joy of production, methodology
and vision, which are the essence of thinking. The real thrill of learning in the XD Program is that
you are immersed in a sort of ‘ecosystem of creation’, rich in diversity.
The XD Program values the spirit of alternative thinking and independence. This is a spirit that
strives for and aims to create what is truly original—without ingratiating itself to design and
art that are seen as authorities. The zealous pursuit of advanced technology, the emphasis on
fieldwork and the stress on reflection through prototyping that are the hallmarks of the XD
Program arise from our deep and passionate desire to create things that are truly new. This is no
other than the spirit expressed in the principles of ‘independence and self-respect’ and ‘do what
others have never done before’, which were valued by Keio University founder, the venerable
educator Yukichi Fukuzawa. I strongly believe that Keio University’s XD Program is the most
stimulating place to learn about the future of art and design.
XDのデザインマインドは5つのXから構成されています。
XDプログラムでは、以下のような具体的な研究領域を想定しています。
1. 伝統的な「◯◯デザイン」ではなく、まだ確固たる名
称のない、未知なるデザイン領域（＝X）の「開拓」に
積極的にチャレンジすること。
2. 極端な（eXtreme）状況における人工物のデザイン
やデザインの方法論を対象とすること。
3. 技 術シーズに 基づく実 験 的な（e X p e r i m e n t a l）
プ ロ ト タ イ プ を 奨 励 し 、具 体 的 な 社 会 実 験
（eXperiment）から評価やフィードバックを得て、常
に時代に先駆けた活動を行うこと。
4. 単に分野融合的（Crossing）に終わるだけでなく、
分野どうしの価値や思想の相乗効果＝掛け算（X）を
狙うこと。
5. システム開発やモノづくりの修練を通じて、真の自己
実現や自己表現（eXpression）の喜びを経験・共有
すること。

3. 小型センサやハイパフォーマンスコンピューティングを活用したグラフィックス、イン
タラクティブシステム、コンピューテーショナルデザイン
4. 微生物や虫などのミクロなスケールから、地球や宇宙等などのマクロなスケールまで
を横断するデザイン・エンジニアリングと情報デザイン
5. 未来社会への提案としてのシナリオメイキングとスペキュラティブデザイン、ひいては確固たる方
法がない未知の分野における新たなデザインの思想・理論・方法・プロセスの提案とその実践
普遍的なデザインプロセスに XD の 5 つのマインドを織り交ぜたプロトタイピングを通
して、これら領域における制作と研究を進め、新たなディシプリンを紡ぎ上げていくこ
とが期待されます。外部とのコラボレーションや企業との共同研究も多数行われており、
リアリティを獲得しながら実践的なスキルを獲得することができます。他方、アカデミッ
クな実験作品や個人による自由な研究も奨励しており、全く新しい萌芽が SFC から生
まれることも望まれます。

本プログラムでは、先端技術を基盤としながら自らの五感と手を使っ
て新しい価値を創造する人材を育成する。たとえば、クリエイター、
デザイナー、アーティスト、エンジニア、さらには、デザインリサー
チャー、デザインエンジニア、デザインディレクター、アートディレク
ター、メディアアーティスト、メディアアーキテクト等と呼ばれうる職
能ですが、究極に目指しているのは「まだ名称のない新たな職能」
を自ら構築する人材です。これまでの修了生の進路は、国内外の通
信キャリア、電気機器メーカー、通信機器メーカー、ゲーム、CG、
放送、映画、広告、WEB、携帯コンテンツ、出版、商社、コンサルティ
ングなど多岐にわたっています。それぞれの業種の中で自分の仕事
や未来の仕事をつくることを強く推奨しており、ベンチャー企業を起
業する例や海外へ留学する例も少なくありません。
The program aims to develop creators who design innovative value with
integrating their own five senses, skills and advanced technology. Some
graduates of this program join domestic and international industries such
as telecommunication, business consulting, electronic appliance, game, CG
design, broadcasting, movie, advertising, WEB, cellular phone contents and
publishing. Yet some graduates of this program have become artists, Ph.D.
students or faculties in universities, and founders of venture companies. They
would be called designer, artist, engineer, design researcher, design engineer,
design director, art director, media artist or media architect. Furthermore, we
hope they could develop new types of work beyond established category.

本プログラムでは、来るべきユビキタスネットワー
ク社会をデザインし、その基盤を与えるプラットフ
ォームを構築できる人材、すなわち「ITの新たな
潮流を創り出す人材」を育成します。技術プロフェ
ッショナル（即戦力・実務型）、技術イノベータ（
研究 者 型 ）、ベンチャーアントレプレナー（ 起 業
家型）、サービスデザイナ（CIO型、デザイナ型）と
いった、ITスペシャリストの育成です。従来のコン
ピュータサイエンスの範囲にとどまらない「Novel

20 世紀に発展したコンピュータやインターネットなどの
デジタルテクノロジは、21 世紀には人と社会を支える社
会基盤としての役割を担っています。CI プログラムでは、
知識や情報を数字で表現したり、蓄えたり、伝えたり、
隠したり、復元したりするなどのデジタル情報操作やネッ
トワーク構築に必要な技術や方法の研究、ユビキタス
と呼ばれる情報のテクノロジを背景に空間全体を新しく
創造する研究、人とテクノロジを結びつけるアプリケー
ションやインターフェイスの研究、そして、それらが結びつくときに考えなければなら
ない新しい社会デザインに関する研究など、幅広い視点で豊かで、安全で、楽しい
未来の社会を創造する活動に取り組みます。

The computer, the Internet, and other digital technology developed in the 20th century now
provide the social infrastructure that supports people and society in the 21st century. The CI
Program conducts a broad range of research activities aimed at creating a future society that is
affluent, safe and fun: research into the technology and methods required for network construction
and the digital processing of information, including numerical expression, storage, transmission,
concealment, and restoration; research into the new creation of the whole of space based on the
information technology which is called ‘ubiquitous computing’; research into applications and
interfaces that connect people to technology; and research into the design of a new society, which
we will have to consider after everything has been linked together.
Two Professional Courses are related to the CI Program: the Advanced IT Specialist Course
and the ICT Advanced Collaboration Course. We encourage our students to also acquire the
certificates for these courses.

This Program is focused on training IT specialists who can design/assemble

本プログラムでは、実験生命科学とインフォマティ
クスの最先端の成果を融合して、生命システムの
解明に挑戦します。
本プログラムは、2001 年度にバイオインフォマティ
クスプログラムとして発足し、2007 年度より、先
端生命科学プログラムと名称を改めました。湘南
藤沢キャンパス（バイオインフォマティクス）と鶴岡
タウンキャンパス・先端生命科学研究所（システム
生物学）双方の豊富な研究資源を利用して単位を
取得することができる世界でも希少な大学院プロ

This Program is one of the most unique graduate
programs in the world for giving students access to the
wealth of research opportunities and resources of two
locations: the Computer / Bioinformatics Laboratories at
Keio University SFC, and the Biological / Systems Biology
Laboratories at the Institute for Advanced Biosciences
located at Tsuruoka Town Campus of Keio (TTCK). The
following are examples of some of the practical computer
courses using the advanced computer network systems
offered at Keio University SFC:

The curriculum of the Systems Biology program is
project-oriented. The Program offers many advanced
research projects, for instance, metabolomics,
proteomics, genome engineering, metabolic engineering,
genome informatics, biological simulation, and cellular
metabolism simulation. Projects encourage students
to develop individual initiatives, and place importance
to the “co-education / co-learning” policy of Keio
University. Students, together with faculty members,
pursue their research interests in a free atmosphere.

ヒトは 60 兆の細胞、約 4 万種のタンパク質、約 3 万の
遺伝子、約 1 万種の代謝物からなるとても複雑なシス
テムです。今まではひとつひとつの「部品」の働きを解
明することに重点が置かれていましたが、これからはど
のように全体が「システム」として振る舞うかを解明す
る新しい生命科学が主流となります。
2001 年に鶴岡タウンキャンパスに設立された先端生命
科 学研究 所では、生体内の代謝物質全 体を、一斉に
かつ短時間で測定する “メタボローム解析” という究極の成分分析技術を開発しまし
た。2002 年に特許を取得したこの技術は国内外から注目を集め、様々な賞を受賞し
ています。この技術を用いて、がん細胞の振る舞いを解析したり、がんや精神疾患、
肝炎などの病気を血液分析で早期診断したり、農作物の健康機能性成分を網羅的に
分析したり、極限環境に生息する微生物を網羅的に分析したり、大気中の二酸化炭
素から軽油を生産してくれる藻の代謝を分析するなど、様々な分野に応用しています。
またＩＴを駆使して様々な生物のゲノム配列を比較したり、細胞の代謝をシミュレー
ションしたりする、バイオインフォマティクスの分野では世界的パイオニアです。詳し

The human body is an extremely complex system made up of approximately 60 trillion cells,
40,000 types of protein, 30,000 genes, and 10,000 types of metabolite. Until now, emphasis
was placed on understanding the workings of each of the body’s individual components, but
the current trend is a new kind of life science that tries to explain how the entire body acts as a
system.
In 2001, the Institute for Advanced Biosciences located at Tsuruoka Town Campus of Keio
developed a ‘metabolomic analysis’ technology, a cutting-edge componential analysis technology
that can simultaneously and quickly measure all of the metabolites inside a living body. Patented
in 2002, this technology has attracted national and international recognition and has received
numerous awards. The technology has been applied in various fields: to analyze the behavior of
cancer cells; to make an early diagnosis of cancer, mental disorders, hepatitis and other diseases
through blood analysis; to provide an exhaustive analysis of the health-functional ingredients
of agricultural products; to provide an exhaustive analysis of microbes living in extreme
environments; to analyze the metabolism of algae that can be used to produce oil from the carbon
dioxide in the atmosphere; and in many other ways. The Institute has also been a world-famous
pioneer in the field of bioinformatics where advanced information technology is used to compare
the genomic sequencing of various living things and to simulate cellular metabolism. Refer to the

本プログラムを修了した学生は、製 薬、食品会社やコンピュータ
会社の研究開発部門、コンサルティング会社などに就 職し、リー
ダーシップを発揮している。また、バイオサイエンスをさらに究め
ることに興味のある学生は後期博士課程に進学し、博士号取得後
は国内外の大学や研究所で第一線の研究者として活躍している。
Graduates of this Program are playing leading roles in the pharmaceutical,
food, and computer/technology industry (research and development section)
and consulting firms. Students who aspire to pursue advanced scientific
careers have opportunities to proceed to the Doctoral program. Many of
its Ph.D. graduates have become exceptional researchers in universities or
research institutes in Japan and overseas.

The Young Leaders Scholarship (Sylff Program)
The Young Leaders Scholarship, a part of the Ryoichi Sasakawa Young
Leaders Fellowship Fund (Sylff) program, is given to selected new students
for their first year in the master’s program or/and the doctoral program at the
Graduate School of Media and Governance. It will cover one million yen of
initial academic fees. Selected from among entrance examination applicants,
recipients will be decided after the announcement of successful applicants
to the Graduate School of Media and Governance. The Sylff program “aims
to identify and nurture leaders who will overcome differences such as
nationality, language, ethnicity, religion, and political systems to tackle global
issues” for the benefit of all people. The Young Leaders scholarship will be
awarded to students who have shown not only academic excellence, but
also have potential to become leaders who will carry the future. Recipients of
the scholarship will be invited to use the Sylff dedicated SNS, participate in
a wide variety of programs, and receive support from the Tokyo Foundation,
an independent think tank for policy research and the administrating body of
the Sylff program.
GAO Scholarship
The GAO Scholarship is awarded by the Graduate School of Media and
Governance to exceptionally meritorious students who are admitted to the
master’s program. The scholarship gives a waiver to selected students for
their first year tuition and registration fees (1.04 million yen for AY2015).
The GAO Scholarship may continue to be offered for up to two years until
the completion of the coursework if the scholarship recipient maintains an
excellent academic record and fulfill the requirements for the following year.
Scholarship recipients will be selected from all applicants and decided after
the admission examination result announcement.
Keio Research Encouragement Scholarship
The Keio Research Encouragement Scholarship is awarded to the students
who have high research motivation and expected to achieve outstanding
research in the future. Amount of this scholarship is 300,000 yen/year.
Selected from among entrance examination applicants, recipients will be
decided after the announcement of successful applicants to the Graduate
School of Media and Governance.
