線新橋•虎ノ門地区第二種市街地再開発事業」によって、60
年以上の時を経て生まれる東京の新しい幹線道路です。この
環状第2号線の地上部には、緑あふれる広々とした道「新虎通
そして虎ノ門には、地上52階、地下５階の超高層複合施設「虎
ノ門ヒルズ」が完成します。オフィス、住宅、ホテル、店舗、カン

A new neighborhood set between tradition and innovation will come
to life in 2014. Located in the area that connects Shimbashi and
Toranomon, it epitomizes ToMoTo, Tomorrow’s Tokyo.
A key part of this major revitalization for the future of ToMoTo
will be Loop Road No. 2, a new transport artery running through
the center of town. Opening in 2014, this road will undoubtedly
become an icon of the Tokyo cityscape. On ground level above
Loop Road No. 2, the leafy Shintora Dori boulevard will invite
residents and visitors to enjoy a respite from busy city life. At the
same time, a 52-story multipurpose skyscraper, Toranomon Hills,
will be completed, rising to 247 meters (810 feet) in height. With its
premium offices, residential spaces, hotels, shops and a conference
center, the building is expected to become a global hub for business
to and from Japan.
This new neighborhood will be a landmark for Tokyo, largely
because the latest technologies have been incorporated. It has rarely
been attempted in Japan to tunnel through the underground part of
a skyscraper, and vast energy has been spent in securing high levels
of safety not only for Toranomon Hills but also for the roads and
tunnels. Environmental considerations were kept in mind, too, so
ToMoTo is packed with the most sophisticated environmentally
friendly technologies available in Japan.
“I’d like the area to regain the liveliness of the past,” one of the
area’s residents said, while a construction worker declared his pride
in being “involved in a major project that will leave its legacy in the
future.” The area will bring together an exciting array of businesses
and people, all united by their vision of being a catalyst for the
transformation of Toranomon.
This newspaper aims to reveal that a district is not built of
concrete alone. A district worth living, shopping and working in
rises from the varied backgrounds and ideas of the many people who
call it their home. Such a district is ToMoTo, and it has the power to
carry the torch that will continue to shine into a distant future.

昔は、三味線の音が聞こえてくるような粋な町だったんです。
がかかっています。都市計画が決定されたの
は、終戦直後の1946(昭和21)年のことです。当
初の計画では、幅100ｍの道路が新橋から赤
坂・四谷を経て、神田佐久間町までの約9.2km
を結ぶ予定でしたが、財政等の問題もあり幅員
は40mに変更。その後も、なかなか実現には至
りませんでした。
ちなみに、この道路計画が「マッカー
サー道路」と呼ばれていたのは、GHQが虎ノ門
のアメリカ大使館から東京湾までの軍用道路
の整備を求めたという俗説から。実際には、そ
ういった話はなかったそうです。
実現に長い時間を要した環状第2号線計画
が大きく前進したのは、計画決定から40年以上
を経た1989年。この年、道路の上下空間に建物
を造ることができる立体道路制度が創設された
ことで、敷地を有効利用し、地元に残りたい地権
者の方々の要望に応えつつ、道路を開通させる
ことが可能となりました。また地元の要望で、幅
の広い道路が地域を分断してしまうことを避けて
地上と地下の二層式の道路を採用。昔ながらの
地域社会を維持しながら、都市としての機能性

Conceived in 1946, right after World War II, it
took more than 60 years to open Loop Road No. 2.
Initially, it was planned to be 100 meters (328 feet)
wide and 9.2 kilometers (5.7 miles) long, leading
from Shimbashi to Kandasakuma-cho through
Akasaka and Yotsuya. Because of fi nancial reason,
a mong ot hers, t he pl a n wa s never rea l i zed.
Incidentally, the planned road was nicknamed
MacArthur’s Road. It was rumored that the GHQ
had demanded a special road for the military,
leading from the US Embassy in Toranomon to
Tokyo Bay. This is, however, an urban myth, as
such a plan did not exist. In 1989, 40 years after
the initial planning, the project took a significant
step toward realization. The three-dimensional
road system, with roads constructed underneath
buildings, was launched. This system allowed for
an efficient use of the space while minimizing the
number of property owners who would be forced
to relocate.
The two-layer road system, which circulates
both above and below street level, was initiated at
the request of local communities to avoid dividing
the town. When reaching its completion, Loop
Road No. 2 will not only improve the city’s overall
transport infrastructure but also keep the area’s
tightly knit community together.

新虎通り界隈は、東京都が推進するアジ
アヘッドクォーター特区の中でも核となり得る
エリアです。これまで以上に、世界をリード
する企業が集まり、たくさんの外国人ビジネス
マンが活き活きと働き、生活する国際ビジネ
スエリアへと変わっていくことが期待されて
います。

では、晴海に建設予定の選手村と都心部をダ
イレクトに繋ぐ道路となります。
トップアスリートからビジネスマンまで、世界
中の人が出会い、交わる街へ。虎ノ門が大きく
生まれ変わりそうです。　“You can walk to both Hamarikyu Gardens and
Atago Shrine, which keep flavors of the Edo era
in this part of Tokyo. It’s well recommended
for foreign visitors to savor Japanese culture,”
says Ryoichi Yokomizo, director at the Bureau of
Construction of Tokyo Metropolitan Government.

Headquarters Special District. It is expected that
even more foreign businesses will be attracted to
this vibrant area, and that their employees will be
drawn to work and live here, transforming it into
an international business location.
T he construction of a bridge extension is
planned for Loop Road No. 2 to connect with the
bay area of the Harumi/Toyosu district. This
will ease access to the international airport from
the center of Tokyo, a nd it w i l l complement
t h e i nte g ra te d ro a d , s e a a n d a i r t ra n s p or t
infrastructure .

そこが町の社交場みたい
なものでした」
The Shimbashi district was bustling
in 1872 when the first-ever railway
station in Japan was built. Aoki
Masafumi, chairman of the Loop Road
No. 2 Redevelopment Council, has
lived in the area since the 1930s.
What was it like to live in the area at that time?
Originally, many lords who served
under the shogun lived in this
part. Before the war, the streets
were lined with wooden terraced
houses in which townspeople lived.
It had a very cool vibe to it: the
streets were lined with restaurants
and theaters where geisha played
on traditional samisen instruments
and sang for their clients. But
the area was flattened in an air
raid during World War II. There was
nothing left, and one could see
all the way to Mount Atago. Food
became scarce, so some people were
planting pumpkins, using the land
cleared by bombings.
How do you think the area has changed?
For some time after the war, a lot
of artisan carpenters moved here.
I worked as a craftsman producing
luxurious Shiba furniture. There
were seven or eight public baths,
which were important meeting points
where locals could socialize.
Unfortunately, none of them exist
today, and most craftsmen have
left. It feels a bit empty now.
Still, I feel at home here. I
couldn’t imagine living anywhere
else.
What is the history behind the loop road?
The district of Shimbashi developed
to a booming business district
after the end of the second World
War. It was rumored then that a
road connecting the US Embassy
to Tokyo Bay in a straight line
would be built in the area. It was
nicknamed MacArthur Road (after
General Douglas MacArthur of
the Allied forces). The locals,
however, feared that the road would
divide the town in half. Their wish
to maintain the community brought
about the construction of a layered
road system. This became the Loop
Road No. 2 project many years
later.
How do you want the neighborhood to change
after the completion of the road?
I hope that the project will
revitalize the area by attracting
many different people. I would like
to see a modern Shimbashi, where
cafés and outdoor terraces line the
streets, like along the ChampsÉlysées.

the road. While overseeing the area’s
regeneration, he visited 90 European
cities on fact-finding trips.

completion influence the rest of the city?
The bypass function for traffic is
significant, in my opinion. The road
will improve the general movement
of vehicles, people and goods, and
reduce traffic jams. Transport in
times of natural disasters will
also remain possible; consequently
the overall emergency management
in the city will be enhanced. Most
importantly, however, I hope for
Loop Road No. 2 not only to impress
with its functionality but to be the
vortex for a better Tokyo. I hope
that the road can shape the new face
of the city.
What do you expect the new town to become?
Presently, Shimbashi and Toranomon
are typical business areas: during
the week, they are filled with people
who work here, but on weekends or
public holidays, they seem quiet
and empty. In reality, these areas
are great for leisure, too, as they
are full of greenery, such as the
historical Atago Shrine. We plan
to enhance this by planting trees
along the road, creating a leafy
oasis in which seasons can be felt.
Hopefully, cafés will take advantage
of the wide, leafy sidewalks. I
personally wish it to become an
iconic street for Tokyo, which
will see many people gather around
it and yet maintain a sense of
sophistication—just like the avenue
des Champs-Élysées in Paris.
What are the factors that allow a town to
develop and grow?
Regeneration cannot be achieved by
the incentives of the Metropolitan
Government alone. It requires the
involvement of local communities
and private businesses. I believe
that it is the locals who can
shape the future of this town
by sharing their opinions and
visions. We as a local government
are actively looking to coordinate
with relevant bureaus, to ease
the restriction on pedestrians,
for example. I am confident that
Toranomon has the potential
to become global: it will not
only reach out to residents and
Japanese people but also attract a
great number of foreign tourists
from around the globe.

超高層ビルの地下を道路が走る「環二 Ⅲ 街
区(虎ノ門ヒルズ)」は、建築と土木、２つの工事が融合した
プロジェクト。この難易度の高い工事に挑ん
だのは大林組で、ビル建築を担当する井上隆夫所長と、
環状２号線トンネルなど土木部門を担当する
出島廣和所長。2 人が「難工事だった」と口
を揃える巨大プロジェクトの裏側を聞いてみ
ました。
今回の「環二 Ⅲ 街区」では、それぞれどん
な苦労があったのでしょうか？
井上 : 都心の限られたスペースで道路とビル
を同時に、しかも短期間で作るというもので
す。ビルは地下と地上を同時に作りながら、
そこに片側 2 車線のトンネルも作る。重機や車
両の動線確保だけでも大変でした。
出島 : 一番大変だったのは、建築が先行して
地下部分を作ったところに長さ 1 5 0 m のトン
ネルを通す作業。しかも期間はわずか 3 ヶ月。
5 0 人の精鋭部隊の頑張りによって、なんとか
スケジュールに間に合わせることができまし
た。同じ大林組だからこそ理解、協力しあい
ながらできたんだと思います。
大林組ならではの技術力が発揮できた部
分はありますか？
井上 : 一番最初に 2 3 7 本の地下の柱と杭を一
緒に打ち込んだんですが、この作業はミリ単
位の精度を求められました。１本の柱は最大
で直径 1 . 6 m で長さが約 4 0 m 、重量は約 8 0トン
あります。見えない地中に向かって１本ずつ
正確に、しかも建物やトンネルの形状にあわ
せてカーブを描きながら立てなければならな
い。東京スカイツリーの建設でも使用した最
新の測量器を導入し、入念にチェックしなが
ら作業を進めました。
出島 : 地下のトンネルはカーブしながら、さ
らに坂になっているのでかなり大変でした。
簡単にやり直しができるわけではないので、
ひとつひとつの作業の精度にこだわりました。
完成に向け、それぞれどんな作業が残って
いるのでしょうか？
井上 : 内装や設備などが主な作業です。住宅、
ホテル、オフィスなどすべてが高いグレード
を感じさせる仕上がりを目指しています。
出島 : 土木部門では、環二 Ⅲ 街区の外周道路
の道幅を広げるとともに、電線を地下に埋め
込む作業などを行なっています。
このプロジェクトを担当した率直な感想を教えて下さい。
井上 : 立体道路制度は、限られた都心の土地
を最有効活用できる手法であり、また道路イ
ンフラの改修など、日本が抱えるいろいろな
問題を解決する可能性を持っています。そういう
意味でもこのプロジェクトに関わること
ができて、本当に良かったと思っています。
出島 : 2 0 年、3 0 年後も絶対に残っているであ
ろう大きなプロジェクトに参加できたことを
誇りに思います。

Obayashi’s construction and civil engineering divisions collaborated on the Loop Road
No. 2 Zone III project—the tunnel road running underneath the skyscraper. In charge
of this challenging construction were the
general managers for the two divisions,
Takao Inoue and Hirokazu Dejima.
What was the biggest challenge that you encountered?
Inoue: We had the difficult task to simultaneously construct the tower and the two
tunnel lanes within a short period of time
and in a very limited space in downtown
Tokyo. The construction took place on an
over- and underground level of the building
at the same time. It was a major effort to
simply ensure that construction vehicles
and heavy machinery could circulate safely
and freely on the site.
Dejima: The most complex of all procedures
was to build a 150-meter-long (492-foot)
tunnel tube underneath the building. We
were given only three months to finish, so
it was extremely challenging. An incredible
joint effort of 50 skilled men behind the
Obayashi Corporation made it possible.

Why did you decide to work on this project?
Inoue: I believe that three-dimensional road
systems like this one are a very effective
solution for limited land spaces. Underground traffic systems can potentially offer
solutions to many of the problems linked to
road infrastructure that we have here in
Japan. From this point of view, I’m glad to
be involved in the project.
Dejima: I am just so very proud to have been
involved in a major construction that will
still be there 20 or 30 years from now.

energy is actually used. A system was developed for
Toranomon Hills that not only monitors the use of
energy in real time but also records and analyzes the
data to avoid overconsumption.

が一体化するプロジェクトとなった虎ノ門ヒル
ズ。前例がない工事ということで、土木、建築両
方の調整はかなり綿密に行われました。特に焦
点となったのは、地震対策。環状第2号線は、緊
急輸送道路として巨大地震の際も通行できな
ければなりません。高い強度と管理のしやすさ
を両立させるためには、建物とトンネルを
「繋げ
ずに一体化」
する必要がありました。多くの協議
と試行錯誤の結果行き着いた答えは、建物とト
ンネルを摩擦で「密着させる」
こと。つまり建物
に開いた穴がトンネルになっているわけではな
く、
その穴の内側に密着するようにコンクリート
のチューブが通っている。
こうして、強くメンテナ
ンスしやすい立体道路を実現することができた
のです。

example of a three-dimensional road system
with the simultaneous construction of a tunnel
below g rou nd a nd a bu i ld i ng above g rou nd.
The preparations for construction demanded
meticulous planning, as there was no previous
model for reference. T he main focus was the
earthquake precaution: as a main thoroughfare,
Loop Road No. 2 must remain open for emergency
transportation in the aftermath of an earthquake.
In order to achieve the desired stability, it is
necessary to merge building and tunnel without
“connecting” the two. After many discussions,
a solution for how to accomplish this was found:
the tunnel’s tube runs through an underground
hole connected to the building, bringing both
elements into close contact.
Both the building’s large heat storage tanks and
its high-efficiency structure allow for an airconditioning system with low environmental
impact. Water used for airconditioning during
the day is stored in the heat storage tank until the
night, when electricity costs less. On top of that, the
exhaust heat emitted in the cooling process is reused
to produce heating water. The cooling/heating
levels of the water are kept lower than they were
previously, at 13°C/55 °F (previously 6°C/42°F) and
38°C/ 100°F (previously 45°C/113°F), to maintain a
high level of energy efficiency.

What were the technical capabilities that exemplified the
expertise of the team?
Inoue: The task of driving 237 piles and
pillars underground required the precision
of millimeters. The pillars are 40 meters
(131 feet) in length, 1.6 meters (5.2 feet)
in diameter and weigh 80 tons. So we had
to transport each of the 237 pillars one
by one and also raise pillars following
the contour of the shape of the tunnel and
the building. We used the latest precision
measuring tool, which was also used in the
construction of the Tokyo Sky Tree®, to
help us complete the complicated task.
Dejima: The tunnel curves, and there’s a
gradient slope, which made it even more
difficult. We couldn’t just revert the work
we had done, so accuracy was key to the
construction of the tunnel.
Now that you’re close to reaching completion, what work
is left to do?
Inoue: We’re now mainly putting the finishing touches to the interiors and facilities
inside the building. Everything should be
high quality upon completion.
Dejima: We still find ourselves in the middle
of embedding the electric wire underground.
On top of that, we are also still working
on widening the peripheral road of the
third area of Loop Road No. 2.

order to ensure that the rooms by the windows
don’t become too hot in the daytime, however,
the windows are made of Low-E pair glass that
screens out infrared light. The external walls
feature eaves and fins to control the heat radiation
near the windows. This maintains the efficiency
of the air-conditioning.

Toranomon Hills is equipped with two generators
using natural gas in case of a main electricity supply
cut. One is for safety, and the other for office use.
The two generators can sustain electricity supply for
up to 15 days. In the unlikely event of both gas and
electricity failure, electricity can be generated using
stored fuel oil for up to 100 hours continuously (63
hours for office use). There are also spaces secured
for emergency generators for office tenants. The
stable electricity supply will ensure that business
runs smoothly in any event. Additionally, there are
solar panels to take advantage of natural energy.

together. The facility will be open not just to
ward residents but to everyone visiting, working
or studying in the area. We hope that the center
will enrich the area and its people. I want this

With the recently completed Shintora Dori
area located next to Nagatanien’s headquarters,
the company will be strongly associated with the
new look of the area. “It is a shame that the back
of the building is facing Shintora Dori,” Nagatani
says. “We wou ld l i ke to tu rn it i nto the new
front face of the company. I am happy to see the
town regenerate. It would be fun to launch a new
product to celebrate the opening of the new road!”

What is the philosophy behind Andaz?
When launching Andaz Hotels in 2007, we wanted
to go beyond the way existing hotel brands were
operated. Andaz means “personal style” in Hindi,
and a personalized, tailored approach is at the
heart of our philosophy. Our aim is to remove
barriers between guests and employees by creating
a welcoming, carefully attuned environment
through authentic engagement and a strong sense
of immersion in the culture of the area.
Why did Andaz choose to open its first Japanese property in
Toranomon?
Toranomon has a fascinating past and a dynamic
future ahead. Dating back to the Edo period, it
is one of Tokyo’s oldest districts, with plenty
of historical elements, from ancient shrines
to traditional craftsmen’s workshops. Besides
this, it boasts a premium location between the
waterfront and the Imperial Palace. We chose
Toranomon because we truly believe that Toranomon
Hills is going to preserve and enhance the
richness of this age-old area by attracting an

それに先がけ、2013年9月には六本木ヒル
ズけやき坂通りに「アンダーズスタジオ」が
オープン。地域の個性を生かしたアンダーズ
スタイルのイベントが開催されるほか、婚礼予
約サロンとして専任のアンダーズウェディング
ホストが常駐し、アンダーズ東京が提案す
るパーソナルスタイルウエディングを発信して
いきます。アンダーズ東京の雰囲気がいち早
く体験できるこの空間。興味のある人は、ぜひ
立ち寄ってみては。

couples to seal their vows amid unprecedented
panoramic views. Also on the 52nd floor will
be the Andaz Studio event space, with an open
kitchen and outdoor seating. Prior to the summer
2014 opening, prospective brides and grooms
may review Andaz Tokyo’s unique facilities and
personalized celebration services at the satellite
Andaz Studio located on Keyakizaka Street in the
Roppongi Hills complex. A team of Andaz hosts
will be on hand there to assist with wedding plans.
Over the months leading to the hotel’s grand
opening, a variety of events showcasing local
artists, musicians and other leading lights and
emerging talents will be staged at the Roppongi
showroom, offering a taste of the communitydriven Andaz spirit.
“The logo came into my mind during the very fi rst
project meeting,” says Yasuyuki Ikeda, art director
at SUN-AD, who designed the logo. “I took my
design further from there, trying to develop it, but I
came back to my initial idea on every attempt. None
of my other designs were as good as this fi rst draft.”
At first glance, any Japanese person would
associate the logo’s four straight lines with the
Chinese character that represents “gate.” The
Toranomon Gate was an important hub during
the Edo period, linking the town of Edo with the
western part of the country.
“We didn’t, however, want the logo to simply
reflect the ‘gate’ character,” Ikeda says. “We also
wanted it to stand for our hope for this place to
generate new encounters, new values and stories
between people.”
When one gazes at the logo for a while, the four
straight lines may look like the pillars of a building
or like a straight road. The simplicity of this logo
allows for various interpretations visually.
Kaoru Kasai, who supervised the design, adds:
“The logo is going to be used for a long time, so
it was important to us that the root, the bone, of
the project shine through it. We didn’t want the
design to be too convoluted or pedantic. It would be
amazing if people associated different values with
the logo as Toranomon Hills evolves and grows.”
