He worked on projects in Romania, Austria, France, Great Britain, Italy, Philippines, South Africa, Kenya, Benin, Armenia, Russia, Serbia, Macedonia, Albania, Tajikistan, Nicaragua, Guatemala, Brazil, Chile, West Bank, Jordan, Yemen, Kosovo and USA. In the early nineties, Dr. Enache designed and developed a proprietary decision support software (MapDecision) and applied it in World Bank, USAID, DFID and JICA projects in local government and planning, education, poverty mapping and poverty reduction strategy, social investment funds, and environmental planning. MapDecision is currently available in eight languages. In addition to EMI Systems, Dr. Enache founded and owns a commercial company in Brasov, Romania (EMI Invest, s.r.l., 1999) and an NGO in Bucharest, Romania (URBAN 2020, 2011). In 2012 he established a Center of Excellence in Planning (CEP) in association with the University of Architecture and Planning in Bucharest, and a 2-year international postgraduate program in Advanced Studies in Urbanism and Real Estate Development (ASURED), which started in October 2013. Dr. Enache has been a member of the Commission of Cybernetics of the Romanian Academy since 1977 and in the seventies he participated in the Learning Project of the Club of Rome. He is currently a Visiting Professor at the School of Urban Planning in Bucharest, Romania, a Member of the Board in the International Urban Fellows Association (IUFA) of the Johns Hopkins University, an expert in the Commission for the Strategic Development of Greater Bucharest, and a member of the Urban Mobility Group in the Bucharest City Hall. ASURED has 15 faculty from USA, Austria, Spain, Netherlands, Hungary, Bulgaria and Romania, and acts as an urban education and networking hub for Eastern Europe. Initiated a series of books in Applied Research in Urbanism, to be published under the Center of Excellence in Planning (CEP), with four books to be published in 2013-2014. Implemented the Urban Strategy for Greater Bucharest, in cooperation with the University of Architecture and Urban Planning (UAUIM). Project financed by the Bucharest City Hall. Developed a decision support system for local and regional governments in Romania and for the Romanian Agency for Quality Control in Pre-University Education (ARACIP) in Bucharest. Consulted in EMIS and School Mapping for the Ministry of Education, Science and Technology (MEST) in Prishtina, Kosovo (2009 – 2011) under a World Bank project. EMI Systems developed an integrated EMIS and an Education Decision Support System for the Ministry of Education in Sana’a. During the period 2006 – 2007, EMI Systems implemented the National Spatial Planning Strategy of Romania (Data, Indicators, GIS and Analytical and Decision Support Tools), under the contract between EMI Systems, Inc. and URBAN Project, a Romanian government agency. In 2006 Mircea Enache designed the Nationwide EMIS and School Mapping integrated system for the Ministry of Education and Science in Albania, in the context of education decentralization and 2 school-based management (World Bank financed). EMI Systems developed the pilot Education Management Information System (EMIS) in 2002. Implemented a USAID project on family planning – private sector in the Philippines (project PRISM) as a subcontractor to Chemonics International. In charge of developing maps, GIS and analysis in support of strategic planning, project components synergy and project monitoring (2005 – 2007). Implemented a three-year project USAID education reform in Benin, as a subcontractor to Creative Associates, Inc. (CAII) of Washington, DC. EMI Systems was responsible for education management, education finance and education information systems (EMIS) for policy support and planning (20032006). Developed a GIS/school mapping pilot for the Natitingou School District. Implemented a Nationwide School Mapping Project for the Ministry of Education in Jordan, involving geo-referencing all 5000 schools in Jordan on 31 school district maps (2001-2002). Installed a proprietary GIS/Decision Support System (MapDecision) developed by his company (EMI Systems, Inc.), which was translated into the Arabic language. The software was used for analytical and participatory decision support both at the central and school district level (World Bank project). Implemented a DFID project in Poverty Alleviation in the Leningrad Oblast, St. Petersburg, Russia, as a subcontractor to Birks and Sinclair of the UK. Installing a customized mapping/GIS and analytical tool for planning and decision support (2004 – 2005). Implemented a project on Governance Reform and Sustainable Partnerships (GRASP) in Romania, financed by USAID, as a subcontractor to Development Alternatives, Inc. (2003-2007). EMI Systems implemented a GIS and data-based support system for local governments. Implemented a 3-year DFID project in Social Policy Reform in Serbia (2002-2004) as a subcontractor to the British firm Birks & Sinclair. EMI Systems was responsible for mapping poverty and social exclusion and developing a GIS-based planning/decision support tool for the local government in four municipalities in Serbia to assist them in prioritizing the issues, consulting with the citizens and the NGOs , allocating resources based on need, and monitoring the impact. During the period 1998 – 2003, Dr. Enache and his company developed GIS/school mapping/school consolidation projects and education management information systems (EMIS) for the Ministry of Education in the West Bank (Ramalla), the Ministry of Education and Science in Tirana, Albania, the Ministry of National Education in Bucharest, Romania, the Ministry of Education in Skopje, Macedonia, the Ministry of Education in Yerevan, Armenia and the Ministry of Education in Dushanbe, Tajikistan (World Bank financed). During the period 1997–2001, Dr. Enache and his company implemented a project in the Department of Education, Culture and Sports in Manila and in three provinces in the Philippines to develop the model for nation-wide implementation of an Education Management Information System (EMIS). Developed a framework for the national Education Management Information System (EMIS) policy for the national Department of Education in South Africa, including advice on the national EMIS (key indicators, GIS tools, information communication and dissemination strategy) - 2002. 3 Developed a GIS-based monitoring and evaluation framework and software for the Industrial Initiatives for a Sustainable Environment (IISE) Project in the Philippines, as a subcontractor of Chemonics International, under the USAID/GOP initiative (2002 – 2004). Developed an executive decision support system (EDSS) for Montgomery County Public Schools and a system prototype for school performance in the State Department of Education, Maryland, USA, 1999 - 2001. Developed an executive decision support system (EDSS) for the National Education Goal Panel (NEGP) in the United States, which allowed monitoring education performance against the sociodemographic background, 2001 - 2002. Developed a GIS-based monitoring and evaluation framework and software for the Post-Mitch Rehabilitation Program in Guatemala, to coordinate the activities of 10 international organizations involved in the reconstruction, as a consultant to Chemonics International (USAID/GOG initiative), 2000 - 2001. Developed a resource allocation/cost sharing software model for the Department of Health in the Philippines, with the Asia Technical Department of the World Bank. The index-based system was used by policy makers to allocate resources from Manila to provinces based on needs (1994 – 1995).
