皆様、
ルクセンブルクニュースレターの 7 月号をお届けします。発行が 8 月にずれ込みましたが、7 月 26 日に現地で発表された税
制改革についても少し盛り込みました。
2017 年に施行予定の税制改革法案が 7 月 26 日に政府から議会に提出されました。今年 2 月に素案が発表されてから議論
を重ねた結果、事業税環境は改善されています。法人所得税については、現行の 21％から段階的に 18％まで引き下げま
す。地方事業税（ルクセンブルク市の場合）、雇用基金への拠出金を含めたレートは、2017 年に 27.08％、2018 年に 26.01％
になります。加えて、純利益が 25,000 ユーロ未満の企業には 15％という低減税率が適応されます。
また、2017 年以降発生する税務上欠損金の繰越は、17 年を上限に認められます。2 月の素案で 10 年となっていましたが、
事業に合理性のある企業が欠損金を吸収するのに必要な期間は最大 17 年間、との試算に基づき変更されました。投資税
額控除は 12％から 13％に拡大されています。
以上は事業税に関する部分ですが、今回の税制改革の目玉は中間所得層の税負担の軽減です。各国で協調して行う脱税
対策も盛り込まれています。
起業家にも朗報がありました。「1-1-1 企業法」が 2017 年 1 月 16 日から施行されます。1 日、1 人、1 ユーロで起業できるよう
になり、ビジネスアイディアを容易に事業化できます。ルクセンブルク経済省のイノベーション促進機関である Luxinnovation
は海外の起業家や投資家の支援をさらに充実される方向です。欧州を目指す日本のスタートアップも是非ご活用ください。
日本の地方自治体とルクセンブルクが思わぬきっかけで直接つながる御縁を頂きました。9 月 6-7 日に青森で開催の「世界
黒にんにくサミット」にルクセンブルクのミシュラン一つ星シェフ、レナート・ファヴァロ氏がゲストで登壇します。昨年 12 月に安
倍総理がルクセンブルクを訪問した際にベッテル首相主催のレセプションで黒にんにく料理を提供したのがファヴァロシェフ
です。今回のイベントのレセプションではシェフの料理も振る舞われます。
先日、ツール・ド・フランスが閉幕しました。ルクセンブルクは小国ながら過去に複数のツール・チャンピオンを輩出した自転車
ロードレース大国です。今年の「EU フイルムデーズ」にはルクセンブルクを代表する自転車選手のドキュメンタリー映画「ロー
ド・アップ・ヒル」が出品され、多くの自転車ファンにご来場いただきました。日本でのツール・ド・フランス実況中継を担当する
DJ／TV パーソナリティーのサッシャさんも、先日ご取材でルクセンブルクにいらした際にルクセンブルクと自転車競技の深い
関係を実感されたそうです。サッシャさんのルクセンブルク旅行記は WebCG と地球の歩き方ウェブサイトでご覧いただけま

ルクセンブルク情報交流フォーラムにルクセンブルクファンが集結
7 月 28 日に WIRED CAFE News 日本橋三井タワー店にて、ルクセンブルク情報交流フォーラム
（LIEF）の初のオフ会が開催されました。ルクセンブルクのクレマン（スパークリングワイン）、ルクセ
ンブルクグッズのあたる抽選会、映像の上映など盛りだくさんの 2 時間でした。LIEF はルクセンブ
ルクに関する情報やコメントを誰でも投稿できるウェブサイトで、特定の団体に所属せず発起人に
より自主運営されています。当貿易投資事務所メンバーも発起人に名を連ね活動を支援していま
す。お陰様で昨年 12 月に発足以来、幅広いジャンルの記事が集まりました。オフ会には発起人とその家族や知人に加え、
一般からの参加者もあり、総勢 50 名で自由な交流を楽しみました。今後も定期的にオフ会が企画されるとのことです。ご興

ルクセンブルクの有名シェフが青森で開催の「世界黒にんにくサミット」に登壇開催
ルクセンブルク南部にあるミシュラン一つ星イタリアンレストラン「Favaro」のシェフ、レナート・ファヴァロ氏が 9 月 6-7 日開
催の「世界黒にんにくサミット」にゲストとして登壇することが決まりました。同イベントのレセプションではシェフの黒にんに
く創作料理も振る舞われます。ファヴァロ氏はルクセンブルクのシェフ協会、Euro-Tcques Luxembourg に今年就任した現
地で注目の料理人です。昨年 12 月の安倍首相ルクセンブルク訪問の際、首脳会談後のレセプションで黒にんにくを使
った料理を用意したことが、今回の招へいのきっかけとなりました。同イベントにて、ルクセンブルクワインのプロモーショ
ンをさせて頂くことも決まり、青森とルクセンブルクの間に食を通じた交流が始まることが期待されます。

SES receives approval to complete acquisition of O3b
SES、O3b の完全買収、承認される
With the receipt of all regulatory and shareholder authorisations, SES has exercised its option to take
full ownership of O3b, in which it was previously a 49.1% shareholder, and the $730 million deal is
scheduled for completion on 1 August. SES estimates the tie-up with the satellite operator will
generate €53 million of annual commercial, operational, product development and financial synergies
next year, rising to €106 million by 2021.

ルクセンブルク空港、中国との医薬品ルート開設へ
Luxembourg Airport to launch China pharmaceutical link. Luxembourg Airport is to sign an agreement with Eastern
Air Logistics, the air freight subsidiary of China Eastern Airlines, for pharmaceutical trade services between the Grand
Duchy and Shanghai. The deal will primarily facilitate the export of European pharmaceutical products to China, with
Cargolux as the freight carrier.

Cargolux reaches 100,000-freight tonne mark in China. Cargolux has now shipped 100,000 tonnes of freight between
Luxembourg and Zhengzhou, up from 50,000 tonnes eight months ago, some two years after commencing flights between
the two hubs. The carrier, which flies seven times per week between the Grand Duchy and Zhengzhou Xingzheng
International Airport, says it has built a strong presence in one of the world's most important markets with the help of
Chinese shareholder HNCA.

Luxaviation、カリブ海で地上支援事業開設
Luxaviation establishes ground operations in Caribbean. Luxaviation's Execujet Aviation subsidiary has acquired its
first fixed-base operation in the Caribbean at Princess Juliana International Airport in the Dutch territory of St Maarten.
Following the earlier opening of Luxaviation's first Mexican base at Monterrey's Del Norte International Airport, the
company now has operations in 24 airports around the world. The expansion of the Luxembourg-based business jet
operator has been aided by the investment of its 33% shareholder, China Minsheng Investment Group.

CFL（ルクセンブルク国鉄）、2015 年の収益増 40％を報告
CFL posts 40% profit increase for 2015. CFL has reported a net profit of €9.1 million for 2015, up 40% from a year
earlier. The railway operator says the improvement is down to an increase in passenger numbers and improved
profitability for its freight business. CFL invested €238.7 million in its rail network last year, an increase of 32.4% from
the previous year.

SeeZam 創業者、経営陣買収を完了
SeeZam founders complete buyout. The two founders of Luxembourg-based virtual-safe firm SeeZam have announced a
management buyout of the company after acquiring Systemat Belux's 53% holding. CEO Pierre Van Wambeke and
technology head Khamlek Phommaxay now control almost 90% of the equity. SeeZam and Systemat Belux merged in
2013.

スイスのクラウドファンディングプラットフォーム Bee Invested、ルクセンブルクで事業開始
Switzerland's Bee Invested launched in Luxembourg. Swiss crowdfunding platform Bee Invested Partners is launching
operations in Luxembourg. Users will be able to invest in start-ups and real-estate projects in both the Grand Duchy and
Switzerland with a minimum investment of €1,000.

Luxembourg top non-Muslim domicile for Sharia-compliant funds
ルクセンブルク、非ムスリム圏最大のシャーリア適格ファンド設置拠点に
The Grand Duchy is the leading non-Muslim domicile for Sharia-compliant investment funds and domicile of choice for a
number of sovereign wealth funds, according to research by EY Luxembourg. The report says legislation and regulation in the
Grand Duchy are fully compatible with Islamic law, while the CSSF does not place conditions on the compatibility of a fund's
investments with Sharia principles.

ルクセンブルク、物流パフォーマンス指標ランキングで世界第 2 位
Luxembourg ranked second globally for logistics capabilities. Luxembourg has been ranked second globally with a
score of 4.22 by the World Bank's logistics performance index for 2016, published as part of the fifth edition of its
biannual Connecting to Compete study. The index, headed by Germany with a score of 4.23, measures countries'
commercial logistics capabilities on a scale of one to five.

越境通勤者数、2016-2017 年に 3%増加の予想
Cross-border employee numbers to rise 3% in 2016 and 2017. A total of 166,700 cross-border workers from Belgium,
France and Germany were employed in Luxembourg last year, and their number is forecast to increase at a rate of 3% a
year in 2016 and 2017, according to Statec. While cross-border employees accounted for 45% of the Grand Duchy's total
working population last year, they constituted a majority in the retail (61.3%), financial (53.2%) and construction (50.7%)
sectors.

ルクセンブルク、サプライチェーン回復力指数で世界トップ 5 入り
Grand Duchy in world's top 5 for supply chain resilience. Luxembourg has been ranked fifth in the world in the 2016
Resilience Index published by consultancy FM Global, which assesses the capacity of 130 countries and territories to
surmount supply chain disruption taking into account economic, risk and supply chain robustness measures. The Grand
Duchy was assessed as best in the world for economic resilience, achieving a perfect score for productivity and 97/100 for
lack of political risk.

ルクセンブルク、WEF グローバル IT 評価でさらに上位に
Luxembourg continues to rise in WEF global information technology assessment. The World Economic Forum says
Luxembourg continues to improve its score in the organisation's Networked Readiness Index, in which the Grand Duchy is
ranked ninth out of 139 countries worldwide. The WEF assessment places Luxembourg first globally for political and
regulatory environment, and second for individual IT usage, while affordability has improved substantially over the past
year.

消費者信頼感指数、6 月に向上
Consumer confidence up in June. Household economic sentiment in the Grand Duchy improved in June, according to
the Luxembourg Central Bank's consumer confidence index. Feelings regarding the general economic situation remained
unchanged from May, but consumers were less worried about unemployment and were more optimistic regarding
household finances and their ability to save.

Government takes €25m stake in Planetary Resources subsidiary
ルクセンブルク政府、宇宙資源企業の子会社株 2,500 万ユーロを取得
The Government has concluded an agreement to take a stake of up to 49% of the equity in asteroidmining company Planetary Resources Luxembourg for €25 million through the National Credit and
Investment Corporation. Redmond, Washington-based Planetary Resources says the Luxembourg
joint venture may create as many as 50 jobs in the Grand Duchy. The investment in a company
conducting R&D activities relating to the exploitation of space resource is the latest development in
the Government's Spaceresources.lu initiative.

LIST and partners join Singapore institution for 3D printing technology. The Luxembourg Institute of Science and
Technology, Luxinnovation and the National Research Fund are partnering with the Singapore Centre for 3D Printing at
Nanyang Technological University to develop new 3D printing technologies. LIST is seeking to establish a national centre
for additive manufacturing in the Grand Duchy.

Government unveils Airport City development plans. The Government has unveiled plans for the Airport City
development adjacent to Luxembourg Airport that will include a data centre, premium hotel, business park and other
commercial premises. The new hub will cost the airport management company up to €200 million and could create several
hundred jobs. The data centre, retail and business facilities will be located in an 15,000-square metre underground space
originally created in 2003 to house a railway station at Luxembourg Airport. The original plans were superseded when the
airport was added to the city's future tram network, which will connect the airport with the city centre from 2021.

Government allies with ESA for graduate space internships. The economy ministry has launched the Luxembourgish
Young Graduate Trainees programme to provide paid internships for 14 Luxembourg graduates. The participants will
receive training and work experience at the European Space Agency's European Space Research and Technology Centre at
Noordwijk in the Netherlands and the European Space Operations Centre at Darmstadt in Germany.

Technoport opens second FabLab facility as creative cluster takes shape
テクノポート、クリエイティブ・クラスター具体化のため第 2 の FabLab 施設を開設
Technoport has inaugurated FabLab, its second digital factory, at the 1535° creative hub in
Differdange. Secretary of state for the economy Francine Closener says the opening of the new
FabLab reinforces the role of 1535° as a supporter of innovative and creative businesses in the Grand
Duchy. She has announced the establishment of a cluster to support the development of the creative
industries in Luxembourg, including architecture, artistic creation, cinematography, design, video
games, marketing and communications and new media.

LuxConnect opens new Bettembourg data centre. Data centre operator LuxConnect has inaugurated the new DC1.3
data centre in Bettembourg, its third facility in the Grand Duchy. Prime minister Xavier Bettel, who attended the
inauguration, says the new centre is a sign of Luxembourg's attractiveness in the digital economy and its role as a leading
provider of facilities for hosting sensitive data.

Ripple to open Luxembourg office. US-based fintech firm Ripple is opening an office in Luxembourg following the
launch last month of a European headquarters in London. The company, which offers low-cost financial settlement
services to banks, says the Grand Duchy is backing fintech to upgrade its banking infrastructure.

SES signs Singapore tech development deal. SES has signed an agreement with the Singapore Economic Development
Board to partner with the organisation's Office for Space Technology and Industry to develop satellite hardware and
software solutions. SES and EDB will work with Singapore research institutes and industry partners to design, prototype
and produce mobility applications for the aeronautical, automotive and maritime sectors.

Stock exchange joins Climate Bond Partners initiative. The Luxembourg Stock Exchange has been accepted into the
Climate Bond Partners programme, a non-profit initiative that seeks to increase investment in climate solutions. The
exchange says it joined the programme to help develop standardised approaches for green bonds, a speciality of the
exchange.

APATEQ hailed as World Economic Forum technology pioneer. Luxembourg-based clean-tech company APATEQ
has been named as one of the World Economic Forum's Technology Pioneers, a selection of 30 of the world's most
innovative companies. Founded in 2013, APATEQ engineers and manufactures water and wastewater treatment systems
for customers in the US, Canada, Italy, Germany and Denmark.

Ultra-high speed internet penetration up to 39% last year
超高速インターネット、昨年の普及率 39％アップ
Ultra-high speed internet access penetration reached 39.1% at the end of 2015, up from 30.8% from a year earlier, according to
the Institut Luxembourgeois de Régulation. The ILR says mobile network voice traffic fell slightly to 1.78 billion minutes as
VoIP services gained ground, but mobile data traffic increased 67% year on year.

New School of Finance head plans to expand range of postgraduate degrees. Jang Schiltz, the new head of the
Luxembourg School of Finance, says the school is targeting a place among the top five European institutions in its field
and seeking to become more attractive to potential faculty recruits through tenure or publication bonus systems. In
addition to existing masters' courses in wealth management and in banking and finance, the institution plans to add
postgraduate degrees in risk management and in digital finance and big data.

Easyjet、11 月にルクセンブルク－リヨン間フライト就航
Easyjet to start Luxembourg-Lyon flights in November. Easyjet will begin operating two flights a week between
Luxembourg and Lyon in November, competing directly with Air France-owned low-cost airline Hop, which launched
services in January. Easyjet is the second-largest airline after Luxair at Luxembourg Airport with 200,000 passengers a
year.

Luxembourg has EU's highest level of cultural sector employment

The first Luxembourg had the highest percentage of people in the EU working in the cultural sector in 2014 at 5.8%, up from
4.7% in 2011. Just 2.9% of employees across the EU are members of a cultural profession or have a cultural sector job.

Luxembourg's modern art museum marks 10th birthday. The Grand-Duke Jean Museum of Modern Art, which over
the past decade has become a heavyweight player on the European art scene, has celebrated its 10th anniversary with a
weekend-long programme of events. Highlights of the concerts, guided visits, exhibitions, lectures, workshops, light
shows and other performances were the opening of an exhibition by Wim Delvoye and an appearance by US artist, poet
and singer Patti Smith
