皆様、
11 月のルクセンブルクニュースレターをお届けします。
安倍総理が、パリで開催の COP21 の後、12 月 1 日にルクセンブルクを訪問することになりました。今年 7 月にルクセンブ
ルクのベッテル首相が公賓として来日したことも記憶に新しく、頻繁な交流が実現することを嬉しく思います。
パリ同時多発テロを受けて、ルクセンブルクとフランスの国境でもこれまでシェンゲン協定で廃止されていたパスポートコン
トロールが復活しました。ルクセンブルクにはフランスから毎日 8 万人が通勤しています。車の場合国境での検査に時間
がかかるため、政府は列車を増便させるなどして経済活動への影響を最小限にとどめようとしています。フランスやベルギ
ーでの緊迫した状況とは違い、現在でもルクセンブルクのテロ警戒レベルは 2（最高値は 4）に留まっています。ただし、周
辺国と協力し、より効果的にテロ対策を行うため、政府は緊急閣僚会議を開催し有事の警察権限を強化するなどの対応を
話し合いました。
日本向け起業家支援の一環として、ルクセンブルク経済省と当事務所は新日本監査法人（EY Japan）主催の由緒ある起
業家表彰制度、「アントレプレナーオブザイヤー（http://www.shinnihon.or.jp/eoy/）」のファイナリストに対し、2013 年からル
クセンブルクでのインキュベーションプログラムを協賛しています。このプログラムに参加すると、ルクセンブルクの政府系イ
ンキュベーション Technoport（http://www.technoport.lu/）のコワーキングスペースが利用でき、同施設のマネージャーによ
るコーチングなど欧州事業展開への支援が受けられます。11 月 24 日の「EOY ジャパン 2015」授賞式にてルクセンブルク
の協賛プログラムを紹介させて頂きました。実績、志ともに素晴らしい受賞者ばかりですので、是非この機会を活かしてル
クセンブルクから欧州マーケットに挑戦頂きたいと思います。

ルクセンブルクファンドセミナー、12 月 8 日に都内で開催へ
12 月 8 日（火）に東京・パレスホテルに於いてルクセンブルクファンド協会（ALFI）によるセミナー「ALFI Roadshow Tokyo」が開催されます。
NY に次いで世界第二位のファンド拠点であるルクセンブルクには、EU 全域またはグローバルに展開するファンドの
専門知識が集積しています。ALFI は 10 年以上前から「ロードショー」と題し、ルクセンブルクから専門家集団を世界
各国の金融センターに派遣し、ファンドに関する最新の法規制、ビジネスチャンスなどについての情報を現地の金融
機関、投資家に提供しています。東京でも ALFI ロードショーは EU のファンド環境を知る貴重な機会として、例年２
００名規模の参加者を集めます。今回のセミナーでは、冒頭で ALFI 代表者に加え、ミュラー駐日ルクセンブルク代
理大使、大久保投資信託協会副会長によるご挨拶があります。

EOY2015 ファイナリスト決定 ― ルクセンブルクのインキュベーションプログラムを協賛
新日本監査法人が主催する起業家の表彰制度「ＥＹアントレプレナー・オブ・ザ・イヤー（EOY）ジャパン」の 2015 年
度授賞式が 11 月 24 日に帝国ホテルにて開催されました。日本向起業家支援の一環として、ルクセンブルク経済省
と当事務所は同賞ファイナリストに対し、2013 年からルクセンブルクでのインキュベーションプログラムを協賛していま
す。このプログラムに参加すると、ルクセンブルクの政府系インキュベーション Technoport
（http://www.technoport.lu/）にてコワーキングスペースが利用でき、同施設のマネージャーによるコーチングなど欧州
事業展開への支援が受けられます。今年は海外市場を起業時から視野に入れているファイナリストが多く、すでに複
数社からルクセンブルクのインキュベーションにご関心を頂きました。2014 年のファイナリストからは太陽光発電の
Looop（ループ）が今月から社員を同プログラムに派遣しています。ルクセンブルクを拠点に EU 他国の展示会参加
や市場調査を行うなど、欧州市場の情報収集とネットワーク確立を目指して活動中です。Technoport のインキュベー
ションマネージャーである Mr. Oliver Zephir は、日本の起業家を迎えることが同施設入居のヨーロッパ起業家にも良
い刺激になっているとし、来年も是非受け入れたいと話しています。

ベルギー・ルクセンブルグ商工会議所のガラ・パーティー開催
毎年恒例のベルギー・ルクセンブルグ商工会議所のガラ・パーティーが 11 月 19 日、両国大使隣席のもと開催され、
日本におけるベルギー・ルクセンブルクビジネスコミュニティーとその顧客など、過去最高の 220 名が参加しました。
今年の同パーティーのテーマは、2015 年後半のルクセンブルク EU 議長国ならびに 2016 年の日・ベルギー国交
150 周年。ベルギーとルクセンブルクのビール、ルクセンブルクワイン、ベルギー風にアレンジしたコース料理と様々
なエンターテイメントを楽しみました。ルクセンブルク貿易投資事務所のテーブルでは、経済交流をご支援頂いてい
る方々と楽しいひと時を過ごさせて頂きました。

ArcelorMittal supplies steel for award-winning Utrecht city hall
アルセロールミタル、建築賞受賞のユトレヒト市役所に鉄鋼を提供
Luxembourg steel producer ArcelorMittal has supplied 8,000 tonnes of steel to the
award-winning new city hall in Utrecht, in the Netherlands. Designed by
Kraaikvanger Architects, the unique structure and shape of the building is dictated by
its location adjacent to the city's railway station, which requires that both the station
complex and municipal offices below and to the side of the hall be accessible from a
plateau above the tracks and platforms.

French lingerie e-commerce firm moves head office to Luxembourg. French online lingerie firm Glamuse is
moving its headquarters from Nancy to Bertrange. Chairman Patrice Legrand says the company expects to benefit
from Luxembourg's multicultural and multilingual workforce in its efforts to expand internationally.

Creos（ルクセンブルクのガス会社）と Fluxys（ベルギー同業）が両国ガス市場を共同で開拓
Creos and Fluxys create cross-border gas market. Gas supplier Creos Luxembourg and counterpart Fluxys
Belgium have established a single market for gas covering the two countries, the first between two EU member states.
Creos and Fluxys have been working on the integration of their respective gas operations since 2013, with the backing
of the Luxembourg Institute for Regulation and Belgium's Regulatory Commission for Electricity and Gas. The move
is seen as a step toward the establishment of a single market for gas supply throughout the EU.

Hydro Aluminium invests in Clervaux plant. Hydro Aluminium Clervaux is investing €10 million in its secondary
aluminium works, including a new furnace and paint-stripping plant. The company, which has 53 employees, is
Norwegian group Hydro's largest secondary aluminium operation.

SES signs deal to expand inflight entertainment services. SES has signed a multi-year deal to double the satellite
capacity available to meet growing demand for Global Eagle Entertainment's inflight entertainment and connectivity
services.

Logwin expands South American network. Grevenmacher-based global logistics provider Logwin is expanding its
network in South America with a new office in the free trade zone of Bogota. The company says Colombia is one of
the largest growth markets in the region.

Cargolux Italia to introduce second weekly China flight. Cargolux Italia has announced a second weekly flight
between Milan and the airline's Chinese hub at Zhengzhou beginning this month. The service will be routed via
Novosibirsk, as with the existing flight launched four months ago.

テスラ、2016 年初頭にショールームオープン
Tesla to open showroom in early 2016. US electric car manufacturer Tesla will open its first Luxembourg showroom
in the first quarter of next year in the capital's Route de Thionville. The company is currently offering test drives of its
Model S car from a pop-up showroom at the City Concorde shopping centre in Bertrange.

Brasserie de Luxembourg invests in new Diekirch brewery. Brasserie de Luxembourg is investing €23 million in a
new brewery on the company's existing site in Diekirch. The plant is scheduled for completion at the beginning of
2018.

Luxembourg workforce is world's most highly qualified
ルクセンブルクの労働人口は世界で最も高資格保持者
Almost 60% of the Luxembourg workforce is highly qualified, the highest proportion in the world, according to the 2015
Human Capital report from the World Economic Forum, based on a survey of 124 countries. The Grand Duchy leads
Singapore (55%), Switzerland (51.3%), Israel (49.7%) and Iceland (49.2%)

ルクセンブルク、競争力調査で EU 内第 6 位
Luxembourg ranked EU's sixth most competitive country. Luxembourg is the sixth most competitive country in
the EU, according to the Economy Ministry's Observatoire de la Compétitivité, and is making up ground on Finland
and the UK in fourth and fifth place respectively. The monitoring unit says the Grand Duchy ranks first in terms of its
macroeconomic environment and second for labour productivity.

Luxembourg had EU's highest resource productivity in 2014. Luxembourg's resource productivity, a measure of
the efficiency of natural resources usage, was €3.94/kg in 2014, the highest level in the EU. Resource productivity
across the union as a whole was just €1.95/kg.

ルクセンブルクの雇用、金融危機以降も成長維持
Luxembourg employment kept growing through financial crisis. Employment in the Grand Duchy has continued to
grow strongly over the past seven years despite the impact of the financial crisis and the ensuing economic downturn,
according to Statec. Employment is up 17% since 2008, and by 53% since 2000. Also striking is 10% growth in the
number of male employees aged between 50 and 64 over the past 10 years.

Construction project volume up 25% in first half. The construction sector enjoyed a strong first half of 2015 with
the volume of projects gaining planning permission up 25% year on year, according to Statec. While much of the
increase was due to progress on the Ban de Gasperich development, the underlying trend was significantly positive,
the agency says.

Airport reports 10% passenger increase for September. Luxembourg Airport handled more than 266,000
passengers in September, up 10% from a year earlier. Some 2,044,000 passengers passed through the airport in the
first nine months of 2015, an annual increase of 7.6%, and the third successive year in which the airport has handled
more than 2 million passengers.

Fit4Start IT start-ups programme launched at Technoport
IT スタートアッププログラム“Fit4Start”、テクノポートで発表
The Economy Ministry, Luxinnovation and Technoport have launched the Fit4Start programme to provide IT start-ups with
financial and mentoring support at the Technoport incubator hub in Esch-sur-Alzette. Three firms are currently participating
in a Fit4Start pilot programme scheduled to run until February 2016: real estate price comparison firm Houser, digital data
platform Bitbank and sports management company Sport50. The Fit4Start programme will be expanded if the pilot project
goes according to plan.

Luxembourg's National Research Fund strengthens research co-operation with
Japan. The Luxembourg National Research Fund has signed a memorandum of
understanding with Riken, Japan's largest research institution active in a diverse
range of scientific disciplines, to facilitate co-operation between researchers from
the Grand Duchy's public research organisations and scientists from Riken. The
agreement provides funding for the exchange of scientists at PhD, post-doctorate
and senior level.

Wiltz designated as testbed for circular economy. The town of Wiltz will be the centre of a number of pilot
sustainability projects as part of the Government's circular economy initiative. The economy and sustainable
development and infrastructure ministries are looking for both public and private sector participation in projects that
focus on the rehabilitation and conversion of former industrial sites. Initiatives include a Repair Café for recycling
used objects and a Fab Lab featuring innovative technology such as 3D printers.

Luxembourg's Finance Ministry has granted SnapSwap International a licence to provide services as a regulated payments
institution. The licence enables SnapSwap to offer payments, remittances and currency exchange services using
cryptographic technology, crypto-currencies and internet protocols.

Luxembourg's first creativity hub inaugurated in Differdange. Differdange's 1535°C Creativity Hub, the first such
facility in Luxembourg, has been officially inaugurated in part of the town's former ArcelorMittal steelworks (the
name comes from the melting point of iron). The site, totalling 16,000 square metres, is already home to 44 companies
and it open to external professionals and students. Work is underway on the renovation of a second building for
recording and rehearsal studios.

Water treatment specialist opens subsidiary in Texas. Luxembourg-based water treatment specialist APATEQ has
established a US subsidiary in the Houston, Texas region to offer solutions for the treatment of fracking flowback and
produced water in the North American market. The US business will be responsible for all marketing activities for the
company's solutions and act as a hub for co-operation with APATEQ's partners.

Online scheduling tool for doctors wins healthcare award. Doctena's online agenda technology, which is now being
marketed in Belgium and the Netherlands, has received the Communication Award at the Healthcare Summit
Luxembourg. The start-up's e-agenda tools are designed to streamline communication between doctor and patient,
making it easier for the latter to book appointments and reducing practices' scheduling management workload.

Luxembourg's nation brand ranked eighth in the world

Luxembourg has the eighth strongest nation brand in the world, according to brand valuation and strategy consultancy Brand
Finance. The Grand Duchy received an AAA- brand strength rating, equivalent to a point between 'exceptional' and 'very
good', determined by analysis of data relating to areas such as people and skills, governance, markets and tourism.
Luxembourg's ranking puts it in the top 10 alongside other small, nimble countries and territories including Finland, New
Zealand, Hong Kong and the Netherlands.

Luxembourg on top for purchasing power and vacation leave. Luxembourg City has the highest net purchasing
power per hour of work in the world, ahead of Zurich and Geneva, according to the 16th edition of the UBS Prices and
Earnings study, which examines prices, wages and earners' purchasing power in 71 cities worldwide. Luxembourg
also scores highly for the number of paid vacation days, with 32 a year.

ルックスエア、来春からプラハ線を増便
Luxair adds flights to Prague starting next spring. Luxair will operate four return flights a week between
Luxembourg and Prague from 27 March next year. The airline is also launching Saturday flights to Stockholm from
the summer of 2016 and to Copenhagen from the following November, in addition to the weekday services beginning
this autumn. Luxair will also increase the number of weekly flights to Dublin to six at the end of this month.

Melusina sculpture unveiled to mark capital's anniversary
メルジーナ人魚像、ルクセンブルク市の創立記念日にお披露目
A sculpture depicting Luxembourg's celebrated Melusina mermaid sitting on a bench has
been unveiled opposite the Neimënster Abbey and overlooking the Alzette river. The
ceramic work was commissioned to mark the 1,050th anniversary of the capital and made
by Luxembourg artist Serge Ecker, whose design was selected following a competition
launched by the city authorities in 2013.

Luxembourg-born producer in running for documentary Oscar. Luxembourg-born film producer Jerry Franck has
reached the last 10 candidates for the Documentary Short Subject Oscar with Chau, Beyond the Lines, which explores
the artistic ambitions of a Vietnamese boy handicapped following exposure to defoliant Agent Orange. Filmfund says
the success of Los Angeles-based Franck reflects the creative and professional development of Luxembourg's cinema
industry over the past quarter-century.
