皆様、
今年最後のルクセンブルクニュースレターをお届けします。
2015 年はルクセンブルクと日本の間に非常に多くの重要な往来のあった 1 年でした。最後のハイライトとなったのは 12 月
1 日の安倍総理によるルクセンブルク訪問です。ベッテル首相と安倍首相は昨年 10 月の ASEM サミットにおける首脳会
談以来、定期的に会談を重ねており、ルクセンブルクでの会談と晩さん会ではリラックスした雰囲気で、気候変動、テロと
の闘い、国連改革、相互の投資促進などにつき意見交換が行われました。首脳会談後にはアンリ大公殿下と謁見され、さ
らにルクセンブルク議会にてディ・バルトロメオ議長と会談されました。同議長はルクセンブルク日本議員友好連盟の会長
に最近就任したばかりです。ルクセンブルクの同議員連盟には閣僚経験者も多く含まれており、いっぽう日本のルクセン
ブルク友好議員連盟にも林芳正会長以下、閣僚級議員の皆様が名を連ねていらっしゃいます。
ルクセンブルク企業の中でも日本の存在感は増しているようです。会計・コンサルティング事務所のデロイト・ルクセンブル
クが先日、日本企業担当者を置くことを発表しました。PwC ルクセンブルクも 4 年前から日本人担当者を置き、幅広く相談
に対応しています。
「フィンテック」という言葉を今年は頻繁に耳にするようになりました。IT 技術により新しい金融サービスが生まれ、金融業界
のみならず我々の生活にも多大な影響を及ぼしつつあります。ルクセンブルクのフィンテック最新情報をお届けするセミナ
ー「ユーロ圏のフィンテックハブルクセンブルク：『仮想通貨』ならびに欧州フィンテック事情」を 2016 年 1 月 21 日に都内
で開催します。ピエール・グラメーニヤ財務大臣が開会あいさつを行うほか、ルクセンブルクから官民を代表するスピーカ
ーが登壇します。さらに今年ルクセンブルク進出を決めたビットコイン企業 bitFlyer のお話も伺います。貴重な情報を得ら
れる機会ですので、是非ご参加ください。
グラメーニヤ財務大臣はまた、1 月 22 日（金）に在日ベルギー・ルクセンブルク商工会議所の朝食会にて、ギリシャ危機か
ら今日までの欧州経済状況や今後の見通しについて講演する予定です。2015 年後半、EU 議長国として欧州経済・財務
相理事会の議長を務めたグラメーニヤ蔵相から EU 各国のギリシャ危機対応とその後の成長戦略議論について、当事者
の話を聞くことができます。元駐日ルクセンブルク大使で親日派のグラメーニヤ蔵相は日本とルクセンブルクの交流の貴
重な支援者です。

財務大臣が登壇
「ユーロ圏のフィンテックハブルクセンブルク：『仮想通貨』ならびに欧州フィンテック事情」
参加者募集開始
ピエール・グラメーニヤ財務大臣が 1 月に来日します。この機会に、セミナー「「ユーロ圏のフィン
テックハブルクセンブルク：『仮想通貨』ならびに欧州フィンテック事情」を 1 月 21 日に開催する
ことになりました。ルクセンブルク政府はフィンテックをデジタル化戦略の柱の一つと位置づけ、
海外でも積極的にプロモーションを行っています。今年 7 月にも都内でルクセンブルク・フィンテ
ック・セミナーを開催し、グラメーニヤ蔵相が基調講演を行いました。その後、今年の 10 月にルク
センブルクの金融監督委員会（CSSF）が米仮想通貨企業 snapswap に免許を交付するなど、ル
クセンブルクのフィンテックシーンに新たな展開がありました。1 月のセミナーではこうした最近の
話題を中心に、欧州の規制環境やルクセンブルクのフィンテック・セクターのエコシステムなどご
紹介する予定です。

ルクセンブルク貿易投資事務所は 12 月 1 日・2 日開催のデジタルマーケティング・カンファレンス、アド・テック東京
（http://adtech-tokyo.com/ja/）に出展しました。ブースにお立ち寄りくださった方々、どうもありがとうございました。会場
内唯一の外国政府機関の出展となった当事務所ブースには、珍しそうに足を止める来場者が多数。E コマースやオ
ンライン決済などが発達したルクセンブルクの事業環境や、ルクセンブルクで毎年開催のテックイベント「ICT Spring」
などをアピールしました。

ルクセンブルクファンドセミナーに約 200 名が参加
12 月 8 日（火）に東京・パレスホテルに於いて開催されたルクセンブルクファンド協会（ALFI）によるセミナー「ALFI
Roadshow - Tokyo」には 200 名近いファンド業界関係者が参加しました。世界第二位のファンド拠点であるルクセン
ブルクには、EU 域内および域外に国境を越えて展開するファンドの専門知識が集積しています。セミナーでは、市
場全体のトレンド、規制の最新情報から新商品まで様々な話題が提供されました。現在 EU は「資本市場同盟
（Capital Market Union）」の 2019 年導入を目指しており、これにより投資家や資金を必要とする事業者が国境を越え
てより自由に資本市場にアクセスできるようになると言われています。欧州の金融市場の動向は今後も注視が必要で
す。

Duco opens European headquarters in Luxembourg
Duco（英フィンテック企業）、ルクセンブルクに欧州拠点を設置
UK-based Duco, a provider of trade reconciliation services to financial market
companies, has opened its European continental headquarters in Luxembourg. The
fintech firm says the Grand Duchy is an ideal location given its importance as a financial hub, and particularly as a
centre of excellence in post-trade administration, middle- and back-office services and accounting operations.

金融サービスプロバイダーの雇用が 2008 年から 15％上昇
Employment at financial service providers up 15% since 2008. Employment among financial sector professional
entities has grown 15% since 2008, whereas the banking workforce has declined by about 5% over the same period,
according to Deloitte. At the end of 2014, there were 315 PSF entities in Luxembourg, comprising 112 investment
firms, 123 specialised PSFs and 80 support PSFs. The sector's aggregate net profit for 2014 was €560 million, up 36%
from the previous year.

景気楽観度、2011 年以降最高水準に
Business optimism at highest level since 2011. Prospects for business growth and profitability are at their highest
levels since April 2011, according to the latest Luxembourg Business Compass survey. On average respondents expect
to increase corporate investment by 3.8% and their workforce by 1.6%. Awareness of cyber-security issues is high
among Luxembourg companies, with 62% describing it as important and 66% reporting that employees have received
cyber-security training.

SES、東アフリカ全域にインターネットサービス提供
SES to deliver internet services across East Africa. SES has signed a multi-year agreement to expand Intersat's
internet coverage in East Africa. One of Africa's largest providers of satellite internet services, Intersat is providing
services to the region with a capacity of up to 70Mbps.

ルクセンブルクの規制環境が保険業界世界トップの座を生み出した：スイス・ライフ
Regulation has helped make Luxembourg global insurance leader: Swiss Life. The ability to quickly adapt to
changes in the regulatory and economic environment has played a key role in the success of Swiss Life's European
operations, according to Luxembourg CEO Beat Reichen. He says that by setting up a life insurance company in the
Grand Duchy in 1985, the insurer identified many opportunities outside Switzerland, enabling it to become one of the
leading firms serving the high net worth market, particularly through unit-linked products.

SES、今年 1－9 月期で 3.7％の増益を発表
SES posts 3.7% profit increase for first nine months. Betzdorf-based Satellite operator SES has posted a post-tax
profit increase of 3.7% to €473.5 million for the first nine months after benefitting from a €20.8 million reduction in
net financing costs to €103.7 million. Revenue for the period was €1.49 billion, up 6.1% year-on-year. President and
CEO Karim Michel Sabbagh says the company is well placed to deliver sustained medium- to long-term growth.

RTL、第 3 四半期の税引前利益 13.8％増を発表
RTL posts 13.8% increase in pre-tax earnings for third quarter. Pan-European broadcaster RTL Group has
reported third-quarter earnings before interest, tax and amortisation of €182 million, up 13.8% from a year earlier,
while net profit rose 9.7% to €113 million. Revenues for the quarter increased by 7.5% to €1.35 billion. RTL says
growth in revenue and EBITA was driven by the strong performance of the RTL Deutschland group and the expansion
of digital services.

EBRC partners with cloud payment platform ONPEX. Luxembourg-based trusted data centre, cloud and managed
services provider EBRC has announced a partnership with Munich-based ONPEX, a white-label cloud payment
platform-as-a-service business. ONPEX is connected to more than 300 acquirers and payment methods internationally
and has operations in Europe, the US and Asia. Founder and CEO Christoph Tutsch says EBRC's secure and
compliant cloud infrastructure enables it to meet the extremely rigorous certification requirements and standards
demanded by the payment industry.

Datacenter Luxembourg moves office to join LuxConnect. Network, hosting and cloud computing provider
Datacenter Luxembourg is moving its offices from Leudelange to the premises of data centre-services wholesaler
LuxConnect in Bettembourg. The company, which has reported an 18% increase in revenue over the past 12 months,
plans to use the LuxConnect location to bolster its long-term strategy of expanding across Europe.

雇用主、求職者には高い言語能力を要求
Employers demand high-level language skills from job applicants. Seven out of 10 job offers in the Grand Duchy
require applicants to speak at least two languages, while half specify three languages in their job descriptions,
according to a University of Luxembourg study. In the services sector, knowledge of both English and French is
considered essential. Almost half of industry jobs available through agency Adem require German as companies seek
to increase their business in Germany.

Luxembourg third globally for enterprise talent
ルクセンブルク、人材競争力で世界第 3 位
Luxembourg has been ranked third, behind only Switzerland and Denmark, in the 2015 World Talent Ranking published by
the Lausanne-based Institute for Management Development. The Grand Duchy ranked seventh globally for its financial
services skills but first for the international experience of its senior managers.

Number of registered companies up 14% since 2011. A total of 32,006 companies were registered in Luxembourg
in January, up from 28,045 four years earlier, according to Statec. The technical and scientific activities sector is the
fastest-growing segment, with the number of businesses growing from 1,208 in 2011 to 6,428.

Economy grew 3.1% on the second quarter: OECD. Luxembourg's economy grew 5.3% over the 12 months to the
end of March and at an annualised rate of 3.1% in the second quarter, according to the latest GDP figures from the

Office rental market booms in third quarter. Inowai brokered office rental deals with a total volume of 223,502
square metres over the first nine months of the year, up from 205,941 square metres for the whole of 2014. The third
quarter alone saw rentals of 139,112 square metres. Inowai says demand over the past three months was driven by
domestic rather than international players as the University of Luxembourg, Arendt & Medernach and the EIB all
signed deals for new premises.

Tax rates keep energy prices among lowest in EU. Energy prices in Luxembourg are among the lowest in the EU as
a result largely of its relatively low rates of energy taxation, according to regulator ILR. Natural gas prices are cheapest
in the Grand Duchy, and it shares the lowest electricity prices with the Netherlands and France.

OECD Global Forum rates Luxembourg highly for tax transparency
OECD グローバルフォーラム、税の透明性でルクセンブルクを高評価
The OECD-sponsored Global Forum on Transparency and Exchange of Information for Tax Purposes has rated
Luxembourg as "largely compliant" with its guidelines for transparency in tax matters, the same rating held by countries
including the US, UK, Germany, and Italy, following a peer review process. The forum's report cites the Grand Duchy's
efficient implementation of internationally-agreed transparency standards for tax purposes, as well as its effective cooperation on information requests. The decision confirms the capability of Luxembourg's financial industry to offer
compliant solutions to clients' cross-border needs.

Luxembourg in top tier for corporate tax level and ease of compliance. Luxembourg is among the world's top
countries - 21st out of 189 surveyed - in terms of its level of total corporate taxation and ease of tax compliance,
according to the Paying Taxes 2016 report by the World Bank and PwC. For the total tax rate, the overall cost of all
taxes borne by companies, Luxembourg is ranked 19th in the world with 20.1%, less than half the level in
neighbouring countries the Netherlands (41%), Germany (48.8%), Belgium (58.4%) and France (62.7%). The report
found that streamlined administrative formalities keep average tax compliance time to 55 hours, fourth fastest in the
world, whereas for Luxembourg's neighbours, it can take up to four times as long.

Grand Duchy ranked among top donors for development policy influence. Luxembourg is the world's sixth-best
performing partner to developing countries, and the second-ranked nation state, in terms of the depth of its
commitment to partnerships and the usefulness of its policy advice, according to AidData, a provider of data on
international development finance. Its report, Listening to Leaders: Which Development Partners do they Prefer and
Why?, cites the Grand Duchy's ability to foster long-term relationships with 15 partner countries and to tailor foreign
assistance to their needs.

Government to invest €120 million in LuxGovSat drone programme. The Government will invest €120 million in
a NATO drone programme via LuxGovSat, the joint venture between the state and SES. Defence minister Etienne
Schneider says the investment will be made over a 10-year period solely in the Grand Duchy, creating jobs and new
revenue streams.

ルクセンブルク、電気自動車用充電設備 800 ヶ所の追加設置へ
Luxembourg to install 800 electric vehicle recharging points. The government has announced plans to install an
additional 800 electric and plug-in hybrid vehicle recharging points in Park & Ride locations and public parking areas
across Luxembourg over the next five years. A quarter of the new facilities, each capable of charging two vehicles
simultaneously, will be in place by July 2017, 60% by July 2019 and the remainder by the end of 2020.

in line with the Grand Duchy's nation-branding initiative.

says European Commission plans to improve the working of the EU single market by allowing retailers to choose their

Adem rolls out new jobs initiative with employers. Public employment agency Adem is partnering with 22 member
companies of the Union of Luxembourg Enterprises in an initiative to provide employment for jobseekers in various
sectors. Under the programme, companies will gain access to JobBoard, a platform featuring jobseeker profiles, which
is set for launch on the Adem website before year-end.

University partners with MIT on logistics centre
ルクセンブルク大学、ロジスティックス・センターで MIT と提携
The University of Luxembourg is partnering with the Massachusetts Institute of
Technology to create a logistics research centre in the Grand Duchy. The Luxembourg
Centre for Logistics, which will be attached to the university's Faculty of Law,
Economics and Finance, will offer a two-year master's degree course as well as lifelong
learning programmes and will conduct research in co-operation with industry partners,
with a focus on developing digital infrastructure, mobility and relationships between
logistics and finance.

Luxembourg's information society classed sixth worldwide. Luxembourg has been ranked sixth out of 167
countries in the world and fourth in the EU in the 2015 Measuring the Information Society Report by the International
Telecommunication Union. The Grand Duchy is the global leader for access to IT and communications technology,
and fifth in terms of internet use and high-speed cable and mobile online connections. Luxembourg heads neighbours
Netherlands (8th worldwide), Germany (14th), France (17th) and Belgium (21st).

ビットコインを法人設立資本として利用する初のルクセンブルク企業誕生
First Luxembourg company uses bitcoin as incorporation capital. The first company in the Grand Duchy to be
incorporated using the bitcoin digital currency as capital, Hol Ventures is an investment business targeting new
technologies, including fintech. The incorporation was carried out by financial services firm Maprima Luxembourg
and law firm DSM Avocats with a capital contribution of 54 bitcoins.

ドメイン登録企業 EuRID、データ施設を EBRC に開設
Domain name registrar EuRID opens data facility at EBRC. The European Registry of Internet Domain Names,
which manages .eu domain names, has opened a new IT room at data centre operator EBRC. The firm says it uses data
centres in the Grand Duchy because of their high level of security and the expertise of the local industry, but also
EBRC's social and environmental engagement.

Post Luxembourg offers distributed denial of service protection. Post Luxembourg's telecoms division has
launched a cloud-based solution, DDoS Shield - Mitigation on Demand, designed to protect companies against
distributed denial of service attacks on their online activities. The system enables internet traffic to be channelled
through a filter and harmful traffic to be blocked while keeping sites open for genuine customers.

Luxembourg among EU leaders for fixed and mobile broadband
ルクセンブルク、固定及びモバイルブロードバンドで欧州トップ国のひとつに
Luxembourg was one of five EU countries in which 100% of households had access to broadband services with at least
2Mbps download speed in 2014, according to the European Commission. The Grand Duchy also had the union's fourth
highest rate of 4G mobile internet coverage.

Luxembourg to get air link to Warsaw in March. Polish airline Lot will operate six flights a week between
Luxembourg and Warsaw starting on 1 March. The airline will run the service together with Luxair using the
Luxembourg carrier's flight numbers.

Hop!（仏格安航空会社）、ルクセンブルクからフランス国内航空ネットワークへのアクセスを提供
Hop! to link Luxembourg to French air network. Air France-owned economy airline Hop! will launch services
between Luxembourg and Lyon on weekdays and Sundays beginning on February 22, and it plans to add Saturday
service in April. The airline will offer onward connections to destinations throughout France and selected European
cities.

Luxembourg in top 10 for English proficiency. Luxembourg has been ranked eighth out of 70 countries in the
English Proficiency Index compiled by educational service provider Education First. Neighbouring Germany placed
11th, ahead of Belgium (17th) and France (37th).

Luxembourg among least affected countries by financial crisis. Luxembourg has been one of the EU countries
least affected by the financial crisis, according to a report by French economic research institution Insee. The study
found only a slight increase in poverty levels in the Grand Duchy over the four years following 2008.

Film Fund to launch video-on-demand platform
フィルム・ファンド、ビデオ・オンデマンド・プラットフォーム開始
Fund Luxembourg has announced plans to launch a video-on-demand platform to increase
the visibility of the country's film industry within the Grand Duchy. The platform should
be up and running next spring. The organisation is also seeking to promote the
development of careers in the audiovisual sector in co-operation with broadcasters such as
RTL Group and Arte.

New legislation seeks to ensure preservation of national heritage. The Luxembourg Government has given
approval to draft legislation designed to ensure the preservation of documents of historical importance contained in
public archives. Public bodies will be required to draw up an inventory of the documents in their possession in cooperation with the National Archives.
