tell of~は「～について話す」の意味。who 以降の内容は people にかかる関係詞節。

この as は前置詞で「～として」の意味。

「ローマの労働者には，かつて賃金の全部または一部が塩で支払われていた」。
「（代金など）を支払う」の意味の pay の受動態 were paid の間に副詞 once（かつて）が挿入されている。all or part
of their wages は，all の後ろに of their wages が省略されていると考える。in salt の in は「～を使って」の意
味。
