●水道事業：民間部門の参入
イギリス国際開発担当相ヒラリー・ベンは、債務免除の代償として民間企業の活用を推
進するチャリティ活動を主導したとする批判を否定した。
●水道事業：サービス貿易に関する一般協定（GATS）
サービス貿易に関する一般協定（GATS）に基づく、開発途上国政府による水道事業部門
での貿易について議論が行われている。

【アフリカ：サブサハラ地域】
●スーダン：紛争・疾病に終止符を打つため、NGO が水を供給
現地の地域密着型組織（Community Based Organization、CBO）である「開発と平和のた
めのスーダン女性連合」
（Swidap）は、パクツ・スーダン・カントリー・プログラムと提携
した。同プログラムは、アヨド地区住民に対する水供給のため、スーダン国内の CBO を支
援している非政府組織である。
●アフリカ：湖沼の縮小により政情不安定化
UNEP の警告によれば、アフリカの湖沼は憂慮すべきペースで縮小しており、水利用に関
する共通合意の強化に向けてさらなる措置を取らない限り、政治的な混乱につながるだろ
う。
●ケニア：慢性的な水不足に対処する新たな政策
多くの地域における慢性的な水不足は、あらゆる人々にとって深刻な懸念をもたらして
いる。マーサ・カルーア水・灌漑担当相は、水供給を改善し、適切な水を供給するため
の新たな政策をまとめた。
【アジア・太平洋地域】
●インド：アンドラプラデシ州がトイレ建設するも習慣は変わらず
アンドラプラデシ州は、過去 3 年間で衛生改善促進費及び建設補助金として 28 億 1050
万ルピーを投じ、貧しい村落世帯向けに 295 万ヶ所のトイレを建設した。しかし、これら
のトイレのうち利用されているものは 50％にすぎない。
●パキスタン：地震地域で下痢症状が多発
WHO の報告によれば、10 月 8 日に南アジアで発生した地震の後、カシミール地方パキス
タン領有地域に作られた仮設キャンプに収容された被災者のうち、数百人が急性の下痢症
状を訴えているという。
●インド：デリーにおける水供給改善に向けた世銀融資をめぐり意見対立
世界銀行はデリーにおける水供給改善に向けて 6 年間にわたり 1 億 5000 万ドルの融資を
行う計画だが、地元メディアの報道によれば、最近になってこの融資をめぐって意見が対
立し、インド連邦政府による決定は延期された。
●パキスタン：アメリカ、カナダ地震被災者に対する安全な水の供給を支援
米国際開発庁（USAID）及びプロクター＆ギャンブル（P&G）社は、3 ヶ月間にわたり 5
万世帯に安全な飲料水を供給するため、60 万米ドル規模の官民提携による支援を発表した。
P&G は、同社製品である PUR 浄水器を提供する。またカナダの災害支援対応チーム（DART）
に参加するカナダ軍兵士は、ムザファラバードの被災者収容キャンプ向けに緊急水供給シ
ステムを設置した。
【ラテンアメリカ及びカリブ海沿岸地域】
●ウルグアイ、ベネズエラ：民間水道会社を公共部門に移行
ウルグアイの国営水道公社 OSE は、民間の水道会社ウラグアの資産を接収し、国内の上
下水道サービスの管理を担うことになる。
ベネズエラでは、
国有産業の持ち株会社 CVG が、
自治体に対する飲料水提供の責任を負っている。
●メキシコ：静かに進む飲料水事業の民営化、雨水から飲料水へ
メキシコ国民の多くが、水道水を飲用可能と考えていないため、ペプシ、ダノン、コカ
コーラ、ネスレといった企業が、数百万ドル規模の飲料水事業にこぞって参入している。
これは、政府が本来提供すべきサービスの民営化が静かに進んでいる状況であると認識さ
れている。
●エルサルバドル：水は豊富だが汚染が深刻
汚染された地上水によって、この国では数千名もの死者が出ている。犠牲者のほとんど
は子どもである。
【西欧・北米地域】
●米国：水関連予算をハリケーン被災者救済へ転用－－連邦議会が提案
州政府清浄水整備基金（CWSRF）のうち、1 億 6600 万ドルを「カトリーナ」後のハリケ
ーン被災者救済のために転用する提案が連邦議会に提出された。
●イギリス、イタリア：コカインの流れる河川
イタリア人科学者グループによれば、河川中のコカインの存在に関する検査法が、麻薬
濫用を監視する手段の一つとなる可能性がある。テムズ川及びポー川におけるコカインの
存在を検査したところ、公的な推測よりもはるかに高い水準でコカインが使用されている
ことが明らかになった。

さまざまな WSP 事務所で人事異動が行われた。
●RAIN 財団、オランダ政府から助成金を獲得
10 月、雨水集水実施ネットワーク財団（RAIN 財団、本部アムステルダム）は、マリ、ブ
ルキナファソ、セネガルにおける 5 か年プログラムに対して、オランダ外務省から 330 万
ユーロの助成金を獲得した。
●ユネスコ総会、水関連センターの新設を承認
先日終了した第 33 回ユネスコ総会（パリ、2005 年 10 月 3～21 日）は、ユネスコによる
監督のもとで水関連センター4 ヶ所を新設することを承認した。
●ペルー：水連合の女性リーダー、解任
水道事業の民営化に反対する著名なペルー人女性活動家ルツ・マリアナ・ロドリケス・
ロハスは、ランベイク水道衛生プラントを解任された。
●アフリカ水道事業体パートナーシップ（WUP）で新マネジャー就任
アフリカ水道事業者パートナーシップ（WUP）の新任ジェネラル・マネージャーとして、
ババカー・ディエング氏が就任した。
【プロジェクト】
●ニカラグア：IDB、基本的社会サービスに対して 4500 万ドルの投資を承認
米州開発銀行（IDB）は、ニカラグアに対して 4500 万ドルの無償融資を承認したと発表
した。融資の目的は、貧困層による基本的サービスへのアクセス増進につながるような地
方自治体レベルでの公共社会投資に関して、分権化された参加型のシステムを支援するこ
とである。
●モザンビーク：政府、小規模ダムの建設に関する契約を完了
モザンビーク公共事業省は、ガザ、インハムベーン、ソファラ、マニカ、テトの各州に
20 ヶ所の小規模ダムを建設するプロジェクトの策定に向けて、契約事業者との鉱床を完了
した。これらのダムはいずれも、干ばつ頻発地域における水不足を最小限に抑えることを
目的としたものである。

●利益にならない水道事業から利益になる水道事業へ
ARD 社が作成した、検証のための米国際開発庁の最新の報告書には、8 つの自治体上下水
道事業に関するケーススタディから得られた興味深い教訓が提示されている。これらの自
治体事業は、赤字体質から黒字体質への転換をみごとに果たしてきた。
●南アフリカにおける貧困層向けサービス提供における教訓
最近発表されたこの論文は、1994 年以降に行われた貧困層向けサービスの成功・失敗を
区別するべく、広範囲から選ばれたケーススタディによる証拠を検討することにより、南
アフリカにおける貧困層向けサービス提供の効果を最大限高める方法についての議論に貢
献している。

NGO「ブッシュプルーフ」は、特に非常事態における手洗い励行に適した手洗い用容器・
給水器を開発した。
●トイレ建設：ガーナに関するウォーターエイドのスライドショー
ウォーターエイドは、ガーナにおける家庭用の改良型換気（VIP）トイレの建設に関する
ガイドを作成した。

●コンサルタント募集：アジア開発銀行による水関連融資プログラム（2006～2010 年）の
支援
ADB の水部門協力基金が 2006 年 11 月に終了することを受けて、その後 5 年間の ADB に
よる新たな融資プログラムに向けた指針として、本技術支援プロジェクトが 100 万米ドル
規模で行われる。

organisation supporting local Sudanese CBOs to provide water to the people of Ayod.
Africa: Africa's shrinking lakes will cause instability
Africa's lakes are shrinking at an alarming rate and will lead to political instability
unless more is done to strengthen shared agreements over water use, the UNEP has
warned.
Kenya: new policies to combat chronic water shortage
The chronic water shortage in many areas is causing a serious concern to all. The
Minister of Water and Irrigation, Martha Karua, has come up with new policies to
improve and provide adequate water.
Asia & Pacific
India: Andhra Pradesh constructed toilets, but did not change behaviour
Andhra Pradesh has constructed 2.95 million toilets for poorer rural households by
spending Rs 281.05 crores on sanitation promotion and construction subsidy over the
last three years. However, only 50 percent of these latrines are used.
Pakistan: Diarrhoea break out in earthquake zone
Several hundred survivors of South Asia's Oct. 8 earthquake have come down with
acute diarrhea at a makeshift tent camp in Pakistan's portion of Kashmir, WHO reports.
India: Delhi water controversy over World Bank loan
A recent controversy over a World Bank loan of 150 million dollars, spread over a
period of six years to improve Delhi’s water supply is postponing the decision by the
Government in New Delhi, local media report.
Pakistan: USA and Canada help provide safe water to earthquake victims
USAID and Procter & Gamble announced a US$ 600,000 public-private alliance to
supply safe drinking water to 50,000 households over three months. P&G is providing
its PUR Purifier of Water product. Canadian soldiers of the Disaster Assistance
Response Team (DART) have set up an emergency water supply system for camps in
Muzzaffarabad.
Latin America and the Caribbean
Uruguay, Venezuela: transfer private water companies to public sector
Uruguay's state water utility OSE will take charge of private water firm Uragua's assets
and assuming control of the water and sewerage services in the country. In Venezuela,
state-owned industry holding company CVG is obliged to hand potable water services
to municipalities.
Mexico: silent privatisation of potable water, and, rainwater in bottles
As many Mexicans do not consider the water potable, companies like Pepsi, Danone,
Coca Cola and Nestlé have all moved into the multi-million dollar bottled water
business. This has been perceived as a silent privatisation of a service that the
government is obliged to provide.
El Salvador: water plentiful, but contaminated
Contaminated surface water kills thousands of people every year in the country; most of
the victims are children.
Western Europe & North America
USA: divert water funds to hurricane relief, Congress proposal
A proposal has been sent to Congress to divert US$ 166 million from the Clean Water
State Revolving Fund (CWSRF) to post-Katrina hurricane relief efforts.
UK, Italy: rivers of cocaine
A test for the presence of cocaine in rivers could become a tool for monitoring drug
abuse, according to group Italian scientists. Their tests for the presence of the drug in
the Thames and Po rivers revealed that levels of cocaine use were much higher than
official estimates.

In October the Rainwater Harvesting Implementation Network (RAIN) Foundation,

UNESCO's General Conference approves establishment of new water-related centres
The recently-concluded 33rd session of the UNESCO General Conference (Paris, 3-21
October 2005) has approved the establishment of four new water-related centres under
the auspices of UNESCO.

Well known Peruvaia activist against water privatisation Luz Mariana Rodriquez Rojas
was dismissed from her job at the Lambayeque water and sanitation plant.

Partnership (WUP) in Africa.
Projects
Nicaragua: IDB approves $45 million for investment in basic social services
The Inter-American Development Bank announced the approval of a $45 million
concessional loan to Nicaragua to support a decentralised and participatory system of
public social investment in municipalities that will increase access by the poor to basic
services.
Mozambique: Government finalising contracts for small dams
The Mozambican Public Works Ministry is finalising negotiations with contractors to
work out projects to build 20 small dams in Gaza, Inhambane, Sofala, Manica and Tete
provinces, all to try and minimise the shortage of water in areas prone to drought.
