A summary of usage, with examples, follows.
は
after a topic
私は学生です。
I am a student.
after a topic to emphasise the meaning, to emphasise difference (contrast), and with a negative
今日は学校に行きませんでした。
Today I didn’t go to school. (But I usually do.)
日本ではゴルフがさかんです。
In Japan, golf is popular.
日曜日には働きません。
I don’t work on Sundays.
after a topic introduced previously
今日友達が来ます。その友達は日本人です。
A friend will come today. That friend is Japanese.
プールがあります。プールはあそこにあります。
There is a pool. The pool is over there.
Question words are never followed by は.
が
after subjects when they are introduced for the first time
There is a book on the desk.
つくえの上に本があります。

Tom came.
after objects when expressing likes, abilities, attributes.

I like sport.
やさいが好きじゃないです。
I dislike vegetables.
