and more convenient for parents, we hope you like its convenience. I’m sure there will be a
few growing pains; however, I pray there are minimum glitches! Look through the site, as it is
FULL of information for new and returning parents, including but not limited to registration,
volunteer opportunities, swim meet dates, practice times, etc.

Recap of CEHA Meeting about
Assisted Living Facility on

On March 4, four representatives from Caddis Partners, the developer
of the Heartis assisted living facility construction project on Huebner
Road, met at St. Andrew Lutheran Church with 17 Churchill Estates
Board members and residents to provide details of their project in
response to a request from residents on Forward Pass whose properties
are adjacent to the commercial property.

The three-story portion will be on the front right quadrant of the
building (as you face the front of the building). The rest will be
one story.
One-story sections will be closest to Forward Pass backyards.
Parking in back for 60-member staff (not all will work at the same
time).
Minimal parking in front for visitors; complex will have a total of
66 spaces.
Most residents will not have cars.
Did not have to rezone property to build, as existing zoning of C-2
and C-3 allow for this kind of facility.
The property is in the Edwards Aquifer Recharge Zone and
all necessary permits were secured before construction began
including Storm Water Management Plan and TCEQ permits
for Water Pollution Abatement, Geologic Assessment and Storm
Water Pollution Prevention.
The facility is state licensed and will have nurses on staff.
The building will feature Spanish-style architecture.
Lights will be shining downward on 16 ft tall poles.
Dumpster will be in enclosed area.
No new curb cuts will be made. Entrances from Huebner are shared
with bank and Domino's shopping center
A detention basin (water quality pond) will be built behind facility.
There will be underground pipes to catch water. Water will flow
into detention basin to be filtered and cleaned, then trickle out into
drainage easement and flow to Salado Creek. All of the commercial
entities behind Forward Pass on Huebner have the exact same type
•

of water detention basin.
The general contractor is required by contract to run machinery
1500 ft. through the drainage easement to clean out and haul away
debris and vegetation from Domino's to Salado Creek.
Fairly dense vegetation of xeriscape and native plants will be
installed, including trees and understory that will be planted
on opposite side of drainage easement to form buffer at back of
facility property. Trees proposed by the project landscape architect
include Mexican Sycamore, Red Oak, Cedar Elm, Italian Cypress,
Crape Myrtle and Sago Palm. Residents requested that Monterey
Oak be substituted for Red Oak because Red Oak is susceptible to
Oak Wilt and has no leaves in the winter.
No fence will be built between facility and drainage easement.
The one-story building will be 73 feet away from Churchill Estates
properties.
The three-story building will be 107 feet away from Churchill
Estates properties.

Caddis Partners will discuss tree selection with landscape designer.
Budget and whether or not the tree is on the city's acceptable list of
trees will be deciding factors.
Residents want the city to make concrete sides and bottom in
drainage easement so vegetation can't regrow.
General Contractor requested that no one from our neighborhood
go onto the construction site, as it is a safety hazard and an OSHA
violation. He said if someone wants to meet with him, they need to
make an appointment and go to his trailer next to Domino's.

Update
Caddis Partners sent an email to CEHA on March 11 with the following
information:
• The trees specified for the buffer zone are Shumard Red Oak and
the Shumard keeps its leaves year round except for the period from
about mid-December to mid-January.
• Overall, the Shumard Red Oak will provide seasonal color and a
more than sufficient privacy screen along the neighbors’ fence
line.
• The Shumard Red Oak will also be planted next to Mexican
Sycamore trees along the neighbors’ fence line in an alternating
pattern to provide visual interest and a pretty living screen.
• We appreciate the concerns of the neighbors and feel that after this
discussion with the landscape architect, we cannot justify changing
the Shumard Red Oak to the Monterrey Oak tree as requested.
• The trees that are specified for the project will be 12'-14' tall,
container grown and with an established root system.
• Because of the established root system, once they are planted they
should grow fairly quickly.
• The landscape architect said we can expect the Shumard Red Oak
to grow approximately 18" to 2' per year and the Mexican Sycamore
grows 2' to 3' per year.
• Due to the additional cost required to increase the caliper of the
trees, the increase in cost for the labor to install larger trees and
the cost for the landscape architect to redesign and re-specify the
trees, the budget at this time cannot absorb this additional cost or
accommodate this request.
January 31 was the deadline to pay your CEHA dues with
a discount. As of February 28, 138 residents had not paid
2015 dues. Beginning February 1, interest accrues at the
rate of $2.30 per month, which should be added to your
$230 annual dues fee. Dues are payable to CEHA, 13423
Blanco Rd., #288, San Antonio, TX 78216. Please leave a
message for CEHA Financial Manager Rudolph F. Jass, Jr.

if you have questions about your dues.
To figure out how much you owe for 2015 if you missed
the January 31 deadline, please see the chart below
showing the interest added to the annual fee.
April 1-30 payment: $230 + $6.90 = $236.90
May 1 – 31 payment: $230 + $9.20 = $239.20
June 1-30 payment: $230 + $11.50 = 241.50

use the Recreation Center facilities. Liens are filed in the fall
against properties for which dues are still owed. Legal fees
for preparing and filing the liens are added to delinquent

Reminders for

Greetings
from CEWC
A resident on Forward Pass recently
reported an incident that brings about
the need for this reminder: Please
keep your dogs on leashes at all times. The
resident was in her front yard when two dogs
from another street ran to her and started
attacking. She was able to get inside her
house without being injured. Check your
gates and fences to be sure they are secure.
Your dogs should have current ID tags that
they wear at all times and a microchip. If
you lose your dog, immediately post signs along CE
Blvd with a description of the dog and your phone
number. Remember to take the signs down once
your dog has been found. Also, please carry a bag
with you to clean up after your dog when you’re on
a walk.

Insects in the Landscape:
Pollinators

There are more than 1 million
species of insects identified on
Earth, and scientists believe
there are millions more that
are still undiscovered.
Texas Continues to Attract Homebuyers
You can add recent increases in household income growth
and new home sales to the list of reasons why Texas continues
to attract homebuyers. In fact, demand for Texas homes is
surpassing nationwide figures, according to the 2015 Texas
Homebuyers and Sellers Report, recently released by the
Texas Association of REALTORS®.
Within these species, 98
percent of them are considered to be beneficial or benign in some
fashion, with the remaining two percent considered to be pests
that cause damage or disease. These insects occupy niches in
every ecosystem except the deepest oceans and polar locales.
"Our state's lasting job and economic growth continues to
bring higher incomes for Texas families and reaffirms new
home sales and development as a critical component in
meeting market demand," says Scott Kesner, chairman of
the Texas Association of REALTORS®.
With that in mind, let’s take a look at the ones we know about and
the roles they play in your landscape. This article is the first of an
occasional series that will take a look at some of the insects that
serve as pollinators of fruit, flowers and trees in your landscape.
Without pollination, many of the world’s fruit crops, flowers and
other plants would not be able to procreate.
Here are a few highlights from the report:
• Median household income among first-time homebuyers
rose to $72,000 in Texas and $68,300 nationally.
• The median household income of Texas homebuyers
increased to $97,500, while the same factor was $84,500
nationwide.
• 72% of Texas homebuyers and 65% of U.S. homebuyers
were married.
• New homes comprised 28% of Texas home purchases,
compared to 16% of homes nationally.
• 16% of homebuyers in Texas purchased homes for
multi-generational families. Nationwide, this figure was
13%.
There are many avenues of pollination in the landscape, but the
most common occurs thanks to insects, including:

Bees — While honeybees are the first to come to mind,
bumblebees and solitary species including carpenter bees,
orchard bees, mason bees and digger bees, are extremely
important pollinators as well and shouldn’t be discounted.
A gardener can encourage solitary bees to nest in their
landscape by building nest boxes for them. Many solitary
bees are stingless, and those that do have stingers, sting only
if absolutely threatened.
•
Beetles — When beetles feed on pollen, it covers their
bodies and is transferred as they move from flower to flower.
Examples of pollenating beetles include flower scarabs,

Call the San Antonio Airport Noise Mitigation Office at 207-3471 to report low or loud aircraft flying over your Churchill Estates residence. Provide
your name, address, phone number and time of
day the airplane was observed.
REMINDER
Your trash and recycle containers must be
stored out of sight of the street, by city ordinance and Churchill Estates policy. Containers
are not to be stored on your driveway. Please
keep the containers in your garage or backyard. If they are in your side yard, they must
be blocked by vegetation or a fence or hidden
in some way that they are not visible to your
neighbors or from the street.
