The year before last was Morioka Chuo High
School’s 50th anniversary, and last year we entered a
new era. Today, we are holding the 17th International
Education Forum, which we hope will be even better
than previous ones. I am delighted to hold this forum
along with other committee members.
We started to prepare for this forum in April. We
sometimes clashed over our opinions, and occasionally
things did not go very well. We respected and followed
the traditions of former forums, but our passion was
to create a new forum. All of the committee members
worked very hard toward this goal.
The theme of this year’s forum is “Creating a
Sustainable Society”. We decided to divide the students
into four groups: Education, Economy / Fair Trade,
Energy, and Agriculture/ the Environment. The theme
of past forums has been Environment. This year, we are
exploring new areas in order to expand the scope of the
forum. We are going to discuss the theme with students
from our sister schools to learn about different points
of view. We hope that each group will find some great
ways to create a sustainable society.
Today, we are fortunate to live in comfort. But
some people in the world do not live in the same
environment as we do. For example, there are some
children who cannot go to school, and some farmers do
not have a good working environment. Nowadays, it is
very easy to be connected with people in other parts of
the world by using the Internet. However, as we look
at the world, we cannot say that everyone lives in the
same environment. I would like all of you to understand
the current situation in the world, at this forum, and to
think with us about ways to create a sustainable society.
Now, the world has globalized rapidly, so we
need internationally-minded people. I believe that this
International Education Forum is a great chance for the
students here, who will lead the world in the future, to
learn new things and to gain new abilities.
Let’s interact with students from all over the world
and share our opinions with each other. Let’s experience
new things. Let’s create a better world.
The future is in our hands!
Finally, I have been able to lead this forum
because of the support of my wonderful friends. I want
to thank everyone who has helped to put on the 17th
International Education Forum.
一昨年 50 周年を向かえ、新たな１ページを刻んだ去
年、さらなる飛躍を目指して今年の第 17 回 CHUO 国
際教育フォーラムが開催されようとしています。各ク
ラスから選出された実行委員全員が力を合わせてこの
フォーラムが開催できることを大変うれしく思います。
私達は 4 月から本格的にフォーラムの活動を始め、
これまで日々活動してきました。時には意見がぶつかっ
たり、うまくいかないこともありました。そんななかで
も、先輩たちの伝統を承継し、そして新たなものを創
りあげたいという思いを胸に仲間達と切磋琢磨し合い
ながらここまでやってきました。
今 年 の フ ォ ー ラ ム は「Creating a Sustainable
Society ～持続可能な世界を作ろう～」
をテーマとして、
「教育」
「農業」
「フェアトレード」
「エネルギー」とい
う４つのグループに分かれました。これまでのフォー
ラムは、
「環境問題」をテーマにすることが多くありま
したが、今年は環境問題以外の新たな分野にも取り組
み、ますますフォーラムを活発化させていきたいと思
いました。様々な視点から世界各国の姉妹校の方々と
話し合い、各グループが自分たちの理想とする goal を
目指して持続可能な社会を作りあげていくためにはど
うしたらいいか考えていくことにしました。
今、私達は幸いなことに何事も不自由なく暮らして
います。しかし、世界全体がこのような環境ではあり
ません。今、世界では学校に通うことのできない子供
達がいます。生産者の労働環境が整っていない地域も
あります。今では、インターネットなどの普及により世
界中が容易につながりより身近になり、至便な時代へ
と変化してきました。しかしながら、世界全体で見た
時に、世界中が同様の環境にあるとは言いきれない状
況です。このフォーラムを通して、皆様に世界での現
状をより多くの方々に知ってもらい、そして持続可能
な社会を作り上げていくためにということを考えてもら
うきっかけとなればと思います。
急速にグローバル化が進み、国際的な人材が求めら
れている世界となりました。このような環境で、国際
教育フォーラムは未来の世界を担う私達にとって可能
性を広げることのできる素晴らしい行事です。様々な
国の生徒と意見を交換し、共有し合い、交流し、多く
の経験を積みましょう。
未来の世界をつくるのは私達です！
最後になりましたが、素晴らしい仲間達に支えられ、
このフォーラムを開催することができました。第 17 回
国際教育フォーラムに携わって下さった方々に心から
感謝申し上げます。

It has been more than 4 years since the earthquake
and tsunami of March 11, 2011, and today, public
transportation, residential areas, and some industries
in the affected area have been rebuilt. We appreciate
your sincere concern about the situation and all of the
support provided by people around the world.
People in the affected area, still find it so hard to
recover from their deep grief, and they feel as if the time
has stopped since the earthquake occurred, so I would
like to once again ask you to keep them in your thoughts.
I would like to extend a very warm welcome to
everyone present today – to the teachers and students
from 17 countries and regions, and to guests from Iwate
and other prefectures. I greatly appreciate your coming
to the 17th CHUO International Education Forum.
I would also like to thank the Ministry of Foreign
Affairs of Japan, the embassies of countries where our
sister schools are located, the Iwate Board of Education
and the Board of Education of Morioka city, for
sponsoring this event.
This forum has been held every year since 1999, as
part of our school’s International Education Program.
The theme of this year’s Forum is “Creating a
Sustainable Society”. There are 4 topics: Education,
Economy /Fair Trade, Energy, and Agriculture/ the
Environment. The students will discuss these global
issues and decide on local action they can take in order
to start to create a sustainable society. I hope that they
will take some first steps to solve the problems.
I hope that the students at this Forum will talk with
each other about their dreams and goals, that they will
learn new things, and that they will come to understand
each other. I also hope that they will use their youthful
energy to make their dreams come true in their bright
futures.
In addition, we will hold a ceremony at this year’s
Forum to introduce a new sister school, International
Linguistic School in Russia. This will bring the total
number of our sister schools to 22.
In conclusion, I hope that the students who are
here today will develop a circle of friendship by doing
presentations and activities together, and that all of the
participants will greatly enjoy the Forum.
４年前の東日本大震災においては、各国の皆様方
にご心配をおかけいたしました上に、陰に陽にご支
援をいただいて参りましたが、現在、交通関係はじ
め産業、住宅再建など一歩一歩着実に復興が進めら
れているところです。しかし、心の面に目を向けると
まだ４年前のままで止まっている感もありますので、
今後ともご支援のほどよろしくお願いいたします。
さて、本日はお招きいたしました世界 17 の国や地
域の先生方や生徒の皆様、そして県内外のご来賓の
皆様方、ようこそ盛岡中央高等学校の第 17 回 CHUO
国際教育フオーラムにお出でくださいまして誠にあ
りがとうございます。心から歓迎申し上げます。
また、今回のフオーラム開催にあたりましては、日
本外務省や海外から参加してくださる国、地域の大
使館をはじめ岩手県並びに盛岡市教育委員会などか
らのご後援を得て行うことができ、大変うれしく思っ
ております。
ご承知のとおりこのフオーラムは、盛岡中央高校
が推進してまいりましたグローバル人材育成教育事
業の一環として、1999 年から毎年開催しているもの
でございます。
今年のテーマは、
「Creating a Sustainable Society
持続可能な世界を作ろう」というテーマといたしま
した。これは持続可能な将来が実現できるような諸
問題として「教育」
「フェアトレード」
「エネルギー」
「農
業・環境」の４分野を「自らの問題として捉え、身
近なところから取り組むこと（Think globally、act
locally ）によって、それらの課題の解決につながる
新たな価値観や行動を生み出していこう」というこ
とです。
その意味からも、各国から参加いただきました皆
さんと共に、このフオーラムを通して共に夢や志を
語り、共に学び、共に理解し、皆さんの持っている
素晴らしいエネルギーによって、世界に夢の花を咲
かせて欲しいと思います。
なお、今回のフオーラムでは、新たに 22 校目と
なります国際 姉 妹 校としてロシアの International
Linguistic School 国際言語学校との姉妹校締結式も
ありますのでよろしくお願いいたします。
それでは、各国のプレゼンテーションや基調講演、
教育交流会、日本文化体験等を通して、友情の輪が
広がっていくことを期待し歓迎の挨拶といたします。

What is global education?
According Finnish Author and Educator Pasi
Sahlberg defines Global Education.
→is a creative approach of bringing about change
in our society.
→is an active learning process based on the
universal values of tolerance, solidarity, equality,
justice, inclusion, co-operation and non-violence.
Global education begins with raising awareness
of global challenges such as poverty or the inequailites
caused by the uneven distribution of resources,
environmental degradation, violent conflicts or
human rights, thus creating deeper understanding of
the complexity of the underlying causes. It aims to
change people‘s attitudes by them reflecting on their
own roles in the world. Global education motivates
and empowers people to become active, responsible
global citizens.

グローバル教育とは何か？
フィンランドの作家で教育家のパシ・サルバーグ
のグローバル教育の定義は：
→想像力を駆使した方法で、現在の社会に変化をも
たらす。
→普遍的価値に対する寛容性、連帯、平等、正義、
一体性、協調、非暴力に基盤を置いた能動的学習法
グローバル教育の一歩として、世界における貧困、
均等でない資源の配分からうまれた不平等、環境の
劣化、暴力的紛争、人権問題に目を向けることにより、
複雑化している根底の問題を深く理解する力を養っ
ていきます。その目的は、世界における自らの役割を
顧み、再認識し人々の考え方を変えていくことです。

Global education addresses topics such as:

グローバル教育は人々に、積極的に行動する動機
を与え、国際人としての責任を自覚する能力を高め
てくれます。

Global education is based on values of:
• tolerance, solidarity, fairness and justice, empathy,
equality
• inclusion, diversity
• responsibility, co-operation, non-violence
Global education is a process, which
• begins with raising awareness of certain problems
• then creates a deeper understanding of the complex
underlying issues
• encourages people to reflect on their own role in the
problem, and therefore
• change their attitudes and behaviour
• motivates and empowers people to become active in
a responsible way
Case Finland
We can also see Global Education in locally in
every country who has immigrants.
Last week was published new survey about
learning skills between Finns and the second
generation of immigrants who have born in Finland.
Result: There is a huge gap with these two groups
in learning skills.
Why? No one knows. Now they try to find out
how it´s possible.
Finnish education policy has been built upon
periodic change and systemic leadership led by
commonly accepted values and shared social vision
that resonate closely with contemporary ideas of
sustainable educational change.
Importantly, the main features for developing
a equitable, high-performing education system are
similar to those underlying the social and economic
transformation of Finland into a welfare state and a
competitive knowledge society.
By contrast, typical features of teaching and
learning in Finland are:
• high confidence in teachers and principals as high
professionals;
• encouraging teachers and students to try new ideas
and approaches, in other words, to put curiosity,
imagination and creativity at the heart of learning;
and
• p urpose of teaching and learning is to pursue
happiness of learning and cultivating development of
whole child.
The best way avoid learning infections in global
education are to prepare teachers and leaders well.
In Finland all teachers must have masters
degree in education or in the field of their subject.
This ensures that they are good in what they do in
classrooms and also understand how teaching and
learning in their schools can be improved. School
principals are also experts of educational change and
can therefore protect their schools and school system
from harmful germs.
グローバル教育では以下のトピックに目を向けて
います。
・世界の正義
・人権
・持続性
・平和
・異文化間コミュニケーション
グローバル教育の価値観：
・寛容性、連帯、公平／正義、共感、平等
・一体性、多様性
・責任感、協調性、非暴力
グローバル教育の課程：
・一定の問題への認識
・複雑化している根底の問題を深く理解する
・世界における自らの役割の再認識、それにより
・人々の態度や行動を変えていく
・積極的に行動する動機を与え、国際人としての責
任を自覚する能力が高まる
フィンランドにおいては
グローバル教育は移民者が多く在住するすべての
国では盛んに行われています。
先日、フィンランド人とフィンランドで生まれた
他国の 2 世についての学習能力についての調査が発
表されました。
結果：学習能力に非常に大きな差が生まれているこ
とが判明。
理由は。誰もわかりません。今研究者たちは、格
差について判明しようとしています。
フィンランドの教育方針は、一般に認められた価
値観と共有する社会的な展望が基となり、周期的変
化と指導者体系の連携で成り立っています。これは、
持続的な教育活動の変化とうまく調和しています。
重要なことは、公平で質の高い教育が発展してい
くことは、フィンランドの経済社会の構造が福祉国
家へと、そして競争力が高い知識社会へ移行したこ
とと似かよっています。
一方、一般的なフィンランドの教育と学習方法は
・プロ意識が高い教員と校長が自信に満ち溢れている
・教員と生徒に新しい提案や方法をもつことを推奨
する。これは、好奇心を高め、学習の核心にある創
作力や想像力が掻き立てることにあります。そして
・教育と学習の目的は、学ぶことの喜びを追求し、
子供たちの育成です。
グローバル教育において悪い風潮を避けるべき有
効な方法は、
良い教育者と指導者を育成することです。
フィンランドでは、すべての教員は教育の修士課程
か、その専門の教科の修士課程を修了する必要があり
ます。これは、教員のクラス内での授業の質の高さ、
学校での指導方法と学習の改善につながっていきま
す。校長は教育改革の専門家であり、それゆえに、そ
の学校と学校の基盤を諸問題から守ることが出来ます。

excellent track record in the performing arts, dancing, and drama.

in January 2014.

Cours Sainte Marie de Hann was founded in 1950 and is located near the downtown of Dakar. It is
a private school which contains all educational levels - from kindergarten to high school. It is a very big
school, with a total of 4,500 students who study in 2 programs - a French program ( 1,800 students ) and
a Senegal Program ( 2,700 students ). A 4 - year college named IMES was established 3 years ago, and at
present there are 100 students in this college. Cours Sainte Marie de Hann became a sister school of MCHS
in December, 2011. MCHS delegates visited Cours Sainte Marie de Hann in December, 2013 for the first time.

ノルウェー　オスロ・ハンデルスギムナジウム高校
Established in 1875, Oslo Handelsgymnasium is ranked one of the top academic schools in Oslo. It
has 930 students and 90 teachers. Its school year starts on August 20 and ends on June 20. Its school
building was once used as a Nazi Germany headquarter during WWII. The rooms and furnishings in the
basement are preserverd for educational use. The students go on study trips to Italy, Germany, Spain,
France, and South Africa, as international activities. The school has a unique Japanese language
program. Ms.Megumi Huvendeck Kudo, a Japanese instructor, teaches the classes. Students from
nearby schools also come and take classes at this school. Oslo Handelsgymnasium became a sister
school of MCHS in May, 2013.

morioka's sansa dance

「さんさ踊り」

The Sansa Dance, having been passed down over
hundreds of years from the legend written on a boulder at
Morioka’s Mitsuishi Shrine, is symbolic dance of Morioka.
According to the legend, long long ago, there was a
demon who did all manner of bad things, and the villagers
prayed at Mitsuishi Shrine that the demon would be driven
away. The god who caught him made the demon put his
handprint into a boulder to seal his pledge never again to
return to the area, which he did before fleeing away. The
reason why the dance got its name is that the villagers
were overjoyed that, in its celebration, they danced around
Mitsuishi Shrine, which made the sound “sansa, sansa…”
Each rural district around Morioka has its own
individual style of dance and music, generally called
“Inaka Sansa” (Countryside Sansa). The city of Morioka
has developed its own “Morioka Sansa” dance based
on these dances. At the beginning of August, more than
30,000 dancers, 2,000 pipers, and 14,000 Japanese “taiko”
drummers fill the streets of Morioka with a joyful rhythm.
This passion makes “the Sansa Dance Festival” one of
Northeast Japan’s representative summer events.
さんさ踊りは、三ツ石神社の巨石伝説に由来し、
数百年受け継がれてきた盛岡のシンボルともいえ
る踊りです。
伝説によると、むかし悪事の限りを働く鬼がい
て、里人たちは三ツ石神社に退治を祈りました。
鬼を捕まえた神は、二度とこの里に来ない（不来
方の由来）ことを誓わせ、鬼はその証として巨石
に手形（岩手の由来）を残して逃げました。里人
たちは大いに喜び、祝い、三ツ石のまわりを「サ
ンサ、サンサ」と踊ったのが始まりといわれてい
ます。
今では、盛岡を中心とした各地域ごとに、独自
の踊りや演奏があり、
それらは一般に「田舎さんさ」
と呼ばれます。また、それらを統一した「盛岡さ
んさ」があります。８月初旬の４日間、３万人を
超える踊り子、2,000 本の笛、1 万 4,000 個の太鼓
によって、盛岡の目抜き通りは「さんさ」のリズ
ムで埋め尽くされます。その熱気は東北地方の夏
の風物詩となっています。
