を身をもって教えたのは、スイ
スのチューリヒ大学を辞して草創期のICUに着任した神
学者エーミル・ブルンナーであった。

The Greeks understood that truth is timeless and
unchanging, but the scripture tells us that truth “happens”
in encounter. From God’s eternal plenitude, it came into the
world and dwelt among us. This is “Truth as Encounter,” as
was taught by Emil Brunner, the world-renowned
theologian who resigned from the University of Zurich and
came to ICU in 1953.

を提唱し、
2013年の献学60周年に向けては
「Dialogue: 対話」
をテーマに、
リベラルアーツのさらなる深化を進めています。
この献学の精神は、
今着実に学生の心に受け継がれ、
彼らを導いています。現
代社会の中で、
ICUの教育・環境を最大限生かし、
自らに課せられた社会的使命
を見いだして行動する学生の姿を追いました。
Since its founding, International Christian University has held as its mission “contributing to lasting peace and cultivating superlative individuals, who serve both
God and mankind and have been educated as internationally minded citizens.” ICU
is working to further enrich its liberal arts education, as it did going into the 2003
fiftieth anniversary theme of “doing liberal arts” and as it does now with the theme
of “dialogue” as it moves towards its sixtieth anniversary.
Today, ICU’s students continue to be the recipients of the spirit of this founding
philosophy. Here, we find ICU students who have carved out their own mission of
social responsibility and brought to life the education and research potential at ICU.
Electricity Liberalization:
An Approach Starting from
Where We Live

This past June, one of ICU’s auditoriums was filled to
capacity and even the outside hall was full with people
hoping to get in. On this day, the group “Musashino Energy
Shift,” started by ICU students and alumni, held a panel
discussion on the topic of electricity liberalization.
Speaking on the dais were Hiroshi Ichige (CLA59th,
ID’15), who spoke on behalf of MES; Akira Mori (CLA50th,
ID’06), a core member of MES at the time of its founding;
Hiroshi Takahashi, a specialist in the field of energy issues;
and, former Prime Minister of Japan Naoto Kan. Together,
they exchanged ideas about what a new system of energy
might look like.
Ichige said of the discussion’s aim, “it was not just to
invite famous politicians and energy specialists, but to
propose the topics for discussion based on issues we are
actually working to address so that we could speak with our
panelists on equal footing. A university is a place of academic
pursuit and with these issues we wanted to present local
people with discussion that consistently goes beyond any
political disagreement; we wanted discussion that didn’t shy
away from looking fifty or a hundred years into the future.”
Before the event, MES submitted petitions to the local
cities of Mitaka and Musashino asking about the liberalization
of electricity market. With its 1,067 signatures, the petition to
the city of Musashino went on to be approved by the city
council and from there led to the submission of a statement
from the city council to national ministries about urgent
reforms to electricity systems.
About the diversity the event brought to the discussion,
Ichige said, “There aren’t a lot of opportunities at universities,
including ICU, for political discussions. But through this event
I was really able to feel the strengths ICU offers in the way of
small class size and interaction between students regardless
of whether they study in the sciences or humanities. It was
useful to have this discussion together with students majoring in politics and economics as well as students from
science departments as we were able to look at the issues
from various perspectives and also come up with some new
questions to be addressed.”
Tomo Shoji (CLA59th, ID’15), who also represents MES
said, “I had never looked into discussion on nuclear power
and blindly accepted any opinions before, but after taking
part in discussions about starting MES I came to have my
own opinions about energy issues.”
“I think it’s also important to put the things you study
into use in the real world,” said Ichige. He added, “To the
extent that it can, MES’s activities place importance of creating real change. We wanted to change young people’s
feeling that no matter what you do nothing ever changes. For

By participating in social service activities, students are able to put ICU
studies to work in society and at the same time discover additional
learning opportunities. ICU’s service learning systematically puts this into
practice as one kind of education. Each year around sixty ICU students
engage in thirty or more days of unpaid service activities at NGOs,
NPOs, public organizations, welfare facilities, and other such organizations located both inside and outside Japan. So that these activities go
beyond a simple first-hand experience to become a true learning experience, each one is integrated into the university curriculum as an “education program linking academic instruction with practical service in the
community.” This is done through report preparation, presentations, and
discussions that take place in related courses both before and after the
activity itself.

Succeeded Philosophy
Since ICU’s Foundation
In front of the Prime Minister’s residence every Friday
night since this spring, there have been demonstrations calling
for an end to nuclear power generation. To my eyes, born in
1955, the scenes that these demonstrations present seem
both nostalgic and the sign of a new era. There is still a long
road ahead in the effort to end nuclear power generation, but I
think it is clear that through these types of actions people are
developing a heightened “sense of political efficacy.”
Going into the 50th anniversary year of its foundation,
ICU formulated the doctrine of “doing liberal arts,” and in
2002, officially incorporated service learning into its curriculum. Still, that did not necessarily represent a change in direction “from thought to action” or “from theory to practice.”
What it represented, in my opinion, was a restating, in
response to the demands of the age, of “serving God and
humanity” philosophy that we have embraced since our
founding. Agreed upon at the Gotemba Conference in June
1949, the basic concept for ICU was to have a small-scale
College of Liberal Arts and position a graduate school—with
the core fields of Education, Public Administration and Social
Service—above that. This clearly embodied the founders’
intentions with regard to achieving “reform in Japan” (see
“International Christian University: An Adventure in Christian
Higher Education in Japan” by C.W. Iglehart, page 90 on).
With regard to education, ICU put into practice a liberal
arts education that was unprecedented in Japan, and in the
process it turned out many people who became leaders in the
education field. In the early years of ICU a wide range of social
surveys and regional contribution activities were carried out
with the goal of rejuvenating farming communities. When I
was here in the 1970s, educational-support volunteer activities flourished at child welfare institutions and elsewhere, and
such activities have continued to this day. Mitaka community
development activities and service activities in Asia (Thai work
camps, etc.) have also spread since the 1970s so ICU has
truly grown into a university that puts Social Service into practice. Professor Emil Brunner’s teaching to “Evangelical work
rather than theology” lives on today in many fields at ICU.

ICU’s Activism Rooted among Faculties,
Alumni and Students
In the second field of Public Administration, ICU was
responsible for the landmark creation of Japan’s first graduate
school of public administration in 1963. As ICU’s second
president, Nobushige Ukai, emphasized, this spirit led to the
question: How can the power orientation of the prewar
bureaucracy be transformed into a service orientation? In
actual practice, the graduate school of public administration
(now called the Public Policy and Social Research Program)
produced many graduates who have gone into the field of
international civil service, while relatively few have gone into
the field of domestic civil service, so from that perspective, our
contribution to reforming the bureaucratic system from within
has been a little weak. It is still a fact, however, that ICU has
contributed to reforming the bureaucratic system via both
international society and grass roots effort.
Speaking from my personal experience, when I was a
graduate student, I was greatly inspired by the nuclearpower-issue study meetings held mostly by chemistry professor Koa Tasaka. I was influenced especially strongly by the
speeches of anti-nuclear-power activist Jinzaburo Takagi, and
it seemed to me that I was seeing a concrete fusion of
science and citizenship. Spurred by our interest in civic activism, my friends and I invited freshman Diet member Naoto
Kan to the 1980 ICU Festival. I still have the copy of Kan’s
book that he signed for me at that time.
So when I see that the natural disaster and nuclear accident have spurred students to put together the Musashino
Energy Shift organization and hold a public forum to which
they invited Naoto Kan, not only do I feel right at home, but I
also sense an activism deeply rooted in ICU history. Upon
meeting Naoto Kan for the first time in many years, I experienced new expectations that “Stepping down from the seat of
national politics, he is once again acting as a citizen guerilla.”

Looking ahead to our 60th Anniversary in 2013, under the theme
of “Dialogue,” ICU is moving forward with an anniversary project
encompassing three core areas: “1. Academic Program,” “2. Promoting the refurbishment of facilities and improvement of the
campus environment,” and “3. Promotion of Advancement.” One
after another, we are implementing activities to enable us to continue to develop liberal arts education at ICU. These activities
include: the establishment and filling of 60th Anniversary Professorship positions; the hosting of the Aspen Institute’s Aspen
Cultural Diplomacy Forum, where prominent persons from around
the world gathered at our campus for three days to hold discussions on the theme of peace building; the improvement of our
educational environment, including a wide range of facilities; and
the further enhancement of the ICU Peace Bell Scholarship, which
was established in 2008 as an alumni initiative.

For the 60th Anniversary Professorship, prominent teacher-scholars from inside and
outside Japan are invited to ICU in order to further enhance the Academic Program,
which is part of our anniversary project. Living on campus, they offer courses.

Searching for the Origins of ICU and Liberal Arts
Education: A Continuing Dialogue
Professor M. William Steele first came to ICU in 1976, and he
was promoted to professor in 1989. Professor Steele served as
Dean of the College of Liberal Arts for three terms from AY2003
to AY2008, the final years of which saw the implementation of
reforms to the ICU’s undergraduate program, including the
consolidation of six divisions into a unified College of Liberal Arts
and the introduction of a system of academic majors.
Starting from April 2013, Professor Steele, in his capacity as 60th
Anniversary Professor, will offer three courses.

As one part of the 60th Anniversary
Project, the 2012 Aspen Cultural Diplomacy
Forum was held from Monday 22 to
Wednesday 24 October. Taking place on
our campus, it was co-hosted by the U.S.based Aspen Institute, the Japan ICU
Foundation (JICUF), and ICU.
The creation of the Aspen Institute
dates back to 1950. With World War II only
a few years past, in 1949 a conference was
held (in Aspen, Colorado) that sought to
use the way of life of Goethe as a model in
promoting the need for character-building
education and a culture of dialogue based
on mutual understanding and dignity.

dialogue and rebuild community. The Aspen
Institute was then born based on the idea
that achieving such goals would require an
institution that could provide an ideal space
where people would be freed from the
complexities of everyday life so they could
leisurely engage in contemplation and
discussion.
The Institute later started the Aspen
Executive Seminar, and it went on to create
a rich variety of programs, including policy
and thinking oriented programs in fields
such as politics, economics, and diplomacy. Today the scope of Institute activities
stretches around the world. Based in
Washington D.C., the Institute has cam-

puses in Aspen, Colorado, and on the Wye
River in Maryland, and it also actively holds
policy programs and seminars through an
international network of partners. The
Aspen Institute Japan was established in
April 1998.
In 2007, the Aspen Institute created
the Global Initiative on Culture and Society
with the aim of contributing to thinking,
policymaking, network building, and leadership development through the interaction of
people from a variety of fields, including
media, arts, culture, and socioeconomic
development. The first Aspen Cultural
Diplomacy Forum was held in France in
2008, and subsequent annual sessions
have been held in Spain (2009), the United
States (2010), and Oman (2011). Reflecting
the increasing attention being given to
Asia’s remarkable economic development
and its growing cultural and political presence, the first forum focusing on Asia was
planned and co-hosted by the Aspen Institute, the JICUF, and ICU in 2012.
A special feature of this forum was

unfolded onstage each day as frank opinions flew back and forth between the interesting and distinctive panelists.

More than 90 people took
part in the three day conference
about the role culture can take
in peace-building and in reconciliation between groups with
difficult histories. Participants
used the different sessions to
discuss, debate, and sometimes
disagree about the best way to
deal with the various issues our
world faces, and the conversations spilled out of the meeting
rooms into the hallways, onto
the tree-lined paths of ICU’s
campus, and even into the
dining hall over coffee.
The early part of each day
featured sessions closed to
forum participants, but at the
end of each day, open sessions
w e re h e l d f o r t h e p u b l i c i n
Diffendorfer Memorial Hall.
Monday’s session delved
into the issues of propaganda
and institutional and cultural
bias, and the difficulties some
regions and peoples have in
dealing with that negative imagery. North Korea and Pakistan
were both used as examples of
nations facing difficult hurdles
before they can be accepted on
the world stage as equals, but
internal religious tensions cause
similar problems in other
regions.
Tuesday’s session looked
at how to strengthen peacebuilding efforts by searching for
common ground. All presenters
gave passionate and poignant
accounts of their efforts to bring
different people into more
p eaceful co-existence, and
Archbishop Chacour’s comments were particularly wellreceived by the audience.
The first of two open
sessions on Wednesday

Sadako Ogata. Ogata discussed
her long, distinguished career,
which included serving as UN
High Commissioner for Refugees and as president of JICA,
but she also discussed the
future of Japan and its relationship with its neighbours China
and Korea. She reminded the
audience that students have an
important role to play, and that
t h e y s h o u l d t r y t o b e m o re
engaged with the world, both
socially and politically.
The second session was a
discussion with Olusegun
Obasanjo, former president of
Nigeria. Obasanjo discussed his
role in the democratization and
stabilization of his own country
after centuries of European
colonization, but he also talked
about the future of Africa, and
his confidence that it is a bright
one. Wednesday’s sessions
were so popular that students
stood in the aisles, proving that
at least the students at ICU are
still engaged, still interested in
playing a role in the quest for a
more peaceful world.
For all the participants, the
three day forum was not simply
an educational experience; it
was an inspirational one.

このイベントは今回が第5回目となる文化外
交フォーラムで、ICUとアスペン研究所、
日本国際基督教大学財団
(JICUF)による共同の取り組みでした。

The Aspen Cultural Diplomacy Forum’s
Guiding Vision
From October 22nd to October 24th, 2012, ICU hosted the
2012 Aspen Cultural Diplomacy Forum which explored the theme,
“The Art of Peace-Building and Reconciliation.” The event was the fifth
Cultural Diplomacy Forum to be organized and was a collaborative
effort between ICU, the Aspen Institute, and the Japan ICU Foundation. The guiding idea behind Cultural Diplomacy Forums is that, in a
complicated world beset with tensions and conflicts, there are often
great benefits in bringing together diverse groups of individuals in
order to initiate dialogues and conversations that enhance mutual
understanding and peace-building. Cultural diplomacy, therefore,
relocates diplomacy from the work of governments and diplomats and
involves other actors, such as artists and those engaged in creative
work, in the process of addressing and resolving contentious issues.
The Aspen Institute, through the Japan ICU Foundation,
approached ICU in 2010 to host the forum because of ICU’s longstanding commitment to peace-building and reconciliation. In addition
to this core mission, the Aspen Institute was also interested in organizing the first ever forum held in Asia.
When planning the forum, the organizers put great care into
identifying and selecting an interesting and diverse set of participants.
People from 22 different nations were present on campus, but the
participants also came from a variety of backgrounds, including
professors, painters, film makers, NGO workers, students, government officials, ministers, entrepreneurs, diplomats, and still others.
Aspen Cultural Diplomacy Forums follow a special format in that
presenters are not allowed to read academic papers, but are instead
given a brief period to make initial remarks on their topic and then,
working with a moderator, the entire assembly can raise issues and
ask questions. This creates an active environment with opportunities
for a wide-ranging dialogue among participants.

An Ending and Beginning
In deciding to participate in the forum, ICU was determined that
the forum should have educational benefits for its students and
faculty. Several ICU faculty members served as moderators during
forum sessions and over a dozen students volunteered to assist with
running the forum. Students were also invited to attend open sessions
held every afternoon. On the final afternoon, hundred students were in
attendance for the 90 minute interview with Madam Ogata Sadako,
the former United Nations High Commissioner for Refugees. So many
students were in attendance that all of the seats in the Diffendorfer
Memorial Hall auditorium were filled. After the session concluded,
three professors who participated stayed on campus to teach classes
and give seminars for ICU students.
In my closing remarks to the forum, I emphasized to the participants that, from ICU’s perspective, the forum’s conclusion was not an
ending, but instead a beginning. It was clear in my conversations with
participants how impressed they were with ICU and that new projects
and relationships were already being contemplated and planned. I am
confident that the 2012 Aspen Cultural Diplomacy Forum will continue
to bring exciting people and programs to the ICU community for many
years to come.

During my four years at ICU, not everything has been fun. However, I
feel that what I have gained outweighs the difficult things that I experienced.
And what I have gained are my relationships with the friends who experienced those same things at the same times and in the same places as I did.

First, I want to say thank you very, very much to all the people who
have supported the Peace Bell Scholarship, thus enabling me to attend ICU.
My four years at ICU have been a truly full and enriching time. After meeting
a student investigating immigration problems in Europe, I went on to take
courses concerned with immigration and refugees, and after becoming the
dorm roommate of a student from Okinawa, I came to think seriously about
Japan’ s problems with military bases. There are many things about which I
never would have developed an interest had I not had such encounters with
other people. All the people that I have encountered at ICU have made my
four years of learning a rich experience.
I enrolled because I was drawn by the ICU ideology that “our abilities
should be used for the development of society.” After graduation, I want to
find the path via which I can render the greatest service possible for me in
the world. I am confident that whatever path I choose, my ICU learning
experience will certainly prove valuable.

To all the Peace Bell Scholarship contributors, I want to express my
sincerest thanks for giving me the opportunity to realize my dream of experiencing student life at ICU. I was able to acquire the wide-ranging education
that is a hallmark of the liberal arts and also delve deeply into areas of
personal interest. I think it was the lively interactive opinion exchange of my
ICU courses that enabled me to find the topic of my senior thesis.
Through my participation in the ICU tennis and tea ceremony clubs
and, from my second year, a club that produces an off-campus free newspaper, I was able to make wonderful friends who I hope to keep throughout my
life. In addition, living up to the rich international character of ICU students, I
also managed to travel in Europe as a backpacker.
When I think that without the Peace Bell Scholarship, I would not have
been able to enroll here or experience the fulfilling days that I have had here, I
am filled with feelings of gratitude to all of you who gave me the chance to
learn at ICU.

ACUCA
（The Association of Christian Universities and Colleges in
Asia）
は、
アジアのキリスト教主義高等教育機関の相互協力・質向上を目的
として1975年に発足。現在、
日本、
香港、
韓国、
フィリピン、
タイ、
台湾、
インド
ネシア、
インド、
８つの国と地域にある57大学が加盟しています。主な活動と
しては、加盟校間の短期学生交流、加盟校の学生が集うStudent Camp実
施の他、
加盟校から代表者が参加するBiennial Conference & General
Assembly、
Management Conferenceを実施しています。
ICUは、1976年からACUCAに加盟しており、2010年11月から2012年
10月末までは幹事校を務めました。任期最終年の今年は、8月に
「ACUCA
Student Camp 2012」をICUで、10月には「ACUCA Biennial
Conference and 19th General Assembly 2012」
を、ICU、明治学院
大学などを会場として開催しました。
The Association of Christian Universities and Colleges in Asia
(ACUCA) was founded in 1975 with the aim of mutual cooperation and
increased quality in Christian higher education in Asia. At present, it
has 57 member institutions in eight countries and regions (Japan,
Hong Kong, South Korea, the Philippines, Thailand, Taiwan, Indonesia
and India). ACUCA’s primary activities include student exchange
among member institutions on a short-term basis and a camp where
students of member institutions come together, as well as biennial
conferences/general assemblies and management conferences in
w h i c h re p re s e n t a t i v e s o f m e m b e r i n s t i t u t i o n s p a r t i c i p a t e .
ICU became an ACUCA member in 1976 and served as the ACUCA
Secretariat from November 2010 to October 2012. This year, the final
year of our term as Secretariat, ICU held “ACUCA Student Camp
2012” in August at ICU and “ACUCA Biennial Conference and 19th
General Assembly 2012” in October at ICU and Meiji Gakuin University.

グリーンアジア ー 持続可能なアジアを目指して
ACUCA Student Campが8月20日から24日までの5日間開催さ
れました。
これは2年に1度、
ACUCA加盟大学の学生が集まり開催する
もので、今年は8つの国と地域
（日本、香港、韓国、
フィリピン、タイ、台
湾、
インドネシア、
インド）
の41大学から100名の学生と1名のスタッフ
が参加し、本学学生寮で生活を共にしました。現在ICUはACUCA幹事
校を務めていることから、今年のStudent Camp会場となり、そのプ
ログラムの企画・準備・実施は、高橋伸講師を委員長とする実行委員会
とICU生15名の
「学生アシスタント」
が担いました。
今年のキャンプのテーマは
「ともに歩む明日を目指して∼私たちの
夢 、私 た ち の 力 ∼ 」。プログラム冒 頭 で 行 われた 、山 本 良 一 I C U

の“Faith-based

と題した基調講演の後、
学生たちはグループ

へのフィールドトリップなども催されました。
最終日夜のClosing Ceremonyでは、キャンプ期間中の議論で出
された意見を集約した
“Tokyo Appeal-Green Asia Grows on
Awareness”
が宣言され、
参加者は
“Communication”
“Education”
“Network”
を通じて、持続可能な社会実現への意識を高めていくこと
を確認しました。
４泊５日を共に過ごし、
共に祈り、
議論の後には共に歌って踊った学生
たちは、
夜遅くまで別れを惜しんでいました。

Green Asia —
Aiming for Sustainable Asia
ACUCA Student Camp was held over the five-day period from
August 20 to 24. Taking place once every two years, this camp brings
together students of ACUCA (Association of Christian Universities and
Colleges in Asia) member schools. This year a total of one hundred
students and one staff member participated from 41 member institutions in eight countries and regions (Japan, Hong Kong, South Korea,
the Philippines, Thailand, Taiwan, Indonesia and India), with everyone
living together in ICU student dormitories. This year’s Student Camp
was held here because ICU is currently serving as the ACUCA Secretariat. Program planning, preparation and implementation were carried
out by an executive committee headed by Lecturer Shin Takahashi and
by fifteen ICU student assistants.
The theme of this year’s camp was “Aiming for Tomorrow Where
We Can Walk Side by Side: Our Dreams, Our Efforts.” At the start of the
program, Dr. Ryoichi Yamamoto, (ICU Othmer Visiting Professor in
Science, Technology and Society Environmental Studies/ Major: Environmental Studies), gave the keynote address titled “Faith-based Sustainability — The Ethics of Eco-Theology and the Spirit of Natural Capitalism —.” Then the students broke up into groups, and, after discussing efforts aimed at achieving sustainable societies, they gave presentations on future initiatives.
There was also Cultural Night, during which students from each
country introduced their country’s culture in order to deepen mutual
understanding of each other’s society and culture. In addition, there
were field trips to Senso-ji and the National Museum of Emerging
Science and Innovation (Miraikan).
At the closing ceremony on the last evening, participants
p r e s e n t e d a re p o r t — “ To k y o A p p e a l — G r e e n A s i a G r o w s o n
Awareness”—which brought together opinions expressed in discussions
during the camp period and which confirmed their intention to utilize
Communication, Education and Network to raise awareness of efforts to
achieve a sustainable society.
Over the five days of the camp, students worked and prayed
together, and, after the day’s discussions, they sang and danced
together, unwilling to part company until late at night.

「ACUCA Biennial Conference and
From October 26 to 28, the ACUCA Biennial Conference and 19th
General Assembly was held. The conference brings together representatives of ACUCA-member-university so they can discuss education and
future ACUCA activities. The theme this time was “Whole Person Education - Trends and Challenges.” Approximately eighty persons participted.
In keynote presentations and parallel sessions, they considered whole
person education, which is defined as education that aims to develop
each person’s humanity in a harmonious and comprehensive manner by
placing importance on qualities such as sensitivity and moral character
and by not being biased towards education for knowledge and
technical-skill acquisition.
In their keynote presentations, Dr. Thomas L. Benson (the chair of
the board of directors of the Council for American Culture and Education)
introduced efforts needed to further the spread of whole person education, such as the encouragement of students' social activities, the
enhancement of faculty and staff skills, the enrichment of online education. Professor Albert S. C. Chan (President and Vice-Chancellor, Hong
Kong Baptist University), who lived for a time in the First Men’s Dormitory
as an exchange student at ICU, introduced the seven attributes that
Hong Kong Baptist University seeks to foster through whole person education: Citizenship, Knowledge, Learning, Skills, Creativity, Communication, Teamwork; and he reported on the measures being taken to enable
students to develop those attributes.
In parallel sessions the participants examined whole person education from three perspectives: a theoretical perspective, a practical
perspective and a technological perspective. This lead to an awareness
that for the ongoing promotion of whole person education, in addition to
gaining the understanding of the faculty and staff and sharing information
between universities, it is also important to popularize the concept in
society. Discussions also touched upon the need to move forward with
whole person education without excluding other religions.
In addition, there was discussion on the value of, and the future
issues for, using Service Learning as student’s social activity. Opinions
were also exchanged concerning the incorporation into whole person
education of rapidly expanding online communication tools such as
e-learning and social networks. After the conference, participants enjoyed
performances of Japanese drums and handbells by ICU students.
On the final day, the position of ACUCA Secretariat was passed on
to Taiwan’s Fu Jen Catholic University. President Vincent Chiang of Fu
Jen Catholic University spoke about strengthening the ties and support
system between ACUCA member universities.

題、E-LearningやSNSなど急速に広がるオンラインコミュニケーショ
ンをいかに全人教育に組み込むかについて意見交換が行われました。
会議後、参加者は、ICU生の和太鼓やハンドベルを楽しみました。
最終日には、台湾のFu Jen Catholic UniversityにACUCA幹事校
を引き継ぎました。ヴィンセント・チェン学長は、加盟大学間のさらなる
連携強化を呼びかけました。

—— Over the two year period (Nov. 2010-Oct. 2012)
during which ICU served as the ACUCA Secretariat,
you were the ACUCA general secretary. How was that
experience?
Since the duties were performed concurrently with my
classroom teaching obligations, it was very difficult, both
physically and mentally, but thanks to the warm support and
service provided by the Secretariat staff and others, I was
able to carry out the tasks.
During the two-year period, one thing that left a particularly strong impression was the first-time participation by
students from India in the ACUCA Student Camp held in
August of this year. In earlier years there were no Indian
universities in ACUCA, but as a result of a visit by myself and
Secretariat staff in April of this year, the Indian institutions
Christ University and Lady Doak College both recognized the
significance of ACUCA and joined. During the five days we
spent in India, we were on an extremely tight schedule as we
took seven flights within the country, and we even had to
spend a night at an airport getting bitten by mosquitos. However, I forgot all about those hardships in India and felt a joyful
sense of accomplishment at the ACUCA Student Camp
when I saw the way that the Christ University students were
inspired by their exchanges with other students, and the way
that many students developed an interest in India.
——What kind of societal role do you think that ACUCA
should play?
I think that one of the important roles of ACUCA is to
propagate in society a sense of brotherhood, a spirit in which
the troubles and burdens of others take precedence over
one’s own. The Great East Japan Earthquake occurred right
after I became the ACUCA general secretary. Following the
earthquake, a charity concert was held at ACUCA member
Payap University, donations were collected at many other
universities, and many heartfelt words of encouragement
were received. This kind of mutual aid could also be seen at
the times of the flooding in Thailand and the volcanic eruption
in Indonesia. I am moved by the spirit by which people and
organizations help each other even when their own economic
situation is by no means good. Such a spirit can lead to
world peace so we should treasure it and impart it widely. I
think that ACUCA has a role to play in nurturing this spirit.
One other role that I think the ACUCA has is to promote

the primary purpose of a university education. One problem
that exists in education today is that, sometimes, specialized
education is overemphasized while little value is placed on
providing a general education for the whole person. Universities are not only a place for increasing the student’s knowledge and technical skills. But they are also a place for developing a rich sensitivity in the student and for nurturing people
who can give expression to their future visions for society.
Today’s universities are, in some respects, thought of as jobtraining schools, and I think that an important role of the
ACUCA is to counter that idea by widely communicating to
society the essential purpose and nature of a university education.

—— What is the significance to ICU of membership in
ACUCA?
An essential feature of an ICU education, liberal arts
also have a very deep connection to Christianity. The
research institutions established by Christian churches in the
middle ages later became universities, and Christianity has a
subsequent history of consistently advocating academic freedom and critical thinking. Sharing the spirit of Christianity,
ACUCA member universities can mutually crosscheck their
ideas concerning the origins of the liberal arts, and I think that
it is through such activities that the philosophy and future
vision of ICU will become clear.
Another important factor is that ICU has connections
with Asia via ACUCA. Japan and ICU are situated in Asia,
and as a geographical neighbor we must continue to coexist
with the countries of Asia, which has a high latent growth
potential. Furthermore, I think that there are missions that ICU
should fulfill in Asia. For example, the ICU Church is involved
in the building of a theological seminary in Myanmar. While
maintaining ties with ACUCA member universities, it will be
an important future task for us to further clarify the ICU educational philosophy of cultivating capable persons to serve
God and humanity.

—— Your research topic is convenience stores, and you
actually worked in one didn’t you?
Convenience stores originated in America, but Japan’s
konbini are much more convenient than their U.S. counterparts. When I worked in one as a researcher, I realized that
people understand and use konbini in different ways. For many
customers, the stores may be just a place to quickly buy
things. Others see them as a competitive and transformative
breed of business. Konbini have become a community
resource providing people with daily support, sometimes even
refuge. They are tied to large corporations but exhibit aspects
that connect them to local populations and daily life. In some
places, konbini sell local produce and facilitate informal interaction and communication.
I use the konbini as a resource in my teaching. Konbini
are a familiar and accessible site for students. By placing these
stores into a discussion about larger social and cultural issues
like globalization, students are able to reexamine for themselves
a place that they usually take for granted. I emphasize the
importance of looking closely at daily practices and everyday
institutions. I want students see their local surroundings as a
site to engage in larger debates.
—— What do you think of ICU and ICU students?
As an anthropologist, ICU’s scale and vision are a nice
fit both personally and professionally. Daily interactions with
students, faculty, and staff constantly influence my thinking. I
also enjoy opportunities to discuss research approaches and
theory with students in the Dining Hall cafe. ICU’s size makes
this possible.
The university is a place education and interaction. The
university’s essential mission is to maintain an environment
where people can discuss ideas, question assumptions, and
engage in meaningful debates about the world we inhabit.

College with a Long History, a Strong Reputation,
and the Challenge Spirit
Founded in 1800, Middlebury College is proud of its
long history as one of the oldest liberal arts colleges in
America. In 2011, Middlebury was ranked as the fourth-best
liberal arts college in the United States, and it is consistently
ranked in the top five.
In the past, Middlebury had exchange student arrangements with a number of Japanese universities, but from 2010
onward ICU has been the only Japanese university with which
it has an exchange student agreement. Building on this
relationship, C.V. Starr-Middlebury School in Japan was
established within ICU to, among other things, provide support to exchange students who have come to Japan to study.
The objectives of the exchange program are to increase
cultural competence—i.e., an understanding of the other
country’s culture coupled with the ability to communicate
smoothly with a way of speaking and demeanor appropriate
to the situation—and to develop people who can contribute
to that society. To put this into practice, we could not ask for
a better partner than ICU as there are many commonalities in
the educational philosophies of our two schools. Not only is
there an excellent Japanese Language Program, but ICU also
has merits not found at universities with a comprehensive
curriculum. It has an environment in which exchange students
and regular students develop close relationships as they learn
together, as they experience cultural differences in everyday
life, and as they succeed by working together towards a
single goal.

On June 29, ICU held its
summer commencement ceremony. At
the ceremony, professors called 131
graduates to come individually to the
dais to receive their diplomas from
President Junko Hibiya.
The commencement ceremony
also included the conferral of the title
of professor emeritus upon four of the
five of those announced to receive the
honor on April 1: former professaors
Yoko Kuriyama, David W. Rackham,
Nobuyuki Matsuoka, Toshiki Mogami
and Norihiko Suzuki.
ICU held its autumn matriculation ceremony on September 1 and
celebrated the entry of 221 students to
its College of Liberal Arts and Graduate School. These new students comprise graduates of overseas high
schools and international high schools
in Japan, as well as students from
universities abroad.

“Global 5” University
Cooperative Agreement
On August 26, ICU entered a
cooperative agreement with four other
Japanese universities. The agreement
is called the “Global 5” (G5) agreement
and was entered into by Akita International University, Ritsumeikan Asia
Pacific University, Sophia University,
Waseda University and ICU.
It represents an earlier agreement between four of these universities
that was entered into in April 2010, to
which Sophia University, with its longstanding commitment to international
education, also joined. W ith the
ultimate goal of further promoting the
globalization of higher education in
Japan, the agreement’s aims are
teaching methodologies that cultivate
superlative global citizens, sharing of
information about student support
systems, joint degree programs, and

Development
On September 24, the application
that ICU submitted for fiscal year 2012
for the Project for Promotion of Global
Human Resource Development was
selected by the Ministry of Education,
Culture, Sports, Science and Technology.
In order to raise the knowledge
level of society as a whole, it is necessary
to cultivate people who have a superior
ability to express their knowledge by
putting it into a form that can be easily
understood by persons who are not
specialists in the field. ICU promotes
three initiatives: (1) Further development
of the ability to work effectively in English,
(2) Fostering of the ability to communicate information (writing) through the
completion of specialized English
courses offered by the university, and (3)
Overseas study with the acquisition of
credits as concrete evidences of educational goal achievement.

sessions in the United States, starting with a high school only session in
Boston and continuing with joint
sessions in New Jersey, New York
and Washington D.C. Information
sessions were also held in Hong
Kong, Singapore, Malaysia, Paris,
London, Bangkok and Jakarta.
At the information sessions,
we gave an overall picture of school
life-including ICU’s educational
objectives and philosophy, curriculum, classes, extracurricular activities, events and dormitoriesand we also explained the screening
process for entrance. Many ICU and

Enhancing the Reputation of ICU: MMS at the Ota Jazz Festival

The gold prize has been won by
ICU’s Modern Music Society (MMS),
which will perform at the university jazz
festival held in the city of Ota in Gunma
Prefecture. So how did MMS win the
gold prize when the festival is not
being held until December? To tell the
truth, the gold prize (¥300,000 prize
money) that MMS won was won in the
Dream Competition held by the Alumni
Association to support student Dream
Projects. In this annual competition,
students, on either a group or
individual basis, present proposals for
projects they would like to implement.
Following presentations by participants
and screening by the Alumni Association president and Alumni Association's Student affairs, prizes (gold,
silver, bronze, etc.) are awarded. This
year a diverse range of ideas were
proposed in fourteen entries.

personal request that MMS not only
participate in the festival but also interact with students of the local Gunma
International Academy. Responding to
this, MMS members are seeking both
to serve as a bridge between high
school and university students and to
raise awareness of ICU.
Service learning is a core aspect
of ICU’s liberal arts education. This is
reflected in the proposal of one of the
silver prize (¥200,000) recipients: a
project to relieve the isolation of service
learning program participants who
have no connections with other participants or people outside the program.
This student-initiated proposal to
strengthen service learning aims to find
and bring together such connections
through measures such as holding
participant reunions and establishing a
website. The other silver prize winner is
an individual. Tetsuo Matsushita (CLA
58th, ID’14) intends to visit ICU alumni
while riding across Europe by bicycle.
Last year he rode north-south along
the U.S. west coast with the same
objective.
Even more so than in the past,
the Alumni Association is now seeking
to establish its own identity. What kind
of presence should the association
strive for with respect to the alumni
themselves and the university? To
many alumni, it may appear to be
simply a friendly club, and to the
university, it may have only a marginal
presence, at least that was the case in
the past.
All the people now involved think
that the Alumni Association must have
the power to transcend such distorted
views and disdain. Power is something
that can be acquired by changing
things. As a first step in that direction,
the general meeting of alumni council-
ors held on September 21 departed
completely from past practices by
becoming the scene of spirited debate
on the current status and future of the
university, on the vitality of the Alumni
Association itself, and on the support
provided to current students. In any
case, I think it would be a good idea
for this to develop into a universitywide convocation at which the university administration, faculty, staff,
students, and alumni all come together
to debate the future of ICU.
The support provided to
students via the Dream Competition is
one manifestation of the above. Helping these young men and women
become outstanding students is the
e q u i v a l e n t o f h e l p i n g t o n u r t u re
outstanding alumni. I am convinced
that this is an important contribution to
the university.

in Los Angeles for a special dinner
on September 12. The Alumni Chapter in Los Angeles hosted “An
Evening with the new ICU President.”
Among the attendees, Yasuyuki
Owad (CLA1st, ID’57), JICUF Board
Chair, and Yukiko Kajinishi (CLA58th,
ID’14), an exchange student at UC
Santa Barbara, were both in attendance. As respective members of
the very first and the most recent
student bodies, they personified the
long historical tradition of ICU.
On September 14, the JICUF
held its first-ever Fundraising Dinner
at the Old Japanese Ambassador’s
Residence of the Embassy of Japan
in Washington, DC. This special
event was created to support ICU’s
ongoing programs for post-March
11th earthquake relief in Japan.
Special guests included ICU
President Junko Hibiya, Dean of
International Affairs Shaun K. Malarney
and Kakutaro Kitashiro, the Chair of
ICU’s Board of Trustees. Japan’s
Ambassador to the United States,
Ichiro Fujisaki, provided warm words
of welcome as well as his reflections
on how deeply he appreciated his
various encounters with ICU over the
years.
Among the ICU alumni present, several were Rotary Peace
Fellow alumni, as well as others who
were members of the Japan Education Teaching (JET*) Program Alumni
Association of DC. Members of the
Japanese press, including Kyodo
News, Nikkei News and the Yomiuri
Shimbun, attended with great interest in covering such a special event.
The Japan ICU Foundation was
happy to make so many new
connections and to have the opportunity to partner with the Embassy of
Japan on hosting this successful
Fundraising Dinner in Washington,
Old Japanese Ambassador’s Residence Fundraiser in Washington, DC

for ICU’s various earthquake relief
programs thus far.

the ICU alumni reunion in Boston on
September 22. This highly successful event was planned by Toshinaga

60th Anniversary Campaign
The campaign has been promoted under the anniversary’s
overall theme of “dialogue.” As of the end of September
2012, we have received pledges for ¥1.56 billion, 43% of the
total campaign goal of ¥3.6 billion (see Chart 1).
Of the ¥1.4 billion we are aiming for from individual donors,
we are hoping for ¥800 million from alumni and students and
have so far received ¥150 million (19% of target). Of the goal
of ¥400 million from corporate donors, we have received
pledges for ¥110 million from 19 corporations (29% of target).
JICUF has contributed ¥1.1 billion of the targeted ¥1.8 billion.
I hope we may continue to count on your support as we
move forward with the campaign until the end of AY2015.

Including donations to be received in the future, with your
support we have raised ¥360 million from 1,154 donors (as of
30 September 2012). While gifts were declining over the
period from AY2006 to AY2010, with the start of the 60th
Anniversary Campaign in 2011 we have seen an increase in
gifts (see Graph 1).
Since a new special scholarship was added in AY2012, we
need ¥88 million each year to provide aid to the maximum
number of scholars. As part of 60th Anniversary Campaign,
we are continuing to strengthen the foundation for this scholarship. Again, we hope we can count on your support.

ICU Artificial Turf Project
At the request of the “Artificial Turf Field Committee,” ICU was
asked to install artificial turf on its athletic field. The committee
is composed of members representing eleven clubs that use
ICU’s athletic field and is chaired by Junichiro Nakauchi, a
member of the rugby alumni group. It was decided that funds
in the amount of ¥60 million would be raised, and, as of 30
September 2012, some 350 pledges have been received
totaling ¥31 million. With the participation of first-time donors
and the younger generation, the project has been an ener-

震災から4カ月は父親の収入がない形となり、

For four months after the disaster my father didn’t have any
income. If I hadn’t received the support, I would have had to leave
school and return home. I’m very thankful to the people who made
the financial aid possible. Even though Miyagi Prefecture has
been able to recover significantly, my father himself is still living in
temporary housing. Also, even now, our income has been reduced
so it is possible that I will have to rely on financial support again in
the future.
Without the aid we received, I would have been forced to give up
my aspiration to go on to graduate school and had greater financial burdens.
As my family’s hard hit business doesn’t see any prospects for
improvement, I’m not able to get any support money from home
so I hope we can continue to get additional financial aid. The
support we’ve received not only eased my family’s financial pressure but also eased the mental pressure on my parents and
myself.
