orden hosted a very special presentation in recognition of « La
Journée internationale de la francophonie », featuring Luc De Larochellière
and Andrea Lindsay on Friday, March 21st
at the Terra Theatre. They gave an outstanding performance and those that
attended were engaged as they cheered,
sang and some even danced in the aisles.
This event was in collaboration with La Clé
and PSP.
“I enjoyed it,” commented concert-goer
Richard Bastien. “We like when the Base
does activities for Francophones as well.
We appreciate it a lot.”
“It’s a great pleasure for me,” said Luc
De Larochellière. “It’s the first time I’ve
played on a military base, and I know that
the people who are here come from all over
the country. I’m sure a lot of them are from
Quebec, because that’s where there’s the
largest number of Francophones. So if it
can create a bit of a feeling of home, I’m
happy to be able to bring that here and
share it with them.”
“A lot of people ask for multicultural
events here on the Base. In the francophone community we are trying to promote,
educate and change the culture in Borden,
so we thought it was a good idea to introduce French music and Canadian culture.”
commented Sylvie Hosick, Coordinator of
Official Languages. “We have a beautiful
theatre on the Base; and if we can bring it
to the Base, then people will come. It’s
really important for us to promote a lot of
our official language initiatives: the French
films, French theatre, there are so many
more opportunities to open the Base to. If
people ask we will provide it to them, this
is one of the first of many more to come.”

représentation très spéciale à
l’occasion de la Journée internationale de la Francophonie, mettant en
vedette Luc De Larochellière et Andrea
Lindsay, le vendredi 21 mars, au cinéma
Terra. Ces derniers ont donné un spectacle exceptionnel, devant des spectateurs
qui participaient à fond en les encourageant, en chantant et même en dansant
dans les allées, pour certains. Ce spectacle était offert en collaboration avec La
Clé et les PSP.
« J’ai bien aimé le spectacle », a affirmé Richard Bastien, qui adore les concerts. « Nous sommes contents que la
Base organise des activités pour les francophones aussi. Nous aimons beaucoup
cela. »
« C’est un grand plaisir pour moi », a
dit Luc De Larochellière. « C’est la première fois que je joue dans une base militaire, donc je suis conscient que les gens
qui sont là, il y en a d’un peu partout, et
il y en a sûrement beaucoup du Québec
naturellement, parce que c’est là où il y a
le plus de francophones. Alors si ça peut
leur amener un petit peu de ce vent de la
maison, je suis bien heureux de pouvoir
incarner ça, puis partager ça avec eux. »
« Beaucoup de personnes nous
demandent d’organiser des activités multiculturelles dans la Base. Pour notre
communauté francophone, nous essayons
de promouvoir le français, d’éduquer les
membres de la Base et de changer la culture, c’est pourquoi nous avons pensé que
ce serait une bonne idée de faire découvrir la musique francophone et la culture
canadienne », a expliqué Sylvie Hosick,
coordonnatrice des Langues officielles.
« Nous avons un beau théâtre dans la
Base, et si nous y offrons des spectacles,
les gens viendront. C’est très important
pour nous de faire la promotion de nos
nombreuses initiatives en matière de
langues officielles : films en français,
pièces de théâtre en français et beaucoup
d’autres possibilités encore. Les gens
n’ont qu’à demander et nous répondrons
à l’appel. Ce n’était que le premier d’une
série d’autres spectacles à venir. »

Mad about the Mad
Community meeting to discuss habitat
protection for
the Mad and Noisy Rivers
March 27, 7:00-9:00 p.m. @ The Station on the
Green, Creemore
UTOPIA, Ontario (Mar. 19, 2014) – The
Nottawasaga Valley Conservation Authority
(NVCA) and members of the Nottawasaga
Watershed Improvement Program (N-WIP) are
hosting a community meeting to discuss habitat
protection opportunities for the Mad and Noisy
Rivers on Thursday, March 27 from 7:00- 9:00 p.m.
The event will be held at The Station on the Green,
at 10 Caroline Street East, Creemore.
The Mad River and its Noisy River tributary provide some of the most diverse brook trout habitats
in southern Ontario. From the slow moving headwaters in the Osprey Wetlands to the steep, fastflowing reaches in the Niagara Escarpment, these
streams support some of the larger brook trout
found south of the Canadian Shield.
However, these exceptional trout streams are located in one of the most rapidly developing areas in
southern Ontario. Pressures from new urban development, expanding agriculture and increasing water
use threaten the health of these watercourses.
Habitat protection and rehabilitation work will be
the key to ensuring the future of these productive
trout habitats.
This meeting provides an opportunity to learn about
habitat protection to best meet the needs for healthy
water, recreation, tourism and economic development. Community members will learn how they can
get involved in protecting and enhancing this valuable resource.
This meeting is one of many initiatives under NWIP, a Community Action Project for the Lake
Huron – Georgian Bay Watershed that is supported
by Environmental Canada’s Eco Action Community
Funding Program and by the Province of Ontario.

Languages Act to recognize our minority community by hosting events throughout the year
such as in this case for “Journée international de la francophonie”. Other events being
planned are the “Saint-Jean-Baptiste” scheduled for Saturday, June 21 at the Juno Beach
Mess; the “Official Languages Open House” scheduled for Tuesday, September 16 across
from the CANEX; and the “Franco-Ontarian Day” scheduled for Thursday, September 25
with a flag-raising ceremony, so mark your calendars and we hope to see you there.

Last March, CFB Borden reinforced its environmental commitment by, once again, being an
official participant in the Earth Hour 2013 campaign. Earth Hour is an international initiative
that aims to increase awareness of global climate change by encouraging participants to
switch off non-essential lighting and electrical
devices for one hour. The result is a powerful
demonstration of the importance of our individual actions in contributing to the overall goal of
environmental sustainability.

strongly encouraged to participate at home on the evening
of March 29, 2014.
I am proud to have CFB Borden participate in the Earth
Hour initiative. However, we must remember that our
environmental commitment is not limited to one day or to
one event. Personnel at all levels should continue to seek
opportunities for improving energy efficiency and integrating conservation measures into their daily operations.
Only through the full participation of all CFB Borden military and civilian members, can we continue to play a
leadership role in sustaining a healthy environment for the
future generations to come.

do when we are presented with a challenge. It is as simple as a flick of
the switch, do you accept the challenge?

CFB Petawawa National Men’s Hockey Champions

t was an exciting week at the Andy Anderson
Arena as teams from the Ontario, Atlantic,
Quebec, Pacific, and Prairie regions competed
for the CAF Men’s Hockey National Championship.
The round robin tournament saw a strong effort from
all teams as they battled for a spot in the finals. An
impressive 100 goals scored throughout the 13
games played made for a great week of hockey! The
tournament MVP was Lt Landon Lavictoire from
CFB Petawawa, representing the Ontario region and
the Sportsmanship award was given to Cpl PierOliver Poulin from CFB Esquimalt, representing the
Pacific region. The All Star team chosen is made up
of Lt Landon Lavictoire and Lt Matt Beirmes representing the Ontario region, MS Brad Northrup and
LS Barry Noseworthy representing the Atlantic
region, Cpl Robin Quennville representing the
Quebec region, and LS Keelan Cook representing
the Pacific region.
The semi-finals saw CFB Halifax, representing
the Atlantic region, win their spot in the championship game with a 5-3 win over Valcartier, representing the Quebec region. CFB Petawawa secured
their spot in the final with a 6-3 over CFB Esquimalt,
representing the Pacific region.
In the championship game CFB Petawawa quickly took the lead putting up 4 goals in the first period.
The second period saw CFB Halifax score their second goal to add some pressure to CFB Petawawa. In
the third, CFB Petawawa’s # 4 MCpl Gabe Proulx
scored his second goal of the game. CFB Petawawa
took home gold with a 5-2 win over CFB Halifax.

e fut une semaine très intéressante à l’aréna Andy Anderson, où les équipes des
régions de l’Ontario, de l’Atlantique, du Québec, du Pacifique et des Prairies se
sont affrontées au cours du Championnat national de hockey masculin des FAC.
Au cours du tournoi à la ronde, les équipes ont toutes déployé de grands efforts pour se frayer un chemin vers la finale. Le nombre impressionnant de buts comptés, soit 100 en 13
matchs, a fait en sorte que ce fut une excellente semaine de hockey. Le Lt Landon
Lavictoire, de la BFC Petawawa (représentant l’Ontario), a été nommé le joueur le plus utile
du tournoi, tandis que le Cpl Pier-Oliver Poulin, de la BFC Esquimalt (représentant le
Pacifique), a reçu le prix de l’esprit sportif. Les membres qui ont été choisis pour faire partie de l’équipe des étoiles sont le Lt Landon Lavictoire et le Lt Matt Beirmes, représentant

Au cours des demi-finales, l’équipe de Halifax, représentant l’Atlantique, s’est assuré
une place en finale en gagnant 5 à 3 contre Valcartier, qui représentait le Québec. Petawawa
s’est également rendue en finale en vainquant Esquimalt 6 à 3.
Au cours du match final, Petawawa a rapidement pris de l’avance en comptant quatre
buts durant la première période. Pendant la deuxième période, Halifax a réussi un deuxième
but, ce qui a ajouté de la pression sur l’équipe de Petawawa. En troisième période, le
numéro 4 de Petawawa, soit le Cplc Gabe Proulx, a compté son deuxième but de la partie.
Petawawa a finalement remporté l’or après avoir battu Halifax 5 à 2.

ince the birth of the Royal Canadian Air Force in
1924, we have come along way. From canvas and
wood airplanes to metal jets, from blackboards to
smartboards, the RCAF has changed and grown over the last
90 years. “There’s been some big changes in terms of capability and technology, but at the heart of it, its still the same
Air Force,” says LCol Marc Rodgers, 16 Wing Commander.
“We rely on our people for their expertise, their skills and
knowledge, and that will never change. That’s always been
the success of the Air Force, at its core is the people that
compose it.”
Tuesday, April 1 marks the 90th anniversary of the
RCAF, and the Airmen and women of Borden are proud to
celebrate with a year full of events. It all began with a 4 on
4 Hockey Tournament in February. On March 31, Borden
will see many important Air Force figures, from LGen
Blondin, Commander of the RCAF to Vets such as Flight Lt
(Ret) Glen Rawson, one of the very first graduates of
Borden’s flying program, who will come together with
many colleagues to celebrate a special Mess Dinner in
honor of this milestone year. The Annual Golf Tournament
hosted by the Wing will have a 90th theme, and an Air Force
run will be seeing its birth this May, along with other smaller, fun events scattered over the year.
“It’s a chance for us to celebrate the accomplishments of
the past and look towards the future. Borden is steeped in
history, as the birthplace of the RCAF you feel a special
sense of attachment as the Wing Commander as these types
of opportunities come up,” commented Rodgers. “Every
Wing commander that has been here to mark the anniversary of the Air Force has done it right, so I have to keep that
tradition going.”
To foster the pride and professionalism of the up and
coming Air Force, the students are exposed as much as possible to the history of the Force, sharing in the experiences
of the Vets, and learning about Borden’s role in the past, and
its role in the future. “Its quite exciting seeing how far
we’ve come from the biplanes to fighter jets, it’s actually
quite amazing,” commented Cpl Walker, an AWS student.
“It gives you a real nice sense of pride, makes you proud to
wear the blue.”
“I started off in the Army and coming to the Air Force I
didn’t really know too much. I came here to Borden and the
training program and everything you see, there is history
everywhere, the hands on when you get here is fantastic.
I’ve learned a lot more in my time being here than in my
whole career. I am really proud to be here for the 90th,” says
Cpl Hewer, AVN student.
“It is important for them (the students) to learn what we
accomplished. The history of the RCAF is very much connected with the history of modern Canada. Its important for
them to understand that Canadians walked into a field and
turned it into a flight school, important to understand what
we accomplished in the Second World War when we trained
all the flight crews from the allied countries,” commented
CWO Andre Gaudreault of CFSATE. “We try to do as much
as possible when they are here and hopefully we give them
a taste to keep on learning about our history, which is connected hand in hand with the history of the country. The
RCAF is moving forward to protect Canada and its interests
on the ground and abroad. I feel very proud, this is a great
outfit to be in and I wouldn’t change a thing.”

epuis sa création, en 1924, l’Aviation royale canadienne (ARC) a fait beaucoup
de chemin. Ces 90 dernières années, depuis les avions en toiles et en bois
jusqu’aux jets en métal, depuis les tableaux noirs jusqu’aux tableaux interactifs,
l’ARC a changé et a évolué. « Les capacités de l’ARC et la technologie ont beaucoup
évolué, mais elle est fondamentalement toujours la même », a déclaré le lieutenant-colonel
Marc Rodgers, commandant de la 16e Escadre. « Nous avons confiance dans l’expertise, les
compétences et les connaissances de nos soldats, et cela ne changera jamais. Le succès de
l’ARC a toujours reposé sur eux. Ils sont au cœur de l’organisation. »
Mardi 1er avril marquera le 90e anniversaire de l’ARC, et les aviateurs et aviatrices de
Borden sont fiers de participer à une année entière de célébrations prévues pour l’occasion.
Elles ont débuté par un tournoi de hockey quatre contre quatre en février. Le 31 mars, de
nombreux dignitaires de l’ARC se rendront à Borden, et notamment, le lieutenant-général
Blondin, commandant de l’ARC ainsi que des vétérans, comme le capitaine d’aviation (à la
retraite) Glen Rawson, un des tout premiers diplômés du programme de pilotage de Borden
qui, accompagné de nombreux collègues, assistera à un dîner militaire spécial en l’honneur
de cette année particulière. Le tournoi de golf annuel de l’Escadre aura pour thème le 90e
anniversaire, et en mai, la course de l’ARC sera organisée pour la première fois, tout comme
de nombreuses autres activités de plus petite envergure et très amusantes, qui auront lieu
tout au long de l’année.
« Quelle chance pour nous de célébrer les accomplissements du passé et de nous tourner vers le futur! Borden, qui a vu naître l’ARC, est empreinte d’histoire, et lors d’occasions
spéciales, en tant que commandant de l’Escadre, je ressens un grand sentiment d’attachement », a expliqué le lieutenant-colonel Rodgers. « Tous les commandants d’escadre qui se
sont succédé ici ont organisé les commémorations liées à l’anniversaire de l’ARC avec brio,

nous avons fait pour passer des biplans aux chasseurs. C’est incroyable! », a déclaré le
caporal Walker, un stagiaire du cours de technicien en systèmes d’armement (Air). « Quelle
immense fierté! Ça rend fier de porter l’uniforme bleu. »
« Je suis entré dans les FAC, et je suis arrivé dans l’ARC sans trop savoir à quoi m’attendre. Je suis venu ici, à Borden, et j’ai découvert que le programme d’instruction, comme
tout à la Base, était empreint d’histoire. Le volet pratique de l’instruction, ici, est fantastique. J’ai appris beaucoup plus depuis que je suis là que dans toute ma carrière. Je suis très
heureux d’être sur place pour le 90e anniversaire », a expliqué le caporal Hewer, stagiaire
du cours de technicien en aéronautique.
« C’est important pour les stagiaires de savoir ce que nous avons accompli. L’histoire de
l’ARC est étroitement liée à celle du Canada moderne. Ils doivent comprendre que les
Canadiens ont transformé un champ en école d’aviation, et que nous avons formé tous les
membres d’équipages des forces alliées pendant la Deuxième Guerre mondiale », a déclaré
l’adjudant-chef Andre Gaudreault, de l’ETGAFC. « Nous faisons notre possible pour leur
transmettre ce savoir quand ils sont ici et, heureusement, nous parvenons à leur donner
envie de continuer à en apprendre plus sur notre histoire, qui est indissociable de l’histoire
de notre pays. L’ARC fait tout en son pouvoir pour protéger le Canada et ses intérêts au pays
comme à l’étranger. Je suis très fier d’être membre d’une telle organisation, et je ne changerais rien. »

Elimination of Racial Discrimination (IDERD),
which was celebrated at CFB Borden with a panel
of speakers at the CF Health Services Training Centre Theatre.
The theme of this year’s events was ‘Recognizing the
Milestone’s Achieved’ to highlight achievements made not
only worldwide, but also by Canadians and by our Defence
Team. Speakers included Capt Nadia Kang of the Defence
Visible Minority Advisory Group (DVMAG), Mr. Bob
Grenier, Harassment Investigator at CFB Borden and LCdr
(Ret’d) Murakami.
“Positive steps have been taken to make the CAF a more
inviting and inclusive workplace, and one that represents the
diverse cultural makeup of Canada. However, effort is still
required,” commented Capt Kang of DVMAG. “By recognizing the significant progress that has been made, we are encouraged to continue taking action towards the goal of a racism free
and truly inclusive society for all. We are reminded that though
many obstacles have been overcome, racism still exists and is
now sometimes less overt, although no less damaging, and
must be addressed. We are grateful to 16 Wing, in particular,
PO2 Savoie, for organizing the IDERD Commemorative event
at CFB Borden. It can be difficult for personnel to attend
events like today, but that does not lessen the importance of
commemorating the International Day for the Elimination of
Racial discrimination, and strengthening our resolve to eradicate racism.”

internationale pour l’élimination de la discrimination raciale en invitant des conférenciers à venir
parler dans l’auditorium du Centre d’instruction des
Services de santé des Forces canadiennes.
Cette année, le thème était « Célébrer les étapes
franchies », afin de mettre en lumière les réalisations
accomplies, tant à l’échelle mondiale qu’au sein de la
société canadienne et de l’Équipe de la Défense. Parmi les
conférenciers se trouvaient le Capt Nadia Kang, du Groupe
consultatif des minorités visibles de la Défense (GCMVD),
M. Bob Grenier, enquêteur en matière de harcèlement à la
BFC Borden, ainsi que le Capc (ret) Murakami.

ayons surmonté de nombreux obstacles, le racisme existe
encore aujourd’hui, parfois de façon plus subtile, mais pas
moins dommageable. Il faut s’en occuper. Nous tenons à
remercier la 16e Escadre, en particulier le M 2 Savoie,

the people of our community that inspire you, touch your life or contribute to
the greatness of life here at CFB Borden. You responded!
Renee Ledsham, has been an Accounting Clerk at Canadian Forces Morale and Welfare
Services for the last 6 years. She spends her days inputting payables, doing daily sales
reports, financial statements and customer inquires. “I deal with the three messes on this
base, as well as the two in Meaford,” she says. “I deal with them on a regular basis, as well
as the other entities that come in and drop off stuff or pick up regularly. I get to see the same
familiar faces all the time, it’s nice!”
“She cheerfully goes the extra mile to help solve perplexing accounting questions using
her expertise and competency,” commented Chenelle Falconer, of the Juno Beach Mess,
who nominated Renee. “Renee’s positive attitude is infectious! She always has a friendly
smile and extended a warm welcome to me as a new employee. Renee is amazing and I
think she is Borden’s Best.”
Not only has Renee contributed here on Base, but in 2011 was honored to be offered the
opportunity to go overseas to Kandahar, offering smiles and coffees to our troops there over
a 6 month period. “I went overseas and I never felt so appreciated as being there and doing
that job. They thanked us every day for serving them coffee. It was fantastic with all the

re you responsible if a trespasser gets hurt on your property?
Property owners must take reasonable care to see that all persons coming
on their property are reasonably safe- even
trespassers. But what if the trespasser hurt
themselves climbing the fence trying to
get in?
Mr. and Mrs. Yelic tried to visit the
grave of Mrs. Yelic's mother at the Gimli
Municipal Cemetery after regular visiting
hours. Mr. Yelic was seriously injured
while trying to hop the decorative fence
bordering the cemetery. Mrs. Yelic had
crawled between the two horizontal metal
pipes that made up the fence, but the joint
between the top pipe and the pillar supporting it gave way as Mr. Yelic tried to go
over it. (Yelic v. Town of Gimli).
The Manitoba Court of Appeal decided

Mr. Yelic to total safety, as it would be
"unusual" for a decorative fence to support
the weight of a climber. The court also
noted that their decision would have been
the same under that province's Occupiers'
Liability Act which became law after Mr.
Yelic's mishap. Ontario's Occupiers'
Liability Act is similar, so, you might
expect the same result here.
A small victory for innocent property
owners, but you could still be liable to a
trespasser-- even though they are violating
your rights as a property owner. So, be
sure there are no hazards on your property
and your insurance coverage includes public liability.

new things and go forward. I love working with the military, they are their own little community. It’s very humbling to be recognized. This is not a very popular department, so to
get recognized with that is quite an honour.”

The Borden Family Resource Centre is a non-profit, charitable, community responsive
organization which supports the mission of the Canadian Forces by providing a comprehensive range of support services and resources geared to fostering and enhancing
one’s quality of life. The Borden Family Resource Centre seeks excellence in providing innovative, cost effective community responsive programs and services.
Community Integration Program/French Language Services Supervisor
The Centre is currently recruiting a highly motivated individual who will work collaboratively with others in a participative environment to ensure high standards of community responsive program delivery within the Military Community. The successful candidate understands and utilizes effective processes to guide planning and development
(evaluation, needs assessment, etc.); sets and models high performance standards for
staff and volunteers; develops and administer budgets; and ensures the Centre is visible, accessible and responsive to the community.

Le Centre est présentement à la recherche d’un candidat grandement motivé qui travaillera en collaboration avec d’autres dans un environnement participatif, pour s’assurer que les programmes s’adressant à la communauté militaire soient fournis avec
toute la qualité requise. Le candidat retenu aura recours à des procédés efficaces qui
orienteront la planification et le développement (évaluation, appréciation des besoins,
etc.); il fixera des critères élevés de rendement pour les employés et les bénévoles; il
préparera et administrera les budgets; il assurera la visibilité et l’accessibilité du Centre
au sein de la communauté et veillera à la pertinence des services offerts.
Qualified applicants will possess the following:
• Completed Post Secondary studies (minimum 2 year program) in Social/Human
Services or related field;
• Minimum 3 years experience in relevant program supervision;
• Minimum 3 years experience in personnel supervision;
• Ability to communicate effectively in both French and English (oral and written);
• Experience in the nonprofit sector and commitment to the community development
Model;
• Understanding and sensitivity to the needs of individuals and families affiliated to
the Canadian Forces;
• Ability to work within a Military Culture;
• Excellent organizational, interpersonal and communication skills;
• Excellent judgement, initiative and leadership skills;
• Proficiency in Microsoft Office;
• Creative, strategic and visionary thinker;
• Awareness of relevant legislated acts; and
• Prepared to work flexible hours.
Les candidats doivent posséder les compétences et les atouts suivants :
• Diplôme d’études postsecondaires dans un programme (d’une durée d’au moins
2 ans) de service social, de ressources humaines ou d’un domaine connexe;
• Au moins trois années d’expérience dans la supervision d’un programme pertinent;
• Au moins trois années d’expérience dans la supervision de personnel;
• Capacité à communiquer efficacement en français et en anglais
(de vive voix ou par écrit);
• Expérience dans le secteur des organismes sans but lucratif et engagement envers le
modèle de développement communautaire;
• Compréhension et ouverture à l’égard des besoins des personnes et des familles
affiliées aux Forces canadiennes;
• Capacité de travailler à l’intérieur d’une culture militaire;
• Excellentes habiletés en matière de communication, d’organisation et de relations
humaines;
• Excellentes habiletés à faire preuve de jugement, d’initiative et de leadership;
• Maîtrise de Microsoft Office;
• Esprit créatif, stratégique et visionnaire;
• Connaissance des lois pertinentes;
• Être disposés à travailler selon des horaires variables.
