Friday, 31 July, 2009: TRIPOLI - Libya and Canada have signed a memorandum of intent on
nuclear power, the fourth signed by Tripoli in the past two years, an official said on Thursday.
The memorandum foresees cooperation between the two countries in research and the
mining, processing and transport of uranium, as well as its use in medicine and desalination
projects. Since July 2007, Libya has signed another three similar agreements with France,
Russia and Ukraine. OPEC member Libya is also the African continent's third largest oil
producer after Nigeria and Angola, pumping nearly two million barrels of crude oil per day.

Profile, Research) of Canada has drawn up a claim against Libya for arbitration in its dispute
with Libya over the company's proposed sale to China, the chief executive of Verenex said.
Libya has said it will pre-empt a C$10-a-share bid for Verenex, a small oil firm working in
Libya, by China National Petroleum Corp (CNPC) [CNPET.UL]. But it has not made a formal
offer for Verenex and has not given consent to the Chinese deal. Verenex requires Libyan
consent for the Chinese deal, announced in February, to go ahead. Verenex CEO Jim
McFarland said that while it was still seeking that consent, filing for arbitration was among its

After months of delay, the Libyan government is close to deciding whether to allow the sale
of a small Canadian oil exploration firm with operations in the country, resolving a drawn-out
saga that has highlighted the reasons why Libya's oil sector hasn't blossomed since it
reopened in 2005.
In February, Calgary-based Verenex Energy Inc. announced it would sell itself to China
National Petroleum Corp. for roughly $430 million. The state-run company wants Verenex
for the sizable crude reserves it has discovered in Libya.

But the deal has been waylaid for five months by the Libyan government, wreaking havoc
with Verenex's operations and share price and causing the Canadian government to register
its concern with Libyan authorities over its handling of the issue.
Libya says it will either allow the CNPC deal to go forward; deny it on the basis of national
interests; or purchase Verenex itself, invoking a clause in Verenex's drilling contract with
Libya that allows the state to take over a deal if it sees fit.
"All things are under consideration and we hope to reach a decision by August, if not
before," said Shokri Ghanem, head of Libya's national oil company.
The case has underlined both the promise of Libya's big untapped proven oil reserves, the
eighth-largest in the world, and the hazards of doing business in the North African country
more than five years after international sanctions against it were dropped.
The reopening of Libya's state-run oil sector in 2005 to foreign oil companies promised
potential profits for Libya, isolated for years by economic sanctions for its support of terrorist
activity, and new supply for the world oil market.
Western oil companies, largely blocked from pumping crude in most other big petroleum
countries, were keen to get access to an oil state widely viewed by analysts as
underexplored.
But despite signing billions of dollars worth of drilling deals the past four years with firms like
France's Total SA, Libya's state oil company in June slashed its production forecast to 2013
by nearly 25% to 2.3 million barrels a day. Some analysts say Libya, with a current
production capacity of about 1.8 million barrels a day, may even miss that lower target.
Verenex's situation helps illustrate how Libya's medium-term production prospects have
flopped. A big complaint is that government decision-making is often gummed up by too
many departments that aren't transparent, causing it to lag behind many other oil states,
such as Saudi Arabia, analysts say.
"The decision delays we see by the government are a problem for companies and hurt [oil
drilling] work programs," said Susan Mance, an analyst at Wood Mackenzie. She added the
delays highlight a long-term oil market concern about "above-ground" issues hampering the
timely delivery of new oil supply.
In an interview, Verenex Chief Executive Jim McFarland said his company has halted all
drilling in the country in recent days because of the government "unreasonably withholding"
a decision on CNPC's buyout offer.
Mr. Ghanem, Libya's top oil official, declined further comment on details of the Verenex
case.

Verenex and its nonoperator partner, PT Medco Energi of Indonesia, are aiming to start
pumping 50,000 barrels a day of Libyan crude by 2011 and five times that amount in the
next decade. The two firms have collectively sunk $311 million into their Libyan operations.
To add to the uncertainty, Libya announced in June it was investigating whether Verenex
may have improperly qualified for the 2005 oil licensing round in which it was awarded
operator of one oil field. The announcement sent Verenex shares tumbling more than 20%
and led some analysts to downgrade the company's stock.
With the charge coming four years after the bidding round, analysts say the investigation
could be a ploy to force Verenex to sell itself to the government at a discount to CNPC's
offer.

from 12.4 percent a year earlier amid the global credit crunch, the Central Bank of Libya
announced on Thursday. Libya imports around 90 percent of its food and other supplies,
notably from Europe, where consumer prices have fallen sharply this year. In the six months
to June, the rise in Libyan prices slowed to 4.15 percent from 11.5 percent in the year-earlier
period, the CBL said. Inflation soared in Libya in 2008, peaking at 12.9 percent in July last
year amid sharp increases in housing costs and food prices. Libya had a negative inflation
rate at the end of the 1990s but demand for consumer goods grew rapidly following the

said the probe was at a depth of 2550 metres and sidetracking into Sidetrack 2. A1-18/01 is
a wildcat well designed to test the Caliph prospect, which is defined by 3D seismic data and
has a number of different target levels. The planned total depth of the well, which was
spudded in early June, is 4700 metres and was expected to take about 90 days to drill. Oil

with Libya especially in the fight against terrorism, a senior American official said on Sunday.
"We want a strengthened cooperation in the military," Jeffrey Feltman, acting US assistant
secretary of state for Near Eastern affairs, said at a news conference. "Libya and the United
States are aware of the danger posed by Al-Qaeda in the Maghreb," he said, adding that
Washington and Tripoli have agreed to cooperate with the aim of preventing possible terror
attacks in North Africa. Feltman welcomed the improvement in relations between the United
States and Libya after decades of hostility and said he held talks with Libyan leaders on

operating Croatian-built patrol boats in the western Mediterranean as Russia and Western
governments elbow each other for substantial orders for new equipment to update Col.
Moammar Gadhafi's armed forces. The 120-foot PV30-LS fast patrol craft were built by the
Zagreb-based Adria-Mar Shipbuilding yards at Kali and Bakar Bay. Deliveries began in
August 2006, and the Croatian company was reported to be discussing further orders,
including a modified design known as OPB31 to meet a Libyan requirement for more coastal
patrol vessels. The PV30-LS craft, designed for anti-smuggling and search-and-rescue

Economic Committee (JEC) protocol in Ankara on Thursday. Turkish Transportation
Minister Binali Yildirim and Libya's Secretary of the General People's Committee for Public
Works Matuq Muhammad Matuq signed the protocol after the meeting of JEC which took
place in Ankara on July 20 and 22. The protocol said the two countries would sign a free
trade agreement and talks on establishment of industrial zones in Libya by Turkish and
Libyan companies would be completed by September 2009. A working group would be set
up to develop joint investment projects in Africa and the first meeting of the group would be

its has invested is in final negotiations with a joint venture partner on a contract in Libya,
Citadel said on Wednesday. The 118 million euro ($167.6 million) contract is to develop gas
distribution networks in Libya. Taqa Arabia owns 49 percent of the joint venture Arab Gas
Company that won the dealt. The Libyan Social Economic Development Fund owns the
majority 51 percent. "Draft contracts for the award are in the final stages of procedural
reviews," Citadel said in a statement. A Citadel spokeswoman said that the company and its
partners together owned a majority stake in the Taqa Arabia. Citadel typically takes a 10

Libya by the United Nations". The visit was reported by the British paper The Times, adding
the reaction from family members of the Lockerbie tragedy who said they are "horrified" by

the news. The families of the victims expressed their shock and indignation over the Libyan
leader's trip to New York, the destination of Pan Am flight 103, which exploded in mid-air
over the Scottish town causing 270 deaths. Gaddafi, the Times reported, has been
reaccepted by the international community, a rehabilitation "which culminated in a 40 minute
meeting with Gordon Brown and the handshake with Obama during the G8 Summit in Italy".

released from jail on compassionate grounds. Scottish ministers will now consider the
application from Abdelbaset al-Megrahi, who was diagnosed with terminal prostate cancer
last year. Scottish Justice Secretary Kenny MacAskill will make the final decision. If the
application is successful, Megrahi's release from Greenock Prison would allow him to return
to Libya without dropping his appeal. A Scottish Government spokeswoman confirmed that

asked Scotland for the compassionate release of the former Libyan agent jailed for the 1988
Lockerbie bombing, the Scottish government said on Saturday. Libyan authorities made the
application on behalf of Abdel Basset al Megrahi, who was sentenced to life for blowing up a
Pan Am airliner over the Scottish town of Lockerbie. All 259 people on board the London to

investment, Libya's privatisation and investment secretary said yesterday. "We have over $2

frame for the investment. "This number is humble but we are really relaxed because the

Hijazi and the sides discussed a number of questions on cooperation in the health care
sector. According to the press service, Mohamed Hijazi applied to Vasyl Kniazevych with a
request to facilitate any Ukrainian specialists interested in working at hospitals in Libya.
Mohamed Hijazi said the doctor shortage in Libya is estimated to be nearly 1,500 specialists.

by email. He said that the Libyan authorities recently released a huge number of workers
who are all over 50 “and will not be of use in the Egyptian market.” He requested that
Egyptian authorities negotiate with the Libyan side to guarantee financial compensation to

by. The data report said progress had been made in the country's life expectancy, rising

statistics as indicating that the level of illiteracy in the country fell during the same period,
dropping by half (from 26.6 per cent down to 13.2 per cent). Progress was also made in

returning to Libya in the short term. It would effectively ensure Megrahi, who was convicted
of the 1988 bombing, died in Greenock prison, she said. Libya has already submitted a
request to have Megrahi returned. A total of 270 people died when Pan Am Flight 103
exploded over Lockerbie on 21 December 1988. Scottish Justice Secretary Kenny MacAskill
said earlier this week that no decision on the prisoner transfer could be made while Megrahi

weapons through its uranium enrichment program, as the United States and Israel claim.

the two cases were discovered on two Libyan kids, a girl and a boy, aged 18 months and

transported to Libya. The U.N. refugee agency says the group of asylum seekers was
placed in detention centers upon their arrival in Libya. It says 76 of the 82 people intercepted

Saturday instituted an inquiry into the issue of human smuggling from Pakistan to Libya by

television channel, the Ambassador formulated a two-member committee to visit the cities of
Saba and Buraq Shati, located some 800 km from Tripoli to find the evidence and take legal
action against the licensed recruitment agents in Pakistan involved in human smuggling.
The Ambassador also recommended to the Ministry of Labour and Manpower to cancel the
licenses of such agents and register a case against the proprietors of the firms, says a

grounds off the police barracks currently hosting the Group of Eight summit in the quake-stricken
city of L'Aquila. Gaddafi, who has been invited to the summit in his role as current chairman of
the African Union, is likely to have a more comfortable camping experience than the thousands
of people left homeless by the April 6 quake now housed in tents around the city. The Libyan
leader's tent, which stands in the barracks' football field, is equipped with all the luxuries,

to Italy for the second time in a month to attend the Group of Eight summit in the central
Italian city of L'Aquila. The controversial leader erected a tent in a sports field that belongs to
Italy's tax police or Guardia di Finanza, sources have told Adnkronos. The peculiar Bedouin
tent has become a trademark of his travels. He is known for taking the tent on official visits
and pitched it during his recent visit in June. Gaddafi's private, all-female Amazon Guard will
stay in a building next to the headquarters of the tax police, across the street from where US
president Barack Obama is expected to be housed. Gaddafi, 67, will attend the summit as

That is a very conservative number," General Manager of explorations Fituri El-Haj told an
African oil conference in Cape Town. He also said the company expected to find further 100
billion barrels of oil through their own exploration projects. "This is the potential that we think
is there. We believe that 1,445 billion barrels has been generated, 893 (billion barrels)
expelled, we discovered 144 (billion barrels) and we look to finding 100 billion barrels more,"

Wednesday, 8 July, 2009: The Libyan government's plans to raise production capacity to 3
million b/d by 2012 have been revised down largely due to OPEC constraints, National Oil
Corporation's exploration manager Fituri Elhag said Tuesday. Speaking on the sidelines of
the CWC energy conference in Cape Town, Elhag said the 3 million b/d target was now was
"history." The International Energy Agency in its latest monthly report said the 3 million b/d
had been revised down to 2.3 million b/d by 2013--but even this lower target looks optimistic.
It said its projections see Libyan capacity reaching just 1.94 million b/d by 2013 and just over
2 million b/d by 2014. Tripoli had said it hoped to increase output to 3 million b/d by about
2012 but analysts say there is little incentive for companies to hike capacity, given Libya's
OPEC quota of 1.47 million b/d. [Platts]

Prison to a Libyan jail. The Scottish Government said the talks were part of the "ongoing

expressed seriousness about the need for assistance to access crude oil on good terms. The
Vice-President, John Mahama, had earlier travelled to Libya on the same mission. The

Friday, 3 July, 2009: Libyans took to the streets this week in a rare protest to mark the 13th
anniversary of a prison clampdown, which they say caused the death of more than 1,100
inmates. The unusual protest was staged in Benghazi, the second largest city in Libya, and
included around 200 family members of the victims, who chanted against the regime’s
handling of the case and demanded details on their missing loved ones. They also
demanded the authorities reveal the truth about the whereabouts of the dead bodies. Some
families received notification of the death of their relatives from the authorities, but these did
not include the dates or causes of death. Others do not know what happened to their
relatives. Security forces were present at the rally but no arrests or scuffles were reported.
