270,000 barrels per day from Jan. 1, more than the reduction it needs to make
under this month's OPEC deal to pump less, top oil official Shokri Ghanem said
on Monday. "Today we issued instructions to the oil companies working in Libya
to cut production by 270,000 bpd from Jan. 1 in compliance with OPEC's

Wednesday, 31 December, 2008: Tripoli, Libya (AP) - Libya's oil chief says his
country will cut production - starting in January - by almost 20,000 barrels per
day more than Libya's OPEC quota. National Oil Corporation head Shukri
Ghanem says the latest cuts would bring Libya's total output reduction to
270,000 barrels per day from September levels. That is about 20,000 barrels
more than the country is required to cut under its OPEC quota. The new cut was
ordered Tuesday. It comes as the 13-member OPEC cartel struggles to boost oil
prices. They have fallen by about 70 percent from mid-July highs amid a global

Colonel Muammar Gadaffi, is expected Monday in Sierra Leone on a three-day
official visit, Information and Communication minister, Ibrahim Ben Kargbo has
confirmed to APA. “The visit of the Libyan leader is a routine one, a bilateral
affair aimed at strengthening the cordial relations between Sierra Leone and
Libya and to explore areas of cooperation between the two countries,” Kargbo,
who is the official government spokesperson, says. Col. Gadaffi last visited
Sierra Leone just before the 2007 general and presidential elections, a visit that
was shrouded in controversy. There was widespread condemnation of the

Libyan coast will begin not later than January, following the agreement reached
last year between the Libyan and Italian interior ministries. In an interview with
Radio Padania, Roberto Maroni explained that "right now, a delegation from the
Italian government is in discussions with Libyan officials and I have been
assured by the interior minister, Franco Frattini, that the patrols will begin in
January. I am optimistic. If they start in January, as the Libyans assure us that
they will, we will be able to say goodbye to landings on Lampedusa". The
problem of illegal immigrants arriving by boat does not only interest Italy but also

Monday, 29 December, 2008: Libya's Kadhafi Foundation said on Sunday it was
planning an airlift to Egypt aimed at evacuating Palestinians wounded in Israel's
aerial onslaught on the Gaza Strip. AFP reports. It announced the move as Cairo
accused the Islamist Hamas movement inside Gaza of preventing hundreds of
Palestinians from leaving the bombarded coastal territory for medical treatment.
Two aircraft have been chartered to fly to El-Arish in Egypt 40 kilometres (25
miles) from Egypt's Rafah crossing with the Gaza Strip to evacuate wounded to
Benghazi in Libya, a spokesman for the charity told AFP. [Focus]

Monday, 29 December, 2008: TRIPOLI - Libyan leader Muammar Gaddafi on
Sunday accused Arab leaders of a ‘cowardly’ response to Israeli attacks on the
Gaza Strip. He said they had failed to support the Palestinians in the enclave
beyond offering humanitarian aid or discussing a possible Arab summit. ‘These

characters should be ashamed of themselves. They are trading on the name of
the Palestinian cause with their cowardly, weak and defeatist stands,’ said
Gaddafi, referring to Arab leaders and their attempts to find a common position
on the Israeli raids. Gaddafi was addressing a gathering of his supporters on

Sunday, 28 December, 2008: Libyan leader Moamer Kadhafi called Saturday for
"urgent action" to bring about a halt to Israeli air strikes on Gaza in a telephone
conversation with Tunisian President Zine El Abidine Ben Ali, state news agency
TAP reported. The two leaders discussed the "dramatic situation" in the coastal
strip and agreed on "the need for urgent action to (force) an immediate halt to
the dangerous escalation" in hostilities over the weekend. Kadhafi and Ben Ali
expressed their "profound concern in the face of serious developments which
have caused a great number of victims," after Israel hammered Hamas targets in
the Gaza Strip, killing at least 210 people in retaliation for rocket fire in one of the
bloodiest days of the decades-long Middle East conflict. [AFP]

ambassador to Libya in three decades arrived in Tripoli on Saturday, in a further
sign of the two nations' improving ties. Gene Cretz, a career U.S. diplomat
whose foreign postings have included Tel Aviv, Damascus, Cairo, Islamabad,
New Delhi, and Beijing, said he would strive to broaden links between Tripoli and
Washington. "I'm happy to be in Libya," he told reporters on his arrival at Tripoli

Saturday, 27 December, 2008: Dec. 26 (Bloomberg) -- Russia plans to supply
air-defense missile systems valued at $250 million to seven countries including
Syria, Libya and Venezuela, Vedomosti reported, citing an unidentified official in
Russian Technologies Corp. Russia has started fulfilling orders of 200 S-125

systems that are due to be delivered during the next three years, the
Moscow-based newspaper said. Russia will ship about 70 missile systems to
Egypt, and also supply Myanmar, Vietnam and Turkmenistan. [Bloomberg]

Saturday, 27 December, 2008: Libya's foreign ministry warned Switzerland on
Friday that Tripoli would resort to economic and diplomatic sanctions unless the
Swiss admit Libyan leader Moammar Gaddafi's son was completely innocent in
the case that led to his arrest in Geneva this summer. The ministry said in a
statement that "special measures, including economic and consular" would be
taken unless the European country apologizes for arresting Gaddafi's son and

Friday, 26 December, 2008: (Reuters) - Libya's oil refiner and marketer in Africa
Tamoil said on Thursday it planned to invest $5 billion in three energy projects in
Egypt. "Tamoil reached an understanding agreement with Egyptian authorities
over the investment projects in Egypt on the sidelines of visit by President Hosni
Mubarek to Libya early this week," a Tamoil official told Reuters. The official,
who declined to be named, said the projects include building a new refinery with
a 250,000 barrels per day of capacity, upgrading an old Egyptian refinery and
opening 500 petrol stations in Egypt. "We expect the investment projects to be
worth $5 billion," the official added, without giving details about the timetable to

Thursday, 25 December, 2008: TRIPOLI (AFP) — Libya's national maritime
transport company announced on Wednesday the purchase of six oil tankers
valued at a total of 400 million dollars. The contracts were signed on Sunday and
Monday with Korean naval construction group Samsung Heavy Industries and
Japanese constructor Sasebo Heavy Industries, company official Tarek Yussef
Said told AFP. Four tankers will be built by Samsung and the other two by
Sasebo, he said. The tankers will have a total capacity of 700,000 tonnes, or the
equivalent of five million barrels of crude. Headed by Hannibal Kadhafi, son of

Libyan leader Moamer Kadhafi, the company exercises a near-monopoly in the

Thursday, 25 December, 2008: (AFP) - Libya will invest in an oil refinery and a
number of construction projects in Egypt under a deal signed Wednesday during
a visit to Tripoli by Egyptian President Hosni Mubarak, a Libyan official said.
Aside from the refinery, Libya will also build service stations as well as an
industrial and residential complex in its neighbour,the official told AFP on
condition of anonymity.The neighbours are also working towards establishing a
free exchange zone on their border, he added. The official declined to indicate
the value of the projects but said Libya planned to increase its total investments
in Egypt to 10 billion dollars. [AFP]

Thursday, 25 December, 2008: Libya has donated eight tractors, ploughs and
accessories to Zambia. President Rupiah Banda formally accepted the donation
of the equipment at State House on Tuesday. This was during a meeting with the
Secretary of the Libyan People's Bureau, Khalifa Swiexi. President Banda said
the items will contribute to efforts towards enhancing food security. And Mr.
Swiexi said the donation marks the begining of a longtime relationship with
Zambia in the agricultural sector. This is according to a statement released to

Wednesday, 24 December, 2008: The national airline Swiss has been told it
cannot fly to Libya anymore. The announcement comes amid an ongoing
diplomatic row between Libya and Switzerland, which erupted after the arrest of
Libyan leader Colonel Gaddafi’s son in Geneva during the summer. Hannibal
Gaddafi and his wife were charged with assaulting two domestic staff in July, but
the case against them was later dropped. Shortly after the incident, the Libyan
aviation authorities ordered Swiss to cut its weekly service from Zurich to Tripoli
from three flights to one. Now the airline has been told to axe its remaining flight.

Libyan Stock Market, the All-Share Index, on Monday closed down by 1.43

dinars with 16,768 shares changing hands in 15 financial transactions including
Sahara Bank and the Libyan Trade and Development Bank. The share price of
the Libyan Trade and Development Bank increased by 1.80% at 11.29 dinars

Wednesday, 24 December, 2008: Gazprom and Italy's ENI have taken another
break before closing their asset swap deal, chief of the Russian gas monopoly's
department for foreign economic affairs Stanislav Tsygankov told journalists
today. He explained that the delay was connected with a possible reassessment
of the deal's value in light of the volatile global prices for hydrocarbons.
Tsygankov stressed that the talks with ENI had been "completed in principle,"
though there were some disagreements over the price of the deal. The previous
figure was based, among other things, on the crude oil price, Tsygankov said,
but the situation is so unstable and complicated at the moment that the parties
have agreed to wait for a while. Closure of the deal, which envisions that
Gazprom will receive part of ENI's stake in Libya's Elephant field, has already

Hanil Engineering & Construction (006440.KS) said that it had secured an order
worth 1.16 trillion won ($902.5 million) from Libya. Hanil said in a regulatory filing
that Libya's Organization for the Development of Administrative Centres placed
the order to build houses and infrastructure in the Middle East country. The
builder's share price soared by their daily limit of 15 percent to 5,290 won as of

and in the United States. All 259 people on board the flight from Heathrow to
New York were killed when a bomb exploded on the plane as it flew over

constrained by international sanctions for two decades, plans to sell shares in

Development Fund aims to offer foreign investors about 15 percent of 10
companies, Suliman Alshohmiy, head of the Libyan Stock Exchange, said in a
telephone interview from Tripoli yesterday. He didn’t say how much Libya is
seeking to raise from the sales. “We have had much interest from all sorts of
investors despite the global financial crisis,” said Alshohmiy, who is also the

Petroleum Corp (CNPC), the country'a largest oil company, is bidding for
Canadian energy firm Verenex Energy (VNX.TO) to broaden its oil and gas
assets in Africa, South China Morning Post reported on Monday, citing sources.
The deal may worth about $300 million, the newspaper said, adding a successful
bid would broaden CNPC's assets in Africa as Verenex owns a 50 percent stake
in part of Ghadames Basin in Libya. "The Chinese like Libya because of the
geology there," the newspaper cited a source as saying. It gave no further

Organisation, Africa needs at least 65 billion dollars in investment to provide
enough water for agriculture and for the generation of hydro-electricity. At a
summit on water in the Libyan city of Sirte, the FAO has been asked to detail
problems Africa has had with the supply of water. During the summit, projects
which increase food and energy production will be discussed and the

agreement signed by just Rome and Tripoli at the end of August to fight illegal
immigration is not enough; a more general agreement is needed between the
EU and Libya. Foreign Minister Franco Frattini is convinced of this, and said as
much whilst speaking with journalists on his arrival in Taormina for the opening
of an informal ministerial meeting of the EU Mediterranean countries. "We now
need to negotiate a European agreement with Libya, because an agreement
with Italy is no longer enough" he explained. "Today and tomorrow we will talk
about how to impose a future EU-Libya agreement, which will of course include

have signed a $500 million deal to establish a joint investment company to be

to undertake different projects, according to a joint statement. The State General
Reserve Fund will represent Oman in the Oman-Libya Investment Holding
Company. The agreement was signed on behalf of the Sultanate by Dr Qasim
bin Mohammed al Salhi, Oman’s Ambassador to Libya, and Abdulamir bin
Mohammed bin Said, Deputy Executive Director of the State’s General Reserve

pitching his own trademark desert tent, Libyan leader Moammar Gadhafi paid a
visit to Ukraine last month in search of a remarkable deal to help feed his oil-rich
but soil-poor people. Under a proposed agreement with Kiev, Libya would lease
247,000 acres of Ukraine's rich black land to grow wheat. The harvest would
then be shipped back to Libya, giving the desert nation a more secure supply of
food in the face of predictions about higher food prices and potential shortages
in decades to come. Ukraine, in turn, would get access to Libyan oil fields,
helping free it from dependence on Russia for its energy needs. Around the
world, food-poor but cash-rich countries, spooked by last season's high food
prices, are racing to snap up rights to farmland in developing countries and

week to start drawing up a Libyan constitution, which was abolished when
Moamer Kadhafi seized power almost four decades ago, the committee
chairman said on Friday. "A plan for a constitution has been submitted to the
committee, which will examine it and revise it legally," judge Abdel Rahman
Bututa told AFP, adding that the team of legal experts will hold its first meeting
next week. The constitution project is taking place at the initiative of Kadhafi's
reformist son Seif al-Islam with the collaboration of European and US experts,
said Yussef Sawan, executive director of the Kadhafi Foundation for
Development. "Work on this project is not starting from zero. There are some

The judicial committee is only discussing the matter," said Salem Adam, director
of the External Relations Department of the Gaddafi Foundation, chairman of
which is the son of Colonel Gaddafi Seif al-Islam, on the existence of a draft
constitution for Libya. Over the past few days some sources had reported that an
ad hoc judicial committee had been set up to study a draft constitution beginning
this week. Instead, Adam called the project a "sort of social charter" on the
initiative of Seif in his role as "defender" of human rights, involved in
humanitarian causes both inside and outside the country. The Green Book, the
summa of Gaddafìs thoughts on the Third Universal Theory for a new
democratic society, is all that is needed for Libya to be governed, according to

exchange of assets. Elephant produced 124,000 barrels of oil a day in 2006, and

given seems to me to be positive but there is no hurry' to close the deal, Scaroni
said on the margins of a hearing in parliament. 'You have to wait for the price of
oil to stabilise a bit to have a shared valuation of the asset.' Libya and Italy said
jointly on Saturday that Libya was interested in taking a stake in Eni. Scaroni

Friday, 12 December, 2008: ROME (AP) - Italy's largest natural gas and oil
company said Thursday that it welcomed any Libyan investment in the company.
Premier Silvio Berlusconi said over the weekend that the Libyan Energy Fund
had expressed an interest in buying into Eni SpA as long as Italian authorities
approved. Details of the proposed stake have not been released. Eni CEO Paolo
Scaroni said on the sidelines of an appearance in Parliament that it would be "a
positive thing" if an oil-producing country like Libya were a shareholder in Eni,
which has been active in Libya since 1959. Earlier this year, Eni signed new gas
and oil contracts with Libya that secured Eni's place in the north African country

don't see any political problems," Franco Frattini told reporters when asked

financial investment," he said. But Frattini later told Italian television that Italy
"would start to worry" if Libya's ownership in Eni touched 10 percent, saying a

teamed up to form Laptechno-Power, which will build and operate power
facilities in Ghana, Libya, Uganda, Algeria, Egypt, Yemen and Namibia,

background of the man convicted of the Lockerbie bombing. Born in Tripoli on
April 1,1952, Abdelbaset al Megrahi is thought to have learned to speak English
in America, where he studied in the 1970s. A former director of Libya's Centre for
Strategic Studies, he also used to be the chief of airline security for Libyan Arab
Airlines. He is thought to have visited the UK on a number of occasions - the first
trip was to Cardiff in 1971, when he stayed for nine months as a student. He
visited London when he worked for the Libyan airline, staying in a hotel in
Hounslow. When Megrahi was paraded before the world's media in 1992 to
disprove numerous reports that he and his co-accused had been executed by
the Libyan authorities, journalists described him as surprisingly quietly spoken

Sunday, 7 December, 2008: The Italian government said Saturday that Libya
informed it of the interest to buy a stake in the country's biggest oil company Eni
SpA, after relations with the North African country improved recently. In a joint
statement with the Libyan Energy Fund, the North African country told Italy it
conditioned the unspecified stake purchase on the Rome government not
opposing it. "The Italian government has acknowledge the interest and the
economic scope of the proposed investment...and in the declared absence of
any intention to interfere in the management of the company," said the statement.
It didn't say when the equity stake purchase is planned. Eni is controlled by the

International Monitoring Team contingents that oversee the situation in southern

Thursday. In a statement issued Thursday, the AL called on the UN to take
necessary measures to end the Israeli siege on Gaza in order to send urgent

Corporation (NOC), Shokri Ghanem, believes that a merger between NOC and
an international oil company could take place within the next five to ten years.

succeeded in increasing crude output to a little over 1.8 million bpd currently and
hopes to reach a target of three million bpd by 2013 and more subsequently,

reform of its moribund economy, lengthy delays still deter many firms from doing

4.05 million b/d by 2012. In terms of natural gas, the region in 2007 consumed

handicrafts, as well as poetry sessions and musical performances. It was

Navy has been put on high alert and ships have been given orders to stop the
